The cross-border flow of workers in EU having the freedom of labor mobility and residence plays a role in the border labor markets as a structural factor of regulation. The regulation role of the cross-border flow of workers on the Grand R$\acute{e}$gion, which is the border among the France-Belgium-Luxemburg-Germany, is as follows. First, the cross-border flow of workers regulates the regional surplus and lack of labor in quantity and quality. Second, the border labor markets are regulated by the regionally segmented supply and demand of labor and are modulated by the flexible employment like a part-time and temporary employment. Third, the residence of the cross-border workers concentrates on the adjacent regions to the border. And the atypical cross-border workers, who have their residence in the neighboring country but works in the existing country, are rising rapidly.

This paper reviews the Interpretative Guidelines on EU passenger rights regulations in the context of the developing situation with COVID-19 of EU commission. To enlighten the obscurity and to mitigate the economic impacts of the COVID-19, European Commission has published "Interpretative Guidelines on EU passenger rights regulations in the context of the developing situation with Covid-19" on March 18, 2020. The Guideline essentially aims to create a coherent system of rules to assist the passengers, industry and national authorities overall under the unprecedented circumstances across the European Union. To do so, the Guideline is drafted to cover the rights of passengers travelling by air, rail, ship or bus/coach, maritime and inland waterways, as well as the corresponding obligations for carriers. From an aviation industry focused perspective, by referencing the Regulation (EC) numbered 261/2004, the Guideline specifically applies to cancellation and delay in flights which are seen as the dark spots for the air carriers concerning potential burdens.

In this study, we analyzed the privacy policies of 50 Android applications that are on the top chart in EU members to present the methods for enhancing transparency based on GDPR (General Data Protection Regulation). Based on the guidelines in relation to transparency stipulated in WP29, this study extracted factors of transparency in order to ensure transparency of privacy data processing and carried out the verification procedures for each factor. The results revealed that the privacy policies provided in Google Play Store and applications need to be matched, the descriptions of the privacy policies need to be written in clear and plain language for readers to understand easily. and that it is necessary to provide information quickly and improve the descriptions of information which the data controller discloses. The research findings of this study could be used as a preliminary data for proactive responses to the EU's GDPR by substantially complying with the transparency of GDPR.

Major countries have tighten their NOx regulation of diesel passenger cars. In the case of the EU, the regulation has been toughen up to 6.25 times since 2000. Despite the regulation the NOx concentration of the ambient has not been reduced proportionally. Futhermore, some manufacturers were disclosed using a defeat device for meeting the regulation illegally. As these issues, to reduce NOx emission practically, Korea and the EU introduced the real-world driving emission(RDE) regulation and the test method that will be applied after 2017. Also, the US has used the test equipment(PEMS) to detect a defeat device. In this paper, for the regulation to make a soft landing in Korea, 4 diesel passenger cars which met Euro 6a~6b regulation and were equipped with LNT/SCR were tested at a chassis dynamometer with environmental chamber applying the off-cycles(FTP, US06, SC03, HWFET and CADC) and several ambient condition(-7 and $14^{\circ}C$) as well as certification mode(NEDC, WLTC@ $23^{\circ}C$). The result of the test showed that the ambient temp. and the engine load as a test mode impacted the NOx emission of the cars while the vehicles with SCR emitted NOx lower than with LNT. Additionally, to propose an effective RDE test method, the above result was compared with the results of the other papers which tested RDE using the same cars.

Although regulation generally shall be based on the law, many regulations are not based on legislation. Shadow regulation that is not mandatory but functions as regulation may be developed and enforced by non-govermental body. This article examines shadow regulations of copyright protection online of the US, the EU and the UK and draws their implications for Korea. In case of self-regulation, the following factors shall be considered: to acquire the technology to filter copyright infringement and to solve the problems arising from the application of it, to prevent the infringement of freedom of expression, to ensure the appropriateness of the sanctions imposed on the alleged copyright infringement, to ensure the participation or monitoring of internet subscribers in the negotiation between the internet industry and copyright holders, and to clarify the government's role and responsibility.

The radiated noise of the excavator is composed of the various noise sources such as the diesel engine, cooling fan and hydraulic system, so the noise reduction for each noise source is required. In this study, the source contribution analysis for these principal noise sources is performed by using the noise source removal method. And to reduce the noise due to each one, the various experiments and analyses are studied. On the basis of these results, the proper noise reduction countermeasures are derived to develop the excavator satisfied the $2^{nd}$ noise regulation of EU.

Product-based environmental regulations, such as RoHS, REACH, EuP, etc., on electrical and electronic equipments, chemicals, and so on, initiated by the European Union, are becoming a global trend. These regulations can create barriers to trade among nations worldwide and may thereby have a direct impact on the function of internal market. If domestic companies utilize well the international environmental regulations in advance, they will get good opportunity for expanding overseas market. In this paper the current status of countermeasure for overcoming the international environmental regulations in domestic industries was investigated and the future plans were discussed.

Transport is animportant sector of government regulation. Every country has its own transport policy, but European countries are evolving a common transport policy, which has a long history. The establishment of a consistent common policy in the EU's transport sector is still underway. The key motivations of this policy are 1) to establish and implement a common transport policy, 2) to clarify the concept of sustainability in the transport sector, and 3) to integrate transport services into a common infrastructure. One of the policy's objectives is the progressive movement towards sustainable development in the transport section. The EU'stransport policy has recognised that intermodality is a very important competitive tool. The EU's policy thrustin intermodal transport can be catergorised into infrastructure, technology, and standards and rules. However, obstacles to success can be detected. Cases like that of TEN-T and Marco Polo illustrate European intermodal policies in practice. As regards sustainability in the transport sector, intermodality can be an alternative solution to the increasing imbalance between transport modes and congestion arising from increased road use. Sustainability has been emphasised by the EU, which aims to establish intermodality in its future alternative transport systems while fostering sustainable development in the transport sector. Therefore, intermodality can be defined as a general trend in the current transport market, drawing interest from public institutions and transport-related market players. The EU has thus made an effort to facilitate intermodality in its territory, materialised through various policy options. Therefore, looking into the EU's intermodal transport policies is worthwhile, as doing so can provide useful lessons for all concerned parties.

Minimum Efficiency Performance Standard (MEPS) has already been operated in many countries. In particular, the European Union (EU) has entered the IE3 stage since 2017. Korea will also enter the IE3 phase from October 2018. As for Korea, there is still a restriction on induction motors only. But, in the EU and the United States, efficiency regulation of variable speed drives is being deeply examined. Standards related to this are gradually being fixed. In this paper, the current status and the direction of global standards related to the efficiency of motors, inverters and systems are reviewed. And the case of improving the efficiency of the system including the motor will be examined.

The study has Proceeded through examining and analyzing related laws and articles on library exemption relating to reproduction and transmission in digital environment. First of all, the study investigates and analyzes in detail the changes and characteristics of the regulation of library exemption in WCT, EU, U.S., Japan, and Australia. After analyzing of the article 28 in current Copyright Act and amended proposal for Copyright Act in Korea, it found the regulation to be inadequate. As a result of the legal analysis, this paper is proposing a revised plan of the article 28 in the Copyright Act of Korea.
