Follow-up process consists of two steps. First, it monitors whether project proponents comply with reviews made by KEI. The second steps is to survey environmental impacts during and after implementation of the proposed action. The follow-up requires the proper participation of stakeholders: project proponents, compliance monitors, impact monitors, and environmental agencies approving and reviewing said projects. Currently, follow-up process does not work well because each stakeholder does not play his proper role for various reasons such as mutual distrust among stakeholders and problems associated with institutional settings. This study intends to improve effectiveness of follow-up process and, ultimately, to improve quality of EIA in Korea by devising a follow-up system that delineates clear roles and build a strong network among stakeholders. In order to do so, the study identifies current problems associated with follow-up process and examines basic concepts and procedures involved in it. Secondly, it analyzes relational dynamics among stakeholders to identify what's behind the current mutual distrust. Third, it proposes a way to delineate clear roles to each stakeholder so that follow-up process runs efficient as an organic network.
The harbor construction projects can lead to various marine environmental problems including habitat degradation and loss, marine water pollution, change of flow patterns, erosion, scour, sedimentation, and so on. The EIA is a measure to prevent various environmental problems in advance from examining and minimizing the environmental impacts before the proposed developments are implemented. In addition, institutions reviewing EIA reports have made efforts to conduct scientific and standardized EIA by applying EIA guidelines for each project. This study aims to create a EIA guideline focusing on the harbor construction projects. Based on the review comments of the harbor construction EIA reports for the past 13 years (2009-2021) and the EIA guidelines of different types of projects, we identified the marine environmental problems and provided the appropriate guideline. This guideline summarizes and presents the contents which must be reviewed in the baseline condition survey, impact assessment, mitigation, and post-environmental impact investigation in the fields of marine fauna and flora, marine physics, and marine water and sediment quality. In the case of a baseline condition survey of marine fauna and flora, a method for selecting survey points considering the characteristics of sea area and project was presented. When estimating the impact of marine fauna and flora, we presented methods for predicting the impact on them due to the spread of suspended sediments and the damage to benthic habitats due to dredging and reclamation. In consideration of the characteristics of the sea area, we divided the survey items of the marine physics into essential items and supplementary items. In predicting the impact of marine physics, various methods for major issues such as seawater circulation, suspended sediment and bottom sediment transport, water temperature and salinity diffusion, seawater exchange, wave transformation, harbor tranquility, and shoreline change were presented. The research results will contribute to protect the marine environment by inducing more systematic and scientific surveys, impact assessments, and mitigation in the EIA process.
This study aims to review the environmental impact assessment systems of Japanese local governments, to compare its outcome with the systems of Korean local governments, and to suggest the development direction for the environmental impact assessment systems of Korean local governments based on the result. The study results showed that, first, due to distinction in the political systems of Japan and Korea, while Japan has bottom-up environmental impact assessment systems, Korea has topdown environment impact assessment systems. Second, although introduction of national systems on planning was put on hold as a future initiative, local governments including Tokyo and Saitama are experimenting evaluation procedures tailored to local features by legislating them as regulations. On the other hand, while 'prior environmental review system' was in effect as a national system, nothing was practiced at all by local governments. Third, in a total of 47 Japanese local governments, about 45 projects and 44 assessment items were added to local government environmental impact assessment only and designated as target projects and assessment items. Fourth, in both national and local environment impact assessment systems in Japan, screening procedures to determine assessment by separating into Type 1 projects and Type 2 projects and scoping procedures to discuss assessment items in advance were introduced and in effect. This Japanese EIA system may serve as a good reference to the Korean national and local government EIA systems.
Local governments over a certain size in Republic of Korea may conduct Environmental Impact Assessment (EIA) considering regional characteristics if it is necessary, in accordance with Article 42 of the 「Environmental Impact Assessment Act」. However, it was investigated that the number of local government EIA operation in many local governments was less than initial expectations. In order to improve it, the status of ordinances and consultation guidelines which are different for each local government need to be compared, and the institutional issues forthe relevant local governments must be found considering regional characteristics. Furthermore, detailed regulation and guidance on the local government EIA procedure should be included in the consultation guidelines and related information need to be provided. In this study, focusing on the case of Incheon Metropolitan City, the status of local government EIA ordinances in metropolitan cities and provinces with a similar condition was investigated, and the types and scope of target projects were compared and analyzed. In addition, consultation guidelines forIncheon Metropolitan City were written, and improvements on the procedure flow and overall schedule designation derived from the process were presented. In the case of Incheon Metropolitan City, there were no detailed information officially announced regarding the regulations of the local government EIA ordinance and follow-up management, so the administrative system of the local government needed to be reinforced in this field. Meanwhile, considering the status of local environment and geography, some target project types were deemed necessary to be added: port construction projects, water resource development projects, railroad construction projects, and military facilities installation projects. The results of this study will provide useful information to local governments which want to improve their operation effectiveness by reorganizing the local government EIA system and preparing specific guidelines.
Environmental impact assessment is a regulation that is implemented to reduce harmful environmental impacts of development projects. However, The environmental value is difficult to quantify and the uncertainty, There is a problem of objectivity and reliability of the system is consistently pointed out. Therefore, the necessity of the data-based environmental impact assessment system is gradually increasing. Especially, environmental impact assessment is highly applicable to environmental spatial information because it contains about the development of a particular area. Also with the introduction of EIA Follow-up management system, there is a demand for a system for providing and utilizing environmental information in a time series. This study derives the necessity of information provision system and analyz existing environmental information utilization system based on the institutional characteristics of environmental impact assessment. And suggest ways to provide environmental spatial information to find policy implications for improving the limit of environmental impact assessment system.

