The Guideline for Management of Software Project and Its Application (소프트웨어 사업 관리를 위한 지침과 적용방안)

  • The Ministry of Information and Communication announced "The Guideline for Management of Software Project" in October 2006. The public employees(acquirer) have to manage software projects with this guideline. The guideline was based on the International standard(ISO/IEC 12207) and IEEE standard(IEEE/EIA 12207), and was developed by considering the domestic software industry environment. The guideline can help to establish a software acquisition process for appropriate management of software projects, and the process can increase the management productivity of software projects. This study provides the explanation about the guideline with terms of 5W1H(who(user), what(summary), when(time to apply), where(domain of application), why(objective), how(method of use)) for understanding of the guideline.

  • The development in the design process is usually based on the choice of a method for designing the system, in which this method is frequently faced with tightening environmental requirements, reducing development cycle times and growing complexity. To tackle such factors, the paper proposes a comprehensive approach focusing on applying systems engineering approach to the building design support. In particular, this paper addresses all capabilities of using some available systems engineering standards (like EIA-632) in the design process. Then, a methodological approach is proposed for the practice of requirements engineering by applying quality assessment and control to design in early phase. The paradigm used, here is to extend and particularly to adapt the work carried out in military and space systems to modern building services by taking into account the semantics of buildings in terms of different engineering fields and architecture issues.

Evaluation of the Effect of High Salinity RO Concentrate on the Microbial Acclimation/Cultivation Characteristics in Biological Wastewater Treatment Process (RO 농축수내 고농도 염분이 생물학적 폐수처리공정내 미생물 순응/배양에 미치는 영향평가)

  • There are a lot of parameters affecting microbial acclimation/cultivation characteristics such as dynamic conditions, F/M ratio and substrate affinity. From the process control point of view, the effect of high salinity on the removal efficiencies of BOD and SS have been documented by few researchers. In this research, lab-scale CAS(Conventional Activated Sludge) process and modified $A_2O$(Anaerobic/Anoxic/Oxic) process were operated and monitored to evaluate the characteristics of microbial acclimation and cultivation under high salinity wastewater during the period of three weeks. As a result of acute microbial activity test(6hr) at various $Cl^-$ concentration, the appropriate $Cl^-$ concentration for microbial growth and acclimation ranged under 3,100 mg/l. As a result of acclimation/cultivation test, the trend of COD removal efficiency reduced gradually as time elapsed. It is considered that $NH_4$-N removal phenomenon of the conventional pollutants removal mechanisms gave little effect to the microbial acclimation/cultivation under high salinity wastewater.

Analysis of Weight Factors for Siting the Electric Facilities utilizing Analytical Hierarchy Process (AHP를 이용한 전력설비 입지선정 항목 중요도 분석)

  • This study was conducted to analyze the weight factors for siting the electric facilities using Analytic Heirarchy Process technique participating the stakeholders. Siting the electric facilities has been a dispute of long standing because of landscape damage, geological deformation and various environmental problems such as electromagnetic effect to human health. For analyzing the weight factors by AHP technique, the questionnaire process was applied to the fifteen committee members including representatives of resident, academic experts, members of local assembly, officers of local government, journalists, etc. in Gangwondo, Korea. Weight factors for siting the electric facilities by AHP committee members resulted in residential areas 35.06%, cultural assets 16.68%, landscape conservation 13.11%, large-scale ecological corridor 10.17%, connectability of electric transmission line 8.32% respectively. The distance from residential areas was the most important factor preferred by committee members for siting the electric facilities.

  • This study analyzed opinions of specialists checking of industrial environment, analysis of bid guideline to select environment friendly railway corridor and choose weight factors. Thus, 7 major categories were extracted from 20 EIA categories and essential supplement request items for environment friendly railway corridor selection. To select environment friendly railway corridors, many alternatives should be compared and the assessment of each alternative must be carried out on the basis of these 7 categories. To solve this problem, the selected method was AHP which simplifies the complex problems utilizing hierarchy, quantifying qualitative problems through 1:1 comparison, and extracting objective conclusions by maintaining consistency. As a result, a GUI-based program was developed which provides basic values of weighted parameters of each category defined by specialists, and a quantification of detailed assessment guidelines to ensures consistency.

