A Statistical Analysis on the Electric Shocks in 2014 (2014년 감전사고 통계 분석)

  • As the industrial scale is getting enlarged and the people's quality of life is growing, the electric energy consumption has been rapidly increasing every year and the frequency of electrical accidents such as electrical shock This paper gives statistical analysis of the number of casualties caused by the electrical shock, five hundred people every year, but it still exceeded the shaping risk of electrical accidents to anyone in KOREA. In this paper, for the electrical shock of the in 2014 act by occupation, voltage electrical equipment, location, accident type and months. In order to acquire electrical shock in 2014, we visited police stations and hospitals and analyzed records of accidents. The result showed that the electrical shock alone caused 37 people deaths and 569 injuries.

  • The live line working is inherently dangerous as the workers have to work under the risk of electrical shock and most of works are carried out at height. The live line working need the some specific techniques and higher level safety measures such as a risk assessment to carry out works safely, but the electrical construction companies performed live-line working are usually small-sized companies. They have less capacity to have own safety management system. This study intended to conduct an in-depth analysis on the cause of electric shock accidents to provide basic data for policy proposing taking into considering the past eleven years for a long-term plan. And the aim of this study is to propose the policy about the equipment performance standards and/or worker's safety standards to revise the standards for preventing electric shock accidents, moreover, co-relation of the electrical work order form and on safety workings, especially electrical construction company/work.

  • This paper considers the electrical shock risk of the human body due to underwater leakage current in such places of public baths. Many submerged electric facilities in a public bath may create a severe electric shock hazard for the human body, since wet body in an accidentally energized bathtub can result in low electrical resistance through the human body for leakage or fault currents. Therefore a major consideration, in the context of electrical safety underwater, is the shock risk to the bather as a result of electric current flowing through the water in bathtub. To assess the electric shock risk and to analyze the potential distribution in a bathtub, 2 different situation cases are set up, then experimental and simulation methods are adopted. The validity of 2 cases of simulation and experiment data in a bathtub for electric distribution underwater are compared and analyzed. Also electric shock risk assessment underwater in a real public bathtub by simulation program package, Flux 3D, was conducted herein, and the results are presented and discussed.

The Characteristics of Electric Shock Accidents and Their Countermeasures for Portable Electrical Tools (이동형 전기기기의 감전재해 특성 및 그 대책)

  • According to the data of Korea Occupational Safety and Health Agency, electric shock accidents during recent 11 years exceeded more than 60% in architecture/other and construction work, the countermeasures for safety are required in the harsh environment of a construction site where moving electric machines and equipments are widely used. The establishment of countermeasure for insulation degradation and defect is required, in consideration of increasing trend for accidents caused by defective insulation among low voltage electrical installation each year. The aim of this study is to propose the policy about portable electrical tool standards and/or worker's safety standards for preventing electric shock accidents on safety workings, and is to develop the technology and the safety device to prevent electric shock for accident prevention reduction through experiments. It obtained the followings through this study; statistical data analysis of late about 10 years of electric shock-related industrial accidents analysis and portable electric tools; safety device development of 'device for testing continuous grounding and power shut-down' to prevent electric shock from portable electric tools. Furthermore, developed results and proposal in this study will help to prevent the electric shock accidents from portable electric tools and will be expected the utilization of policy formulation, educational data and field supplement of the safety device, and etc.

  • A roadmap for Electrical Safety Technology has been designed based on the study that has been contributed by the specialists, professors and researchers in electral safety field. The roadmap is divided into five major fields including, for instance, the electrical fire accidents roadmap. The other four roadmaps are for electrical shock accidents, electrical facilities accidents, electrical safety policies and electrical safety culture-education, respectively. Each roadmap has a purpose, a scope, and a technical characteristic. Following the roadmaps can result in significant reduction of electrical fire accidents, electrical shock accident victims and so forth. The result can also be utilized in guiding the planning and development of the future electrical safety technology.

A Study on the In-depth Analysis of Cause and Characteristic for Recent Electric Shock Accident (최근 감전재해의 발생특성과 재해원인 분석연구)

  • The electric shock victims were predominantly male, and more than half of the victims were found in companies with less than five employees in terms of the scale of company, and also more than half of victims had less than one month of experience for work experience. Considering the category of industry, more than half of the victims were engaged in construction, and considering the subcategory of industries, more than 60% of electric shock victims were found in building and other construction works. This study intended to conduct an in-depth analysis on the cause of electric shock accidents to provide basic data for policy proposing taking into considering the characteristics such as the electric shock path, low voltage, grounding and protection of workers. Also this study conducted an in-depth analysis of electric shock accidents for the past eleven years taking into account the necessity of a long-term plan.

  • A person's body resistance in the waterpark, public bath and similar places is lower than any other places due to effect of water. So low voltage may create a shock hazard for the human body in case of leakage or fault currents from lighting unit etc. We researched the related regulations these are internal standards, NEC, IEC and investigated the actual conditions for the prevention of electrical shock due to lighting units in the waterpark, public bath and similar places. So we could present actual facilities's problems and solutions

  • As the statistical data, the electrical shock accidents by electrical power facilities of 22.9kV substation is about 100 per years which shows very high occupation rate of 11.3%. There is many hazard factors in this place using high voltage because electrical accident can be occurred in near live part as well as contact. Regarding electrical shock accident in 22.9kV substation as there are many cases that have not been exposed industrial disaster, it is very hard to know exact causes of such accidents in many cases, and therefore it is difficult to set up effective preventive measures. Therefore in this paper, it is intended to prepare the basic data to establish more effective preventive measures of electric shock accidents in 22.9kV substation through understanding the real conditions based on investigation and analysis in various types.

  • To prevent electric shock accidents, an experience education is more effective than indoctrination education. But an electric shock experience education system required a proper physical stimulation on human body to experience electric shock. This paper experiment threshold values of a human body by using Interferential Current Type Low Frequency Stimulator in order to apply to an electric shock experience education system. And the proper stimulation values are calculated according to age (divided child and adult) and gender. Results of this study could be applied to an electric shock experience education system.

  • Underwater lighting is installed in water tanks, fountains and pools in waterparks, it has direct contact with water and in case of any electrical failure due to faults from electrical equipment, there is a lot of electrical shock risk. In this paper, we proposed an improvement plan of the standard of judgment of electrical code which is MOCIE (Ministry of Commerce, Industry and Energy) notification by fact finding survey and analysis of the domestic and foreign codes.
