  • It has been many efforts for reinforcement of existing structure since the number of earthquake has been increased world widely. Especially the occurrence of earthquake surrounding area of Korean peninsular is dramatically increased. Since the buildings in Korea have not been designed to carry the lateral and shear force caused by earthquake, the building will experience massive damages even under moderate earthquake. For this reason, the viscoelastic damper is proposed in this paper to enhance the earthquake resistance of a steel frame buildings. The viscoelastic dampers have been able to increase the overall damping of the structure significantly, hence improving the overall performance of dynamically sensitive structures. In this paper, Viscoelastic dampers designed are consists of FRP panel and viscoelastic material. In this paper, evaluate the performance of the viscoelastic damper through the experiment.

  • Chile is characterized by the largest seismicity in the world which produces strong earthquakes every $83{\pm}9years$ in the Central part of Chile, where it is located Santiago, the capital of Chile. The short interval between large earthquakes magnitude 8.5 has conditioned the Chilean seismic design practice to achieve almost operational performance level, despite the fact that the Chilean Code declares a scope of life safe performance level. Several Indexes have been widely used throughout the years in Chile to evaluate the structural characteristics of concrete buildings, with the intent to find a correlation between general structural conception and successful seismic performance. The Indexes presented are related only to global response of buildings under earthquake loads and not to the behavior or design of individual elements. A correlation between displacement demand and seismic structural damage is presented, using the index $H_o/T$ and the concrete compressive strain ${\varepsilon}_c$. Also the Chilean seismic design codes pre and post 2010 Maule earthquake are reviewed and the practice in seismic design vs Performance Based Design is presented. Performance Based Design procedures are not included in the Chilean seismic design code for buildings, nevertheless the earthquake experience has shown that the response of the Chilean buildings has been close to operational. This can be attributed to the fact that the drift of most engineered buildings designed in accordance with the Chilean practice falls below 0.5%. It is also known by experience that for frequent and even occasional earthquakes, buildings responded elastically and thus with "fully operational" performance. Taking the above into account, it can be said that, although the "basic objective" of the Chilean code is similar to the SEAOC VISION2000 criteria, the actual performance for normal buildings is closer to the "Essential/Hazardous objective".

  • The purpose of this study is to understand stressors and mediators of the elderly living alone who experienced earthquakes. Based on the stress process model, in-depth interview data with five senior citizens who have experienced the Pohang earthquake were analyzed. It was found that the "earthquake" and "life in home and shelter" were primary and secondary stressors, respectively. The stress outcome was "declined health status". On the other hand, the mediators were found to be "family", "neighbor", and "life manager", which reduce stress outcomes. Also, the lack of "family" or "neighbor" resources as a mediators lead to more use of "life manager". Research results show that the role of "life manager" is as important as informal resource in the mediators for the elderly living alone. This research has the practical and policy significance of applying a theoretical model to the disaster experience of the elderly living alone and looking at the importance of "life manager" in the mediators.

  • Efficiency and limitations of HAZUS-MH, a GIS based systematic and informative system developed by FEMA and NIBS for natural hazard loss estimations, are discussed by means of a pilot study in the Korean Peninsular. Gyeongsang-do has been selected for the test after careful reviews of previous studies including historical and modern seismicity in the peninsular. A ShakeMap for the selected scenario earthquake with magnitude 6.7 in Gyeongju area is prepared. Then, any losses due to the scenario event have been estimated using HAZUS. Results of the pilot test show that the study area may experience significant physical, economic and social damages. Detailed study in the future will provide efficient and crucial information to the decision makers and emergency agents to mitigate any disaster posed by natural hazards.

  • We have developed a Web-based intensity map generation system. We describe here briefly our system that is automatically generating seismic intensity map using the informations afforded by Internet users who actually experience recent earthquake. Whenever internet survey questionnaires, reported from the citizens using the form available through our Web site, are received, the associated ZIP code region is color-coded according to the Modified Mercalli Intensity Scale. As the number of questionnaires is increased, the intensity value of each region divided by ZIP code is averaged and updated automatically. The coverage of acceleration stations is insufficient to map the accurate extent of ground shaking in Korea. So our system will serve as an alternative for much more rapid generation of intensity map than conventional method, such as mailing intensity survey or elaborate manual processing.

