This study aims on the direction of rehabilitation in rural area through the case analysis and policy of Eco-Quartier in France. At this object, this study was preceded with 3 main contents. Firstly, after examined the changes and policy on the rural area in Korea, it has analysed about the problems and changes on the rural residential environment in Korea. Secondly, it has researched about the various methods relative to the rural area development project, the issue on the sustainable development strategy in rural area and the changes of rural ares in France. Lastly, regarding precedent studies, it has analysed the projects in rural area which has selected through the policy of Eco-Quartier in France. The policy and criterions for Eco-Quartier in France, which was examined by this study, has been achieved through reasonable procedure from the superior concepts to detail planning and the guidelines for the project of rural area. This is expected to use as the basic criterions for the sustainable development and planning orientation of rural area in Korea.

This study aims to find out a institutional base in urban planning and urban project, confronted with climate change and necessity of sustainable development in France. The establishment of Grenelle Environment Law became a start point to draw concrete effect and implement urban projects. The relation in urban policy on climate change and its concrete shape in urban projects are examined in this paper, especially focused on HQE2R criteria and Eco-Quartier projects. It provides various information on ways to improve Korea urban planning, urban revitalization and development projects, which is in similar situations and necessity in France. As shown in the case of France, for the sustainable urban development related on climate change, it is necessary of Central Government's firm and clear policy framework, as well as the institutions and organizations linked to actual process of local communities are required. In addition, through the development of indicators applicable to urban development and architectural process, objective and rational framework for planning and design standards should be established.

In France, the popularization of social rental housing development for regional balanced growth has encountered difficulties due to the increasing costs of housing development in the regions. As a new solution, since 2010, efforts have been made to promote participatory housing in the regions. As of 2023, Strasbourg has 284 households participating in the participatory housing projects. The Strasbourg area has many abandoned houses, and the land is owned by local governments. The local authorities are providing such lands for participatory housing and have established the "Eco-quartier" support association to efficiently support the project and assist in resident-led participatory housing development. This study analyzes the development characteristics of 26 completed participatory housing projects in the Strasbourg area and examines the initial development stages of the representative case, the "Ecologis" project. The success factors of the "Ecologis" project were the active administrative support of the local government, promotion for member recruitment, and the role of "Eco-quartier" in providing expert support teams. In the initial development stage, it identifies the distinctions from a similar concept in Korea, "community housing," and presents implications for the revitalization of participatory housing.
