Improving efficiency of the telecommunication is crucial to the development and growth of Korean economy. Recently, it has become important with the huge development of information technology and its greater potential for extensive impact on the rest of the economy. Hence, it is useful to determine the factors that help enhance efficiency in telecommunication and consider them in improving the evaluation model. This study applies DEA (data envelopment analysis) to evaluate the relative efficiency of 51 branches of a Korean telecommunication company. Using the super-efficiency approach, we tested outliers which may affect the results and ranked the efficient branches. A method of deriving key variables applied to business operation is proposed to identify the key performance indicators for evaluation that takes environmental (non-discretionary) factors into account. We used the extended CCR model proposed by Banker and Morey to investigate the influence of non-discretionary factor. The information provided by the model (slacks, weights) and the sensitivity analysis shows that the most important indicator that affects the branch performance is operating cost. The results of sensitivity analysis show that average efficient score decreases from 0.972 (base case) to 0.863 for CASE2-COST. The average score of the data proves the priority of operating cost over other indicators. The effect of environmental (non-discretionary) variable was found to be significant. The population effect was positive and improved overall efficiency by 0.91% on average. Non-discretionary factor plays a meaningful role explaining the performance of branches. The performance optimization report can help a manager of an inefficient branch to develop branch strategies. Managers can identify the top-performing units, study best practices and adopt the strategy to the organization.

The technique of virtual machine construction using hypervisor such as Xen and KVM is mainly used for implementation of cloud computing infrastructure. This technique is efficient in allocating and managing resources compared to the existing operation methods. However it requires high resource usage when constructing virtual machines and results in wasting of resources when not using the allocated resources. Docker is a technique based on the container method to resolve such a problem. This paper shows the container method such as Docker is efficient as a web construction technique by comparing virtual machine method to container method. It is shown to be especially useful when storing data into DB or storage devices in such environments of web server or program development. In the upcoming cloud computing environment the container method such as Docker is expected to improve the resource efficiency and the convenience of management.

Virtualization technology is one of the technologies that have been attracting attention as cloud computing spreads recently. When a system is constructed using virtualization technology, mutiple operation systems can be operated in a single host operating system, thereby facilitating efficient management of computing resources. As more and more operating systems are running on the hypervisor, it is important to measure the overall performance of the virtualization system and this is becoming an important technology. In this paper, we analyze the main functions of the existing profiling tools to measure the performance of the virtualization system, and measure and classify the profiling coverage that the monitoring tools can perform for events that may occur in the virtualization system. In addition, we have studied a framework that enables performance measurement by loading appropriate profiling tools into the guest system when performance measurement is required for the virtualization system according to the information received from the remote system performing the monitoring.

Social infrastructure facilities that have been under construction since the country's high-growth period are undergoing rapid aging, and safety assessments of large structures such as bridge tunnels, which can be directly linked to large-scale casualties in the event of an accident, are necessary. Wireless smart sensor networks that improve SHM(Structural Health Monitoring) based on existing wire sensors are difficult to construct economical and efficient system due to short signal reach. The LPWAN, Low Power Wide Area Network, is becoming popular with the Internet of Things and it is possible to construct economical and efficient SHM by applying it to structural health monitoring. This study examines the applicability of LoRa LPWAN to structural health monitoring and proposes a channel usage pre-planning based LoRa network operation method that can efficiently utilize bandwidth while resolving conflicts between channels caused by using license - exempt communication band.
In this paper, propose an efficient arc detection and control method to achieve fast machining speed, improved precision and surface roughness in discharge machining, especially for carbide and hard material processing and metal processing using discharge phenomenon as energy. A single discharge waveform is divided into three sections of Td (Time-Delay), Ton (Time-on) and Toff (Time-off) and the gate control timing is simulated using the HDL language. In this paper, we analyze the effect of the gap between the electrode and the workpiece on the machining results by determining the operation of the servo mechanism by sampling the Td section through the comparator circuit. As a result of the analysis, the Td section of the formed waveform was more precisely sampled at a high speed and the results were improved when applied to the gap control between the electrode and the workpiece.
The maintenance of the guided missiles typically requires the efficient management of spare parts and maintenance time. This study analyzed the impact of the maintenance time on operational availability. This study classifies the maintenance team with consideration of the skill level of the Harpoon guided missile maintenance and the goal is to analyze the impact on the operational availability with the skill levels quantitatively. Based on the real maintenance data of Harpoon guided missiles, a simulation model is constructed and analyzed. The analysis of the simulation result shows the trade-off between the maintenance time and operational availability. It is expected that the simulation model can help the maintenance policies of guided missiles.

