A Proposal on the Development Method of a New Lightning Warning System for Effective Alerts (유효 경보를 위한 새로운 낙뢰 경보시스템의 개발 방법에 대한 제안)

  • We examine the standalone lightning warning system (LWS) and its warning performances for three years. This system acquires and analyzes the data of cloud-to-ground strike (CG), intra-cloud discharge (IC) and electrostatic field (EF) to produce prior warnings with respect to the impending arrival of CG in the area of concern (AOC). The warnings in this system are carried out based on the fixed two areas method. To evaluate warning performances, we analyzed the statistics of warnings with probability of detection (POD) and false alarm ratio (FAR). Based on the previous study, we revised the trigger and clear conditions of lightning warning for improving the performances of the system. As a result of this revision, POD increased from 0.18 to 0.44 and FAR decreased from 0.96 to 0.78 during the summer of 2014. However, the LWS was not possible to trigger effective alerts (EA) because there was no effective lead time (LT) for the fixed two areas method. Problems related to the low detection efficiency of IC and the use of EF data for warnings still decreased POD and increased FAR. Hence, we proposed the development method of a new LWS (NLWS) that would be composed of integrated weather data, the flexible two areas and the user software in order to trigger EA and improve warning performances.

Network Security Visualization for Trend and Correlation of Attacks (네트워크 공격 추이 및 공격 연관 정보 시각화)

  • Network security visualization technique using security alerts provide the administrator with intuitive network security situation by efficiently visualizing a large number of security alerts occurring from the security devices. However, most of these visualization techniques represent events using overlap the timelines of the alerts or Top-N analysis by their frequencies resulting in failing to provide information such as the attack trend, the relationship between attacks, the point of occurrence of attack, and the continuity of the attack. In this paper, we propose an effective visualization technique which intuitively explains the transition of the whole attack and the continuity of individual attacks by arranging the events spirally according to timeline and marking occurrence point and attack type. Furthermore, the relationship between attackers and victims is provided through a single screen view, so that it is possible to comprehensively monitor not only the entire attack situation but also attack type and attack point.

  • With the growing deployment of network and internet, the importance of security is also increased. But, recent intrusion detection systems which have an important position in security countermeasure can't provide proper analysis and effective defence mechanism. Instead, they have overwhelmed human operator by large volume of intrusion detection alerts. In this paper, we propose an efficient alert analysis system that can produce high level information by analyzing and processing the large volume of alerts and can detect large-scale attacks such as DDoS in early stage. And we have measured processing rate of each elementary module and carried out a scenario-based test in order to analyzing efficiency of our proposed system.

  • When a disaster occurs, effective alerts will reduce human life and property loss. The Integrated Emergency Alert System is a national disaster management system which integrates existing alert systems to deliver effective disaster alerts. Alert message exchange protocol is the essential technology for the System. In Korea, the first specification for "Common Alerting Protocol Profile for Integrated Emergency Alert System" was established in 2014. In this paper, we derive two additional requirements for more enhanced alert service and propose revision of the specification: multilingual alert service for foreigners and more flexible representation of target area. We review the associated foreign profile specifications as well as the domestic specifications to analyze these requirements. Finally, we propose the most efficient way to deliver multilingual alert message and to represent target area.

  • This research proposes a framework of buffer management for multi-project systems in the critical chain project management (CCPM) method, expressed in the form of max-plus linear (MPL) representation. Since time buffers are inserted in the projects for absorbing uncertainties in task durations and protecting the completion times, the proposed method provides a procedure for frequently surveying the rates of consumed buffers and the rate of elapsed times. Their relation expresses the performance of the projects which is plotted on a chart through the completed processes. The chart presents the current performance of the projects and their interaction, which alerts managers to make necessary decisions at the right time for managing each project and the entire multi-project system. The proposed framework can analyze the complex system readily, and it enables managers to make an effective decision on scheduling. The effectiveness of the framework is demonstrated through a numerical example.

Environmental Planning Contermeasures Considering Spatial Distribution and Potential Factors of Particulate Matters Concentration (미세먼지 농도의 공간적 현황 및 잠재영향인자를 고려한 환경계획적 대응 방향)

  • Adverse impact of Particulate Matters(PM10, PM2.5; PMs) significantly affects daily lives. Major countermeasures for reducing concentration of PMs were focused on emission source without considering spatial difference of PMs concentration. Thus, this study analyzed spatial·temporal distribution of PMs with observation data as well as potential contributing factors on PMs concentration. The annual average concentration of PMs have been decreased while the particulate matter warnings and alerts were significantly increased in 2018. The average concentration of PMs in spring and winter was higher than the other seasons. Also, the spatial distribution of PMs were also showed seasonality while concentration of PMs were higher in Seoul-metropolitan areas in all seasons. Climate variables, emission source, spatial structure and potential PM sinks were selected major factors which could affects on ambient concentrations of PMs. This paper suggest that countermeasures for mitigating PM concentration should consider characteristics of area. Climatic variables(temperature, pressure, wind speed etc.) affects concentrations of PMs. The effects of spatial structure of cities(terrain, ventilation corridor) and biological sinks(green infrastructure, urban forests) on concentration of PMs should be analyzed in further studies. Also, seasonality of PMs concentration should be considered for establishing effective countermeasures to reduce ambient PMs concentration.