  • The purpose of this study is to aid the teaching strategy for the teacher by investigating the preconception of the earthquake for 4th grade students in elementary school before learn the curriculum. For this, 31 grade students who lived in Seongnam in Gyeonggi province were interviewed with the questionnaire. The following is the findings. On the definition of an earthquake, 64.9% of the students had scientific conception. On the question of 'what happens on the ground when there is an earthquake', 59.2% of the students responded shaking or cracking of the earth, ground, things or building. On the question of 'what a person should do when there is an earthquake', most of the students responded by more than two answers. In contrast, on the causes of an earthquake, there were the largest percentage (35.3%) students who answered they didn't know. Except for one student, there were no students had talked about scientific conception. On the question of 'what happens below when there is an earthquake', 26.3% of the students responded they didn't know. On the place where an earthquake occurs rather frequently, 22.2% of the students mentioned an island. On the reason, 39.9% of the students responded they didn't know and there were no students with scientific answers. This study showed 4th grade students had scientific conception on the definition of an earthquake, and they had many experience interaction with external environment on 'what happens on the ground when there is an earthquake', 'the place where an earthquake occur rather frequently'. However the students had relatively small experience on the causes of an earthquake, on 'what happens below the ground when there is an earthquake', and earthquake-prone areas. Based on this study, additional research must be conducted on science in which the students' preconceptions is investigated to connect back to curriculum development. In addition, consideration must be given on how to integrate the thinking processes of students during the curriculum development process.

  • In spite of 6.8 magnitude and the neighborhood of the epicenter, the steel moment frame survived after Northridge earthquake without collapse or casualties. However, following investigation revealed that there were severe damages at the column-weld interface of welded flange-bolted web (WFBW) steel moment connection, which was believed to be economic and safe from earthquakes based on experience and past tests. In this paper, this unexpected brittle fracture of the steel moment connection is explored using linear elastic fracture mechanics and post-Northridge tests. A method to predict the brittle fracture strength of the steel moment connection is proposed. Using this method, the failure mode of the WFBW connection and reduced beam section (RBS) connection are presented.

  • Purpose: The purpose of this study was to investigate the disaster experience (accidents, education etc) and the concern for disaster preparedness of college students. Methods: This research design was a descriptive study. Data were collected from November 1, 2011 to December 30, 2011 and analyzed by the SPSS PASW statistics 18.0 program. Results: There were statistical significances in major (p<.050), grade(p<.001), and a completed disaster class(p<.001) between general characteristics and concern for disaster preparedness. The major disaster events that occurred from 2003 to 2010 in Korea were the 2007 Taean oil spill (85.4%), the 2003 Daegu subway fire (82.7%), and the 2008 Sungnyemun fire (62.9%). The possible disaster events in Korea were hurricanes, floods, fires (including wildfire), and the shutdown of communication lines. Subjects learned about cardiopulmonary resuscitation (18.2%), first aid for bleeding and fractures (17.8%), a fire drill (14.3%), and an escape drill for an earthquake (14.0%). They wanted to learn the fire drill (11.33%), the escape drill for an earthquake (9.7%), a war drill (9.0%), a disaster confrontation drill on the subway (8.6%), and a fire and explosion evacuation drill (8.4%). Half of subjects were not prepared with emergency supplies for disasters because they thought that a disaster would not occur. Conclusion: It is necessary to develop the disaster educational programs according to subject's demands in Korea.

  • Over a past century, the continuity in post-earthquake serviceability of medical facilities has been demonstrated to be essential for sustaining a society and/or a nation stable. However, not many countries including Korea have paid appropriate attention to such a lesson learned from the previous experiences of the countries located in high seismicity for various reasons, one of which may be the lack of social consensus in allocating a portion of the resources to the earthquake preparedness. As a result, an earthquake-related policy might have been pushed away out of the list of priority in the government agenda. Therefore, the present paper attempts to persuade the public general, experts and government officials together to seek a way to upgrade the seismic safety of the country a step forward by enhancing the seismic performance of medical facilities. For this the framework of seismic design codes and standards for medical facilities, and Californian experience in managing the seismic performance enhancement program and U.S.-Italian collaborative study to improve the seismic safety of Italian hospitals are reviewed. Finally, a list of further researches and practices to perform for seismic enhancement of medical facilities in Korea are suggested.
