The special session of the East Asian Observatory was prepared to let the Korean Astronomical Community know the current status and future prospect of the EAO, and to hear the opinion from the community. The East Asian Observatory (EAO) was formulated on September 5, 2014 by East Asian Core Observatories Associations (EACOA) as a non-profit company registered in the State of Hawaii. As a first mission of the EAO, it has successfully operated the James Clerk Maxwell Telescope (JCMT) since March 2015. The Submillimeter Array (SMA) has been available to the East Asian astronomers from 2017A season through the EAO, and the Subaru and the East Asian VLBI Network (EAVN) are the possible facilities to be available in near future.

Recent advances in the studies on the interaction between Asian monsoon and ENSO cycle are reviewed in this paper. Through the recent studies, the East Asian summer monsoon circulation system and the East Asian climate system have proposed. Moreover, different responses of the (winter and summer) monsoon circulation and summer rainfall anomalies in East Asia to ENSO cycle during its different stages have been understood further. Recently, the studies on the dynamical effect of East Asian monsoon on the thermal variability of the tropical western Pacific and ENSO cycle have been greatly advanced. These studies demonstrated further that ENSO cycle originates from the tropical western Pacific, and pointed out that the dynamical effect of East Asian winter and summer monsoons on ENSO cycle may be through the atmospheric circulation and zonal wind anomalies over the tropical western Pacific, which can excite the oceanic Kelvin wave and Rossby waves in the equatorial Pacific. Besides, the scientific problems in the interaction between Asian monsoon and ENSO cycle, which should be studied further in the near future, are also pointed out in this paper.

Since its defeat in the Second World War, Japan has been fostering good ties with Western countries, especially the United States. However, some East Asian leaders emboldened by their countries' economic success have proclaimed that the future belongs to Asia and have put forward the "Asian values" argument. It is interesting to note that some elements of the "Asian values" argument resemble ultranationalist discourse that was dominant in Japan before the war. The Japanese Government had a great opportunity to reappraise its role in international politics and take stock of its economic and diplomatic relations with East Asian countries after the end of the Cold War. To meet future challenges, Japan should fully overcome anti-Western sentiment and participate in establishing a truly democratic East Asian regionalism based on the "universal values" of human rights, democracy and freedom. This may prove to be one of the biggest challenges for Japan's East Asia policy in the new century.

현재 동아시아에서는 경제통합을 둘러싼 논의가 활발히 진행되고 있다. 1997년 발생한 동아시아 통화위기는 역내에서 제도적인 협력체 형성을 위한 논의를 본격화 시키는 계기를 마련하였다. 이후 ASEAN+3 정상회의가 정례화 됨으로써 지역경제협력 및 경제통합 논의가 시작되었다. 또한, 동아시아에서는 역내외 다국적기업이 직접투자를 통해 생산공정을 역내 산업집적지에 분산(fragmentation)시키는 공정간 분업체제가 국제적 생산·유통네트워크를 구축함으로서 경제통합을 가속화시키는 역할을 하고 있다. 이러한 역내 네트워크는 각국·지역간 FTA체결을 통해 강화되었고 경제관계의 심화로 연결되고 있다. 그러나 동아시아는 지역 내 경제격차, 문화의 다양성과 사회·정치제도의 차이, 역사적 화해 등 산적한 문제를 가지고 있어 경제공동체 구성의 앞날이 순탄하지 못할 것이 예상되고 있다. 본 연구에서는 동아시아 지역협력강화 현황을 살펴보고 EU의 경제통합 성공사례의 시사점을 통해 동아시아 경제공동체 형성의 가능성과 구성의 논점을 고찰한다.

I report here about the future direction of cooperation of astronomy in East Asia region, which has been a long-years subject of the EAMA since 1990. During this EAMA-6 we had many positive discussions and remarkable progress toward the promotion of our cooperation. We also had an 'East Asian Observatory' WG meeting yesterday with many attendants, and actively discussed this important subject in some detail. The following report is to summarize the fruitful products we had in the EAMA-6 discussions and in past EAMA activities, and to propose a direction and some action items toward the bright future of astronomy in East Asia.

에스핑앤더슨으로 촉발된 복지국가에 대한 연구가 유형화 논의를 통해 학문적으로 발전하는 가운데 동아시아 국가들의 급속한 경제성장에 관한 연구는 복지국가 유형화 논의시기와 맞물리면서 1990년대 후반부터는 '동아시아복지국가'에 대한 연구로 발전하기 시작하였다. 국내외에서 이루어진 이러한 연구들은 동아시아복지국가의 유형 및 개별 복지국가의 성격 규명, 더 나아가 기존의 국제복지국가 비교연구의 학문적 발전에도 크게 기여하였다. 다만, 서구 복지국가의 이론적 논의에 근거해 비교적 단시간 내에 많은 수의 동아시아복지국가 비교연구가 생산된 반면 동아시아복지국가 및 복지체제의 개념 및 정의 자체에 대해서는 충분히 다뤄지지 못한 아쉬움이 있다. 본 연구는 변수화 및 지표의 비교에 다소 치우쳐져있던 동아시아복지국가 논의에서 개념적 논의의 중요성 및 그 유용성을 강조하여 연구방법론적 기여를 하고자 한다. 이에 따라, 본 논문은 먼저 개념구조 및 집합이론을 논하고, 비교사회정책연구에서 집합이론을 활용한 개념화방법들을 소개한다. 이어서 복지국가 연구에서 유용하게 채용될 수 있는 기능적 등가물(functional equivalence)에 대해 논하고 이를 바탕으로 현재까지의 동아시아복지국가 연구를 비판적으로 검토한다. 마지막으로 앞서 설명한 개념구조들 및 집합이론을 활용하여, 동아시아복지국가 비교연구의 개념화작업 단계에서 기능적 등가물 개념을 채용할 수 있는 방안들을 제안한다.

이 연구의 목적은 서구적 시각에서 제시하는 동아시아 복지국가 담론에 대한 비판적 검토와 한국 복지국가의 구조적, 유형적 특성을 그러한 비판과 비교하여 제시하는 데 있다. 동아시아 복지모델을 대표한다고 볼 수 있는 유교주의 복지국가 개념을 가지고는 오늘날의 역동적이고 독특한 동아시아 사회의 성격과 특징을 담아내기 어렵다. 동아시아 국가로서 한국 복지국가(레짐)는 서구 와 북구 복지국가들에 비해 기원, 형성배경, 정책노선 그리고 정책행위자의 차원에서 아주 분명한 차이를 보이고 있다. 따라서 동아시아 복지모델 연구의 새로운 접근 방법이 요구된다. 한국 복지국가(레짐)의 기원과 발전은 권위주의적 발전국가개념과 이론적 준거 틀의 범위 안에서 이해와 설명이 가능하다. 역사적으로 1980년대의 한국 사회의 민주화와 1990년대 말의 금융위기는 한국의 복지정책과 제도 발전에 기여하였다. 일본, 대만, 홍콩, 싱가포르 등 동아시아 국가들의 복지정책과 제도들은 많은 유사점들을 지니고 있다. 이 국가들 간의 비교연구는 동아시아 복지국가에 대한 새로운 이론 발전에 의미 깊고 유효한 결과들을 가져다주게 될 것이다. 개별 국가들에 대한 사례연구와 복지국가 연구자들 간의 국가 간 상호교류의 활성화는 새 동아시아 복지모델 개발에 매우 중요시된다.