The Impact of Air Quality on Traveling Time by Transportation Mode (대기오염 수준이 교통수단별 통행시간에 미치는 영향 분석)

  • This paper examines the effects of ambient air pollution by ozone and particulate matter on traveling by mode of transport. We estimate the SUR model of travel time by different modes of transportation using individual level data of travel diaries. We find that, as air pollution levels rises, traveling by privately-owned vehicles increases but traveling by bus decreases. Our results also show that, when an air quality alert is issued, bus traveling increases in an effort to reduce pollution levels, but traveling by own car does not change and traveling by train declines. This suggests that alert programs may not be highly effective in reducing air pollution emissions from vehicles because voluntary switching to public transportation induced by air quality alerts is outweighed by individual effort of avoiding exposure to pollution.

  • Although many people watch the scene with multiple surveillance cameras, it is difficult to ensure that immediate action can be taken in the event of a crime. Therefore, there is a need for a "crime behavior detection system" that can analyze images in real time from multiple surveillance cameras installed in elevators, call immediate crime alerts, and track crime scenes and times effectively. In this paper, a study was conducted to detect violent scenes occurring in elevators using Scene Change Detection. For effective detection, an x2-color histogram combining color histogram and histogram was applied.

A Study on Internet Emergency Alert Distribution System Adaptive to the Receiver Characteristics (인터넷 기반의 수신자 맞춤형 재난경보 전달시스템 연구)

  • Effective alerts will drastically mitigate the disaster impacts. One way to enhance the effectiveness is to prepare multiple alert distribution channels. In this paper, we propose a new emergency alert distribution system that will solve the weaknesses of the current distribution systems, such as Cell Broadcasting System and T-DMB Automatic Emergency Alert Service. The weaknesses are: the limitation of message length, small portions of terminals that can receive and display the alert signal, and one-way communication service. To solve these problems, we propose an emergency alert distribution system over the Internet with RSS (Rich Site Summary) format. The system also has the capability of adaptive alert filtering according to the receiver characteristics. We analyzed the characteristics of RSS as an alerting format, and draw functional requirements satisfying use case scenarios. We designed the system only with major requirements and verified it on our test bed. Sending richer message contents through various receiving terminals, the system will achieve more effective emergency alert service.

A Study on Herbal Formulas and their origin in Mayaku-ku(麻藥考) (마취 전문서 "마약고(麻藥考)"의 처방과 그 원류에 대한 연구)

  • Objective : This article shows that while Seishu Hanaoka(華岡靑洲) is known to have developed an effective anesthetic formula composed of traditional herbs and performed the world first partial mastectomy under a general anesthesia in 1804, anesthetic formulas very similar to those developed by him were widely recorded and deemed used in Japan and Northeast Asia before his invention. The origin of the formulas will be tracked down to compare with the several formulas broadly administered in the region. Methods : Historical literature analysis was adopted to achieve the objective. 1. Mayaku-ku (麻藥考): this book is the main medical classic by Nakagawa Syutei(中川修亭) that introduces Seishu Hanaoka, his anesthetic formulas and mastectomy. 2. Northeast medical classics: Seuideukhyobang (世醫得效方) in 1337, Uibangryuchui (醫方類聚), Uihui(宜彙) and so on. Result : Herbs such as aconitum and datura were applied as a anesthetic agent early on before the Chinese Yuan dynasty. In Korea as well, some old medical books documented such use of those herbs and relevant formulas. Conclusion : Formulas that counted as invented and employed by Seishu Hanaoka as anesthetics, in fact, had been widely known and used in the region before his era. We should pay due attention to his creativity that combined a western surgical intervention and traditional anesthetic agents and successfully performed a newly introduced surgical practice in Japan. The point is that Hanaoka took note of anesthetic herbs or formulas traditionally inherited in North-east Asian medicine and successfully applied them to the surgical procedures for breast cancer, or mastectomy and mammotomy. This history alerts us to neglected or forgotten potentials of traditional medicine in anesthetic treatment and more.
