Case Study for the Elderly Welfare Center for the Aging Society (고령화 사회를 위한 노인복지회관 사례 연구)

  • This study examines the services provided by the elderly welfare center in Korea, which have entered the aged society since 2017. And it suggests future direction of development. In order to present the direction of development, I surveyed three cases in Germany, Sweden, and Japan and conducted In-depth Interviews with 12 elderly people. According to the interviews and case studies, first, it is necessary to make people participate in many programs, secondly, it should be made that the welfare centers are not used only by elderly people, third, elderly people should be provided with program to participate in self, it is important. Currently, Welfare Centers are applying different programs in different regions, so it is a limitation of this study that I do not know how the program is going on. In future research, it is necessary to investigate cases in Korea and specific programs that can be applied to local characteristics and common without regional difference.

  • Recently, community welfare centers including the elderly welfare centers are also interested in the issue of loneliness and are attempting a comprehensive approach to care for the elderly in the community.The problem is that there is a need for volunteers who are sustainable, but trained semi-professionals rather than non-professionals.Therefore, ways to provide education programs that can be based on continuous supplementation and specialization of manpower and to apply them to the field are being sought.The purpose of this study is to present a plan through examples with the aim of linking college students majoring in social welfare as a major resource for preventing loneliness of elderly people living alone in local communities through volunteer activities. It was suggested that volunteer activities of college students majoring in social welfare should be provided more systematically to the elderly living alone in the community.

A Study on the Satisfaction of Senior Welfare Centers by Senior's Lifestyle (노인의 라이프스타일 유형에 따른 노인복지관에 대한 만족도 연구)

  • With the continuous rise of elderly population and rapid progression of aging in our society, greater emphasis is placed on the importance of local seniors welfare centers as representative service space that meets the diverse needs of local residents. In addition, there is a growing tendency among current users to seek high-quality service as their educational level, economic ability and lifestyle have changed for the better compared to past generations. Accordingly, this study analyzed the satisfaction of senior welfare centers according to life-style type of the elderly, using a lifestyle measurement tool which incorporates indicators of gerontographics. A survey was conducted with users of seven senior welfare centers located in Seoul. Analysis results are as follows: First, four types of lifestyle were derived through cluster analysis; independent activity type, protective activity type, active challenge type, and passive challenge type. Second, it was found that the overall satisfaction of seniors welfare centers by the life-style of the elderly is highest for the protective activity type followed by the passive challenge type, the active challenge type, and the independent activity type. Third, upon examining the effect of spatial characteristics of welfare centers on the satisfaction of elderly users by type of lifestyle, it was found that the independent activity type and the passive challenge type users are most influenced by intimacy, the protective activity type users by comfort, and the active challenge type users by convenience.

A Study on the Determinants of Satisfaction for The Generational Integration Programs

  • Purpose: The purpose is to expand the role of local senior welfare centers as a place for intergenerational integration by analyzing the intergenerational awareness and satisfaction of participants in the intergenerational integration program. Research design, data and methodology: The empirical study conducted a survey on 205 participants (114 seniors, 91 teenagers) of the generation integration program being implemented at a senior welfare center located in Seoul. Results: Regarding the satisfaction of participants in the generation integration program, both the elderly and youth showed that the more contact they had between generations, the higher the satisfaction with participation. In the case of the elderly, the better the subjective health status, the older the respondent, and the lower the educational level, the higher the satisfaction, and the more frequently they met youth, the higher the satisfaction. On the other hand, the longer the youth participated in the program, the weaker their negative emotions toward the elderly, and the higher the degree of visits to grandparents, the higher their satisfaction with participation. Conclusions: The biggest determinant of satisfaction with the generational integration program at senior welfare centers is the intensity and frequency of contact between the elderly and youth generations.

