The steady rise in life expectancy resulting from progress in medical science and economic growth and improved living conditions is responsible for large and increasing-number of older peoples in our country. The older peoples who are increasing make up a large percentage of our total population. Now a day the percentage of older people 60 and 65 years old over compose around 8.7% and 5% of the total population in each. In spite of such a rapidly increasing trend of older population, there has had no provisions for elderly welfare in our country. The reason why some children do not want to take care of their older parents, and the other is the lack of elderly welfare, are responsible for large and increasing anxiety of livelihood and alienation to the number of older peoples. As mentioned above, especially studying Swedish elderly welfare model of many developed countries, it intend to provide many of the useful materials to make the elderly welfare systems in our country. The purpose of this study was to investigate the effect of organizational culture on professionalism. A survey was conducted with 254 family health specialists from July 30th to September 30th in 2013. The results of this study can be summarized as follows; First, three professionalism factors of healthy family specialists were verified -business administration ability, and general administration ability- and five organizational culture factors of the Family Welfare Organization were verified-group culture, development culture, rational culture, sequence culture, and regulation culture. Second, the professionalism scores for healthy family specialists were 3.41 for business practice ability, 3.43 for business administration ability, and 3.18 for general administration. The organizational culture scores for the family welfare organization were 4.08 for group culture, 3.80 for development culture, 3.67 for rational culture, 3.50 for regulation culture,and 3.06 for sequence culture. Third, Rational culture, age, gender, and education level all affected to business practice ability. Position and education level both affected to business administration ability. Monthly income, gender, and education level all affected to general administration ability. This study showed the need for increased management of organizational culture to improve the professionalism of healthy family specialists.
The purpose of the current study is to investigate parents' understanding and needs for character education in early childhood and during elementary education and to suggest policy implications effective character education for young children. Using focus group interviews, we collected qualitative data from 14 mothers in Seoul, Korea. The mothers were unclear about the definition of character education for their children and about their role in teaching proper values during the early years of their children's development. Most mothers with preschoolers were satisfied with the character education their children were receiving, whereas mothers with children in elementary school were not satisfied with the character education provided by school. The mothers expressed their concerns about the reliability of the teachers and schools of their children. As policy implications, providing regular parent education, activating parent-teacher associations, and strengthening the partnership through support from the community are suggested.

Software education enhances creative thinking and critical thinking for students living in the era of the Fourth Industrial Revolution, and helps them choose jobs in software-related industries. This study is an example of software education applied to the vulnerable students of the child welfare center to narrow the software gap and achieve the equity in education. This education was conducted in Unplugged activity, Entry coding, and Physical computing classes for 170 students from 20 institutions in South Chungcheong Province, North Chungcheong Province, and Daejeon city in Korea. The curriculum utilized a total of four types of student and teacher level materials, with a total of 10 hours of classes per child welfare center. In addition, the surveys of the students and institutions confirmed that this education influenced their interest in software education and their desire for continuous software education.

