Over the last three decades, Performance-based Earthquake Engineering (PBEE) has been mainly developed for high seismicity regions. Although information is abundant for PBEE throughout the world, the application of PBEE to lower-seismicity regions, such as those where the magnitude of the maximum considered earthquake (MCE) is less than 6.5, is not always straightforward because some portions of PBEE may not be appropriate for such regions due to geological differences between high- and low-seismicity regions. This paper presents a brief review of state-of-art PBEE methodologies and introduces the seismic hazard of lower-seismicity regions, including those of the Korean Peninsula, with their unique characteristics. With this seismic hazard, representative low-rise RC MRF structures and high-rise RC wall residential structures are evaluated using PBEE. Also, the range of the forces and deformations of the representative building structures under the design earthquake (DE) and the MCE of South Korea are presented. These reviews are used to propose some ideas to improve the practice of state-of-art PBEE in lower-seismicity regions.

The b-value in the magnitude-frequency relationship logN(m) = $\alpha$ - bmwhere N(m) is the number of earthquakes exceeding magnitude m, is important seismicity parameter In hazard analysis. Estimation of the b-value for earthquake data observed on KSRS array network is done employing the maximum likelihood technique. Assuming the whole Korea Peninsula as a single seismic source area, the b-value is computed at 0.9. The estimation for KMA earthquake data is also similar to that. Since estimate is a function of minimum magnitude, we can inspect the completeness of earthquake catalog in the fitting process of b-value. KSRS and KMA data lists are probably incomplete for magnitudes less than 2.0 and 3.0, respectively. Examples from probabilistic seismic hazard assessment calculated for a range of b-value show that the small change of b-value has seriously effect on the prediction of ground motion.
Despite recent advances in multi-hazard analysis, the complexity and inherent nature of such problems make quantification of the landslide effect in a probabilistic safety assessment (PSA) of NPPs challenging. Therefore, in this paper, a practical approach was presented for performing an earthquake-induced landslide PSA for NPPs subject to seismic hazard. To demonstrate the effectiveness of the proposed approach, it was applied to Korean typical NPP in Korea as a numerical example. The assessment result revealed the quantitative probabilistic effects of peripheral slope failure and subsequent run-out effect on the risk of core damage frequency (CDF) of a NPP during the earthquake event. Parametric studies were conducted to demonstrate how parameters for slope, and physical relation between the slope and NPP, changed the CDF risk of the NPP. Finally, based on these results, the effective strategies were suggested to mitigate the CDF risk to the NPP resulting from the vulnerabilities inherent in adjacent slopes. The proposed approach can be expected to provide an effective framework for performing the earthquake-induced landslide PSA and decision support to increase NPP safety.
Building-level response to post-earthquake fire hazards in steel buildings has been assessed using primarily two-dimensional analyses of the lateral force resisting system. This approach may not adequately consider potential vulnerabilities in the gravity framing system. For this reason, three-dimensional (3D) finite element models of a 10-story case study building with perimeter moment resisting frames were developed to analyze post-earthquake fire events and better understand building response. Earthquakes are simulated using ground motion time histories, while Eurocode parametric time-temperature curves are used to represent compartment fires. Incremental dynamic analysis and incremental fire analysis procedures capture a range of hazard intensities. Findings show that the structural response due to earthquake and fire hazards are somewhat decoupled from one another. Regardless of the level of plastic hinging present in the moment framing system due to a seismic event, gravity column failure is the initiating failure mode in a fire event.

