A Study of the Ignition Mechanism in Electric Condenser Iksan Firestation (콘덴서의 발화 메커니즘 실험)

  • As the use of capacitors in electrical appliances and electrical control circuits increases, the related electrical fire is increasing. There are various parts such as resistors, coils, and capacitors that make up an electric circuit. Among them, the ignition of a capacitor with a temporary charging function is closely related to the structural characteristics of the capacitor. Capacitors can explode due to various reasons, and the high heat generated when they explode ignites the inflammable dielectric, which in turn burns the inflammable materials such as the surrounding electric wires and spreads into a fire. In this paper, the ignition mechanism is studied by conducting a reenactment experiment on the various probabilities that can be ignited in an electric capacitor, and the prevention measures to be applied to the fire prevention are presented.

A Classification Study on the Consumer Product Safety Management Target for CSR Consumer Issues (CSR 소비자이슈를 위한 생활용품 안전관리대상 유형 분류형태 연구)

  • Among the themes for CSR(Corporate Social Responsibility), consumer issues include protecting the health and safety of consumers who purchase and use the products. In particular, ensuring product safety is a major theme of consumer issues for corporate social responsibility. Currently, the government implements the Electrical Appliances and Consumer Products Safety Control Act for product safety management and selects products that may harmful to consumers as safety control items, and manages the products by designating them as 4 types of safety certification, safety confirmation, supplier conformity verification, and safety standard compliance. In this paper, we propose management plans for the establishment of a more reasonable classification type of safety management target for 48 items of consumer products to be controlled by the act, and confirm the validity of the plan. First, we perform cluster analysis using data for CISS (Consumer Injury Surveillance System) to derive a new classification type of the safety management target. Next, we compare the results of the cluster analysis with the classification type of the act and the existing scenario classification method RAS (Risk Assessment by Scenario) and the causal network method RAMP (Risk Assessment Method based on Probability). Based on these results, we propose two new plans of safety management target classification and verify its validity.

  • In Article 311 of the Regulation on Occupational Safety and Health Standards requires the use of Korean Industrial Standards Act in accordance with the Industrial Standardization Act. However, the classification, inspection, maintenance, design, selection, and installation of explosion hazard locations for explosion and explosion prevention and internalization of 'safety' in the performance maintenance phase of electrical machinery and equipment There is no technical and institutional management plan for remodeling and alteration. Analysis of actual conditions and problems related to the installation, use, and maintenance of explosion-proof equipment, comparative analysis of domestic and international technical standards and systems, technical, institutional and administrative systems and systems related to installation, use, and maintenance of explosion-proof equipment, technical personnel and qualifications, etc. It is to propose legislation, system improvement, and technical standard establishment related to the maintenance of explosion-proof facility performance through improvement of the necessity and feasibility study for establishment of the legal status of the management site and management plan. As technical measures, KS standard revision (draft), KOSHA guide (draft) and explosion-proof facility performance maintenance manual were presented. In addition, the institutional management plan proposed the revised rule on occupational safety and health standards, the revised rule on the restriction of employment of hazardous work, and the manpower training program related to the maintenance of explosion-proof facilities and the qualification plan. Enhance safety at the installation, use, and maintenance stage of explosion-proof structured electrical machinery. It is expected to be used to classify explosion hazards, select related equipment, and to update and standardize standards related to installation, use and maintenance.

