Economic Efficiency of the Korean Container Terminals: A Stochastic Cost Frontier Approach

  • Purpose - Recent issues such as vessel enlargement, strengthening of environmental regulations, and port smartization are expected to increase costs and intensify competition in the port industry. In the new normal era, when external growth has reached its limit, the efficient operation of ports is becoming indispensable for achieving sustainable growth. This study aims to identify the determinants of inefficiency by examining the cost structure and efficiency of container terminals in Korea and furthermore propose the political implications to derive the maximization of efficiency. Design/methodology - This study estimates the cost function of container terminal operators and identifies the efficiency of container terminals using stochastic cost frontier (SCF) in the first stage. In the second step, the SCF results are compared with the data envelopment analysis (DEA). Last, this paper proposes efficiency determinants on container terminal operation to establish appropriate strategies. Out of the 29 container terminal operators in South Korea, 13 operators participated in the survey. The translog cost function was estimated utilizing a total of 116 observations collected over the 2007-2017 period. Findings - Empirical analysis shows that economies of scale exist in Korea's container ports, which provides a rationale for the government's policy to establish the global terminal operator by integrating small terminal operators to enhance competitiveness. In addition, as a result of the determinants analysis, container throughput, weight of direct employment costs, and labour cost share have positive effects on improving cost efficiency, while inefficiency increases as the length of quay increases. More specifically, cost efficiency improves as the proportion of direct employment costs to outsourcing service costs increases. Originality/value - This study contributes to analyzing the inefficiency factors of container terminals through efficiency analysis with respect to a cost function. In addition, this study proposes the practical and political implications, such as establishing a long-term manpower pool, the application of the hybrid liner terminal system, and the construction of a statistical data system, to improve the cost inefficiency of terminal operators.

  • Hydro-electric power generation from multi-purpose dams has been playing important roles in the electric power supply network in Korea. Although the total share of hydro power in national electricity supply now becomes very small, the peak-shaving and frequency control capability of hydro power helps the power company enormously in maintaining the quality of power. But since the company that builds and operates the multi-purpose dams in Korea has to sell all the electricity produced to the monopolistic utility, there have been various problems in justifying the investment, designing pricing mechanism, and controlling operations of the power plants. In addition, economic evaluation of the hydro power has been distorted by a variety of reasons and hence it has been very difficult to encourage effective development and utilization of national water resources. To make the problem worse, both parties are public companies with X-inefficiency problems. Thus, changing environment requires to reengineer the system that governs hydro power generation. We address the problems of Korean hydro-electric power generation system in four areas: the investment justification process, the operations decison right of the hydro power plants, the pricing of the purchased-power, and the negotiation of contract revision. Then we propose improvement directions of new hydro-electric power system in view of static and dynamic efficiency, X-inefficiency and equity.

Contributions of Public Investment to Economic Growth and Productivity

  • Whereas a large variety of previous studies show mixed results regarding the relationship between public investment and economic outcome, several studies have been conducted on related issues in Korea. The present study deals with the effect of public investment in Korea on economic growth and productivity. Using administrative data, it exploits three different methodologies: the total factor productivity approach, production function approach, and stochastic frontier production function approach. The results of this study show that public investment has a statistically significant effect on economic growth. However, it contributes little to enhance productivity. It is explained that there exists inefficiency of production in the Korean economy. These findings indicate that public investment has played a central role in the direct input factor and not in indirect role in Korea. Thus, it is necessary for public investment policies to concentrate on enhancing the efficiency of the Korean economy.

The Productivity Dispersion of the Korean Manufacturing Industry and Macroeconomic Allocation Efficiency Measures

  • According to the macroeconomic allocation efficiency measure, particularly based on the methodology of Hsieh and Klenow (2009), Korea's allocation efficiency in the manufacturing industry deteriorated in the 2000s compared to that in the 1990s. This study compares the potential TFP gain when resource allocation is removed, an indicator of allocation inefficiency according to Hsieh and Klenow (2009), and the productivity dispersion in the Korean manufacturing industry. It finds that the TFP gain may be better explained by TFP dispersions rather than proxies related to factors of distortion. The findings imply that we should investigate the sources of TFP dispersion rather than the sources of distortion to explain increases in the TFP gain (or TFP loss), which is considered as allocation inefficiency in the literature.

한국 은행들의 합병, 통합 이후 효율성과 경쟁도는 개선되었는가? (What Happened to Efficiency and Competition after Bank Mergers and Consolidation in Korea?)

  • 한국 은행산업의 시장집중은 1997~98년 금융위기 이후 은행들의 합병, 인수 등으로 현저하게 증가하였다. 이러한 변화와 함께, 한국 금융부문의 시장지배력에 대한 우려 또한 늘어났다. 본고는 1992~2006년의 기간 동안 한국에서의 은행의 효율성과 경쟁도에 대한 시장집중도 변화의 효과를 분석하고자 한다. 은행 비효율성의 측정을 위하여 방향성 기술거리함수에서 도출되는 X-비효율을 포함한 세 가지 다른 지표가 본 연구에 사용되었으며, 은행의 경쟁도는 Panzar-Rosse 모형의 H-통계로, 또는 순이자 마진의 수준과 편차의 변화로 측정하였다. 실증분석 결과에 따르면, 시장집중 증가가 규모 및 범위의 경제를 통해 은행의 효율성을 제고하지 못한 것으로 나타났다. 오히려 최근의 은행 합병, 인수와 통합은 세 가지 지표(X-비효율, 노동 비효율 및 자산 비효율)에 의해 측정된 비효율성을 증가시키는 것으로 나타났다. 개별 은행의 시장점유율 증가는 은행의 효율성을 개선시키는 반면, 전체 은행의 시장집중도의 증가는 효율성을 낮추는 결과를 초래했다. 또한 본 연구는, 한국의 은행부문은 금융위기 기간을 제외한 샘플 기간 동안 독점적 경쟁의 특징을 가지고 있다는 결과를 얻었다. 시장집중도의 증가는 은행 경쟁도의 전반적인 수준에 변화를 초래하지는 않았지만, 평균 이자 마진의 수준에 통계적으로 유의적인 정(+)의 효과가 있는 것으로 나타났다.