Sensitivity analyses for several seismic source models were studied. For the area sources, the hazard is steeply decreasing with the source-to-site distance. Hazard is decreasing when the area of the source is increasing with fixed annual rate. For the fault sources, the fault length, distance from a site and dip angle of near fault show very sensitive effect to seismic hazard. But the various magnitude-rupture length relationships show effect to seismic hazard slightly. For the fault source with small magnitude, the exponential model is preferred rather than the characteristic model to the magnitude-recurrence law.
This paper introduces various kinds of applications of the scenario-based seismic risk assessment in Taiwan. Seismic scenario simulation (SSS) is a GIS-based technique to assess distribution of ground shaking intensity, soil liquefaction probability, building damages and associated casualties, interruption of lifeline systems, economic losses, etc. given source parameters of an earthquake. The SSS may integrate with rapid earthquake information release system to obtain valuable information and to assist in decision-making processes to dispatch rescue and medical resources efficiently. The SSS may also integrate with probabilistic seismic hazard analysis to evaluate various kinds of risk estimates, such as average annual loss and probable maximum loss in one event, in a probabilistic sense and to help proposing feasible countermeasures.

A significant development has been made on earthquake resistant designs on many structures since the Korean government has begun modern earthquake hazard reduction programs after recognizing potential disastrous consequences of seismic events following the Kobe earthquake in 1995. However, some structures such as slope structures still haven't get ready for their own seismic design guidelines in Korea. Therefore, only a few organizations of Korea adopt seismic design for slopes relying on designers' judgments at present. This paper introduces domestic and foreign research activities on seismic slope stability and an idea of Korean earthquake resistant design method for slopes including alternatives of earthquake resistant design application according to designers' judgment considering construction budget, importance, restoration and so on. Afterwards, seismic data accumulation on slope stability of Korea is necessary to induce a more definite Korean earthquake resistant design method.

For areas such as the Korean Peninsula, which have moderate seismic activity but no available records of strong ground motion, synthetic seismograms can be used to evaluate ground motion without waiting for a strong earthquake. Such seismograms represent the estimated ground motions expected from a set of possible earthquake scenarios. Local site effects are especially important in assessing the seismic hazard and possible ground motion scenarios for a specific fault. The earthquake source and rupture dynamics can be described as a two-step process of rupture initiation and front propagation controlled by a frictional sliding mechanism. The seismic wavefield propagates through heterogeneous geological media and finally undergoes near-surface modulations such as amplification or deamplification. This is a complex system in which various scales of physical phenomena are integrated. A unified approach incorporates multi-scale problems of dynamic rupture, radiated wave propagation, and site effects into an all-in-one model using a three-dimensional, fourth-order, staggered-grid, finite-difference method. The method explains strong ground motions as products of complex systems that can be modified according to a variety of fine-scale rupture scenarios and friction models. A series of such deterministic earthquake scenarios can shed light on the kind of damage that would result and where it would be located.

Shaking table tests of the seismic behavior of a steel frame structure model were performed. The purpose of these tests was to estimate the effects of a near-fault ground motion and a scenario earthquake based on a probabilistic seismic hazard analysis for nuclear power plant structures. Three representative kinds of earthquake ground motions were used for the input motions: the design earthquake ground motion for the Korean nuclear power plants, the scenario earthquakes for Korean nuclear power plant sites, and the near-fault earthquake record from the Chi-Chi earthquake. The probability-based scenario earthquakes were developed for the Korean nuclear power plant sites using the PSHA data. A 4-story steel frame structure was fabricated to perform the tests. Test results showed that the high frequency ground motions of the scenario earthquake did not damage the structure at the nuclear power plant site; however, the ground motions had a serious effect on the equipment installed on the high floors of the building. This shows that the design earthquake is not conservative enough to demonstrate the actual danger to safety related nuclear power plant equipment.

An earthquake of Richter magnitude 4.5 occurred on December 13, 1996 at 1:10 p.m. in Yung-Wol, Kang-Won-Do. Brief investigation on the effects of the earthquake has been performed on December 15 by the reconnaissance team of the Earthquake Engineering Society of Korea. Minor damages were observed in several structures including two elementary schools and two municipal office buildings. Most of the damages on R.C. beams is believed to be existing ones due to poor construction and maintenance of the structures those have been increased by the earthquake.
