Study on the Dispute for the Dominium of Diàoyútái(Senkaku Islands) and Legal Principles between the Countries Concerned (조어대(센카쿠열도)의 영유권 분쟁과 당사국간 법리에 관한 연구)

  • The dispute between China and Japan regarding $Di\grave{a}oy\acute{u}t\acute{a}i$ is believed to be quite similar to the controversy surrounding Dokdo in terms of historical and post-war processes except for the point that the phenomena of occupation is different with regard to Dokdo. China's claim to $Di\grave{a}oy\acute{u}t\acute{a}i$ is based on historical title and continuous use while the basis of Japan's claim is summarized as preoccupancy of ownerless land. Even though Japan acknowledges that China discovered $Di\grave{a}oy\acute{u}t\acute{a}i$, Japan claims that the act to establish sovereignty over the island from the standpoint of International Law was not taken by China. However, at that time, effective occupation was not an essential prerequisite for the acquisition of a territory. That is to say, from a legal perspective, the legal right for an area could be established based on the discovery of the land, and so it is thought that Japan is applying the current criteria of International Law in a manner that is inappropriate. When we review the post-war process, the San Francisco Peace Treaty does not directly mention $Di\grave{a}oy\acute{u}t\acute{a}i$. But based on the said treaty, we can note that Japan gave up all rights for the southern area that is north of the boundary line that equates to latitude $29^{\circ}$ and that includes the Ryuku Islands and $Di\grave{a}oy\acute{u}t\acute{a}i$. Of course, the provisions for the territory in the San Francisco Peace Treaty and its disposal are not the final factor for the judgment regarding dominium of $Di\grave{a}oy\acute{u}t\acute{a}i$. However, it seems clear that Japan's attitude and interpretation regarding the issues of $Di\grave{a}oy\acute{u}t\acute{a}i$, the Kuril Islands and Dokdo is problematic.

The multi-frequency characteristics of anchovy schools in the east of South Sea of South Korea (남해 동부 멸치어군의 다중주파수 특성)

  • The multi-frequency characteristics of anchovy schools were investigated using six acoustic lines collected at 38 and 120 kHz while a primary trawl survey was conducted from 14 April and 18 April of 2014 in off the coast of Tongyeong and Geo-je. Here, the frequency characteristics mean ${\Delta}MVBS$ that is the difference of Mean Volume Backscattering Strength at two frequencies. To use the characteristics effectively, the optimal cell size ($10{\times}2m$) was determined by examining several different cell sizes in consideration with the shapes of fish schools and the ${\Delta}MVBS$ pattern. By examining 6 histograms of ${\Delta}MVBS$, afternoon groups were occupied more in the ${\Delta}MVBS$ range of -6~-4 dB than that of -4~-2 dB, comparing to morning groups. The ${\Delta}MVBS$ range of the morning groups was between -16.9 dB and 11.6 dB, and that of the afternoon groups -16.7 dB and 13.0 dB. The average and standard deviation were $-3.9{\pm}3.6$ dB in the morning and $-4.1{\pm}3.4$ dB in the afternoon, suggesting that morning groups were 2 dB higher than afternoon groups. The ${\Delta}MVBS$ range of all anchovy schools regardless of morning and afternoon was between -16.9 dB and 13.0 dB, their average ${\Delta}MVBS$ was $-4.1{\pm}3.5$ dB. The characteristics can support to identify anchovy species in the waters where multiple fish species are distributed. It is hoped that this study presents the availability and benefit of acoustic data from a primary trawl survey.

A Study on Environmentally Friend Counter Facilities for Improvement of Harbor Water Quality (항내수질 개선을 위한 친환경 외곽시설에 관한 연구)

  • Due to the impermeability of outer wall facilities such as Breakwaters which dissipates the wave energy and keeps harbor tranquility, the enclosed area of harbor becomes partially blocked and the water exchange can be reduced. Recent trends of port development protect water quality and emphasize Water-Front, so the method which enhances the circulation of harbor waters and the dilution of the water pollutants are studied. The best improvement of water quality is a remove of pollutant source on land, but an enclosed port must be enhanced the tidal exchange. For this end, the best improvement may be made a drain-route on the existing outer wall facilities. In this study, the numerical computations were carried out to predict the circulation of harbor waters and the tidal exchange through the drain-rout in the polluted harbor(Samchonpo-guhang) located at the east coast of South Sea. Computational models adopting FDM(Finite Difference Method) were used here and were already verified from the previous studies und ocean survey. As a result of this study, circulation and the tidal exchange at the harbor before and after introduction of drain-route were assessed.

