농어업유산의 지역 활성화 전략으로서 에코뮤지엄을 통한 유산관광의 활성화 방안을 살펴봤다. 에코뮤지엄은 '살아 있는 유산의 역동적 보전'이라는 농어업유산제도의 목적을 실현할 수 있는 중요한 수단이 될 수 있다. 하지만 실제 사례를 적용해본 결과, 유산으로서 가치가 높고 유산관광을 추진하고 있었으나, 유산관광의 4요소(진정성, 교육성, 엔터테인먼트, 향수)를 대비해보면 유산관광의 체계가 갖춰져 있지 않았다. 또한, 에코뮤지엄으로서 가능성이 높았으나, 에코뮤지엄의 4요소(유산, 박물관, 참여, 콘텐츠)별로 살펴보면 체계가 미흡하고 해결해야할 과제가 많았다. 에코뮤지엄을 통한 지역 활성화 성과를 거두기 위해서는 에코뮤지엄의 4요소를 구축하고, 유산관광의 4요소가 충족될 수 있도록 진정성 있는 콘텐츠 개발, 주민 창조계급 이해관계자의 참여, 사이트 구축, 다양한 학술적 접근, 주민소득 연계방안 마련 등이 필요하다. 또한, 국가농어업유산을 에코뮤지엄으로 조성할 경우에 박물관으로서 정부지원이 가능하도록 법적 근거를 마련해야 한다.

본 논문의 목적은 지역공동체의 정체성을 확립하고 지역의 유·무형의 유산과 유적을 보존하는 에코뮤지엄의 역할을 재정리하고, 지속가능한 발전 방안을 제시하는 것이다. 이를 위해 국내 및 해외의 지역공동체를 중심으로 발전된 에코뮤지엄 사례를 통해 지역공동체 형성의 중요성과 구체적인 에코뮤지엄 활동을 조사하였다. 현재 전문가나 행정가 관점의 전통적인 박물관과 달리 주민과 지역의 관점을 가진 에코뮤지엄이 성공적으로 지역에 정착되는 사례들이 많아지고 있다. 그러나 국내에 지역공동체를 중심으로 하는 국내외 에코 뮤지엄 프로그램 사례와 지역 사회 문제들을 문화적인 방법으로 해결할 방법을 찾는 연구가 적었다. 그렇기 때문에 본 논문이 제시한 에코뮤지엄의 프로그램은 국내 현실에 맞는 에코뮤지엄의 구체적인 발전 방안에 도움이 될 수 있어 연구 의미가 있다. 따라서 본 논문에서는 에코뮤지엄의 지속적인 발전을 위한 3가지 요소는 첫째, 지역의 공동체를 중심으로 한 에코뮤지엄 설립, 둘째, 지역민들의 자발적 참여를 위한 프로그램 개발 연구, 셋째, 에코뮤지엄 운영 및 홍보에 도움을 주는 에코뮤지엄 네트워크 구축이다.

It is not entirely new tendency now that museum have to become 'participation and working activity style' in 21st century. A lot of museums are changed fast to that visitors participate and work actively in museum program recently in Korea. Cheongju city is building various museums which have interesting themes contributed precious inheritances and collections belong to citizens. And Cheongju city is pushing ahead long-term target which is Ecomuseum City Cheongju with citizen is progressing for cultural city continuously. Also to become public museums and facilities which visitors want to come again, Cheongju city is trying to secure various experience space and facilities to keep in step in trend that visitors take part in and work actively in museum program. In an area, there are various cultural, historical, natural and industrial heritages that express relation of human and environment. In meaning that do function of antenna of sending culture which understanding, studying, informing these regional inheritances and promoting activity, in Ecomuseum, those are called "satellite" included not only regional preserved inheritances but also various theme museums which have mutual cooperative function. Satellite(or antenna) is very important element composing Ecomuseum. So I want to provide that is "Exhibition Working-Activity Satellite" that are places having experience space or facilities which visitors can work actively there like that. Such study for Ecomuseum and Exhibition Working-Activity Satellite can be promoted Ecomuseum City which is city for learning lifetime with citizens.

