1981-2020년 기간 동아시아 지역 산불 발생 위험도의 변동성 및 변화 특성 (Variability and Changes of Wildfire Potential over East Asia from 1981 to 2020)

  • 전 세계 곳곳에서 산발적이고 불규칙적으로 발생하는 산불은 가연성 식생 지역에서 주요한 자연 변동성의 일환이면서 전 지구 탄소 순환에 중요한 역할을 하고, 공공 비상사태를 야기하는 심각한 자연재해이다. 산불 배출량, 연소 면적 및 산불기상지수를 활용한 산불 발생 위험도의 변동성 및 변화에 대한 연구가 전 세계 많은 지역에서 활발히 진행되고 있지만 동아시아 지역에 대한 연구는 아직 제한적이다. 본 연구는 1981년부터 2020년까지 지난 40년 기간 동안 산불기상지수 자료를 분석해 동아시아 지역 산불 위험도의 변동성 및 장기 변화 특성을 조사하였다. 동아시아 지역 산불 위험도의 첫 번째 주요 변동 모드는 전체 변동성의 29%를 설명하며, 대부분 지역에서 산불 발생 위험이 증가하고 있음을 나타낸다. 지구온난화 및 해양의 수 십년 주기 변동성과 연계되어 지표 기온이 상승하고 있는 것이 주요 원인이며, 이는 토양 수분의 상승 경향에 의해 그 효과가 다소 상쇄되고 있다. 두 번째 변동 모드는 엘니뇨-남방진동과 연계된 경년 변동성을 반영하며 전체 변동성의 17%를 설명한다. 엘니뇨(라니냐) 시기 동아시아 지역 강수량의 증가(감소)는 토양 수분을 증가(감소)시키며, 이에 따라 산불 위험이 감소(증가)하게 된다. 이는 지표 기온 상승(하강)에 의해 그 효과가 다소 상쇄된다. 산불 발생 위험도의 변동성 및 변화에 대한 이해와 예측을 증진하는 것은 그에 따른 피해를 저감하고 대비책을 마련하는 데 기여할 것이다.

A Numerical Study on the Formation Mechanism of a Mesoscale Low during East-Asia Winter Monsoon

  • Mesoscale low is often observed over the downstream region of the East Sea (or, northwest coast off the Japan Islands) during East-Asia winter monsoon. The low system causes a heavy snowfall at the region. A series of numerical experiments were conducted with the aid of a regional model (MM5 ver. 3.5) to examine the formation mechanism of the mesoscale low. The following results were obtained: 1) A well-developed mesoscale low was simulated by the regional model under real topography, NCEP reanalysis, and OISST; 2) The mesoscale low was simulated under a zonally averaged SST without topography. This implies that the meridional gradient of SST is the main factor in the formation of a mesoscale low; 3) A thermal contrast ($>10^{\circ}C$) of land-sea and topography-induced disturbance served as the second important factor for the formation; 4) Paektu Mountain caused the surface wind to decelerate downstream, which created a more favorable environment for thermodynamic modification than that was found in a flat topography; and 5) The types of cumulus parameterizations did not affect the development of the mesoscale low.

CMIP5 모형에서 나타난 겨울철 동아시아와 북태평양 지역의 엘니뇨 원격상관의 미래변화 (Future Changes in Atmosphere Teleconnection over East Asia and North Pacific associated with ENSO in CMIP5 Models)

  • The changes in the teleconnection associated with El Nin?o-Southern Oscillation (ENSO) over the East Asia and North Pacific under greenhouse warming are analyzed herein by comparing the Historical run (1970/1971~1999/2000) and the Representative Concentration Pathway (RCP) 4.5 run with 31 climate models, participated in the Coupled Model Intercomparison Project Phase 5 (CMIP5). It is found that CMIP5 models have diverse systematic errors in simulating the ENSO teleconnection pattern from model to model. Therefore, we select 21 models based on the models' performance in simulating teleconnection pattern in the present climate. It is shown that CMIP5 models tend to project an overall weaker teleconnection pattern associated with ENSO over East Asia in the future climate than that in the present climate. It can be also noted that the cyclonic flow over the North Pacific is weakened and shifted eastward. However, uncertainties for the ENSO teleconnection changes still exist, suggesting that much consistent agreements on this future teleconnections associated with ENSO should be taken in a further study.