Marine Algal Flora and Ecological Role of Eisenia bicyclis in Dokdo, East Sea, Korea (한국 동해안 독도의 해조상 및 대황(Eisenia bicyclis) 부착기의 생물상)

  • Seaweeds were identified after qualitative sampling at 14 stations of Dokdo coasts from May to July 2013 and seaweeds and animals inhabiting 23 Eisenia bicyclis plants were examined to evaluate its ecological role. Biomass was calculated by using regression between stipe length and weight of E. bicyclis. A total of 128 species were identified, including 18 green, 35 brown, and 75 red algae. Coarsely branched form was dominant functional group occupying 47.66% and 91 species (71.09%) were in ESG I group, growing in stable environmental coast. Also, R/P, C/P, and (R+C)/P were 2.14, 0.51, and 2.66, respectively showing temperate and mixed flora. Biomass and density of E.bicyclis were $23.74kg\;m^{-2}$ and 64 fronds $m^{-2}$. Twelve seaweeds and 83 animal species (15 Annelida, 25 Mollusca, 34 Arthropoda, 3 Echinodermata, and 6 others) were observed from 23 holdfasts and Ericthonius pugnax was dominant taxon having 538 (43.11%) of 1,248 animal individuals. These results indicate that E.bicyclis is a keystone species showing very important ecological role. In conclusion, the number of seaweeds increased because of intensive research and dominance of coarsely branched form and ESG I group seaweeds, representing that environmental condition of Dokdo is still intact.

Distribution and characteristics of Quaternary faults in the coastal area of the southeastern Korean Peninsula: Results from a marine seismic survey (해양 탄성파 탐사 결과로 본 한반도 남동부연안 4기 단층의 분포와 특성)

  • High-resolution multichannel seismic data were collected in the coastal area near the Gori nuclear power plant to investigate Quaternary fault pattern and timing. A 12 channel streamer, a sparker, and a portable recorder were used for data acquisition. Because the group interval of the streamer was 6.25 m and the sparker can generate acoustic waves with the frequency content of up to 500 Hz, the data show a significant improvement both in horizontal and vertical resolution. The area surveyed is covered with 30-40 m thick Holocene sediments that constitute the mud belt along the southeastern coast of Korea. The survey area is characterized by the well discriminated Pleistocene and Holocene boundary and shallow gas-charged zones. A number of Quaternary faults were found in the sediment column, that are nearly vertical and extend north-south. The Quaternary faults, arranged at a spacing of a few hundred meters, suggest that they were formed in response to compression, although some of them reveal extensional characteristics. Locally, faults disrupt Incised-channel fills that are interpreted to have formed in the early stage of transgression after the beginning of the Holocene. Seismic sections suggest that shallow gas in the mud belt sediments made its way upward through the fractured fault planes. The tectonism responsible for the opening of the East Sea has not persisted since the late Miocene, but vigorous Quaternary faulting activity in the vicinity of the southeastern Korean Peninsula indicates that tectonic stability has yet to be achieved in this region underlain by the hotter than normal mantle.

Numerical Analysis of Nonlinear Shoaling Process of Random Waves - Centered on the Evolution of Wave Height Distribution at the Varying Stages of Shoaling Process (불규칙 파랑 비선형 천수 과정 수치해석 - 천수 단계별 파고분포 변화를 중심으로)

  • In order to make harbor outskirt facilities robust using the reliability-based design, probabilistic models of wave heights at varying stage of shoaling process optimized for Korean sea waves are prerequisite. In this rationale, we numerically simulate the nonlinear shoaling process of random waves over the beach with a sandbar at its foreshore. In doing so, comprehensive numerical models made of spatially filtered Navier-Stokes Eq., LES [Large Eddy Simulation], dynamic Smagorinsky turbulence closure were used. Considering the characteristics of swells observed at the east coast of Korean Peninsula, random waves were simulated using JONSWAP wave spectrum of various peak enhancement coefficients and random phase method. The coefficients of probabilistic models proposed in this study are estimated from the results of frequency analysis of wave crests and its associated trough detected by Wave by Wave Analysis of the time series of numerically simulated free surface displacements based on the threshold crossing method. Numerical results show that Modified Glukhovskiy wave height distribution, the most referred probabilistic models at finite water depth in the literature, over-predicts the occurring probability of relatively large and small wave heights, and under predicts the occurrence rate of waves of moderate heights. On the other hand, probabilistic models developed in this study show vary encouraging agreements. In addition, the discrepancy of the Modified Glukhovskiy distribution from the measured one are most visible over the surf zone, and as a result, the Modified Glukhovskiy distribution should be applied with caution for the reliability-based design of harbor outskirt facilities deployed near the surf-zone.