1968년 프랑스에서 출현하여 전 세계로 널리 확산된 생태박물관은 유물의 소장 전시보다 어떤 지역의 자연 문화유산 전체를 '본래의 장소에서' 보존 해석하여 그 지역의 장소적 의미를 찾고 주민의 참여와 지역 공동체의 발전을 도모하는 것을 목적으로 하는 새로운 유형의 박물관이다. 이 박물관이 갖는 의의는 사라져가는 지역의 집단 기억을 회복하여 주민의 문화적 정체성을 되찾고 낙후된 지역을 활성화하는 데 있다. 그런데 이 박물관은 분산형 야외박물관인 경우가 많기 때문에 흩어져있는 지역 유산 전반에 대한 원격 정보 제공과 종합적 해석이 가능하도록 유산을 디지털화하여 기록 보존 해석 활용하는 '웹 생태박물관'이 필요하다. 본고에서는 무등산이라는 지역을 예로 들어 웹 생태박물관의 가능성과 그 구성 내용 방법에 대해 고찰하였다. 특히 후자에 대해서는 지역 고유의 주제를 선정하여 관련 유산을 토대로 디지털 아카이브를 구축(기록 보존)하고, 웹 전시를 개최(해석)하고, 전자문화지도를 제작(활용)하는 방안을 제시하였다.

Ecomuseum has changed for general museums with a strong historical connotation, and more identity museums, which reminds one of their purposes of providing evidence, conserving and remembering. Small museums playa very important social role and have a level of importance which should do something to improve cultural policy. The "ecomuseum" phenomenon, in other words this spontaneous birth of numerous museums in local communities, this desire to retrace one's history and fix it in one's mind, has only one precedent in Italy. This precedent involved the opening of numerous museums dedicated to the "Risorgimento" and "Patriotic History", which, in the closing decades of the 19th century, were founded on political input all over the country, in big towns and little villages alike. Searching amidst the exhibits for the memory of a national identity and they are proof that local communities are filled with an unstoppable need to know about their roots and to reassess their own identities.

Ecomuseums come into close relationship with resident and community. Progress of heritage concept brings on the change of valuation standard in heritage, that life style of residents become most important element of cultural heritage. The change of display method has caused the generation of various experience programs in ecomuseum which are display and education based on participation of visitors and residents. Ecomuseums in Europe during progress have conceptual peculiarities by themes to keep the cultural identity and protect folk culture in regional community. 'Europe Ecomuseum Network' seriously affected by social change and development is new alternative to promote regional identity and cultural exchange among Europe countries. People participation with all residents is decisive factor to promote identity and attachment in native place, as well as collaboration with residents, experts, administrators and NGO is one factor for sustainable development and the realization of ecomuseum, activation of regional economy, and also is the root of efforts to protect and activate regional community.

중국에서는 21세기에 들어 인간과 자연의 조화 및 생태의 균형 유지가 매우 중시되면서 도시와 농촌간의 경제적 격차를 줄이고 전면적이 협력과 지속적인 발전을 위한 조화로운 사회건설정책을 추진하고 있다. 뿐 아니라 개혁개방 이후 급격한 경제적 변화로 전통 문화의 보존과 중화민족의 역사적 정통성을 유지하기 위하여 문화유산에 대한 애국주의 교육을 더욱 강조하고 있다. 이에 중국은 박물관의 문화유산 보존과 전시기능 뿐 아니라 사회교육의 중요성을 더욱 인식하게 되었으며 새로운 박물관 형태인 생태박물관에 대한 관심을 기울이게 되었다. 중국은 대도시에 집중적으로 건설되었던 대규모의 박물관을 대신하여 노르웨이의 지원과 중국박물관협회를 중심으로 꾸이저우성, 꽝시장족자치구, 내이멍구자치구 등 소수민족이 집중적으로 분포하고 있는 산간 오지지역을 중심으로 생태박물관을 설립하기 시작하였다. 이러한 생태박물관의 건설은 서부대개발이 진행되면서 소수 민족의 고유한 문화에 대한 위기의식에서 비롯되었으며 소수민족에 대한 문화적 수요를 창출하고 경제적 생활향상으로 함께 화해사회(조화로운 사회) 건설에 참여하여야 한다는 인식이 커다랗게 작용하였다. 그러나 중국은 생태박물관 조성을 국가사업으로 전환하면서 민족과 지역 특성에 적합한 형태로 만들고 활성화하기 위하여 소수민족 문화유산에 대한 관리를 더욱 강화하면서 점차 중국화, 본토화하고 있다.

