Demand for RW transportation is expected to increase due to the continuous generation of RW from nuclear power plants and facilities, decommissioning of plants, and saturation of spent fuel temporary storage facilities. The locational aspect of plants and radiation protection optimization for the public have led to an increasing demand for maritime transportation, necessitating to apprehend the overseas and domestic current status. Given the potential long-term radiological impact on the public in the event of a sinking accident, a pre-transportation exposure assessment is necessary. The objective of this study is to investigate the overseas and domestic RW maritime transportation current status and overseas dose assessment cases for the public in sinking accident. Selected countries, including Japan, UK, Sweden, and Korea, were examined for transport cases, Japan and the U.S were chosen for dose assessment case in sinking accidents. As a result of the maritime transportation case analysis, it was performed between nuclear power plants and reprocessing facilities, from plants to disposal or intermediate storage facilities. HLW and MOX fuel were transported using INF 3 shipments, and all transports were performed low speed of 13 kn or less. As a result of the dose assessment for the public in sinking accident, japan conducted an assessment for the sinking of spent fuel and vitrified HLW, and the U.S conducted for the sinking of spent fuel. Both countries considered external exposure through swimming and working at seashore, and internal exposure through seafood ingestion as exposure pathway. Additionally, Japan considered external exposure through working on board and fishing, and the U.S considered internal exposure through spray inhalation and desalinized water and salt ingestion. Internal exposure through seafood ingestion had the largest dose contribution. The average public exposure dose was 20 years after the sinking, 0.04 mSv yr-1 for spent fuel and 5 years after the sinking, 0.03 mSv yr-1 for vitrified HLW in Japan. In the U.S, it was 1.81 mSv yr-1 5 years after the sinking of spent fuel. The results of this study will be used as fundamental data for maritime transportation of domestic RW in the future.

When the Fukushima nuclear power plant accident occurred in March, a hydrogen explosion in the reactor building at the 4th unit of Fukushima plants lead to a big surprise because the full core of the unit 4 reactor had been moved and stored underwater at the spent nuclear fuel storage pool for periodic maintenance. It was because the potential criticality in the fuel storage pool by coolant loss may yield more severe situation than the similar accident happened inside the reactor vessel. In the paper, the safety state of the spent fuel storage pool and rack structures of the domestic nuclear plants would be reviewed and compared with the Fukushima plant case by engineering viewpoint of potential severe accidents.

Various multilateral approaches to the nuclear fuel cycle have been proposed in order to suppress the expansion of sensitive fuel cycle technology. In order to prepare for the future multilaterallization of the nuclear fuel cycle, existing multilateral spent fuel management programs are analyzed. A trial multilateralization of a domestic R&D facility for the back end of the nuclear fuel cycle is proposed and its challenges, possibilities and implementation strategy are discussed.

This paper describes the development of a dry operation process for PWR spent nuclear fuel, which is currently stored in the domestic NPP's storage pool, using a dual purpose metal cask. Domestic NNPs have had experience with wet type transportation of PWR spent nuclear fuel between neighboring NPPs since the early 1990s, but no experience with dry type operation. For this reason, we developed a specific operation process and also confirmed the safety of the major cask components and its spent nuclear fuel during the dual purpose metal cask operation process. We also describe the short term operation process that was established to be completed within 21 hours and propose the allowable working time for each step (15 hours for wet process, 3 hours for drain process and 3 hours for vacuum drying process).

The rock cavern storage for spent fuel has been assessed to apply in Korea with reviewing the state of the art of the technologies for surface storage and rock cavern storage of spent fuel. The technical feasibility and economic aspects of the rock cavern storage of spent fuel were also analyzed. A considerable area of flat land isolated from the exterior are needed to meet the requirement for the site of the surface storage facilities. It may, however, not be easy to secure such areas in the mountainous region of Korea. Instead, the spent fuel storage facilities constructed in the rock cavern moderate their demands for the suitable site. As a result, the rock cavern storage is a promising alternative for the storage of spent fuel in the aspect of natural and social environments. The rock cavern storage of spent fuel has several advantages compared with the surface storage, and there is no significant difference on the viewpoint of economy between the two alternatives. In addition, no great technical difficulties are present to apply the rock cavern storage technologies to the storage of domestic spent fuel.

