  • In this paper an Investigation into the actual condition of electrical equipments installation & management and check the problem of application to IEC60364 in korea construction by the electrical installation technical regulation. building equipments by the electrical installation technical regulation are almost same TT system but the electrical installation technical regulation does not contact with protective conductor(PE conductor). This study derive a problem and resent the solving method of problem causing does not fully understand of IEC60364, mix electrical installation technical regulation and IEC60364 by the actual condition of electrical equipments installation & management in korea.

A Study on Electric-technical Regulation of Handhole Structure and Insulation for Preventing Electrical Shock Accident (감전사고 예방을 위한 지중함 구조 및 절연 관련 시설기준 개발에 관한 연구)

  • The underground electricity distributions are significantly increased because of the urbanization accompanied by rural area developments. However, it has also been increased the safety accidents such as an electric shock around the handhole where the underground cables are connected to each other. This paper provides the base materials on the necessity to amend the installation regulation for securing the insulation and structure strength of handholds using the cast iron or fiberglass reinforced plastic. Article 137 in the judgement regulation for the Korea electro-technical regulation which is one of the installation regulations for handhole is amended and announced in 2017 by being based on the materials in this paper. It is expected to continually reduce the electric shock occurrence around handhole by considering the amended installation regulation.

  • According to the Article 4(Confirmity Assessment)of the Electrotechnical Regulation, Confirmity Assessment for the Electrotechnical Regulation decides confirmity of Electrotechnical Regulation; whether to satisfy performances and requirements(determined from Electrotechnical Regulation). It evaluates technical requirements, new technology and standards. However, it does not evaluate technical content stated from Electrotechnical Regulation & Conformity Criteria. From Confirmity Assessment, the technology will be decided whether to fulfill performances and technical requirements. Which is predetermined by contents related to Electrotechnical Regulation. Test standards and test conditions will be overlooked to determine its performances and technical requirements for safety. This paper will show that, studies have been done to determine the guideline for Confirmity Assessment, which is evaluated from performances and technical requirements associated with Confirmity Assessment of electrical installation for new technology of wireless power transfer.

  • The Technical Regulation in Korea Electricity Business Act, shall be obeyed for design, installation and maintenance of electric facilities to ensure public safety and reliable supply of electricity. The Technical Regulation will be a basis for securing electrical safety, and also will be a governmental criterion for judging acceptance of the electric facilities from a safety viewpoint.

  • 현재 제정 중에 있는 한국전기규정(KEC)은 국제전기표준인 IEC를 기반으로 제정 중에 있으며, 이에 따라 과거의 기준과 다른 IEC 기반의 전선 굵기, 차단용량, 접지방법 등을 적용할 수 있게 되었다. 그중에서 전선의 굵기와 차단기의 차단용량과 관련된 사항은 이미 국내 기술기준에 반영되어 적용되고 있다. 그러나 접지방법 및 체계에 대한 사항은 아직도 적용을 위해 충분하게 논의되지 않은 상태이다. 따라서 IEC를 기반으로 시설된 전기설비의 검증방안을 모색하여 KEC의 조기정착 및 전기설비안전을 확보하고자 한다.

  • IEC standards do not require to limit the earthing resistance of the concrete-embedded foundation earthing electrode which is installed to a specific value. However, in Korea the value of $5{\Omega}$ and below applies to the earthing resistance for a domestic customer whose receiving voltage is 22.9kV. This paper calculates the minimum area and volume of the concrete-embedded foundation earthing electrode in order to obtain a specific value of the earthing resistance when the electrode of the building's lightning protection system and that of its power system are interconnected. It also suggested the most appropriate method of installing the foundation earthing electrode, taking the electric characteristics of concrete into account.

  • IEC Standards on lightning protection system specify the use of natural components as down conductors. This paper provides an analysis of problems revealed from our field investigation and survey conducted for the relevant experts in the construction site where natural components are used as down conductors. It also considers a suitable condition for installing natural components as down conductors in accordance with the latest version of the standard. As a result, when rebars of reinforced concrete are used as down conductors, vertical bars consisting of rebars of which thickness is not less than D13($127mm^2$) should be connected by welding, clamps or bound joints, using appropriate connection components conforming to IEC Standards. The lashed joints, however, shall not be applied for down conductors.

  • Korean Industrial Standards for lightning protection system complies with IEC standards. However, the standards are applicable only to buildings and structures more than 20 meters in high. Therefore, it is necessary to determine whether lightning protection system should be installed on structures lower than 20 meters high. This paper proposes an efficient method of assessing risk against lightning of structures lower than 20 meters high. The method suggests simplified lightning protection system and provides selecting an appropriate protection level. The suggested method assumes that structure under assessment has no lightning protection system and there is no person around the structure at the moment of lightning stroke. A simplified method of assessing the risk to human within the structure is developed by adopting the general assessment factor. The selection of a protection level is possible by comparing tolerable risk with physical damage risk caused by a direct lightning. Finally, this paper gives ways to establish surge protection measures when a structure with lightning risk is within a radius of 2km from the assessed structure even if this structure requires no lightning protection system.

  • This paper gives information which is applied to install the electrical equipment of amusement park and ride. For analyzing the standard of electrical equipment installation, we research the related regulation of National Electrical Code(2002), IEC 60364-series and Technical standards for Electrical facilities of internal standard. Among electrical equipments of amusement park and ride, especially we study the transformer vaults, overcurrent protection and ground protection of electrical equipment. So we the furnished the installation information of transformer vaults, overcurrent and ground protection at amusement park and ride.

  • In Article 311 of the Regulation on Occupational Safety and Health Standards requires the use of Korean Industrial Standards Act in accordance with the Industrial Standardization Act. However, the classification, inspection, maintenance, design, selection, and installation of explosion hazard locations for explosion and explosion prevention and internalization of 'safety' in the performance maintenance phase of electrical machinery and equipment There is no technical and institutional management plan for remodeling and alteration. Analysis of actual conditions and problems related to the installation, use, and maintenance of explosion-proof equipment, comparative analysis of domestic and international technical standards and systems, technical, institutional and administrative systems and systems related to installation, use, and maintenance of explosion-proof equipment, technical personnel and qualifications, etc. It is to propose legislation, system improvement, and technical standard establishment related to the maintenance of explosion-proof facility performance through improvement of the necessity and feasibility study for establishment of the legal status of the management site and management plan. As technical measures, KS standard revision (draft), KOSHA guide (draft) and explosion-proof facility performance maintenance manual were presented. In addition, the institutional management plan proposed the revised rule on occupational safety and health standards, the revised rule on the restriction of employment of hazardous work, and the manpower training program related to the maintenance of explosion-proof facilities and the qualification plan. Enhance safety at the installation, use, and maintenance stage of explosion-proof structured electrical machinery. It is expected to be used to classify explosion hazards, select related equipment, and to update and standardize standards related to installation, use and maintenance.
