  • 1989년 5월 3일 발표된 EC(현 EU) Directive 89 / 336 / EEC(전자파 양립성 지령)에 의해, 1996년 1월 1일부터 EU 지역에서 생산 또는 EU 역내에 수입되는 모든 전기전자제품에 대해 CE Mark 가없이는 유통, 판매, 사용이 금지되기 시작했다. 이 지령은 EMC에 관한 각종 제품의 보호요건을 정의하고 있으며, 타제품 및 부문에 대해서도 EU 위 원회에서 제정한 각종 안전규정(Directives; 지령)에 적합할 경우, CE Mark를 부착하고, 이는 구주 역 내 국가간에 규제를 통일하고 안전성이 확보된 제품의 자유로운 유통(Free Movement of Goods)과 판매를 목적으로 한다. 이에 따라, EU위원회에서는 EMC를 비롯한 안전, 기계, 완구 등 여러 분야에 대해 각국의 규제를 조 정하고 일체화하여 현재까지 약 20종류의 EC지령을 발표하였다.

  • 최근 주야간 산업현장의 근로자 안전성을 위한 식인성이 우수한 Hi-vis. 염색이 work-wear에 많이 적용되고 있으며, Hi-vis. 염색에서의 형광색상은 차별화된 패션성을 원하는 소비자에게도 레져용, 아웃도어용, 캐쥬얼 등에 많이 사용되고 있다. 형광염료는 주로 안료나 PET용 분산염료로의 전개가 일반적이며, 예전에는 형광안료 코팅을 통한 필름이나 테이프 등이 많이 사용되었으나 최근에는 의류에 직접 염색공정을 적용하는 기법으로 형광분산염료가 많은 용도에 적용된다. 이러한 고가시 산업용 work-wear는 주간에는 선명한 색상을 띄며, 야간에는 빛나는 재귀 반사의 성능을 지니며 대표적인 형광컬러는 Yellow, Red-Orange, Red, Yellow-Orange, Pink, Green, Yellow-Green 등 색상이 있다. 고가시성 안전의류(High Visibility Warning Clothing) 기준의 색도 좌표 및 일광 견뢰도 등 성능을 만족해야 하며, 대표적인 규격은 유럽의 EN-471로 일광, 마찰, 세탁, 땀, 드라이클리닝, 염소 등 견뢰도에 대한 각각의 합격기준이 있으며, 색도 및 형광팩터 등의 기준에 맞는 염색처방이 필요하다.

  • 전파 자원은 국가의 무형 자산으로서 자원이 한정되어 있는 반면에 이에 대한 수요가 급증하면서 전파 자원의 가치가 점점 높아지고 있다. 특히 국내의 경우 IT839 전략으로 추진 중인 WiBro(Wireless Broadband), DMB(Digital Multimedia Broadcasting), Home Network, Telematics(Telecommunication Informatics), WCDMA(Wide Code Division Multiple Access), RFID/USN(Radio Frequency Identification/Ubiquitous Sensor Network) 등 무선 주파수를 이용하는 새로운 서비스가 증가하면서 주파수 자원에 대한 중요성은 더욱 강조되고 있다. 종래의 전파 정책이 정부가 정책을 세우고 이를 관리하는 Command-and-Control 위주였다면, 향후의 전파 정책은 OpYN1020en Spectrum 정책으로 전환될 것으로 전망된다. 본 고에서는 전파 자원의 효율적인 이용을 도모하는 일반적인 CR(Cognitive Radio) 기술에 대하여 언급하고, 이를 이동성이 없는 고정 환경에 적용하기 위한 IEEE 802.22 WRAN 시스템의 물리계층 전송 규격 사양, 프레임구조 및 현재 논의되고 있는 기술에 대하여 논의한다.

  • 전력변환장치를 사용하여 열차를 추진하고 열차내에 필요한 전원을 생산하는 전기철도차량은 차량 내외부에 전자파를 발생한다. 차내 전자파는 제어에 영향을 미칠 뿐만 아니라 승객의 인체 건강에 영향을 주며 차외 전자파는 통신선이나 선로주변 전자기기에 영향을 주게 된다. 본 논문에서는 국내 기술로 개발한 한국형 고속열차를 대상으로 차외 전자파에 대한 시험을 EN50121 규격에 따라 수행하고 그 영향을 평가한다.

  • Household electrical appliances should be designed to satisfy safety standards. An expert system is implemented to support the design process. The general-purpose expert system shell. ART-IM which is running under MS-DOS environment, is used to construct the knowledge-base. A set of rules has been extracted from the EN 60 335-1 that is British standard specification for the safety of household and similar electrical appliances. The main focus of this paper is on codes that have systematic and mormative structures. The internal structure of the safety standard is analysed to improve the process of rule extraction.