The Economic Cooperation Potential of East Asia's RCEP Agreement

  • East Asia's Regional Comprehensive Economic Partnership (RCEP) came into force in 2022 as the world's largest free trade agreement. RCEP was concluded, signed and brought into force in the face of major international uncertainty and is a significant boost to the global trading system. RCEP brings Australia, China, Japan, South Korea and New Zealand into the same agreement with the ten member ASEAN group at its centre. It keeps markets open and updates trade and investment rules in East Asia, a major centre of global economic activity, at a time of rising protectionism when the WTO itself is under threat. The agreement builds on ASEAN's free trade agreements and strengthens ASEAN centrality. One of the pillars of RCEP is an economic cooperation agenda which has its antecedents in ASEAN's approach to bringing along its least developed members and builds on the experience of capacity building in APEC and technical cooperation under the ASEAN Australia-New Zealand Free Trade Agreement. There is an opportunity to create a framework that facilitates deeper economic cooperation that involves experience-sharing, extending RCEP's rules and membership at the same time as strengthening political cooperation. The paper suggests some areas that might be best suited to cooperation - that is confidence and trust building instead of or before negotiation - and discusses how non-members may be engaged and the membership expanded. Options such as multilateralising provisions and becoming a platform for policy convergence and coordinating unilateral reforms are canvassed.

Economic Feasibility on the Interconnected Electric Power Systems in North-East Asia

  • The interstate electric power system, as an alternative for energy cooperation under regional economic block, was fervently debated prior to the restructuring of electric power industries and rapidly expanded in many regions since the 1990s. Especially, electric power system interconnection in the Northeast Asia region may bring considerable economic benefits since this region has strong supplementation in resource holdings, load shape, fuel mix, and etc. In this paper, we implement the ORIRES model, proposed by ESI of Russia, in order to analyze the economic feasibility on the Northeast Asia Region Electrical System Ties (NEAREST) project.

Colossal Buddha Statues along the Silk Road

  • Beginning in the northwestern region of India, and spreading through Central Asia and the rest of Asia along the Silk Road, the making of colossal Buddha statues has been a major theme in Buddhist art. The colossal Buddha statues predominantly feature Śākyamuni (the Historical Buddha), Maitreya (the Future Buddha), and Vairocana (the Transcendant Buddha), and they were fashioned out of religious devotion and frequently in conjunction with notions of Buddhist kingship. This paper examines the religious, social and political circumstances under which these colossal statues were made, focusing on examples from Central and East Asia made during the first millennium CE. Beginning in the 1990s, there was a revival of making colossal Buddha statues across China and elsewhere. The paper also briefly compares the current wave of building colossal Buddha statues with historical examples.

Implementation of ESGF Data Node for International Distribution of CORDEX-East Asia Regional Climate Data

  • As the resolution of climate change scenario data applied with regional models increased, Earth System Grid Federation (ESGF) was established around major climate-related organizations to jointly operated and manage large-scale climate data. ESGF developed standard software to provide model output, observation data management, dissemination, and analysis using Peer to Peer (P2P) computing technology. Roles of each institution were divided into index and data nodes. Therefore, ESGF data node was established at APEC Climate Center in Korea on behalf of Asia to share data on climate change scenarios of CORDEX-East Asia (CORDEX-EA) to study climate changes in Eastern Asia. Climate researchers are expected to play a large role in researching causes of global warming and responding to climate change by providing CORDEX-EA regional model data to the world through ESGF data node.