This work was initiated to investigate current situation and problems in applying groundwater-related models for various kinds of environmental impact assessment in Korea. and therefore. to enhance appropriate application in the future. This study was carried out with 544 and 16 documents of EIA (Environmental Impact Assessment. Law of Environmental Impact Assessment) and Mineral-Water EIA (“the environmental impact investigation for mineral water developments”; Law of Drinking Water Management). respectively. It was revealed that there were considerably many cases which may cause serious impacts on subsurface environments in EIA. However. none applied groundwater models. Generally, the influences on subsurface system were underestimated or even ignored in EIA. For Mineral-Water EIA. groundwater models wert applied. in general. But. numerous and serious problems were noted: limited number of calibration parameters and parameter types. setting boundary conditions without adequate bases. recharge rates several times higher than precipitation rates. numerically unstable results. etc. Such kinds of misusages seem to be caused by modelers larking in professional knowledges. To solve the problems revealed from this study. more systematic re-education programs are suggested.

In recent years, the construction of golf course has been increasing very rapidIy and serious concern is paid to its environmental consequences both in Korea and in Japan. EIA systems as a major requirements for golf course developments emerged to reduce the adverse impact of their developments in Korea as well as in Japan. This study aims to compare EIA systems, procedures and methodologies employed between Korea and Japan in order to demonstrate the success and failure of EIAs in each country. The results of this study can be summarized as follows : 1) EIAs are systematically undertaken based upon law in Korea but on regulation in Japan. 2) Public participation Isn't encouraged in the Korean EIA procedure while the Japan EIA system involves public participation. 3) Korean EISs shall be prepared after the proposed projects are approved according to the related laws and be followed by the necessary procedures, but in the carte of Japan, EISs be prepared prior to their approval . 4) ELSs shall be prepared by agencies with special expertise with respect to 7he environmental impacts (appointed by government) or the sponsoring agencies themselves in Korea whereas they be prepared by agencies proposing the projects in japan. 5) EISs both in Korea and in Japan are characterized by cliches which may be unfamiliar to reviews and the public. 6) EIAs describe the existing presence and predict and evaluate that a development work influences the present conditions. Here Japan EIA treats mainly natural - and life environment, whereas Korean EIA dose social - and economic environment. And hence in the case of Japan is undertaken more quantitative and scientific analysis, whereas in the case of Korea is less. It is suggested that the key point to impact analysis is to use the correct concepts, fomulate the comparative studies of methodologies and find the methods that suit the decision as well as which country's own circumstances.
This study was carried out to measure atmospheric environmental improvement effect and estimate its social benefit of thermal power plants through Environmental Impact Assessment (EIA) for quantitative analysis about operational performances of EIA. In this study, 'EIA outcome' is defined as whether or not the system is implemented, therefore, environmental standard to be followed by each project and consultation contents were compared. In total 60 cases of thermal power plant construction projects that have been consulted over the past 10 years since 2010, major air pollutants have been significantly reduced after the implementation of EIA. The $PM_{10}$ reduced annual 3,745 tons, $NO_2$ by 74,569 tons, and $SO_2$ by 37,647 tons, which were estimated at approximately 240 billion won~5 trillion 967 billion won per year for social benefit. This means the total cost of power plant operations will be cut to 7 trillion 192 billion won~178 trillion 994 billion won over a 30-year period. The reduced amount of air pollutants emitted by energy generation facilities across the country is worth 50%, and its economic value is larger than the annual Current Health Expenditure in Korea. This is meant by the fact that all projects are subject to uniform criteria under the existing relevant regulation, but that each project plans are optimized according to the characteristics of target areas and projects through the process of EIA.
The important changes in water environment management in Korea can be summarized as the enactment of Act on the Integrated Control of Pollutant-Discharging Facilities. Therefore water quality impact assessment should be reexamined and be revised. This study examines the present water quality impact assessment items (permissible discharge limits, standards for effluent water quality including Total Pollutant Load Management System) and considers the land use regulation for water quality conservation and NVZs(Nitrate Vulnerable Zones of EU and England). It also considers lately adopted standards(maximum discharge standards, permissible discharge standards, and marginal discharge standards etc) based on Act on the Integrated Control of Pollutant-Discharging Facilities and then compares Korean BAT and its counterpart control technology of U.S.A. And it also compares the items of water quality impact assessment with those of Integrated Control of Pollutant-Discharging Facilities, based on EIS reporting items. This study suggests five improvement measures for water quality impact assessment. First reflection of discharge impact analysis on impact prediction and assessment, second reflection of permissible discharge standards on agreed standards in the EIA procedure, third, reflection of diversified BAT on mitigation measures in the EIA procedure, forth introduction of land use regulation such as NVZs, finally strengthening linkage between water quality items and land use items etc.
This paper suggests the set-up plan of the assessment scope in road noise considering road characteristics with the prediction model of road noise. The RLS90 prediction model with some assumptions is used to establish the assessment scope of road noise. The main contents of the applied assumptions are smooth drive of cars, flat region, location of all noise sources in one lane, drive in design speed, and set-up of assessment scope according to traffic volume and car speed. The information of traffic volume to predict road noise is obtained by the distribution of small cars and full-sized cars in road. In this study, the total traffic volume in road is computed by adding the number of small cars to the conversion number of small cars, which means the number of small cars making the same noise as one full-sized car. The prediction result of road noise with the influence factor of traffic volume, car speed, distance between road and receiver is presented. The resultant assessment scope of road noise is obtained by combining road noise prediction data with the set-up standard of road noise assessment scope.