The nationwide expansion of the agricultural early warning service for agrometeorological disaster would require assessment of geographical and agricultural environmental characteristics by individual region. The development of an efficient computing environment would facilitate such services for the area of study region to deal with various crops and varieties for many farms. In particular, the design of the computing environment would have a considerable impact on the service quality of agriculture meteorology when the scale of computing environments increases for extended service areas. The objectives of this study were to derive the issues on the current computing environment under which services are provided by each region and to seek the solutions to these problems. The self-evaluation through experimental operation for about a year indicated that integration of the early warning service system distributed over different regions would reduce redundant computing procedures and ensure efficient storage and comprehensive management of data. This suggested that the early warning service for agrometeorological disaster would become more stable even when the service areas are to be expanded to the national scale. This would contribute to higher quality services for individual farmers.

The global decrease in traditional energy resources has prompted increasing energy demand, necessitating efforts to replace and optimize energy sources. This study focuses on enhancing energy efficiency in manufacturing plants, known for their high energy consumption. Through simulations and analyses, the study proposes a temperature-based control system for HVAC (Heating, Ventilating, and Air Conditioning) operations, utilizing machine learning algorithms to predict and optimize factory temperatures. The results indicate that this approach, particularly the prediction-based free cooling algorithm, can achieve over 10% energy savings compared to existing systems. This paper presents that implementing an efficient HVAC control system can significantly reduce overall factory energy consumption, with plans to apply it to real factories in the future.
The functional requirements standards for electronic records management systems which have been published recently describe the specifications very precisely including not only core functions of records management but also the function of system management and optional modules. The fact that these functional requirements standards seem to be similar to each other in terms of the content of functions described in the standards is linked to the global standardization trends in the practical area of electronic records. In addition, these functional requirements standards which have been built upon with collaboration of archivists from many national archives, IT specialists, consultants and records management applications vendors result in not only obtaining high quality but also establishing the condition that the standards could be the certificate criteria easily. Though there might be a lot of different ways and approaches to benchmark the functional requirements standards developed from advanced electronic records management practice, this paper is showing the possibility and meaningful business cases of gaining useful practical ideas learned from imaging electronic records management practices related to the functional requirements standards. The business cases are explored central functions of records management and the intellectual control of the records such as classification scheme or disposal schedules. The first example is related to the classification scheme. Should the records classification be fixed at same number of level? Should a record item be filed only at the last node of classification scheme? The second example addresses a precise disposition schedule which is able to impose the event-driven chronological retention period to records and which could be operated using a inheritance concept between the parent nodes and child nodes in classification scheme. The third example shows the usage of the function which holds or freeze and release the records required to keep as evidence to comply with compliance like e-Discovery or the risk management of organizations under the premise that the records management should be the basis for the legal compliance. The last case shows some cases for bulk batch operation required if the records manager can use the ERMS as their useful tool. It is needed that the records managers are able to understand and interpret the specifications of functional requirements standards for ERMS in the practical view point, and to review the standards and extract required specifications for upgrading their own ERMS. The National Archives of Korea should provide various stakeholders with a sound basis for them to implement effective and efficient electronic records management practices through expanding the usage scope of the functional requirements standard for ERMS and making the common understanding about its implications.
The current industrial development and the increase of population in Daecheong Reservoir basin have produced a rapid increase of wastewater discharge. This has resulted in problem of water quality control and management. Although many efforts have been carried out, reservoir water quality has not significantly improved. In this sense, the development of water quality management system is required to improve reservoir water quality. The goal of this study is to design a GIS-based water quality management system for the scientific water quality control and management in the Daecheong Reservoir. For general water quality analysis, WASP5 model was applied to the Daecheong Reservoir. A sensitivity analysis was made to determine significant parameters and an optimization was made to estimate optimal values. The calibration and verification were performed by using observed water quality data for Daecheong Reservoir. A water quality management system for Daecheong Reservoir was made by connecting the WASP5 model to ArcView. It allows a Windows-based Graphic User Interface(GUI) to implement all operation with regard to water quality analysis. The proposed water quality management system has capability for the on-line data process including water quality simulation, and has a post processor far the reasonable visualization for various output. The modeling system in this study will be an efficient NGIS(National Geographic Information System) far planning of reservoir water quality management.