Effects of feather processing methods on quantity of extracted corticosterone in broiler chickens

  • Corticosterone is known as a biological stress index in many species including birds. Feather corticosterone concentration (FCC) has increasingly been used as a measure for chronic stress status in broiler chickens. As sample preparation is the first step of analytical process, different techniques of feather matrix disruption need to be validated for obtaining better result in analysing corticosterone extraction. The current study was a validation of pulverizing the feather by bead beater (BB) and surgical scissors (SS) processing prior to corticosterone extraction in feather of broiler chickens. The type of feather processing prior to the hormone extraction may alter the final output. Thereby, finding a standard method according to laboratory facilities is pivotal. This study carried out to determine the effects of feather pulverization methods on the extraction amount of corticosterone in broiler chickens. Feathers were sampled from four weeks old Ross 308 broiler chickens (n = 12 birds). All broiler chickens were kept under the same environmental condition and had access to feed and water. Feather samples were assigned to one of the following processing methods 1) using a BB for pulverizing and 2) using a SS for chopping into tiny pieces. Each sample was duplicated into two wells during enzyme immunoassay (EIA) analysis to improve the accuracy of the obtained data. The results showed lower standard errors and constant output of FCC by using the BB method compared with the SS method. Overall comparison of FCC showed a significantly higher (p < 0.001) amount of the FCC in the BB compared with the SS. Overall, using the BB method is recommended over the SS method for feather processing due to the ability to homogenize a large number of samples simultaneously, ease of use and greater extraction of feather corticosterone.

A Study on the Ecosystem Services Value Assessment According to City Development: In Case of the Busan Eco-Delta City Development (도시개발에 따른 생태계서비스 가치 평가 연구: 부산 에코델타시티 사업을 대상으로)

  • Natural environmental ecology ofthe environmental impact assessment(EIA)is very much lacking in quantitative evaluation. Thus, this study attempted to evaluate quantitative assessment for ecosystem service in the site of Eco-delta project in Busan. As a part of climate change adaptation, this study evaluated and compared with the value for carbon fixation and habitat quality using the InVEST model before and after development with three alternatives of land-use change. Carbon fixation showed 216,674.48 Mg of C (year 2000), and 203,474.25 Mg of C (year 2015)reducing about 6.1%, and in the future of year 2030 the value was dropped to 120,490.84 Mg of C which is 40% lower than year 2015. Alternative 3 of land use planning was the best in terms of carbon fixation showing 6,811.31 Mg of C. Habitat quality also changed from 0.57 (year 2000), 0.35 (year 2015), and 0.21 (year 2030) with continued degradation as development goes further. Alternative 3 also was the highest with 0.21(Alternative 1 : 0.20, Alternative 2 : 0.18). In conclusion,this study illustrated that quantitative method forland use change in the process of EIA can helpdecision making for stakeholders anddevelopers with serving the best scenario forlow impact of carbon. Also it can help better for land use plan, greenhouse gas and natural environmental assets in EIA. This study could be able to use in the environmental policy with numerical data of ecosystem and prediction. Supplemented with detailed analysis and accessibility of basic data, this method will make it possible for wide application in the ecosystem evaluation.