The Effect of Ocean Acidification on Early Growth of Juvenile Oliver Flounder (Paralichthys olivaceus): in situ Mesocosm Experiment (해양산성화가 넙치의 초기발달에 미치는 영향: 현장 메조코즘(mesocosm) 실험)

  • An in situ mesocosm experiment was designed to investigate how exposure to ocean acidification by increased carbon dioxide affected the growth of juvenile oliver flounder (Paralichthys olivaceus). A total of 447 individuals were reared in the mesocosm experimental devices deployed at sandy-muddy bottom in the southern coast of East Sea for 43 days and divided into two groups: treatment group (223 individuals, $6.32{\pm}0.75$ cm, high-$CO_2$ environment) and control group (224 individuals, $6.34{\pm}0.84$ cm, natural $CO_2$ environment). The average values of pH and $CO_2$ concentration in the treatment device were $7.63{\pm}0.13$ and $1660{\pm}540$ ${\mu}atm$, respectively, while those in the control device were $8.07{\pm}0.05$ and $514{\pm}65$ ${\mu}atm$, respectively. There was no significant difference in mortality rate between treatment and control group, and the mortalities in two groups gradually decreased during the study period. But, the increase of size and weight of juvenile oliver flounder was higher in control group than treatment group, i.e., weight gain or growth rate was higher in control group. These results suggested that high $CO_2$ environments could have a significant negative influence on the early growth of juvenile oliver flounder.

Size Distribution of Suspended Particulate Materials in the Southern East Sea of Korea (한국 동해 남부 해역의 부유물질의 입도분포에 관한 연구)

  • Size distribution of suspended particulate materials (SPM) in the coastal waters of eastern Korea was studied using a laser particle size analyzer. Mean particle size (MPS) ranges from 3.69 to 8.40 ${\mu}m$ in surface waters, from 3.38 to 6.43 ${\mu}m$ in mid-depth waters, and from 3.88 to 8.30 ${\mu}m$ in near-bottom waters. For smaller MPS, the size distribution is unimodal, whereas it becomes polymodal as the MPS increases. Particle concentrations increased with the increases in MPS, suggesting that processes of adding larger particles in the waters such as resuspension of bottom sediments are more important in controlling MPS in the area than processes of removing smaller particles such as flocculation of fine particles. Observations of higher MPS near the coast in mid-depth waters, and at the continental slope in near-bottom waters appear to support the above idea. For surface waters with high MPS, mean particle density was noticably low, indicating the importance of biological activities in the formation of suspended particles.

South and North Korean Collaboration for Natural Heritage Conservation across Demilitarized Zone : Its Significance and Challenges (비무장지대(DMZ) 자연유산 남북 공동협력의 의의와 과제)

  • The Demilitarized Zone (DMZ) stretches two kilometers north and south from the Military Demarcation Line (MDL) of South and North Korea. This area was established as a weapons-free buffer zone when an armistice agreement was signed in 1953. However, there have been several very high-tension military standoffss over the past 65 years. On the South Korean side, civilian access to the Civilian Control Line (CCL) and beyond to the north has been restricted, and natural heritage has been well maintained. Natural heritage is defined as living things, their habitat and non-living things of the ecosystem which deserve to be protected. Research shows that a variety of flora and fauna, their habitat, marshes and geographical structures are found across the DMZ region. Although the DMZ region has not been such a good place for habitat conservation, we can say that this area may be the best location for restoration in terms of its variety of ecosystems and considerable land size. Restoration of course depends on future plans and management policies. This area, including the DMZ and the well-protected north of the CCL, will be the best habitat for endangered species of wild fauna and flora if we classify the various habitat types and create a habitat map. In doing this project, we need to include the estuary of the Han River and the lagoon (brackish water lake) of the East Sea coast. In addition, we must establish long-term plans for conservation and sustainable use and do international scientific research across the DMZ region in collaboration with scientists of South and North Korea and international experts. Mutual cooperation between the two Koreas for investigation and conservation efforts is paramount.

Efficient Searching for Shipwreck Using an Integrated Geophysical Survey Techniques in the East Sea of Korea (동해에서 지구 물리 이종방법간의 결합시스템을 활용한 침선 수색의 효용성 연구)

  • When the 60-ton-class patrol boat '72' of the Korea Coast Guard (KCG) was on duty and she accidentally collided with another patrol boat ('207', 200-ton-class) and sank. A month-long search found a small amount of lost items, but neither the crew nor the ship was found. For the first time in 39 years since the accident, the Korea Institute of Ocean Science and Technology (KIOST) searched the boat 72 using the latest integrated geophysical techniques. A number of sonar images presumed to be of a sunken ship was acquired using a combined system of side scan sonar and marine magnetometer, operated at an altitude of approximately 30 m from the seabed. At the same time, a strong magnetic anomaly (100 nT) was detected in one place, indicating the presence of an iron ship. A video survey using a remotely operated underwater vehicle (ROV) confirmed the presence of a shielding part of a personal firearm at the stern of the sunken vessel. Based on these comprehensive data, the sunken vessel discovered in this exploration was assumed to be '72'. This result is meaningful in terms of future ocean exploration and underwater archaeology, as the integrated system of various geophysical methods is an efficient means of identifying objects present in the water.
