People's Creativity and User/Field-driven Innovation: Literature Review for the Paradigm of Creative Economy (국민의 창의성과 사용자/현장 중심 혁신: 창조경제 패러다임 정립을 위한 문헌 연구)

  • 'Creative Economy' has been announced as the new paradigm of socio-economic development strategy of newly elected President Geun-Hye Park's administration. By explicitly defining people as a major player in creative activity, it seems to depart from expert-driven or science & technology-focused development paradigms of previous administrations. Yet, its interpretation and operation in terms of government policy does not seem to show any differences. This study aims to explicate the nature of Creative Economy as a development paradigm by clarifying the differences between people's creativity and that of scientists and engineers through extensive literature review. People can contribute to the creative activity not just as users but also as living persons who make everyday yet independent choices based on their humanistic, philosophical, ethical and experiential capabilities which are clearly different from the sources of scientists' & engineers' creativity. People's creative activity does involve value judgement about life and can often accelerate the system innovation or transition by changing consumer behaviour and lifestyle, and hence destruct technological lock-in user lock-in of the existing system. People's creativity can thus present 'User/Field-driven Innovation Paradigm which clearly differs from existing expert- or science & technology-driven innovation paradigm. The Creative Economy with focus on people's creativity therefore faces new socio-economic development challenges of fulfilling the User/Field-driven Innovation Paradigm.

Nexus between Indian Economic Growth and Financial Development: A Non-Linear ARDL Approach

  • The study examines the nexus between financial development and economic growth in India during Q1: 1996 to Q3: 2018. This study employs time-series data of real GDP and ratio of broad money to GDP as a proxy for economic and financial development, respectively. The data are obtained from RBI database on the Indian economy. All variables are seasonally adjusted using X12-arima technique and expressed in natural logarithm form. Non-linear Autoregressive Distributed Lag (NARDL) bound test has been used to check for cointegrating relationship of these two variables. Empirical findings suggest that, unlike in the short run, in the long run financial development does impact economic growth positively. Further, a symmetric effect of positive and negative components of financial development is found for the Indian economy, whereas the effect of control variable like exchange rate and trade openness is in consonance with common economic intuition. Exchange rate is in consonance with intuitive economic logic that a fall in exchange rate makes exports cheaper and increases the quantity of export, which improves the balance of payment and leads to a rise in aggregate demand, hence improves economic growth. This paper contributes to the existing literature on India by breaking down financial indicator into positive and negative components to examine the finance-growth relationship.

Comparative Sustainability Analysis of Two Asian Cities: A Multidimensional Assessment of Taipei and Almaty

  • The article compares economic and environmental performance of Taipei and Almaty from the point of view of "green" economy, which is able to act as a key tool to ensure sustainable development of the region. As the comparison of the parameters of ecological and economic development of the Taipei and Almaty cities shows, they are similar in population size, but demonstrate completely different trends of sustainable development. Economic performance of the Taipei city is achieved with a decrease in the consumption of natural resources and the production of pollution, while the situation in Almaty is the opposite. Almaty maintains a high level of air pollution due to the use of coal in electricity production, as well as increased traffic and density of construction, including the southern part of the city, which is a zone for the transit of mountain air flows. The article discusses the activities jointly conducted by the Government of Taiwan and non-governmental organizations on environmental issues, as well as environmental NGOs, which resulted in significant improvements in the environmental field. Measures to stimulate the development and implementation of environmental innovations applied in the field of sustainable development in the city of Taipei can be adapted for the city of Almaty, where the environmental situation deteriorates year by year.

A Real Business Cycle Model to Study the Effect of Overseas Oil Resource Development on the Korean Economy (실물경기변동 모형을 이용한 해외석유가스 개발사업의 경제적 효과분석)

  • The development of overseas resource is a driving force to secure the energy security in Korea with low sufficiency rate of energy. This paper analyzes the effect of overseas oil resource development on the economy by presenting a real business cycle model with consolidated energy price index. A linear-quadratic dynamic programming is adopted to raise computational transparency and efficiency. The analysis shows that the overseas oil resource development project during 2010 and 2012 decreases the energy price by 1.2% per annum which effect is equivalent to the positive 0.47% to the GDP. The implication calls for steady and robust support for overseas resource development projects to enhance energy resilience.

