Earthquake disaster is dependent upon both site intensity and strength of structures. The higher the strength, structures become more safe, which in turn increases the construction cost. Therefore, it is necessary to decide an optimum design intensity in which the safety is balanced with the cost. Such an optimum design intensity for major man-made structures in Korea is determined in the present study from a simulation model as follows. 1) Hypothetical earthquake time series are generated from the probability distribution to represent appropriately the seismicity of Korea. 2) The strength of structures constructed with a certain design intensity is assumed to exponentially decrease with the elapsed time. The construction cost is also expressed as a function of design intensity. 3) Comparing the seismic intensity generated from the earthquake time series with the strength of structures, the safety of structures is examined. Then the time until the structure is damaged by an earthquake is obtained within the designed life time. 4) The above simulation is iterated several hundred times and hence the mean life time of structures having a certain design intensity is obtained. 5) After all, the optimum design intensity to minimize the annual mean loss, the ratio of construction cost to mean life time, is estimated. The major conclusions obtained from the above simulation model are as follows. 1) Depending upon the designed life time ($T_p$), the optimum design intensities are appeared to be 0. 05-0. 10g for $T_p=50yr$ and 0. 08-0.13g for $T_p=100yr$. 2) According to the sensitivity analysis, the optimum design intensity increases with the rapid strength decrease of structure and decreases with the increase of initial construction cost.

Fires that result from the excessive leakage of gas due to earthquakes cause enormous loss of property as well as numerous human casualties. To prevent such disasters, an emergency gas shut-off system is considered to be one of the effective and rational methods. Considering the seismicity, the earthquake frequency and the gas-supply system of Korea, mass gas shut-off by a gas company is determined to be more cost-effective than individual gas shut-off by customers. In this study, an emergency response system was proposed that would shut off the gas supply immediately. Two different reference seismicities were proposed, to specify rapid response according to the measured seismicity. The gas supply area was divided into several gas shut-off blocks in order to facilitate the shut-off of gas supply in damaged blocks. This proposed system was implemented in the actual gas supply area with reference seismicities on the basis of seismic damage analysis.

The plastic hinge region of RC pier ensures its nonlinear behavior during strong earthquake events. It is assumed that the piers secure sufficient strength and ductility in order to prevent the collapse of the bridge during strong earthquake. However, the presence of a lap-splice of longitudinal bars in the plastic hinge region may lead to the occurrence of early bond failure in the lap-splice zone and result in significant loss of the seismic performance. The current regulations for seismic performance evaluation limit the ultimate strain and displacement ductility considering the eventual presence of lap-splice, but do not consider the lap-splice length. In this study, seismic performance test and analysis are performed according to the cross-sectional size and the lap-splice length in the case of longitudinal bars with lap-splice located in the plastic hinge region of existing RC bridge columns with circular cross-section. The seismic behavioral characteristics of the piers are also analyzed. Based upon the results, this paper presents a more reasonable seismic performance evaluation method considering the lap-splice length and the cross-sectional size of the column.

This paper describes a method of evaluating seismic system performance of highway transportation network in California. The basic element that plays a crucial role in this study is the fragility information of highway bridges in Caltrans' (California Department of Transportation) freeway network. The bridge fragility information is expressed as a function of the ground motion intensity, such as peak ground acceleration (PGA) or peak ground velocity (PGV). Network damage was evaluated under the 1994 Northridge earthquake and scenario earthquakes. A probabilistic model was developed to determine the effect of repair of bridge damage on the improvement of the network performance as days passed after the event. As an example, the system performance degradation measured in terms of an index, “Drivers Delay”, is calculated for the Los Angeles area transportation system, and losses due to Drivers Delay with and without retrofit were estimated.
The liquefaction is a phenomenon that the effective stress becomes zero due to the rapidly accumulated excess pore water pressure when a strong load acts on the ground for a short period of time, such as an earthquake or pile driving, resulting in the loss of the shear strength of the ground. Since the Geongju and Pohang earthquake, liquefaction brought increasing domestic attention. This liquefaction can be assessed mainly through the semi-empirical procedures proposed by Seed and Idriss (1982) and the liquefaction risk based on the penetration resistance obtained from borehole DB and SPT. However, the geotechnical information data obtained by the in-situ tests or boring information fundamentally have an issue of the representative of the target area. Therefore, this study sought to construct a ground information database by classifying and reviewing the ground information required for liquefaction assessment, and tried to solve the representative problem of the soil layer that is subject to liquefaction evaluation by performing spatial interpolation using GIS.

Efficiency and limitations of HAZUS-MH, a GIS based systematic and informative system developed by FEMA and NIBS for natural hazard loss estimations, are discussed by means of a pilot study in the Korean Peninsula. Gyeongsang-do has been selected for the test after careful reviews of previous studies including historical and modern seismicity in the peninsula. A ShakeMap for the selected scenario earthquake with magnitude 6.7 in Gyeongju area is prepared. Then, any losses due to the scenario event have been estimated using HAZUS. Results of the pilot test show that the study area may experience significant physical, economic, and social damages. Detailed study in the future will provide efficient and crucial information to the decision makers and emergency agents to mitigate any disaster posed by natural hazards.

This study proposes a certain measure or investment strategy for decision making associated with seismic retrofitting. This strategy reduces the risk of a large-scale malfunction such as water supply loss under seismic risks. The authors developed a stochastic value index that will be used in the overall evaluation of social benefit, income gain, life cycle costs and failure compensation associated with existing lifeline systems damaged by an earthquake during the remaining service period. Optimal seismic disaster prevention investment of deteriorated lifeline systems is discussed. Finally, the present study provides a performance-based design method for seismic retrofitting strategies of existing lifelines which are carried out using the target probabilities of value loss and structural failure.
It is a significant issue for several country including Korea, where the natural and the weather conditions are severe, to keep the safety against disasters which occur frequently every year, especially in urban region crowded with population. In order to implement suitable and effective measures against various disasters in such area, development of method for evaluation of disaster prevention performance based on various disaster risks and effective disaster damage mitigation technologies is independable. In this paper, methods for hazard evaluation, vulnerability evaluation and loss evaluation, and damage technologies are proposed targetting man-made disaster and natural one like flood, earthquake and tsunami and so on. The method proposed in this paper is based on the research of USA and Japan for man-made disaster and natural disaster. The proposed method will be developed in detail in four years during research period funded by government.

The target performance of a current seismic design code is to achieve collapse-prevention in order to minimize casualties. Existing structures are also being retrofitted to meet this target performance. This seismic performance seems to have been achieved in recent great overseas earthquakes, but the accompanying enormous economic loss is pointed out as a new problem. A new seismic design concept over the current target performance is required to reduce economic loss, in which a target performance is determined by the damage probability in order to control the damage levels of structures. In this study, the seismic behavior of bridges having different characteristics was investigated by nonlinear seismic analyses, and fragility curves with respect to a reference damage level were derived. Based on these results, the characteristics of target ductilities satisfying a target damage probability were investigated.
