Reasonable Operation Method for Electrical Safety Management Agency System (전기안전관리대행 제도의 합리적 운영 방안)

  • This study proposes to suggest a direction hereafter which is the most suitable operating system of electrical safety management agency for electrical facilities to enhance electrical safety considering our domestic conditions. It was designed to prevent electrical disasters which are increasing due to environmental changes in the electrical industry, and the diversification and complication of the electrical facilities. And the strategy of this research is based on conditions of safety management agency for the electrical facilities, with the analysis on conditions of electrical disasters, and with a questionnaire investigation for owner of electrical facilities, safety management agency. Results of this research are expected to be used to prevent electric fires and shocks effectively by reinforcing the electrical safety management agency of electrical facilities having danger of large-scaled accidents. It is expected to enhance the nation's competing power against foreign countries by reducing the human and physical loss, resulted from the development of reasonable operating system for electrical safety management agency.

  • In order to achieve purpose of Smart Grids, which is effective use of electrical energy, the safety of electrical installations must be secured. This paper presented real time monitoring and management method for electrical safety of customer electrical installations connected to Smart Grids. And the direction of electrical safety system for the introduction of real time monitoring and management method was suggested. Efficiency improvement of electrical safety management and new supplementary services related with Smart Girds will be available by introducing the presented method.

To overcome national power crisis outbreaking every year and manage the eletric power reserve ratio, we need to construct and develop the electric safety manager and general public main oriented national power plant. For the advanced national power demand management system, it is required the application development like OpenAPI, Big Data Acquisition, Web/APP basd on ICT.

  • A roadmap for Electrical Safety Technology has been designed based on the study that has been contributed by the specialists, professors and researchers in electral safety field. The roadmap is divided into five major fields including, for instance, the electrical fire accidents roadmap. The other four roadmaps are for electrical shock accidents, electrical facilities accidents, electrical safety policies and electrical safety culture-education, respectively. Each roadmap has a purpose, a scope, and a technical characteristic. Following the roadmaps can result in significant reduction of electrical fire accidents, electrical shock accident victims and so forth. The result can also be utilized in guiding the planning and development of the future electrical safety technology.

  • In spite of regular electrical safety inspection and improvement management of incongruent facilities, over 80 percent of electrical fires were generated in electrical facilities for general use, and the prevention of electrical safety accidents gets more difficult because of incomprehension on electrical safety inspection system, the increasement of non-inspection electrical facilities user, un-installation of residual current protective devices and leaving unsuitable equipments alone. This paper analyzed electrical safety inspection system of electrical facilities for general use and results of safety inspection and electrical fire statistics, and deducted the related problems. Also, improvement method of safety management of electrical facilities for general use was proposed in view of electrical safety inspection system, inspection implementation method, electrical fire statistics establishment, electrical safety consciousness and remote electrical safety inspection system.

  • In this paper, we analyzed causes of accidents that recently increased in the illegal and defective LED lamps. They were analyzed by the electrical characteristics calculation and reappearance experiments. The causes of the accidents were analyzed from the circuit affected by the variation of voltage, current and power by harmonics. We drew a conclusion for electrical safety in illegal or degraded LED lamps from the analysis result. The management factors for electrical safety in LED lamps were harmonics, reactive power and power factor. It is possible to secure the electrical safety through monitoring of power factor in failure products and available in smart meters or smart distribution boards.

  • Electrical product safety certification is for public safety. Korea electrical safety certification (KC) is being tested and certified on the base of Korean electrical appliance safety act and KC scheme. There are operating system and Electrical safety standards in the KC scheme. KC' operating system was adapted from japan operating system of Japan certification scheme. But KC certification' electrical safety standard was adapted from IEC standards of IECEE CB scheme. So There are many problems such as difference of version between KC standards and IEC standards, discrepancy between operating system and standards. Therefore, This paper analyzed the reason of discrepancy and proposed the improved KC certification operating system in order to reduce cost and to save time in the procedure of issuing KC approval for public safety in using electrical products and also for global competence.

  • This paper describes an IoT-based electrical safety management system for managing the electrical power distribution systems in factories or buildings and for managing private electrical devices in apartment complex. The IoT-based electrical safety management system collects IoT data from the electrical facilities or devices to provide various electrical safety services. In some cases, it uses an IoT adaptor to collect data from legacy facilities. By monitoring and analyzing the IoT data, it is possible to provide protection from and prevent electrical hazards. In addition, an IoT-based electrical safety management system can benefit from using the IoT identification system and standardized data model of the electrical facilities and devices. An IoT identification system is used to increase manageability of large-scale electrical facilities which consists of numerous IoT devices. A standardized data model is used to support interoperability. This paper also explores some international and Korean standards related to IoT-based electrical safety management.

A Plan for Construction of the National Electrical Safety Grid to Prevent the Fires Caused by Electrical Faults (전기화재 예방을 위한 국가전기안전망 구축 방안)

  • In this paper, in order to monitor and manage an electrical risk factor like as leakage current, load current, and arc-fault, a real time monitoring and management system being operated in the ubiquitous environment was developed, and a plan of construction of an electrical safety grid using the system was proposed. For confirmation of usefulness and reliability of the proposed safety system and grid, the developed intelligent panels were applied to 28 Korean traditional houses in Jeonjoo city, and the grid including the panels was operated. If the proposed National Electrical Safety Grid is completely constructed in the houses of general electrical users, the Grid will have an effect on that a main manager on electrical safety transfers from management system by general people to real-time management system by expert. As a result, the electrical fires caused by an over-load, an arc-fault, and an earth-fault will be prevented.

  • The current electrical safety plan developed for the national electricity system has been playing an important role in handling a variety of electrical accidents. However, it can be more effective to prevent or reduce those accidents if a preventive electrical safety plan is available. In this paper, an approach to developing the safety plan is described. We first discuss the contents that should be included in the plan. Noting that an effective plan requires the system level consideration of all the factors affecting the safety issues, an operation concept document (OCD) is considered. The OCD can allow us to understand the behavior of the safety system based on the operation environment, the system functions, the performance requirements, all at the system level of the safety system. Thus, the OCD can be useful in developing the safety plan. A detailed description then follows on how the OCD is developed for the electrical safety system under study. Finally, we discuss how the developed OCD can be used in deriving the preventive electrical safety plan.
