선박 전자기관사를 위한 교육모델 개발 (Development of a Training Model for Electro-Technical Officers on Ships)

  • The purpose of this paper is to develope a training model and to make a syllabus for electro-technical officers(ETOs) on ship. In order to complete the purpose, firstly we study on qualification for electro-technical officers and also examine the foreign, domestic cases. Secondly, through the STCW convention and the IMO Model Course 7.08, we have compared the standards of competence for officers in charge of an engineering watch and ETO, and analyze the additional standards of competence to acquire the ETO's licenses. Finally, based on the results of this, we will suggest the development of a training model that officers in charge of an engineering watch must complete in order to obtain an ETO's license. This paper is expected to be useful in the educational institution preparing for training course.

선박 전자기관사의 국내법적 수용방안에 관한 고찰 (A study on the method of adoption of Korean law for the electro-technical officer)

  • 2010년 6월 필리핀 마닐라에서 개최된 "STCW 협약 개정 외교회의" 에서 개정안을 채택하였고, 관련 개정협약의 내용 중 선박의 전자화 및 자동화에 대비하기 위하여 전자기관사의 자격 및 면허 제도를 채택하였다. 우리나라에서는 STCW 개정 협약의 내용을 국내법으로 수용하기 위한 선박직원법 일부법률개정안이 발의되어 현재 시행령 후속 작업 중에 있으며, 관련 법안은 법제사법위원회를 통과하였다. 이 논문에서 선박직원법 개정 안 중 전자기관사의 자격제도 및 면허 신설에 대한 현황을 알아보며, 시행령 제정에 대한 제언 및 전자기관사제도가 효율적으로 정착할 수 있는 방안에 대한 정책적 제언을 하고자 한다.

  • Education and training of technical staff for the new generation technological equipment has a vital importance for developing countries in order to maintain sustainable development and keep up with new generation technologies. Mechatronics the synergistic combination of mechanical, electronic and software engineering from an engineering perspective to serve the purposes of controlling advanced hybrid systems is a product of new generation technology which can be given as a sample to this phenomenon. Recent marine engines are combination of heavy industry with high technology. Nowadays, ships are built in full automation and equipped with computer controlled mechatronics systems. However, finding qualified officer and engineers who can operate, maintain, control and repair when it is required such full automatic systems with knowledge of a new generation system became a serious issue. Due to importance of this fact STCW Manila amendment has new training and certification requirements for electro-technical officers. In this paper, Mechatronics applications on ship are introduced, importance of it highlighted and a new syllabus is proposed for the training of marine engineers to be nurtured with mechatronics knowledge as it is required.
