Policies to Promote Green Economy Innovation in East Asia and North America

  • Although there is progress in developing green sectors in North America and East Asia, the key challenge facing the expansion of economy-wide green innovation and structural change in these regions is the absence of relevant policy follow-up to the green stimulus enacted during the Great Recession. The boost to green sectors provided by such measures is waning quickly, given that much of the green stimulus focused on energy efficiency. The biggest obstacles to sustaining green growth in North America and East Asiaare major market disincentives, especially the under-pricing of fossil fuels and market failures that inhibit green innovation. A three-part strategy to overcome these obstacles would involve: first, removing fossil fuel subsidies; second, employing market-based instruments to further reduce the social costs of fossil fuel use; and third, allocating any resulting revenue to public support for green innovation and investments. Such a strategy would ensure that green growth is not about promoting niche green sectors but instigating economy-wide innovation and structural transformation in North America and East Asia.

Aerosol radiative forcing over East Asia determined from ground-based sunphotometry measurements

  • Mean radiative forcing efficiencies (${\Delta}$F/${\Delta}{\tau}_{0.5}$) over East Asia range from -65 to -95 W m$^{-2}$ at the surface while -20 to -40 W m$^{-2}$ at TOA under clear-sky conditions. These aerosol direct radiative forcings over East Asia are similar to other experimental results for different regions, i.e., the Indian Ocean Experiment (INDOEX) and the Tropospheric Aerosol Radiative Forcing Observational Experiment (TARFOX), from which radiative forcing efficiencies of -75 Wm$^{-2}$ and -70 Wm$^{-2}$ for the Indian Ocean and the East Coast of the United States are reported. Nevertheless, the differences in aerosol parameters and relatively large STD values with regard to spatiotemporal variations suggest that the impact of aerosol on ARF over East Asia is more significant than previously recognized for other regions and should be continuously observed to determine the relation between increasing aerosols and associated radiative forcings in the region.

Online Health Search Experience: Sentiments from South East Asia

  • Performing an online health search is a popular activity conducted on the Internet. Research studies from developed countries provide information on source used, type of search performed and devices used to perform the search. However, the same cannot be said about the online health information searching scene in South East Asia. Online health information searching is gaining popularity in South East Asia. Citizens in these countries are turning to the Internet to obtain health information quickly. Current research studies pertaining to online health information searching in South East Asian is limited, particularly relating to search experiences of South East Asian health searchers. Search experience is pertinent as it could deter or encourage the possibility of conducting future health searches. In this research study, a user study was conducted to describe the online search experience of South East Asian health searchers. A face to face interview with 50 participants was conducted. The interview was audio recorded and transcribed verbatim. Results indicate participants have positive and negative search experiences. In some cases, post search outcomes influenced the search experience. Results of this research study contribute to the growing domain of knowledge in relation to online health information searching. Results of this study also provide an understanding pertaining to the search experience of South East Asian online health searchers.

The Journey of Benedictus Polonus or a European Discovery of Asia before Marco Polo

  • This article presents a brief reconstruction of the historic journey of Benedict the Pole and John of Pian de Carpine, the first known Europeans after A.D. 900 who completed a successful return journey east of Baghdad and gave surviving accounts of their travels. The article, which focuses mainly on the role of Benedict the Pole, is divided into five parts: the reasons and organization of the deputation sent to the Mongols by Pope Innocent IV from 1245-1248, the route travelled by the Papal envoys, the existing versions of the two surviving accounts of the mission, the role of Benedict the Pole as the secretary and translator to the papal legate Pian de Carpine, and the outcome of the journey as seen from the perspective of Europe-Asia contacts.

Coordinates Computation of the EAREF 2012.0 for Earth Observations in the East-Asia Region (동아시아지역의 GNSS CORS 지구관측 네트워크(EAREF 2012.0) 좌표산정 연구)

  • EAREF(East-Asia Reference Frame) is based on the Eurasian Plate which is considered relatively stable. It is managing the coordinate reference system by a specific epoch through the networking of GNSS CORS of the East-Asia region covering North-east and South-east Asia. Also it'll be the goal to assist integrating the geospatial information management. This study aims to estimate the precise coordinates of EAREF in the East-Asia region at the epoch of January 1st of 2012 (2012.0) after the Great East Japan Earthquake. It is related to 1st stage study for construction of data sets and made up the data processing techniques through the various experiments to upgrade the accuracy. Based on the results of the study, we calculated the initial precise coordinates of the EAREF network from the 2012.0 epoch covering the East-Asia region. The accuracy of the estimated coordinates was compared with the weekly solution provided by the IGS analysis centre. The differences were 0.004m, 0.007m and 0.009m at the directions of X, Y and Z respectively. In addition, this study reviews the next procedure how to implement and upgrade the EAREF network.