Many administrative policies for regional activation have progressed the expansion and improvement of convenience institutions. Most appraisals about rural community influenced by urban life convenience are affirmative, but chasing urban life convenience is a cause of breaking out regional identity. Recently, new rising methods of theme and characteristic to imply regional identity, are ways of regional activation through neighboring network around satellite of rural community. In this study, I research and suggest applicable possible proposal of rural communities in Korea. by survey of neighboring network methods of Asan Live Museum in Japan applied ecomuseum concept for regional activation.

철원군은 군사문화유적지와 더불어 과거 태봉국의 도읍지로서 한 시대를 풍미했던 역사문화유산이 살아 숨 쉬고 있는 우리역사의 장이다. 또한 청정지역의 이미지는 생태 관광지로서의 가능성을 보여주고 있다. 이에 따라 본 고에서는 에코뮤지엄(ecomuseum)의 개념을 토대로 철원군의 지역문화자원을 활용하는 방안을 제시하려고 한다. 연구의 이론적 바탕이 될 에코뮤지엄은 기존의 박물관처럼 한정된 공간 내에 수집품을 모아놓고 관람객을 끌어들이는 것이 아니라 지역 전체를 하나의 박물관으로 구성하는 새로운 형태의 박물관이다. 따라서 지역의 문화유산, 생태 환경, 관광자원을 포함한 포괄적인 유,무형의 자원이 모두 에코뮤지엄의 요소가 될 수 있으며, 관람객은 주변 환경과 일체가 되어 직, 간접적인 체험을 공유한다. 지역 주민은 적극적인 역할을 수행함으로써 지속적으로 지역의 개발과 보존에 주체적으로 참여하게 된다. 이러한 관점에서, 지역의 다양한 문화자원을 바탕으로 한 에코뮤지엄은 철원군의 지속가능한 경제 활성화에도 기여하게 될 것이다.

Through 'Local Theme Science Museum' aid program that is one of emphasis promotion strategic project by 2007 'Science.Technology.Cultural Project Plan', raises status of scientific technique by national core ability because all people expand base that understand and support scientific technique, and forms a social atmosphere which is scientific technique is important which scientific technique can be spread widely on national life and society whole, and proceeds target that expand local science museum facilities by a base of local science culture spreading and popularization. Accordingly, to plan balanced regional development and utilize to an advanced base of local science culture spreading because offer a science culture experience opportunity to local inhabitants, 'Local theme science museum' project is doing for that establish more 100 science museums for national.public.private institution in whole country until 2012 year. Support 39 projects to 2008 from 1999 thereby, in January, 2009, 13 'Local theme science museum' is opened and operated. This study examined arrangement preferentially about 'Science.Technology.Cultural Project Plan' that is background of 'Local theme science museum' project. Since surveying science museum which is on opening and operation at the present and analyzed actual conditions and facilities and investigated specification necessity and direction of 'Local theme science museum'. Hereafter, to seek plan for propriety of project by characteristic and difference of 'Local theme science museum' is purpose of this study. Now, need set and promotion of following specification direction for right activation of proceeding 'Local theme science museum' by each area. First, differentiation of theme and justifiability of building, Second, propriety of site position, Third, maximization of synergy effect by mixing concept of 'Specialized Economic Zone for Regional Developmental Policy' and Ecomuseum's 'Theme center'.
