Development of KML conversion technology for ENCs application (전자해도 활용을 위한 KML 변환기술 개발)

  • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and environment protection. ENC(Electronic Navigational Chart) as base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. But ENCs are not easy to utilize because they are encoded according to ISO/IEC 8211 file format, and ENCs is required to utilize in parts of Marine GIS and various marine application because they are used for navigational purpose mainly. Meanwhile Google earth is satellite map that Google company service, is utilized in all kinds of industry generally providing local information including satellite image, map, topography, 3D building information, etc. In this paper, we developed KML conversion technology for ENC application. details of development contents consist of ENC loading module and KML conversion module. Also, we applied this conversion technology to Korea ENC and evaluated the results.

  • The marine electronic system for safe navigation such as ECDIS has been contributing to increase the safety of navigation, decreasing the mariner's load of navigation. The ECDIS should be developed and approved by international standard of IMO for performance standard and IEC for type-approval method and required results. However, these standards have some ambiguities for us not to directly adopt them for real approval system, so we should analyze them for more clear meaning and prepare our own detail standard for type-approval system. The first thing to do for the goal of this research was to analyze the standard in detail and make ambiguity be cleared in our own standards, considering each test item in view of test methodology. For the result of analysis we could develop more evident and detail type-approval standard for each test item with test technology needed. Especially, we developed the colour differentiation test process of ECDIS monitor, which include the colour differentiation formula derived from CIE colour scheme. Several test items require sensor informations of navigation equipment compatible with IEC 61162. We also developed the signal simulator for general messages of IEC 61162 that must be provided. Additionally, the type-approval processes and standards for Back-up arrangement and RCDS mode were developed.

Speed Limit Violation Warning Function in Trade Ports and Fairways - GPS Plotter and ECDIS Enhancements (항만과 진입수로에서 속력제한 위반 경고기능에 관한 연구 - GPS 플로터 및 ECDIS 기능개선을 중점으로 -)

  • The Korean government has designated speed-limit zones and speed limits in 19 ports and 3 routes to ensure safe navigation and transportation. However, the speed limit differs from port to port, no practical means of management exist. This often leads to violation of the speed limit. Additionally, ship collisions due to human error continue to occur. First, the study analyzed marine accidents that occurred at trade ports and fairways. The result of the analysis revealed the occurrence of 1344 accidents (average 269 cases per year) from 2014 to 2018. Five hundred sixty three accidents involved fishing boats, whereas, merchant vessels were involved in 508 cases. Second, the efficacy of the application of voice and message warnings to GPS plotters and electronic chart display and information system (ECDIS) was reviewed, and these were proposed as measures to inform vessel operators of the hazards of speed limit violation. Third, experts' opinions from relevant agencies and navigation system manufacturers were consulted and it was found that the proposed warning function was technically implementable. The findings are expected to help reduce human error among ship operators and establish a Korean e-navigation system.

A Study on The Optimal Navigation Route Decision using $A^*$Algorithm (A* 알고리즘을 이용한 최적항로결정에 관한 연구)

  • One of the tasks of maritime navigation is to decide upon the optimal navigation route that minimizes a vessals travel time and fuel consumption. Recently. ECDIS(Electronic Chart Display Information System) is used to decide the optimal navigation route and have expert knowledge of maritime navigation. In this paper, the system use $A^*$algorithm for optimal navigation route on ECDIS. But some problems is discovered in this situation. it requires many memory device and searching time. So this paper has tried to develope a advanced algorithm system that decides the optimal navigation route.

전자해도 화면표현결과의 비교분석 연구

  • 국제수로기구(IHO)는 전자해도의 화면표현과 데이터 내용 표준화를 위해 각각 S-52, S-57 표준을 개발하였고 전자해도 시스템(Electronic Chart Display and Information System, ECDIS)과 같은 다수의 전자해도 관련 시스템들이 개발 및 활용되고 있다. 이러한 전자해도 관련 시스템은 S-52를 기반으로 전자해도 데이터를 화면에 표출하고 있으므로 화면에 표현된 결과가 어느 시스템에서나 동일하여야 하나, 실제로는 표준 준수 정도에 따라 화면상 표현결과가 상이한 문제가 발생하고 있다. 본 연구에서는 상용 전자해도 관련 프로그램과 국제 표준에 맞춰 자체적으로 개발한 전자해도 뷰어 프로그램을 이용하여 기존 시스템들의 전자해도 화면표현결과를 비교 및 분석하였다. 이에 대한 원인 항목을 특징별로 카테고리화하여 분류하여 분석 하였으며, 이를 통해 화면표현에 있어 일관성 있는 전자해도 시스템 수립을 위한 방안을 제시하였다.

S-Mode 가이드라인 개발에 관한 연구

  • 전자항법시대의 도래로, 항해사의 의사결정시 항해설비 의존도는 점차 증가하고 있으며, 국제협약에 의해 ECDIS(전자해도 정보시스템)의 강제화로 전자항해설비 사용을 위한 친숙화는 필수적이다. 국제사회에서도 항해사 및 도선사들이 항해설비의 친숙한 사용을 도모하기 위한 표준이 필요함을 인식하고, 2015년 6월 IMO MSC 95차에서 항해설비에 표준모드 적용을 위한 S-Mode 가이드라인 개발이 2019년까지의 e-Navigation 주요개발 과제로 승인되었다. S-Mode는 주요 사용자인 항해사, 선장 및 도선사에게 표준화된 화면, 기능 제공을 통해 친숙한 업무환경을 통해 상황인식에 기여함으로써 항해안전성을 향상시키고, 교육 훈련 측면에서의 선원의 부담을 경감시키기 위한 목적으로 개발 예정이다. S-Mode 가이드라인 개발을 위해서, HCD(인간중심적 설계)에 기반 하여, 항해설비에 대한 인적측면에서의 개선이 이루어질 것으로 예상된다. 본 연구에서는 ECDIS를 활용하여 S-Mode 가이드라인 개발을 위한 주요 방안 및 항해화면의 개선방안을 연구하였다.
