Using the Standard Precipitation Index (SPI), this study analyzed the drought characteristics of ten weather stations in Gyeongbuk, South Korea, that precipitation data over a period of 30 years. For the number of months that had a SPI of -1.0 or less, the drought occurrence index was calculated and a maximum shortage months, resilience and vulnerability in each weather station were analyzed. According to the analysis, in terms of vulnerability, the weather stations with acute short-term drought were Andong, Bonghwa, Moongyeong, and Gumi. The weather stations with acute medium-term drought were Daegu and Uljin. Finally the weather stations with acute long-term drought were Pohang, Youngdeok, and Youngju. In terms of severe drought frequency, the stations with relatively high frequency of mid-term droughts were Andong, Bonghwa, Daegu, Uiseong, Uljin, and Youngju. Gumi station had high frequency of short-term droughts. Pohang station had severe short-term ad long-term droughts. Youngdeok had severe droughts during all the terms. Based on the analysis results, it is inferred that the size of the drought should be evaluated depending on how serious vulnerability, resilience, and drought index are. Through proper evaluation of drought, it is possible to take systematic measures for the duration of the drought.
To evaluate the impact of drought on agriculture in N. Korea, SPI (standardized precipitation index) analysis was carried out by utilizing time-series precipitation data during 1996 - 2003 when severe drought occurred throughout the country. The SPI value was estimated to reach 12 in approximately 60% of the total period, indicating that agricultural productivity deteriorated rapidly due to the long-term drought. The national average drought cycle, based on SPI 12, was estimated as 32.5 months for the last 40 years. However, when examined on 20-year basis, the drought cycle was shortened by 10.6 months in last 20 years (30.3 months) as compared to previous 20 years (40.9 months). Annual crop production continued to increase mainly in rice and maize until the mid-1990s, but declined sharply thereafter due to the drought. After the drought period, the production of potatoes of which growth is more resistant to drought started to increase to the production level comparable to those of rice and soybean. It is expected that changes in the agricultural production environment in N. Korea will be inevitable due to the climate change. To this end, using the results of the drought cycle analysis, it is possible to analyze the changes in the agricultural production environment in N. Korea in the future.
In this study, the capacity of supplying agricultural water to 13 districts was analyzed by calculating the necessary water supply for the arable land of Gunwi-gun and examining the capacity of supplying water to reservoirs, streams, pumping stations, collection sites, and groundwater wells in Gunwi-gun. As a result, among the 13 districts the second district was found to be short of water by 1.2×106 tons/year. In general, local governments establish drought measures by selecting drought disaster risk zones. While selecting drought-risk areas, some water-poor areas that do not have water sources should be selected, even if the entire area has a sufficient water supply. The water-supply evaluation at the regional level was insufficient for locating areas without water sources, but most areas with water sources, such as streams, reservoirs, and pumping stations, were found to have no shortage of water. To locate water shortage areas without water sources, GIS analysis conducted a field survey of areas with a distance of 4 or less than that of water sources analyzed by GIS analysis. Sixty-nine sites in 13 districts were selected for the on-site survey and six areas of water shortage were identified in areas other than the second district.
As the frequency of drought increases due to climate change, it is very important to have a monitoring system that can accurately determine the situation of widespread drought. However, while ground-based meteorological data has limitations in identifying all the complex droughts in Korea, satellite remote sensing data can be effectively used to identify the spatial characteristics of drought in a wide range of regions and to detect drought. This study attempted to analyze the possibility of using remote sensing data for drought identification in South Korea. In order to monitor various aspects of drought, remote sensing and ground observation data of precipitation and potential evapotranspiration, which are major variables affecting drought, were collected. The evaluation of the applicability of remote sensing data was conducted focusing on the comparison with the observation data. First, to evaluate the applicability and accuracy of remote sensing data, the correlations with observation data were analyzed, and drought indices of various aspects were calculated using precipitation and potential evapotranspiration for meteorological drought monitoring. Then, to evaluate the drought monitoring ability of remote sensing data, the drought reproducibility of the past was confirmed using the drought index. Finally, a high-resolution drought map using remote sensing data was prepared to evaluate the possibility of using remote sensing data for actual drought in South Korea. Through the application of remote sensing data, it was judged that it would be possible to identify and understand various drought conditions occurring in all regions of South Korea, including unmeasured watersheds in the future.