Development for Worker Safety Management System on the EOS Blockchain (EOS 블록체인 기반의 작업자 안전관리 시스템 개발)

  • In a closed workplace, the management of the workplace is important because the environmental data at the workplace has a great influence on the safety of workers. Today's industrial sites are transformed into data-based factories that collect and analyze data through sensors in those sites, requiring a management system to ensure safety. In general, a safety management system stores and manages data on a central server associated with a database. Since such management system introduces high possibility of forgery and loss of data, workers often suspect the reliability of the information on the management system. In this paper, we present a worker safety management system based on the EOS blockchain which is considered as third-generation blockchain technology. The developed system consists of a set of smart contracts on the EOS blockchain and 3 decentralized applications associated with the blockchain. According to the roles of users, the worker and manager applications respectively perform the process of initiating or terminating tasks as blockchain transactions. The entire transaction history is distributed and stored in all nodes participating in the blockchain network, so forgery and loss of data is practically impossible. The system administrator application assigns the account rights of workers and managers appropriate for performing the functions, and specifies the safety standards of IoT data for ensuring workplace safety. The IoT data received from sensor platforms in workplaces and the information on initiation, termination or approval of tasks assigned to workers, are explicitly stored and managed in the EOS smart contracts.

A Risk Assessment Approach to Safety Management of Electric Railway Facilities (전기철도 전철전력설비의 위험도 평가 기반 안전관리에 관한 연구)

  • Power supply system of electric railway has a diversity of safety problems since it should supply high electric power to the trains moving high speed with a lot of passengers on board. This paper provides a risk assessment approach to safety management of the electric railway facilities. Construction of database from field accident information, risk assessment and management of the risk are carried out systematically to ensure the safety. The risk assessment includes hazard identification, cause analysis by FTA(Fault Tree Analysis), consequence analysis by EVA(Event Tree Analysis), and loss analysis. In terms of the severity and the probability of the accidents deduced by these analyses, the risk of the accidents is assessed by using a risk matrix designed for electric railway facilities. Based on the risk assessment, possible risk mitigation options are identified and evaluated by analyzing their impact on the risk reduction and their cost benefit ratio. The long-term safety of the electric railway facilities can be ensured by renewal of the risk assessment and the risk mitigation option analysis with continuous accident database update. The proposed approach is applied to the electric railway facilities of Korean railway based on the accident data from 2002 to 2008.

A Statistical Analysis on the Electric Shocks in 2014 (2014년 감전사고 통계 분석)

  • As the industrial scale is getting enlarged and the people's quality of life is growing, the electric energy consumption has been rapidly increasing every year and the frequency of electrical accidents such as electrical shock This paper gives statistical analysis of the number of casualties caused by the electrical shock, five hundred people every year, but it still exceeded the shaping risk of electrical accidents to anyone in KOREA. In this paper, for the electrical shock of the in 2014 act by occupation, voltage electrical equipment, location, accident type and months. In order to acquire electrical shock in 2014, we visited police stations and hospitals and analyzed records of accidents. The result showed that the electrical shock alone caused 37 people deaths and 569 injuries.

  • Biomedical laboratory is full of risks. Risk could be biological, chemical, radioactive, mechanical, physical, fire and electrical. All possible risks need to be identified, evaluated and controlled. A risk management system must be in place to prevent accident or loss of lives and to improve overall workplace safety and productivity. Safety in laboratory is a combination of appropriate risk management system, engineering controls and technical facilities, administrative controls and safety procedures and practices. Laboratory safety culture must be developed so that exposure to hazards for laboratory personnel, community and environment will be minimized or eliminated. In this review, importance of safety in a biomedical laboratory and risk management will be discussed.

Technology and Policy Post-Security Management Framework for IoT Electrical Safety Management (IoT 제품의 안전 관리를 위한 기술 및 정책적 사후 보안관리 프레임워크)

  • The Internet of Things (IoT) environment has been gradually approaching reality, and although it provides great convenience, security threats are increasing accordingly. For the IoT environment to settle safely, careful consideration of information security is necessary. Although many security measures in the design and development stages of IoT products have been studied thus far, apart from them, the establishment of systems and countermeasures for post management after the launch of IoT products is also very important. In the present paper, a technical and policy post-security management framework is proposed to provide secure IoT environments. The proposed framework defines the concrete response procedures of individual entities such as users, manufacturers, and competent authorities in the case of the occurrence of security flaws after launching IoT products, and performs appropriate measures such as software updates and recalls based on an assessment of the risk of security flaws.