  • This article aims at revealing the dynamic relationships between the energy R&D investment and economic growth in Korea. To achieve this goal, we reviewed the effects of energy R&D investments and tried to make the holistic interconnections for describing the feedback loops between energy R&D and economic system. Energy R&D investments develop the renewable energy, energy efficiency and $CO_2$ emission reductions technologies for accomplishing the national strategic targets. The rapid obsolescence of technologies makes the inefficiency and negative effects in governmental energy R&D investments.

Study on Tourism Carbon Emissions and Distribution Efficiency of Tourism Economics

  • Purpose - It is important to figure out the relationship between tourism carbon emissions and tourism economics for a healthy tourism development. Research design, data, and methodology - Data of this study are collected from 27 provinces (cities) of China. Tourist consumption stripping coefficient is used to calculate tourism carbon emissions. SBM-Undesirable model is used to measure the efficiency of tourism economics under the constraint of tourism carbon emissions. Results - The results show that: during the year of 2005-2015, there are obvious differences in totals and intensities of tourism carbon emissions among 27 provinces and cities which can be divided into three areas. There is a high possibility of underestimating the actual efficiency of tourism economics by leaving tourism carbon emissions out of account, and a high inefficiency caused by tourism carbon emissions will lead a low efficiency of tourism economics. Conclusions - The development of tourism should give consideration to both economic and environmental benefits, and reduce the inefficiency caused by tourism carbon emissions to improve efficiency of tourism economics by improving the level of technical efficiency and promoting technological progress.

DEA기법을 이용한 한국 물류시설의 효율성 분석 (A Study on the Analysis of Relative Efficiency of Logistics Facilities in Korea)

  • 본 연구는 DEA기법을 이용하여 물류시설을 공항터미널, 물류단지, 컨테이너터미널, 화물자동차터미널로 나누어 상대적 효율성을 분석하고 물류시설의 개발 및 운영 활성화를 위한 정책적 방안을 제시하는 것을 목적으로 하였다. 분석결과 첫째, 공항터미널의 경우 CCR기준으로 대구국제공항터미널이 가장 효율적이며, 인천국제공항 미군사우편시설이 가장 비효율적인 것으로 나타났다. 인천, 충북, 대전, 부산은 규모의 비효율이 크며, 전남은 운영상의 비효율이 큼을 나타내고 있다. 둘째, 물류단지의 경우 CCR기준으로 군포 복합물류터미널이 가장 효율적이며, 인천국제공항 공항물류단지가 가장 비효율적인 것으로 나타났다. 경기와 경북은 각각 현재 투입물보다 3.5%와 44.3% 증가시켜도 효율성을 유지할 수 있음을 보여주고 있다. 셋째, 항만터미널의 경우 CCR기준으로 한진해운부산신항터미널이 가장 효율적이며, 대한통운부산컨테이너터미널이 가장 비효율적인 것으로 나타났다. 넷째, 화물자동차터미널의 경우 CCR기준으로 울산화물자동차터미널이 가장 효율적이며, 풍암화물자동차터미널이 가장 비효율적인 것으로 나타났다. 서울과 울산은 각각 현재 투입물보다 26.3%와 14.0% 증가시켜도 효율성을 유지할 수 있음을 보여주고 있다. 결론적으로 물류단지의 효율성이 가장 낮고 화물자동차터미널의 효율성이 가장 큼을 알 수 있으며, 규모의 비효율성보다는 운영상의 비효율성이 더 크게 나타났다.

DEA 모형을 이용한 지역간 철도의 노선별 운송효율성 분석 (Efficiency Analysis in Korean Railroad Lines using DEA Model)

  • 본 논문은 자료포락분석 모형을 이용하여 지역 간 철도의 노선별 효율성을 분석하여, 효율성을 보다 향상시킬 수 있는 정책을 수립하기 위한 기초자료를 제공하고 정책방향을 도출하고자 한다. 본 논문을 통해 철도 운송서비스가 우수한 성과를 지니는지, 구조적인 문제점이 있는지, 어느 부문에서 어느 정도의 비효율이 발생하고 있는지, 운송효율성을 높이기 위해서는 어느 부문에 어느 정도의 목표치를 설정하여야 하는지를 파악할 수 있다. 분석결과를 보면, 철도운송의 공익성을 중시하여 공공성 측면에서 효율성을 개선하기 위해서는 선로연장과 객차수의 절감을 통해, 그리고 수익창출을 중시하여 수익성 측면에서 효율성을 개선하기 위해서는 화차수와 선로연장의 절감을 통해 자원을 보다 효율적으로 사용하는 전략이 필요함을 알 수 있다.