A Study on Decision Factors Affecting Utilization of Elderly Welfare Center: Focus on Gimpo City (노인복지관 이용 결정요인에 관한 연구: 김포시 노인을 중심으로)

  • The purpose of this study is to learn about the decision factors affecting utilization of elderly welfare center of the elderly living in Gimpo city. The reason of the study is that the elderly welfare center as a provider of general welfare services could not only thinking about the state policy but also need to consider about the inherent role and function of the elderly. Especially for these elders living in rural areas, although the number of elderly welfare centers of the whole country has greatly increased in last 10 years, the effect and function of the facility are almost the same and they are still lack of leisure activities. This issue become a serious problem nowadays. For the above reasons, this article conducts a social survey of 360 elderly people over the age of 65 who lives in the Gimpo city which is a rural-urban type city. The research method is to examine the relationship between the predisposing factors, enabling factors and need factors of Andersen's behavior model with binary logistic regression analysis and the decision tree analysis. The result of binary logistic regression shows the most of factors of Andersen's model is significant. The factors of age, gender, education level in predisposing factors; monthly income in enabling factors and the reserve for old life, the preparation of economic activity for old life in need factors are significant. Then the result of decision tree analysis shows the interaction between factors; when the education level in predisposing factors is higher, the possibility of using of elderly welfare center becomes bigger. Also as the level of healthy promoting preparation in the need factors gets lower, the possibility of using of elderly welfare center still becomes bigger. Although differences were found in the interpretation of the results of regression analysis and decision tree analysis, the results of this study can still provide support for the necessity of elderly welfare centers providing integrated welfare services.

A Basic Survey for Management of Elderly Day Care Centers (노인주간보호시설의 운영을 위한 기초조사)

  • The purpose of this study was to survey basic data for management of elderly day care centers. In this study, occupation, leisure life, and food, clothing and habituation, as well as social relationship, health state and behavior, and general characteristics of subjects were examined to identify the factors affecting their cognition, need and preference of the day care centers. The subjects of this study were 392 elderly, aged 60 years or over, living in Gangnung and neighboring districts. Data were collected by educated interviewers from November 4 through November 22, 2002. The subjects were interviewed face to face, one for one after the interviewee's agreements on the survey. The collected data were analysed with logistic regression analysis by SAS (statistical analysis system). Logistic regression analysis was done to identify affecting factors for cognition, need and preference of the elderly day care centers. The major findings are as follows: 1. The factors affecting cognition for the day care centers were analysed. The subjects with an occupation and a lower satisfaction level of living environment and friendship, who were economically secure enough to manage a sudden accident, showed a higher level of cognition of the day care centers. The subjects with a higher level of mental health state and a lower level of IADL also showed a higher level of cognition. On the general characteristics younger female subjects showed a higher level of cognition. 2. The subjects with a lower level of perceived economic condition who did not own their housing and were not economically safe enough to manage a sudden accident, had showed a higher level of need for the day care centers. It showed that the subjects with a high level of mental health state, a bad eye sight and dental condition, a good perceived health condition, and a lower level of IADL, needed the centers. 3. The subjects who had an occupation, however, not capable of making their own daily expenses, and a low occupation satisfaction level, and who did not own their housing, and were economically poor not enough to manage a sudden accident, showed a higher preference for the day care centers. The subjects with higher levels of friendship satisfaction and perceived health condition, not living with their spouse, and a higher education level, showed a higher preference for the centers. In conclusion, the common factors affecting their cognition, need and preference of the day care centers were occupation, economic security enough to manage accidents, and friendship satisfaction level. Especially, the subjects who had an occupation, however, not economically secure enough to manage accidents, and who did not live in their own housing with a good perceived health condition, showed high levels of need and preference for the day care centers. These results can be used as basic data to develop the efficient elderly day care centers, thus contribute to the elderly welfare in a local community.

A Study on Emotional Labor of Home Elderly Welfare Center Certified Nursing Assistants

  • The purpose of this study is to improve the operation and working environment of welfare centers through this study on emotional labor of Certified Nursing Assistants at home welfare centers for the elderly. For the study, 138 Certified Nursing Assistants belonging to the Home elderly welfare center in K-si and J-do were studied. For statistical analysis, Cronbach's α, t-test, ANOVA, Pearson correlation analysis, and multiple regression analysis were performed using SPSS/WIN 17.0. First, as a result of the study, the difference in emotional labor among Certified Nursing Assistants at home-based senior welfare centers was higher in the degree of emotional labor in the order of dementia education, work experience, employment type, education level, and age. Second, the degree of burnout of the survey subjects was highest in the order of work experience, dementia education, employment type, and age. Finally, work stress and emotional labor were found to have a significant positive effect on work burnout. In conclusion, it is necessary to study Certified Nursing Assistants' cases of systematic emotional control experience to prevent work burnout, dementia education, work feedback on how to cope with services, and work conditions improvement measures to relieve work stress.