A study on Analysis of Impact Deceleration Characteristics of Railway Freight Car (1차원 해석방법을 이용한 화차의 충돌가속도 분석)

  • This study examined the problems of existing vehicles to propose alternatives to improve the crashworthiness of railway freight cars through collision acceleration analysis using a one-dimensional collision analysis method. A collision scenario of railway shunting and crash accidents was selected from the collision accident cases and international standards. A one-dimensional collision simulation using LS-DYNA was performed according to those scenarios. As a result, the acceleration level of the freight wagon was calculated to be under 2g and was predicted to meet the EN 12663 standard in the shunting situation. On the other hand, the result of crash simulation with an impact velocity between 10 and 15 km/h revealed the shock absorber capacity of the railway coupler to be insufficient in a crash situation, resulting in increased acceleration, and carbody deformation could be predicted. As a method of improving the crashworthiness, a deformation tube-type energy absorber was applied to the coupler system, and collision analysis was performed again with new energy absorption strategy. Overall, the simulation showed that the acceleration level was decreased by 12% of the conventional freight-car energy absorption system.

  • The energy consumption efficiency in a variety of operational test mode was considered for domestic gas boiler below 70 kW. The energy efficiency test carried out in the experimental conditions similar to the actual operation status was analyzed and compared with the current Korean efficiency test method. Four types of test modes for each boiler(Non-condensing and condensing boiler) were carried out in the condition of laboratory mode(full load, steady state) and actual operating mode. Futhermore divided into two operational status for each of these, it was applied by maximum gas consumption and consumer sales conditions. Test equipment has the function referred to gas boiler standards, such as KS or European standard EN. The equipment should be continuously measured and record the measuring factors which are the flow volume of gas and water, laboratory temperature, water flow volume for heating, return water volume after heating and quantity of the exhaust gases(CO, NO, $NO_2$). The experimental results were found that non-condensing boiler efficiency of laboratory mode is about 10% higher than that of actual mode. In case of condensing boiler, the efficiency of laboratory condition is about 20% higher than that of the actual using conditions. I suggest that the government will gradually take the efficiency test method considering the actual conditions.

  • The number of confine-disease of elevator increases every year and then sudden rise, sudden stop, error of level indication, stand; those can bring to uneasiness of elevator passenger and malfunction accidents related life accident are increasing. For confirmation those malfunction accident, we are measuring and analyzing power quality(Sag, Swell, Interruption) of the actual site and evaluated the performance for stop and stating by testing the two imitation test equipment with EN12016(2004) standard level. This paper will be used data of the analysis for mutual relation between Power Quality and malfunction and fault of elevator.

  • An interlocking equipment of railway signalling systems should have very high functional safety and reliability properties because of its vital railway protection functionality. In order to achieve the required safety and reliability level, an engineer, in general, designs and implements the interlocking equipment to operate under RTOS(Realtime Operating System) environment, and the control hardware architecture redundant to cope with the random failures of system or subsystem. In such an architecture, it's very difficult to implement the interlocking equipment to communicate with various interface systems including the signal operator's terminal. In this paper, we propose a dual ethernet network topology and dual packet seamless transfer protocol algorithm for railway signaling system such as the interlocking equipment. We verify in this paper that the proposed DPST protocol algorithm has the evidence of its robust properties against the random hardware faults and communication errors. The proposed communication structure and algorithm is implemented in the electronic interlocking equipment for the private railway system of Hyundai Steel Company and its performance and properties are validated on the guideline of European Railway Standard EN50159.

Analysis of Influence on Derailment due to Primary Spring Aging (축상스프링 노화에 따른 탈선안전도 영향 분석)

  • In order to analyze the influence on derailment safety according to the aging of primary rubber springs widely applied to railway vehicles, characteristic tests were carried out on aged primary rubber spring samples. To analyze the effect of primary rubber spring aging on derailment safety, a vehicle dynamic analysis was carried out. The results of the vertical characteristics test for the rubber spring specimens with 17 years of service life revealed that the displacement restoration function was degraded due to rubber aging and the spring stiffness significantly increased. The results of the running dynamic analysis simulating the twist track running in accordance with the EN14363 standard, compared with the normal vehicle model (Case 1), showed that the derailment coefficient and the wheel unloading of the vehicle model (Case 2) using the aging primary spring characteristic increased, and the derailment safety was degraded. IN particular, it was found that the derailment safety due to the reduction of the wheel load is weak in the transient section where a steep slope change occurs.