A Study on Effect of Trans-Pacific Partnership through East Asia Trade Network (환태평양경제동반자협정이 동아시아 무역네트워크에 미치는 영향에 관한 연구)

  • In the East Asian region, the advancement of trade networks is being facilitated, which turns out that economic integration across borders is being advanced due to FTA expansion, freedom of business activity growing through the reform of regulatory system in each country, and the processing of division of labor between processes across borders. Trans-Pacific Partnership(TPP), which is a U.S. led multilateral FTA, was signed on February 4 2016 in Auckland, New Zealand by 12 countries, by which changes in the East Asia Trade Network are also expected. For this reason, this study examined the impact that TPP would have on East Asia Trade Network. According to the result of this study, it was determined that TPP, as the regulation and system which will lead globalization of the supply chain, will change Supply Chain structure and result in a positive effect on Value Chain. This will have a significant impact on the East Asian trade network, and connect to enhanced competitiveness of participating enterprises. In addition, TPP seems to be the basis for realization of FTAAP(Free Trade Area of the Asia-Pacific) in the future, Therefore, Korea who has high Degree of Dependence upon Foreign Trade will have to pay make political effort to effectively deal with this changing trading environment in East Asia.

Two New Species of Placolecis (Lichenized Ascomycota) from China

  • Two new species of the lichen genus Placolecis are discovered in China, namely P. kunmingensis An. C. Yin & Li S. Wang and P. sublaevis An. C. Yin & Li S. Wang. The new combination P. loekoesiana (S.Y. Kondr., Farkas, J.J. Woo & Hur) An. C. Yin is proposed. Placolecis kunmingensis is characterized by having simple, spherical or ellipsoid, hyaline spores, and pear-shaped pycnidia; while P. sublaevis can be distinguished by its thallus forming larger aggregations with slightly flattened lobes at the thallus margin, and urn-shaped pycnidia. Descriptions, a phylogenetic tree and a key are provided for all the known Placolecis species in China.

Japan and the 'Flying Geese' Pattern of East Asian Integration

  • In this paper uses Kaname Akamatsu's 'Flying Geese' model to analyse Japan's role in East Asian integration. Japan made the first attempt to lead Asian countries before the Second World War. At that time, the Japanese Government embarked on a brutally expansionist policy the result of which was creation of the first gaggle of 'flying geese' under the name of the 'Greater East Asia Co-Prosperity Sphere.' During the 'flight' Japan was forcefully imposing its own ideals and values on the rest of the 'gaggle.' At the same time, the Japanese Government assumed hostile attitude toward Western countries. Japan's defeat in the Second World War signified the end of flight for the first 'flying geese' gaggle. After the war, Japan made another attempt at regional integration. This time it was done through establishing a production network in East Asia. Thus the second gaggle of 'flying geese' came into existence. During the flight of the 'second gaggle' of geese, Japan was fostering good ties with Western countries as well, especially the United States. However, some leaders of the 'second gaggle's' member-countries emboldened by their countries' economic success proclaimed that future belongs to Asia and put forward the 'Asian values' argument. The Asian economic crisis of 1997 interrupted the flight of the 'second gaggle' and effectively put an end to the 'Asian values' debate. It is interesting to note that some elements of the 'Asian values' argument resembled ultranationalist discourse that had been dominant in Japan before and during the Second World War. This paper compares historical patterns of East Asian regional integration and highlights future challenges for Japan's Asia policy.

Evaluation of the Total Column Ozone in the Reanalysis Datasets over East Asia (동아시아 지역 오존 전량 재분석 자료의 검증)

  • This study assesses the quality of the total column ozone (TCO) data from five reanalysis datasets against nine independent observation in East Asia. The assessed datasets are the ECMWF Interim reanalysis (ERAI), Monitoring Atmosphere Composition and Climate reanalysis (MACC), Copernicus Atmosphere Monitoring Service reanalysis (CAMS), the NASA Modern-Era Retrospective analysis for Research and Applications, Version2 (MERRA2), and NCEP Climate Forecast System Reanalysis (CFSR). All datasets reasonably well capture the spatial distribution, annual cycle and interannual variability of TCO in East Asia. In particular, characteristics of TCO according to the latitude difference were similar at all points with a maximum bias of less than about 4%. Among them, CAMS and CFSR show the smallest mean bias and root-mean square error across all nine ground-based observations. This result indicates that while TCO data in modern reanalyses are reasonably good, CAMS and CFSR TCO data are the best for analysing the spatio-temporal variability and change of TCO in East Asia.

Financial Integration in East Asia: Evidence from Stock Prices (주가지수를 통해 살펴본 동아시아의 금융통합에 대한 연구)

  • This paper investigates the extent of global and regional integration in East Asia using stock price index as a measure of economic performance. We employ a structural VAR model to separate the underlying shocks into "global", "regional" and "country-specific" shocks. The estimation results show that country-specific shocks still play a dominant role in East Asia although their role appears to have declined over time, especially after the 1997 financial crisis. Global and regional shocks are responsible for small but increasing shares of stock price fluctuations in all countries. The results indicate that the stock markets in East Asia remain dissimilar and are subject to asymmetric shocks in comparison to European countries.