Comparative Study of Welfare Facility Policies for the Elderly in Korea and Japan (한국과 일본의 노인복지시설 관련정책의 비교 고찰)

  • The purpose of this study is to present our elderly welfare policy and welfare facilities for the elderly and to propose the future direction of policy for the elderly with comparison to that of Japan. The comparative study results of Korea and Japan are as follows: As the basis of elderly welfare, care insurance for the elderly is now fixated in the two countries. On the other hand, for quantitative expansion in Korea, the quality level has been gone down. Due to qualitative evaluation, the growth of facilities has slowed and material welfare providers was also a decline in the number of operators. Two countries in the field of community welfare in recent years has been actively promoting. It is the most important to solve the social welfare problem with local councils who know the area, which is a part of the future to focus and to support. Due to huge construction investment of facility, there is the burden of operators. This facility is appropriate for an extension of the home. However, it is in the hard economic times. Until now, the number of people in a room is at least four according to the legal standard of Korea, there are a few private rooms. On the other hand, in Japan, unit-care was phased since 2002 and private rooms have been expanded. In Japan, health center for the elderly plays an important role with special elderly nursing home among facilities for the elderly. Health center provides services that are recovering, nursing, and caring to support independence for the elderly after acute phase of treatment. As treatment and care, the aim of health center is to return the elderly to home. On the other hand, there are a few health centers for returning the elderly to home in Korea. Furthermore, in Japan, a project for preventive care has been begun. The project is needed in Korea.

The Actual Status of Elderly Orofacial-Function Improvement Program in Seoul and Gyenggi-Area

  • Background: Although the orofacial-function improvement exercise (OFIE; oral exercise) was first introduced in Korea 10 years prior, it is still not covered by medical insurance, and no detailed survey on the dissemination of related programs has been conducted. Therefore, this study investigated the actual status of the education and practice of OFIE among the elderly and at elderly welfare institutions in the Seoul and Gyeonggi Provinces. Methods: Senior citizens aged more than 65 years old, public health centers (total of 69) and elderly welfare institutions (including nursing homes and elderly welfare centers, total of 56) per administrative area in the Seoul and Gyeonggi Provinces were targeted. We analyzed 200 elderly people and 93 institutions who agreed to participate in the survey. For the elderly, general characteristics, experience and route, current practice, and necessity regarding OFIE were investigated. For institutions, the history and plan of education programs on OFIE were investigated. Results: Regardless of the general characteristics, both the rate of experience and practice for OFIE were low overall; moreover, although they felt it was necessary, they had insufficient motivation for its implementation. Moreover, only a few institutions which were operating the education about OFIE regardless of the COVID-19 situation. Conclusion: Although OFIE is necessary for the elderly, its distribution remains insufficient. Therefore, further efforts are needed to expand the education and raise the awareness of oral exercise among elderly individuals and senior welfare institutions.

Analysis of the medical and welfare projects Efficiency of Senior Welfare Centers by DEA Model (DEA를 이용한 노인복지관 의료복지사업 효율성 분석)

  • The purpose of this study was to examine the efficiency of senior welfare centers and the cause of differences among senior welfare centers in that regard, and to investigate influential factors for the differences in efficiency and the size of the influence of the factors. What methods would be effective at assessing the efficiency of senior welfare centers by taking into account their circumstances was reviewed, and post-hoc analyses were made by using data envelopment analysis(DEA) and Tobit analysis, which were useful tools to evaluate relative efficiency. After 24 senior welfare centers located in Seoul were selected, their yearly operating data of 2011 were utilized. In this study, we set limits to the medical welfare of the elderly welfare services business, and divided into model 2 including the elderly population in the region and model 1, input factors for only internal factors, such as full-time workers. We calculated a valid result by proceeding a BCC analysis and analysis of CCR respectively. As this study has some limitations, follow-up research should be implemented. Yet this study is of significance in that it attempted to present general norms for the efficiency analysis of senior welfare centers by using a DEA model and made various post-hoc analyses based on the efficiency data to give significant suggestions on the service of senior welfare centers.