Recently, due to the increase in abnormal climate, rainfall intensity is increasing and drought periods are continuing. These environmental changes lead to prolonged drought conditions and difficulties in real-time recognition. In general, drought can be judged by the amount of precipitation and the number of days without rainfall. In determining the impact of drought, it is divided into meteorological drought, agricultural drought, and hydrological drought and evaluation is made using the drought index, but environmental drought evaluation is insufficient. The river water quality managed through the total water pollution cap system is vulnerable to the effects of such drought. In this study, we aim to determine the drought impact on river water quality and quantify the impact of prolonged drought on water quality. The impact of rain-free days and accumulated precipitation on river water quality was quantitatively evaluated. The Load Duration Curve (LDC), which is used to evaluate the water quality of rivers, was used to evaluate water pollution occurring at specific times. It has been observed that when the number of consecutive rainless days exceeds 14 days, the target water quality in the mid-basin is exceeded in over 60% of cases. The cumulative rainfall is set at 28 days as the criteria, with an annual average rainfall of 3%, which is 32.1 mm or less. It has been noted that changes in water quality in rivers occur when there are 14 or more rainless days and the cumulative rainfall over 28 days is 32.1 mm or less in the Gamcheon Mid-basin. Based on the results of this study, it aims to quantify the drought impact and contribute to the development of a drought water quality index for future environmental droughts.

Drought is a very difficult natural disaster to overcome because its beginning and end are not clear to define, and it is widely distributed in space and has long term persistence. The purpose of this study was to evaluate the drought at Mokpo using drought frequency formula suggested by Sharma(1997). The precipitation records for the period 1906-1999 at Mokpo meteorological station are used for drought analysis. The most severe drought year is found to be that of 1995, which is of the 30-year frequency, and 18 drought years are selected based on the 5-year drought frequency.
In this study, standard precipitation index- based analysis associated with run theory was performed using 53 years' (1967-2019) precipitation data to investigate the meteorological drought in Chuncheon. The duration of the meteorological drought in Chuncheon was 8.06 months, magnitude of the drought was -8.21, and average drought depth was -1.08. The drought in May 2014 lasted 21 months until January 2016; the drought scale and average depth was -34.06 and -1.62, respectively. This was the most severe drought in Chuncheon. As a result of drought frequency analysis, the drought scale of May to December in 2014 was estimated to be -16.16, and the return period was estimated to be 300 years. These results are expected to further increase the magnitude and frequency of weather droughts caused by climate change. Therefore, it is critical to prepare appropriate structural measures.
In this study, the Standard Precipitation Index(SPI), meteorological drought index, was used to evaluate the temporal and spatial assessment of drought forecasting results for all cross Korea. For the drought forecasting, the Multi Layer Perceptron-Artificial Neural Network (MLP-ANN) was selected and the drought forecasting was performed according to different forecasting lead time for SPI (3) and SPI (6). The precipitation data observed in 59 gaging stations of Korea Meteorological Adminstration (KMA) from 1976~2015. For the performance evaluation of the drought forecasting, the binary classification confusion matrix, such as evaluating the status of drought occurrence based on threshold, was constituted. Then Receiver Operating Characteristics (ROC) score and F score according to conditional probability are computed. As a result of ROC analysis on forecasting performance, drought forecasting performance, of applying the MLP-ANN model, shows satisfactory forecasting results. Consequently, two-month and five-month leading forecasts were possible for SPI (3) and SPI (6), respectively.

Drought is a recurrent natural hazard in Bangladesh. It has significant impacts on agriculture, environment, and society. Well-timed information on the onset, extent, intensity, duration, and impacts of drought can mitigate the potential drought-related losses. Thus, drought characteristics need to be explained in terms of frequency, severity, and duration. This paper aims to characterize the spatial and temporal pattern of meteorological drought using EDI and illustrated drought severity over Bangladesh. Twenty-seven (27) station-based daily rainfall data for the study period of 1981-2015 were used to calculate the EDI values over Bangladesh. The evaluation of EDI is conducted for 4 sub-regions over the country to confirm the historical drought record-developed at the regional scale. The finding shows that on average, the frequency of severe to extreme drought is approximately 0.7 events per year. As a result of the regional analysis, most of the recorded historical drought events were successfully detected during the study period. Additionally, the seasonal analysis showed that the extreme droughts were frequently hit in northwestern, middle portion of the eastern and small portion of central parts of Bangladesh during the Kharif(wet) and Rabi(dry) seasons. The severe drought was affected recurrently in the central and northern regions of the country during all cropping seasons. The study also points out that the northern, south-western and central regions in Bangladesh are comparatively vulnerable to both extreme and severe drought event. The study showed that EDI would be a useful tool to identify the drought-prone area and time and potentially applicable to the climate change-induced drought evolution monitoring at regional to the national level in Bangladesh. The outcome of the present study can be used in taking anticipatory strategies to mitigate the drought damages on agricultural production as well as human sufferings in drought-prone areas of Bangladesh.

The severity of drought could be evaluated by the accumulative rainfall method, soil moisture condition method, storage ratio method, and water supply restriction intensity method, etc. The pattern of drought could be forecast with the most similar pattern of accumulative rainfall out of the file of past rainfall history. The information that how much rainfall should be expected to overcome the present drought could be obtained from the reservoir storage ratio and soil moisture condition.
