The rapid development of IT and the large-scale investment of IT motivate the public agencies to find the ways of effective IT management. Even though the public agencies adopt Enterprise Architecture (EA) as the new alternative for effective IT management, EA practices are still insufficient in the area of utilization and management after the adoption. Therefore, this research aims to identify the influencing factors for improving EA maturity level in terms of the long-term business activities such as establishment, management and utilization. Also, this research empirically identifies the influencing factors on the adoption and operation of EA in the public agencies, and clarifies how such factors impact on EA maturity level.

Since EA includes huge information of a company, it takes long time and high cost for company's employees to search for what they need. We try to make the foundation to solve this problem by using ontology technology based on semantic web. In this paper, we try to verify efficiency of EA ontology by developing ontology for Business Enterprise Architecture(BEA). The purpose of this paper is to develop BEA ontology to provide new information by reasoner and to discover new relations between matadata by using extracted information and data. The EA ontology we developed will provide the new way of access and use for companies. The experience of ontology development will help EA ontology development in various domains. In the future, the development of other EAs which has more information resources will help to solve problems for interoperability between different EAs.

전사적 아키텍처 (Enterprise Architecture)는 단순한 정보자원관리의 수준을 넘어 한 조직의 비전을 달성하기 위해 정보자원을 전략적으로 활용 할 수 있는 도구로 발전하고 있다. 서비스 지향 아키텍처 (Service Oriented Architecture)는 EA구축 시 구성요소를 추출하고, 추출된 구성요소 간 전사적 정렬(alignment)을 유도해내는 도구로 활용할 수 있다. 서비스 지향 전사적 아키텍처 방법론(Service Oriented Enterprise Architecture Methodology)은 SOA기반의 EA구축방법론으로 상위 계획자 수준의 EA로부터 하위 개발자 수준 EA까지 조직의 정보자원을 어떻게 구분 짓고, 구분된 항목 간 연관정보를 어떻게 구성해야 할지에 대한 절차와 방향을 제시함으로써 전사적 정렬(Enterprise Alignment)을 위한 구체적 해결 방안을 제시하고 있다.

"정보시스템의 효율적 도입 및 운영 등에 관한 법률"에 따라 '06년 말부터 11개월간 국방부 본부 전체를대상으로 추진한 국방아키텍처 구축사업을 통해 민간 부문과는 달리 프로세스의 변화에 능동적이지 못하고, 현업의 참여가 소극적인 특성을 갖는 공공기관에 적합한 EA 구축 방법론을 정립하였으며, 이를 타 공공기관이 활용 가능토록 본 논문을 통해 제안한다.

Today, Organizations should be equipped with flexibility in order to cope with rapidly changing environment in management. By doing so, they are able to grow and obtain their superior competitiveness in highly developed economic arena. Recently, Enterprise Architecture is actively constructed to perform such a change flexibly. In this regard, it is crucial to figure out some risk factors for the organizations that place an order. Besides, it is also important to find out the quality of EA and some risk factors caused by the organizations that receive an order. Lastly, it is absolutely important to verify the relationship between such factors and outcomes of EA. In this aspect, this study will verify risk factors made by the former organizations and investigate the quality of EA and its outcome by proving the said relationship. In doing so, it will suggest an appropriate direction for the companies that will build up or perform EA successfully.

1980년대 후반 국내에 정보시스템 감리 제도가 도입된 이래 그 효과성이 가시적으로 입증됨으로써 감리의 필요성에 대한 인식이 높아지고 있고, 공공기관 뿐만 아니라 민간기업에서도 감리를 시행하는 사례가 늘어가고 있다. 그러나 정보시스템 구축 프로세스에 근본적인 개선이 이루어 지지 않는 한, 감리만으로는 정보시스템 구축 프로세스나 구축된 시스템의 품질향상에는 한계가 있기 마련이다. 이 연구는, 기존의 정보시스템 프로세스의 문제점을 개선하고, 전사적인 정보화활동 관리가 가능하도록 지원하는 엔터프라이즈 아키텍쳐(EA)의 특징을 정리하고, EA에 기반한 감리프레임웤을 제시하였다 EA기반의 감리 프레임웤은 조직의 정보기술 활동이 경영전략과 업무 프로세스와 연계되도록 평가, 권고, 조정할 수 있는 유용한 수단을 제공할 수 있을 것으로 판단된다.