Analysis of Coastal Area Utilization by Consultation of Marine Environmental Impact Assessment Related-Systems (해양환경영향평가 관련 협의에 의한 연안이용분석)

  • This study presented politic proposals and diverse utilization-type in coastal areas by analyzing results of reviewed related-statements of marine environment during the one year period of 2007 by Marine Environmental Impact Assessment Center. Total of 358 cases were reviewed, which was a significant increase from 270 in 2006. Consultation on the utilization of sea areas (CUSA) accounted for the largest number of 165 (46.1%) and it was followed by 104 cases of environmental impact assessment (EIA) (29.0%) and 89 cases of prior environmental review (PER) (24.9%). As such, evaluation statements (EIA+PER) related to consultations of the Ministry of Environment accounted for approximately 54% of the entire cases reviewed. To analyze the overall results of reviewing marine-related evaluation statements, utilization and planning were conducted by 47.9%, 38.4% and 13.7% in the South Sea, West Sea and East Sea of Korea, respectively. In evaluation statements (EIA+PER), port construction, industrial complex construction, urban management plan and road construction took up most of the part by 40.9%, 20.2%, 10.4% and 7.3%, respectively. In terms of CUSA-statement, it was evaluated that consultations were mostly carried out on use and reclamation of public water surface in coastal areas and on sea aggregate extraction process in EEZ. The largest number of plans for coastal use were established for Jeollanam-do, followed by Gyeongsangnam-do, Chungcheongnam-do, Gyeongsangbuk-do and Gyeonggi-do. In particular, development plans were concentrated on Jeollanam-do and Gyeongsangnam-do with stable marine environment and outstanding view of the nature. In most cases, these regions are adjacent to the areas designated as a sea area for environmental management and fisheries resources protection zone. Therefore, conflicts exist between development and preservation. Also, rather than random development, more detailed marine environmental impact assessment, gathering of public opinions and politic harmony are essentially required. For efficient coastal management and environmentally sound and sustainable development, fulfilling consistent and transparent coastal policies as well as active and reliable decision making to center on coastal environment by management bodies will be important.

A Study on a Plan Adequacy Evaluation forIndustrial Complex Development Considering Health Impact (건강영향을 고려한 산업단지 개발의 계획 적정성 평가방법론 연구)

  • Health Impact Assessment (HIA) in Korea is conducted for specific development projects within Environmental Impact Assessment (EIA) system. However, as HIA is being carried out in the implementation stage of the development project, it sometimes has failed to take proper actions despite the significant adverse health impact. Considering an environment conflict regarding adverse health impact in developing industrial complex and the current application of HIA in EIA system, it is necessary to come up with an adequacy evaluation in the industrial complex development considering health impact. This study proposes an adequacy evaluation method considering health impact for the industrial complex development and embodies the method by applying it to actual cases. Referring to methodologies of US EPA's CalEnviroScreen 3.0 and US ATSDR's Public Health Assessment, this study proposed using indicators divided by community characteristic, background exposure and development burden as an adequacy evaluation method to consider health impact. Five indicators for community characteristic, three indicators for background exposure and seven indicators for development burden were selected through literature survey, and the weights for each indicator were calculated through Analytic Hierarchy Process's survey of experts related to HIA. Through a pilot application in the three government-led industrial complex development projects, the method was further elaborated by clarifying the evaluation data and subdividing the evaluation criteria for each indicator. Adequacy criteria of plan considering health impact could be presented in three ways to be linked to the government's policy stance on the industrial complex development criteria of total score, criteria of total score and community characteristic score, and criteria of total score and community characteristic allowed by development burden.

Development of a Runoff Forecasting Model Using Artificial Intelligence (인공지능기법을 이용한 홍수량 선행예측 모형의 개발)

  • This study is aimed at the development of a runoff forecasting model to solve the uncertainties occurring in the process of rainfall-runoff modeling and improve the modeling accuracy of the stream runoff forecasting, The study area is the downstream of Naeseung-chun. Therefore, time-dependent data was obtained from the Wolpo water level gauging station. 11 and 2 out of total 13 flood events were selected for the training and testing set of model. The model performance was improved as the measuring time interval$(T_m)$ was smaller than the sampling time interval$(T_s)$. The Neuro-Fuzzy(NF) and TANK models can give more accurate runoff forecasts up to 4 hours ahead than the Feed Forward Multilayer Neural Network(FFNN) model in standard above the Determination coefficient$(R^2)$ 0.7.
