Development of an Assessment Tool of Educational CEO's Information Competency based on Job Categories (교육CEO의 직무별 정보활용 역량 진단도구 개발)

  • Teachers should actively maintain and improve their ICT competency in today's ever changing information society. A standardized system should now be developed to assist educators when choosing courses to improve their ICT competency. Previous ICT competency studies have only measured one's current ICT abilities rather than analyzing the skills necessary for educators to be successful in the educational system. This study developed an assessment tool to measure the ICT competency levels of CEOs who have the potential to be the decision makers in ICT education. In order to accomplish this, the jobs, duties, and tasks of educational CEOs were analyzed against the ICT Skills Standards for Teachers to determine which ICT skills are required by educational CEOs. Sixty-three questions were extracted from this analysis, guiding educational CEOs in the determination of their own ICT skills level.

A Study on the Competency of Workers in the Residential Facilities for a Disabled (장애인생활시설 종사자 역량에 관한 연구)

  • This study aimed to understand the competency of workers attending to the residential facilities for disabled people. Under the same conditions of residential facilities, a difference of service level to person with disabilities and of facility's operation are due to a great difference between each worker's quality and capability. The Delphi method by 26 experts panel from high rated 13 facilities was employed. According to the study result, as common competency of workers, it comes to the conclusion that workers should be endowed with the ability to settle the matter, the will to improve, and the relationship in the inside and outside, and so on,. In addition, it makes clear that required competency varies with the position and the duty of workers. These results are significant in that the systematic scheme according to individual ability is necessary to improve worker's competency attending to the residential facilities for disabled people.

A Study on the Evaluation of Librarian's Competency Value (도서관 사서의 역량가치 평가 연구)

  • This study was performed in order to provide suggestions on how to strengthen librarian competency by evaluating and analyzing the competency value of librarians as information professions. First, the study divided the common competency value of librarians as human capital of libraries into skills, knowledge, behavior and attitude, and analyzed each area of competency value for librarians of the A-library. As a result, the average of the 'librarian's behavior and attitude' area was the highest, followed by the 'librarian's skill' area and the 'librarian's knowledge' area. Second, in terms of 'librarian's skill', A-library librarians' competence values were high in the order of 'communication', 'leadership', 'technology' and in the terms of 'librarian's knowledge' ones were high in the order of 'law and policy', 'marketing', 'learning and growth' and 'finance and accounting'. In addition, in areas of 'librarian's behavior and attitude', the factors were high in the order of 'ethics and values', 'interpersonal relationships' and 'customer service'. Third, the analysis of whether the average difference exists depending on the characteristics of A-library librarians on their evaluation of the competency value shows that only the 'working period' factor in the total competency value and the two factors 'age' and 'working period' were statistically significant in the 'librarian's knowledge' area. Forth, as a result of a regression analysis to identify the characteristics of A-library librarians and their impact on competency value, only the 'final education' factor was statistically significant for the competency value of the 'librarian's skill' area. Fifth, in the survey on problems and desirable improvement measures in increasing the competency value of librarians, the proportion of presenting problems and improvement plan in systemic aspects such as the 'librarian qualification system' and 'librarian training system' was high.

  • Purpose: The study was done to analyze the concept of accountability. Method: This study adopts a methode of Walker and Avant(1995) for analysis. Result: The defining attributes of accountability are obligation(competency, implementation) of justification, explanation, reporting and disclosure one's action to whom, acception of the evaluation and sanction against results of one's action. The antecedents of accountability are competency, knowledge, skills, values, duty, obligation, authority, empowerment, responsibility, autonomy. The consequences are public safety, improvement of professionalism & healthcare quality, partnership and stress & strain. Conclusions: It is required to develop the ethical concept and theory construction for accountability.

The Perception of Nutrition Teacher's Competency and Duty (영양교사의 자질 및 업무에 대한 인식도 분석)

  • The purposes of this study were to identify the significance of a nutrition teacher, to analyze the importance of competence as a nutrition teacher and to evaluate the importance and difficulty for duties of nutrition teachers. The questionnaire was distributed to 554 preliminary teachers and a total of 468 usable data were collected with 84.5% of response rate from August to October 2006. The statistical data analysis was completed by using SPSS Win (ver. 10.0) for descriptive analysis, t-test, ANOVA and ${\chi}^2-test$. The results were as follows: Preliminary nutrition teachers expected that conversion of a school dietitian into a nutrition teacher could lead to systematic and constant nutrition education and come into synergic effect by doing meal service with nutrition education. For a teacher's competence, all three paradigms were perceived as important. It was evaluated to be high for a knowledge factor in the empirical analytic paradigm, a personality factor in the practical interpretive paradigm and an attitude factor in the critical emancipatory paradigm. And 'a knowledge for nutrition and sanitation (4.59)' and 'an ability to raise a self-management capacity for right food habit and dietary life (4.59)' were showed as most important in a nutrition teacher. It appeared that both important and difficult duties of nutrition teachers were nutrition education, nutrition counseling and sanitation quality of nutrition education; the most necessary solution was to develop a reference and program for nutrition education (37.4%). In conclusion, the systematic supports of district offices of education and associated institutions as well as sustained efforts of preliminary nutrition teachers for themselves should lead to establish a successful system of nutrition teachers.

