  • North Korea has stressed Information Technology in policy fostering science as Kim Jong-il has been interested in IT industry. In view of development of e-business in Northeast Asia, South Korea is to cooperate with North Korea. It is the time to look into the current situation, strategy and issues of IT in North Korea. Although North Korea is forced to select the development of IT Industry as growth engine, the problems in the IT Infrastructure are as follows:lack in communication infrastructure, lack in diversity of software, low level of hardware, limited use of internet. This paper deals with the IT Infrastructure of North Korea and IT and e-Commerce Cooperation, introduction of e-Trade between South and North Korea.

  • Agent-mediated electronic markets have been a grow-ing area of agent research and developmen tin recent year. There exist a lot of e-commerce sites on the In-ternet(e.g. Priceline, com, Amazon, com etc). These e-commerce site have proposed new business models for effective and efficient commerce activity. Intelli-gent agents have been studied very widely in the field of artificial intelligence, For purpose of this paper, an agent can act autonomously and collaboratively in a network environment on behalf of its users. It is hard for people to effectively and efficiently monitor, buy, and sell at multiple e-commerce sites. If we intro-duce agent technologies into e-commerce systems, we can expect to further enhance the intelligence of their support. In this paper, we propose a new coopera-tion mechanism among seller agents based on exchang-ing their goods in our agent-mediated electronic market system. G-Commerce. On G-Commerce, seller agents and buyer agents negotiate with each other. In our model, seller agents cooperatively negotiate in order to effectively sell goods in stock. Buyer agents coopera-tively form coalitions in order to buy goods based an discount proices. Seller agent's negotiation goods. Our current experiments show that exchanging mechanism enables seller agents to effectively sell goods in stock. Also, we present the Pareto optimality of our exchang-ing mechanism.

  • At the present, e-commerce takes the place of existing transaction form in structure in the world trade by advancement of Information Technology and diffusion of Internet. There is no exceptions of this tendency even in industry of maritime and logistics. So, global shipping lines and logistics companies try to construct the e-Business network system for increasing their competitiveness in an are of cyber. However, in Korea, most of companies prefer "final handshake" as the traditional way of transaction to "e-commerce", because they bear a distrust in mind about the outflow of transaction information and security of settlement. So, number of companies using e-commerce is very small, and this situation causes the limited factor for activating the transaction structure of it. The rate of using e-commerce in logistics industry is lower than other industries, even more higher effectiveness is expected when they use it. Especially, it is very necessary not only e-commerce but also e-Logistics which can serve information of freight cost on cargo flow, operation cost and schedule, and tracing information of cargo. Increasing the necessity of e-Logistics, this study research the rate rf using e-Logistics focused on maritime and logistics companies, and analyze the transaction form among members of these industries for improving them. In detail, this paper examine the drivers for activating e-Logistics, and present the effective factors for a successful development of these industries.

Legal Issues and Policy Implications of Electronic Commerce Chapters of the Korea·China FTA (한·중 FTA 전자상거래 협정의 주요쟁점과 활용과제)

  • China is the largest e-commerce market in the world. The Chinese online retail market is almost 40% larger than the US, and together these markets account for more than 55% of worldwide e-commerce. The Korea China FTA is likely to facilitate e-commerce activity between the two countries, as well as trade in the goods and services that enable e-commerce. Korean consumer goods can enjoy the benefits of the FTA because it has a competitive advantage in the Chinese market in terms of technology and quality. The purpose of this study is to examine legal issues of e-commerce chapters of the Korea China FTA and policy implications. Results of the study show that several implications based on the export vitalization of cross-border e-commerce of Korean products are offered. The Korean government needs to do the following: prepare for the subsequent negotiation of the e-commerce agreement, prepare for the classification issue of electronic transmissions, require mutual recognition of electronic authentication and electronic signatures, prepare for e-commerce dispute settlement mechanism and establish of strategies for the export vitalization of e-commerce.

  • Business models of e-commerce which have been successfully applied in a developed society do not always guarantee success in other environments where the degree of IT availability differs. This is due to the difference of culture, systems and technological basis among the countries. This study aimed to compare e-commerce system acceptance in countries with different environments and to identify the determining factors for the acceptance of e-commerce. The result shows that, in order to make e-commerce easily accepted in countries with different IT environments, factors such as trust, reputation and usefulness should be addressed more sincerely in the business strategy.

  • Now that the e-commerce users are explosively increasing, there is always followed by a sharp increase in load from the e-commerce system and the heavy traffic on the network, where leads to the delayed service for the client's request. The natural consequences contain decreasing customer satisfaction and weakening the business's competitive position in markets. Therefore, we'll need to study the e-commerce system in due consideration of the operational efficiency and response speed. This study includes a design of e-commerce system, with a hierarchical structure based on the local server, which has the capability of caching necessary to distribute the system load, makes a proposal concerning a split web-cache algorithm devoted to the local web server to finally give an analysis of the performance through the appropriate trial.

  • E-commerce done by between buyers and sellers mainly rely on computer networks and business transactions are carried out according to certain standards of various business activities. E-commerce is based on modern information technology and network technology, financial electronic collection, management, information technology, business and trade information networks into one, aimed at logistics, capital flow and information flow of harmony and unity of the new trade, trade activities of the entire process, electronic, networking and digital. In this paper, we investigate for online shopping, for example, to illustrate the current problems in an area of clothes market. Also we proposed an ideal model appropriate to increase sales and show the analysis results compared to conventional clothes market in open market.

  • While Electronic Commerce is believed to provide new opportunities and environments toward the information society, not many companies have achieved successful construction of Electronic Commerce systems regarding their own technology factors and business process types. This work provides a brief review of Electronic Commerce information infrastructure based on the technology architecture developed. Three major technologies-telecommunication, information processing, and process enhancement - support the architecture, and each major technology consists of its technical enablers. Also, the application factors of Electronic Commerce are defined and analyzed in term of inter-enterprise, intra-enterprise, and enterprise-consumer interactivity. Finally, the implementation strategy is drawn with respect to the technology architecture and three application types.