This study aimed at developing a convergence education program about skin care and social welfare with the purpose of operating liberal arts courses to foster the creativity and character building of university students and the development findings are as follows. The name of the developed course is "beauty treatment welfare and community service" and details were developed for the course overview, goals of the course, textbooks, course management, assignments, and assessment. The lesson goals of this course are character building by fostering creative and outstanding individuals demanded by the society and equipped with the basic knowledge of majors like skin care and social welfare as well as the capability to share and consider through service learning related education for the increase in convergence critical thinking skills and the convergence of skin care and social welfare. The details of the course comprised of introduction about the course, understanding the concept of convergence, understanding the concepts of skin care and social welfare, convergent thinking education and practicum, and education about service learning performance sharing meeting. The service learning is targeted on the socially disadvantaged, such as children and elders, and students can engage in service twice a week with 3 hours for each service session. The assessment is evaluated with midterm (30%), final exam (30%), report (20%), and attendance (20%). This study stresses importance on the development of a convergence education program for skin care and social welfare, which are still undeveloped while convergence education is expanding in university, and with this research as the start, it is anticipated for various approaches to be actively implemented about convergence education in the field of beauty treatment.
The issue presented in this paper are as follows: 1. Legislative actions of welfare-related law for the exceptional children. The legislative base for the evolution has been yet weak and ambigous at best for a formalization of what should be considered accepted practice and effective action in providing handicapped child and their parents educational rights and equal protection of the law. And they are under remote control of partial factor subject to social welfare law for children, and public law for education, promotion law for the exceptional child education, protection law for public aids. 2. Organization of government for the welfare services for the exceptional children. There is no sing of a push toward consolidation of effort for the welfare service of the exceptional children in this country that seeks to recapture a sense of unity, of coherence, of completeness from a reality made up of discontinuous fragments of humanitarian effora This presently that. as for the education of the exceptional child, by the section of the exceptional education in MOE (Ministry of Education), and/or as for welfare services and promotion actions, by the section of child welfare in MHSA (Ministry of Health and Social Affairs). One door type operation rooted in the specialization, and limited resources to evolve multi-purpose agencies that undertake to provide a broad range of tangible and concrete services, as well as supportive counselling and assessment, under a single management which plans and directs the allocations of resources, should be followed. 3. Facilities and recruitment of teachers for the exceptional children. In this country there are 54 facilities for special services, 56 schools for the exceptional education, and 3 colleges and equavalents that provide teacher training services leading to certification with IIO annual graduates. However, curriculum for exceptional children should be rearranged and reconstructed. Conclusion; Only as for social welfare institutions in community, this country produced a succession of specific purpose activities, over period of time, that accumulated to form the present network of hundreds of social welfare organizations and facilities Periodically major efforts were launched to revitalize or to improve the help-giving system. But they lack specialization to be effective, and the nature of multi-purpose center tends to be vague for the classified handicapped. Therefore, there, should be linkage between policy maker and community services to maintain some coherenty in preventive care, treatment, and after cares. At last, the effects of the current concept "the exceptional child" involved with their families, and their neighborhood should be considered in view of the people who consist about 25% of the total population.
The purpose of this study is to find the mediative effects of social capital in the effective path of the satisfaction of education welfare project on school adaptation, and to find out the path difference between elementary and middle school students. We surveyed 153 elementary and 124 middle school students in Gangwondo. These data analyzed by multiple group analysis of structural equation. Elementary school students realized that social capital has an effect on school adaptation. Middle school students realized that the satisfaction of education welfare project has an effect on school adaptation, and social capital has an effect on school adaptation. There is not a mediative effect of school capital on the effect of the satisfaction on school adaptation for two groups. Based on these results, implications to improve the school adaptation for elementary and middle school students were suggested.
The purpose of this study is to develop human resources and management system model for home-based welfare services. For the purpose of the study, both of method of literature review about home-based welfare services and previous research and survey were used in the study. The subjects of the survey were Junior and senior high school students, the employed, housewives, the disabled, and the aged. They were considered as human resources for the home-based welfare services. Based on the result of the survey and related theories, the study suggests the model for the development of volunteers and management system composed of recruitment, education and training, disposition, management and supervision, and evaluation for home-based welfare services. Assuming linking and cooperation between volunteer center and agency using volunteers which provide home-based welfare services, the model was developed. The role of volunteer center is recruitment, education and training. The agency using volunteers is responsible for education, disposition, supervision, and evaluation related to practice. In the stage of recruitment, elaborating strategy considering characteristics of group was suggested. In the campaign, use of mass media, selection of timing, equal opportunity for all group were suggested. Also outreach strategy as a effective recruitment strategy was presented. In the stage of education and training, method and content of education in each stage of primary education and re-education were presented. In the stage disposition, method and content for the right volunteer in the right place were suggested. In the stage of management and supervision, supervision by coordinator and necessity of using volunteers as para-professionals was suggested. Also the necessity of program operation for volunteer maintenance and management was discussed. In the stage of evaluation, time, main body, and method of evaluation was suggested.

The purpose of this study is to develop the education program for a healthy family support center. This will be a representative program which will differ from the education programs of other welfare centers. This study suggests 11 themes based on the elements of a healthy family. These programs aim to prevent and solve family problems. The 11 themes are as follows: family values, family relations 1 and 2 (couple/parent-children), parent coaching 1 and 2, family culture, resource management, multi-cultural families, working families, family volunteerism, and family consulting. This study focuses on creating a frame for this program which is integrated, systematic, and flexible. It also develops both family diagnosis sheets and educational content about various aspects of family life. Thus, this can be a core program which allows networking with other programs.