Analysis of the Meaning of Reminiscence in Korean Elderly : by analysing Korean Novel Literature (노인 회상의 의미 분석연구 : 근대 이후 한국소설의 분석을 중심으로)

  • The aim of this study is to analyze the meaning of Korean elders' reminiscences by analysing korean novel literature from 1930s to 1990s. The results of this study are as follows : The moaning of elders' reminiscences are the reflecting on their life, conquesting the excessive fondness the regrecting, the pursuiting of the powers, the pursuiting of the love(Jeong) and the conformation of their exsistence. Elders have tried to examine their life through reflection on their life tha? they did not live good life as son and daughter for parents and as parents for children and that they have foolishly lived, on dream that they did not come true, on their learning that they did not unsatisfied. But elders conquest the excessive fondness. They have felt their limitations of power in the conflict of human relation, the economic matter and the difficult predicament, and have finally accepted their life as it is by conquesting from their tenacity. It is dynamically found that both the reflecting on their life and conquesting of the excessive fondness. And they pursuit the powers. It means the pursuit of the vital powers, the vigorous powers and the competency, Elders have pursuited their vitality, vigor and competency through their reminiscences and have wanted to be recognized by others as a powerful being. These have dynamic and compounded aspects. Elders have pursuited the purely love (Jeong) through their reminiscence togather with their sisters and brothers. And the confirmation of their exsistence refer to through their own situation of health, condition, children, neighbourhood and doing their duty as a human. Elders have confirmed the present value of their being through the reflecting the present, past self, other men around themselves, children, neighborhood and the doing their human duty as a good men. Therefore the results of this study can offer new view on the elders' reminiscences that we have to understand them as a process as what they are, escaping from the simple logic that elders' reminiscence have a positive or a negative effects. Also, this study which have examined the natures of Korean elders' reminiscences can cast a new light on elders' nursing proper for Korean culture.

The Effect of Preceptorship on OJT(On the Job Training) of New Nurses (신규간호사 배치후 교육시 프리셉터쉽 적용 사례연구)

  • The purpose of this study was to examine the effect of preceptorship on On the Job Training of new nurses. The research design was a retrospective survey and one group pre-post test design. The subjects were 49 entry nurses and 49 preceptors. The data were collected from Feburary 1, 1998 to December 1, 1998. One questionnair applied in this study consisted of general characteristics, the responses of new entry nurses and their preceptors and their qualities. The other questionnair consisted of job satisfaction of new entry nurses and preceptors and their competencies. The data were analyzed for frequencies, mean score, standard deviation, t-test, and ANOVA. The results of the study were as follows: 1) Preceptees's responses were that the nurses' affiliation of unit, cooperation of other nurses, and competencies of nursing skills improved after OJT applied preceptorship. 2) Preceptors's answers were that preceptorship had a positive effect on their continuing education. 3) While preceptees's job satisfaction scores were high in interaction, administration, and organization, they were low in autonomy and pay. 4) Pre-competency scores were the same as post-competency scores. 5) After preceptorship, preceptors responded that their nursing skill & communication competency increased, but their nursing administration competency decreased. 6) Finally, preceptorship's other effects were as follows: (1) Checklists for preceptee education at the nursing unit were developed separately. (2) It was proved that 'preceptor interview note' was effective on manage preceptorship. (3) We obtained duty overlap periods; medicalsurgical units-1 month, 5 ICU-2 months, operation room-3 months. (4) We prepared a preceptor program based on the study results.

A study on Improvement in evaluation method of practical skill test of national technique qualification of Master Craftsman Welding based on NCS (NCS기반 국가기술자격 용접기능장 실기평가 방법 개선에 관한 연구)

  • This paper describes the research aimed at improving the evaluation method of practical exams in a field of welding on a national technical qualification examination based on national competency standards (NCS). In this study, new evaluation methods of practical exams on master craftsman welding reflect the latest welding technique trends and are applied to the ability unit and the fulfillment criteria of the national competency standards. The effects are then verified through an advisory conference and demonstration evaluation. The practical exams on the master craftsman welding in the current welding field were analyzed systematically. In the future, the national technical qualification examination of master crafts welding will be applied after completing the revision of the question standards through an expert group in its duty fields based on this research.

  • This paper reviewed the general definition and role of salvage duty, and performed competency analysis based on the present state of ROK Navy's and Korean civilian's salvage operation. Also, to enhance the national salvage ability, the salvage system of advanced maritime nations such as America, Great Britain were studied. Putting these information together, it is concluded that for the expansion and development of Korean salvage system, the nationally combined salvage assets must be utilized for civilian salvage operations and internationally recognized diving certification system should be introduced and joint organization of civilian-government-Navy should be established to enable the execution of such plans.

  • NCS is the nation-wide standard designed to standardize and systematize the capability(knowledge, technology and attitude) required for personnel to undertake their task in industrial site according to industry field and level of the task. In order to cope with rapidly changing labor market, individual has to be equipped with ability required for each relevant duty field. And company also requires worker to have basic working ability, professional knowledge or technical capability for relevant duty. Especially, the core competency, a fundamental element for all tasks, has been recognized as critical part not just in social level but also in company level. In that sense, the necessity of adding the core competence into regular education program has been vastly demanded. This study mainly deals with development of NCS-based learning module for information capability that most of industrial field want their employee to be equipped as basic skill. And, in particular, education achievement analysis for computer application capability, a subordinate capabilities of information capability, and its application method are mainly described.