The Korea Radioactive Waste Agency (KORAD) has developed a concrete cask for the dry storage of spent nuclear fuel that has been generated by domestic light-water reactors. During long-term storage of spent nuclear fuel in concrete casks kept in dry conditions, the integrity of the concrete cask and spent nuclear fuel must be maintained. In addition, the radiation dose rate must not exceed the storage facility's design standards. A suitable shielding design for radiation protection must be in place for the dry storage facilities of spent nuclear fuel under normal and accident conditions. Evaluation results show that the appropriate distance to the annual dose rate of 0.25 mSv for ordinary citizens is approximately 230 m. For a $2{\times}10$ arrangement within storage facilities, rollover accidents are assumed to have occurred while transferring one additional storage cask, with the bottom of the cask facing the controlled area boundary. The dose rates of 12.81 and 1.28 mSv were calculated at 100 m and 230 m from the outermost cask in the $2{\times}10$ arrangement. Therefore, a spent nuclear fuel concrete cask and storage facilities maintain radiological safety if the distance to the appropriately assessed controlled area boundary is ensured. In the future, the results of this study will be useful for the design and operation of nuclear power plant on-site storage or intermediate storage facilities based on the spent fuel management strategy.

Currently, the interim storage pools of spent fuels in South Korea are expected to become saturated from 2024. It is required to prepare an operation plan of a domestic dry storage facility during a long-term period, with the researches on safety evaluation methods. This study modified the FRAPCON code to predict the spent fuel integrity evaluation such as the axial cladding temperature, the hoop stress and hydrogen distribution in dry storage. The cladding temperature in dry storage was calculated using the COBRA-SFS code with the burnup information which was calculated using the FRAPCON code. The hoop stress was calculated using the ideal gas equation with spent fuel information such as rod internal pressure. Numerical analysis method was used to calculate the degree of hydrogen diffusion according to the hydrogen concentration and temperature distribution during a dry storage period. Before 50 years of dry storage, the cladding temperature and hoop stress decreased rapidly. However, after 50 years, they decreased gradually and the cladding temperature was below 400 K. The initial temperature distribution and hydrogen concentration showed a parabolic line, but hydrogen was transferred by the hydrogen concentration and temperature gradient over time.

Fortunately, it was assured to be evitable to an anxious situation by a look of water filled in the storage pool later. In the paper, the safety state of the spent fuel storage pool and rack structures of the domestic nuclear plants would be roughly reviewed and compared with the Fukushima plant case by engineering viewpoint of potential severe accidents.
In this study, a conceptual pyroprocess flowsheet has been devised by combining several dry-type unit processes; its applicability as an alternative fuel cycle technology was analyzed. A key point in the evaluation of its applicability to the fuel cycle was the recovery yield of fissile materials from spent fuels as well as the proliferation resistance of the process. The recovery yields of uranium and transuranic elements (TRU) were obtained from a material balance for every unit process composing the whole pyroprocess. The material balances for several elemental groups of interest such as uranium, TRU, rare earth, gaseous fission products, and heat generating elements were calculated on the basis of the knowledge base that is available from domestic and foreign experimental results or technical information presented in open literature. The calculated result of the material balance revealed that uranium and TRU could be recovered at 98.0% and 97.0%, respectively, from a typical PWR spent fuel. Furthermore, the anticipated TRU product was found to emit a non-negligible level of $\gamma$-ray and a significantly higher level of neutrons compared to that of a typical plutonium product obtained from the PUREX process. The results indicate that the product from this conceptual pyroprocessing should be handled in a shielded cell and that this will contribute favorably to retaining proliferation resistance.

During the seven years from 2009 to 2016, PWR SNF (spent nuclear fuel) transportation and storage systems suitable for domestic conditions were developed by the government to cope with the saturation of wet storage capacity in NPPs. One of the developed systems is a multipurpose metal cask applicable for transportation/storage; the other is a concrete cask dedicated to storage. Efficient cask technologies were secured utilizing the characteristics and experience of relevant industrial, academic and research institutes. Technological independence was also achieved through several patent registrations of research outcomes. To prepare for a rapid increase of demand in the near future, technology transfer of secured patents and technologies to the domestic industry was carried out twice in the years of 2016 and 2017.
