위험도 평가 기반의 전철/전력분야 안전확보 방안에 관한 연구 (A Study on Ensuring Safety in Electric Railway Based on the Risk Assessment)

  • Recently the railway safety is very important issue in Korea because there are lots of changes like the separation of operation and facility of national rail network, the inauguration of high speed train and Daegu subway fire accident. Railway safety management system is based on risk assessment of rolling stocks, electrical system, signaling, operation & maintenance and human element. With this process, railway risk will be reduced as low as reasonably acceptable level. Through risk assessment on accident data, this study predicted the current risk level of railway electrical system and presented the proper safety ensuring measures.

  • It is expected that passenger ship will be large-scale and luxurious according to the needs of modern function. A passenger short of information on the ship, so that they may be injured at the occurrence of fire accident. This study has investigated a case related to fire accident and presented basic data ship to minimize damages and loss at the occurrence of fire accident.

회전 카메라를 이용한 블랙박스 시스템 구현 (Implementation of a Dashcam System using a Rotating Camera)

  • In this paper, we implement a Dashcam system capable of shooting 360 degrees using a Raspberry Pi, shock sensors, distance sensors, and rotating camera with a servo motor. If there is an object approaching the vehicle by the distance sensor, the camera rotates to take a video. In the event of an external shock, videos and images are stored in the server to analyze the cause of the vehicle's accident and prevent the user from forging or tampering with videos or images. We also implement functions that transmit the message with the location and the intensity of the impact when the accident occurs and send the vehicle information to an insurance authority with by linking the system with a smart device. It is advantage that the authority analyzes the transmitted message and provides the accident handling information giving the user's safety and convenience.

  • When an event is occurred in a nuclear power plant (NPP), the NPP operator reports it referred by the regulation on reporting and public announcement of accidents and incidents. Some of the events do not need to be reported because they are not included in the reporting criteria of the regulation. However, it is necessary that they should be managed effectively because the accident can be occurred by the recurrence of a lot of them as precursors. Among the events not included in the reporting criteria of the regulation, near miss is the event that is not occurred but can generate a significant consequence. This can provide the cause of the event which does not result an accident. So, it is able to offer insightful knowledges to prevent higher level events about the function and process of NPP. The objective of this study is to analyze the issues of near miss events, prepare the defence against the risk, and improve the management process of NPP. To achieve it, this study performed to analyze the management structure and status of near miss events as well as the accident reporting system of the domestic and foreign regulation bodies. In case of Korea, the status was analyzed by quantitative data, licensee event reports and procedures. Based on these, we could find the causes that near miss events were not managed effectively. Then, systematic alternatives that reflected the perspective of man, technology and organization were drawn.

  • 직류 배전시스템의 보급이 증가됨에 따라 이에 따른 고장 발생 및 화재 사고도 증가하고 있고 특히 스마트 그리드의 구성 요소인 ESS 화재 사고, 직류 시스템인 태양광 발전 시스템의 화재 사고는 신재생에너지의 보급이 급격하게 증가하고 동시에 사용 연수 10년 이상의 노후 시설이 많아짐에 따라, 시스템 구성 요소 간의 전기적인 접속의 문제들로 발생하고 있다. 이로 인해 유발된 빛과 열을 방출하여 직접적인 화재의 원인이 될 수 있는 아크가 화재의 한 원인으로 지적되고 있다. 따라서 이러한 아크 결함의 문제는 기존의 과전류차단기와 누전차단기로는 아크사고를 사전에 차단할 수 없는 실정이며 대규모 유틸리티 시스템뿐만 아니라 소규모 주거 시스템에서도 인간의 안전에 중대한 위협이 될 수 있기에 아크사고에 대한 대책이 필요하다. 본 논문에서는 국제표준화에 만족하는 시험장비 개발과 아크 발생에 따른 고장 및 화재를 보호하기 위한 직류 아크 Generator를 개발 하고자 한다.

통합영상정보 생성을 활용한 교차로 영상기록장치 시스템 구현에 관한 연구 (A Study on Implementation of Video Recording System utilizing Unified and integrated information for intersection)

  • 본 논문은 교차로 영상기록장치 시스템으로서 교차로 구간 영상과 신호등 현시 영상을 수집하여 하나의 영상정보로 통합한 후 중앙센터로 전송하는 시스템이다. 시스템은 교차로 영상과 신호등 현시 영상을 획득하는 영상 획득 과정과 획득한 두 영상을 단일의 영상으로 통합하는 과정을 거쳐 중앙센터로 전송하고 기록하도록 구성되어 있다. 이 시스템을 활용하여 사고 발생시 유고정보를 신속히 전파하여 2차 사고를 예방하고 사고의 원인을 판단하는데 소요되는 시간과 분쟁을 줄일 수 있을 것으로 기대된다.

전기안전기술 로드맵 설계 연구 (A Study on the Roadmap Design for Electrical Safety Technology)

  • A roadmap for Electrical Safety Technology has been designed based on the study that has been contributed by the specialists, professors and researchers in electral safety field. The roadmap is divided into five major fields including, for instance, the electrical fire accidents roadmap. The other four roadmaps are for electrical shock accidents, electrical facilities accidents, electrical safety policies and electrical safety culture-education, respectively. Each roadmap has a purpose, a scope, and a technical characteristic. Following the roadmaps can result in significant reduction of electrical fire accidents, electrical shock accident victims and so forth. The result can also be utilized in guiding the planning and development of the future electrical safety technology.

원자력발전소 중대사고 대응 조직에 대한 레질리언스 정량적 모델 개발: AHP 방법 적용 (Development of a Quantitative Resilience Model for Severe Accident Response Organizations of Nuclear Power Plants: Application of AHP Method)

  • Resilience is defined as the intrinsic ability of a system to adjust its functioning prior to, during, or following changes and disturbances, so that it can sustain required operations or functions with the related systems under both expected and unexpected conditions. Resilience engineering is a relatively new paradigm for safety management that focuses on how to cope with complexity under pressure or disturbance to achieve successful functioning. This study aims to develop a quantitative resilience model for severe accident response organizations of nuclear power plants using the Analytic Hierarchy Process (AHP) method. First, we investigated severe accident response organizations based on a radiation emergency plan in the Korean case and developed a qualitative resilience model for the organizations with resilience-influencing factors, which have been identified in the author's previous studies. Then, a quantitative model for entire severe accident response organizations was developed by using the Analytic Hierarchy Process (AHP) method with a tool for System Dynamics. For applying the AHP method, several experts who are working on implementing, regulating or researching the severe accident response participated in collecting their expertise on the relative importance between all the possible relations in the model. Finally, a sensitivity analysis was carried out to discuss which factors have the most influenceable on resilience.