Development Strateges for University Initiated Technology Business Ineubator (대학주도형 기술창업보육센터의 발전방향 - 해외사례연구를 중심으로 -)

  • One of the innovative and most promising approaches to new high-tech business formation from university is technology business incubators, which attempts to enhance small high-tech start-up firms' chances of survival. To date, there is few comprehensive effort to do a comparative study of technology business incubatiors between European Countries and U.S. to evaluate the impacts of them on regional development. With these consideration in mind this research anlayzed key findings of 6 case studies of university related Technology Business Incubators in the U.K., Germany, and U.S. to explore relationship of university to regional development. These included Cambridge Science Park(CSP) '||'&'||' West of Scotland Science Park in the U.K., Dortmund Technologiezentrum '||'&'||' Berlin Technologiezentrum, and Rensselaer Technology Development Center of the Georgia Institute of Technology in the U.S. The primary objective of this study was to advance our understanding of the impact and utility of technology business incubators and to get some policy implications for the future development in this area in Korea. Among the major question examined hear was "how do they contribute the overall economy of the communities in which they are located\ulcorner". The results of the case study about this question were very positive. The technology business incubators contributed to foster new high-tech small business formation from university, to facilitate the cooperation between university and industry and Incubator tenants created jobs and income, pay taxes, and in doing so, had a multiplier effects on the local economy. The same was true of incubator graduates. With this consideration in mind the university related business regioned development policy in korean local communities.

A Survey of Pre-service Elementary Teachers' Perceptions, Attitudes and Practical Intention toward Sustainable Development (초등 예비교사들의 지속가능 발전에 대한 인식, 태도 및 실천 의지에 대한 조사 연구)

  • The purpose of this study was to examine the pre-service elementary teachers' perceptions and attitudes toward sustainable development. Subjects were 152 university students, who were surveyed by questionnaire. The instrument consisted of totally 41 items which were constructed by 3 components; 'the perception of concept of sustainable development', 'the attitude toward the relationship between economy and environment' and 'the practical intention of personal change for sustainable lifestyle'. The key findings suggest that most students associate strongly the concepts of sustainable development with their environmental as against economic and social aspect. Most of them incline toward eco-centrism but they had complex attitudes concerning the relationship between economy and environment. They have intention to act for sustainable lifestyle such as purchasing habits, recycling, energy water saving, forms of transportation, nature conservation and education. However, they prefer to act passively than actively in a certain aspect of sustainable lifestyle. Understanding of pre-service elementary teachers' perceptions of and attitudes toward sustainable development will be helpful to work out teaching and learning strategies in environmental education.

  • The main purpose of the study is to determine the key aspects of the public-private partnership system in the context of the economic development of the state. At first glance, the mutually exclusive interests of the state and business do not contribute to the development of common and agreed development goals. At the same time, ignoring the versatility of interests and the aggravation of the discussion regarding the two sides under consideration, the study of the theoretical foundations of the interaction between the public and private sectors of the economy allows us to draw the following conclusion: world economic theory from classical political economy to new institutionalism has a clear structured position on the ancient historical depth of existence of the form of partnerships Based on the results of the study, the main elements of the public-private partnership system in the context of the economic development of the state were identified.

  • Product liability as a process has developed significantly in the United Kingdom and the United States of America. The rapid introduction of product liability has recently been a prevalent phenomenon, as global changes arising from rapid development in science and the economy have resulted in a highly interconnected world economy. This thesis was established, based on current literature and business consulting cases in the position of companies, and is one of the operating subjects in a system for legal responsibility in manufactured products.