Service identification and composition is one of the key characteristics for a successful Service-Oriented Computing, being receiving a lot of attention from researchers in recent years. In the Service-Oriented Analysis, the identification of business services has to be preceded before application services are identified. Most approaches addressing the derivation of business services are based on heuristic methods and human experts. The manual identification of business services is highly expensive and ambiguous task, and it may result in the service design with bad quality because of errors and misconception. Although a few of approaches of automatic service identification are proposed, most of them are in focus on technical architectures and application services. In this paper, we propose a model on the automatic identification of business services by horizontal and vertical service alignment using Enterprise Architecture as an ontology. We verify the effectiveness of the proposed model of business services identification through a case study based on Department of Defense Enterprise Architecture.

최근 정부의 정보기술아키텍처(ITA/EA)에 관한 연구와 사업이 활발히 진행 중이며, 조만간 범정부 정보기술아키텍처가 운용될 예정이다. 국방부 또한 정보체계 개발시 상호운용성 확보, 효율적인 정보자원관리, 투자 우선순위 결정 등의 목적으로 국방 아키텍처프레임워크인 MND-AF를 적용하고 있으나, 국가 대전략(정치, 외교, 경제, 사회, 군사 등) 차원에서의 접근보다는 군사적 차원의 체계별 아키텍처 개발에 적용하고 있다. 특히 정부에서 추진 중인 정보기술아키텍처는 미 연방정부 모델인 FEA와 유사할 것으로 보이며, 상호운용성, 중복투자 방지를 위해 각 기관은 아키텍처 구축시 범정부 참조모델을 기반으로 하여 아키텍처를 구축하고 관련성을 제시하여야 할 것이다. 따라서 국방부 차원에서 이러한 정부 모델과의 연계 및 국가정책과 연계된(대국민 서비스 개선 등이 포함된) 국방 정보기술 아키텍처 프레임워크에 대한 연구가 필요하다. 본 논문에서는 국방부분에서 이미 채택하고 있는 MND-AF의 지속적 사용과 정부와의 연계성 문제를 모두 해결할 수 있는 새로운 방안을 모색하고 적용하는 방안을 제시하였다.

국내 금융권의 비즈니스와 운영환경에 많은 변화가 일어나고 있다. 따라서 생존을 위한 경쟁력을 높이고 지속적인 성장점의 확보와 계속되는 변화에 따른 위험에 대한 대응능력이 한계점에 도달한 상황은 차세대 시스템의 도입을 요구하게 되었다. 이러한 차세대 시스템을 도입하면서 기업의 단위업무 또는 기능 위주의 정보화 추진이 아닌 전체적인 관점에서의 정보화가 추진되어야 한다. 더욱이 종합적인 정보화 마스터플랜의 필요성과 정보시스템 또는 서비스의 중복 개발문제, 시스템 간의 상호운용성, 정보시스템의 복잡도 증가로 인한 정보자원 관리의 어려움 등으로 EA(Enterprise Architecture)의 도입이 불가결해지고 있다. 하지만 범정부 차원에서 시행된 EA 개발 방법을 금융권에 적용하기에는 어려움이 따르고 있다. 본 논문은 금융권을 위한 EA 프로세스 개발을 위한 선행 연구로서 금융권에 EA를 도입하기 위해 일반적인 EA 개발 프로세스에 대해 알아보고, 대표적인 EA 개발 방법론을 비교분석하여 금융권의 특성에 맞는 EA 개발 프로세스에 대한 방향을 제시한다.

웹서비스가 등장 하면서 주목받기 시작한 서비스 지향 아키텍처 (Service-Oriented Architecture)는 이 기종 애플리케이션 간의 상호운용성을 보장하는 웹서비스 기술의 이론적 배경을 제시할 뿐만 아니라 보다 전사적인 관점에서 시스템과 시스템 간의 연계 및 통합을 위한 방법론을 제시하고 있다. 전사적 체계통합 방안인 전사적 아키텍처(Enterprise Architecture)는 조직 내 정보 기술 자원을 효율적으로 통합, 관리 할 수 있는 방안을 제시한다. 서비스 지향 아키텍처와 전사적 아키텍처의 관계는 여러 가지 다양한 관점에서 바라볼 수 있으며, 그 관계를 바라보는 관점에 따라 전혀 다른 형태의 EA를 구축할 수 있다. 글로벌 IT환경 하에 정보체계 간 상호운용성 수준을 향상시키기 위해서는 SOA와 EA간의 관계를 명확히 이해하고, 애플리케이션 수준의 SOA적용을 넘어 전사적 체계통합 관점에서 SOA개념의 효과적인 적용방안을 찾아내는 것이 보다 더 절실히 요구된다. 본 연구에서는 일반적인 소프트웨어 아키텍처 관점에서 EA틀 구성하는 정보기술의 한 요소로 SOA를 적용하는 방안을 살펴보았으며, 비즈니스와 정보기술을 연결하는 연결고리로 전사적 차원에서 SOA를 도입, 적용하는 방안을 제시하였다.
