The basic purpose behind the Korean government's policy toward the Korean deep sea fishing industry is to limit growth of the industry. Therefore, the regulations on the industry are generally restrictive and interventionist. The policy is intended to maintain high domestic fish prices in order to protect the domestic coastal fishing industry. Some regulations have also been introduced to maintain "industrial order." Each fishing vessel must obtain a government permit for operation. The permit specifies the kind of fish it can catch, the area of sea in which it can operate, and the port at which it can unload its catches. The number of permits government issues each year is based on the estimates of the demand increase calculated by government officials, and the government traditionally has been fairly conservative in its estimation, reflecting its concern for fish price stabilization, which actually implies a gradual increase of the prices. There is also a restriction on importing vessels from abroad. This regulation is intended to protect the domestic shipbuilding industry. However, this regulation has resulted in an unusually high average age of Korean fishing vessels, causing fishing costs to rise. These regulations and the inflexible response of the regulators to changing circumstances have resulted in many problems: i) high domestic fish prices, which are, to some extent deliberately, inflated to three or four times the level of international prices, resulting in huge consumer welfare losses; ii) over-exploitation of coastal fish resources; iii) provision of a hospitable environment for inefficient firms to survive, which is especially evident from the fact that, despite the high fish prices in Korea, most of the firms in the industry do not enjoy high profitability. It also must be pointed out that the actual beneficiaries of the high fish prices are the large operators, who are protected from competition and provide most of the fish for domestic consumption, rather than the low-income fishing households and small coastal operators whom the policy was originally designed to help. This study proposes a set of regulatory reforms and policy changes which could Promote competition and equity within the industry and allow firms to reduce costs and increase productivity. Such changes can make the industry more efficient and internationally competitive. Major proposals are, among others: minimization of bureaucratic discretion in issuing fishing permits and maintaining transparency in the governments' decision-making processes; reduction of the government permit specifications and simplification of the operational categories within the industry; and removal of the restrictions on importing foreign fishing vessels.

Vessel Traffic Services (VTS) operators perform traffic management tasks using VTS systems and sensor equipment designated as VTS facilities to promote the safety and efficiency of vessel traffic. The necessary VTS information for effective operations could be obtained through the additional access of various information channels other than the designated VTS facility. To unify these various information access windows, the development of the VTS cloud system is in progress. In this study, the operational information analysis for VTS was performed through VTS tasks-facility linkage analysis to identify the user required information according to the introduction of the VTS cloud system. The VTS task analysis was performed through research of the international and domestic literature, and expert interviews. The necessary information were identified and linked according to the VTS facilities. As a result of the analysis, 37 categories of necessary information were identified for internal and external information windows, and 8 information windows were selected other than the present VTS equipment. The identified user requirements would be applied to the structure design of the VTS cloud system. In the future, it is necessary to update user requirements through scenario-based user operation analysis and to conduct additional research on the system interface design.

To effectively collect, manage, and share the maritime traffic information, it is necessary to identify the technology trends concerning this particular information and analyze its current status and problems. Therefore, this study observes the domestic and foreign technology trends involving maritime traffic information while analyzing and summarizing the current status and problems in collecting, managing, and sharing it. According to the data analysis, the problems in the collecting stage are difficulties in collecting visual information from long-distance radars, CCTVs, and cameras in areas outside the LTE network coverage. Notably, this explains the challenges in detecting smuggling ships entering the territorial waters through the exclusive economic zone (EEZ) in the early stage. The problems in the management stage include difficult reductions and expansions of maritime traffic information caused by the lack of flexibility in storage spaces mostly constructed by the maritime transportation system. Additionally, it is challenging to deal with system failure with system redundancy and backup as a countermeasure. Furthermore, the problems in the sharing stage show that it is difficult to share information with external operating organizations since the internal network is mainly used to share maritime transportation information. If at all through the government cloud via platforms such as LRIT and SASS, it often fails to effectively provide various S/W applications that help use maritime big data. Therefore, it is suggested that collecting equipment such as unmanned aerial vehicles and satellites should be constructed to expand collecting areas in the collecting stage. In the management and sharing stages, the introduction and construction of private clouds are suggested, considering the operational administration and information disclosure of each maritime transportation system. Through these efforts, an enhancement of the expertise and security of clouds is expected.

Climate change is significantly affecting coastal areas, and its impacts are expected to intensify. Recent studies on climate change adaptation and risk assessment in coastal regions increasingly integrate the concepts of recovery resilience and vulnerability. The aim of this study is to develop a measurement model for coastal hazard recovery resilience in the context of climate change adaptation. Before constructing the measurement model, a comprehensive literature review was conducted on coastal hazard recovery resilience, establishing a conceptual framework that included operational definitions for vulnerability and recovery resilience, along with several feedback mechanisms. The measurement model for coastal hazard recovery resilience comprised four metrics (MRV, LRV, RTSPV, and ND) and a Coastal Resilience Index (CRI). The developed indices were applied to domestic coastal erosion cases, and regional analyses were performed based on the index grades. The results revealed that the four recovery resilience metrics provided insights into the diverse characteristics of coastal erosion recovery resilience at each location. Mapping the composite indices of coastal resilience indicated that the areas along the East Sea exhibited relatively lower coastal erosion recovery resilience than the West and South Sea regions. The developed recovery resilience measurement model can serve as a tool for discussions on post-adaptation strategies and is applicable for determining policy priorities among different vulnerable regional groups.
The management environment in Korea today is undergoing rapid changes; in particular, domestic corporations and businesses are confronting formidable adversity with IMF crisis and WTO. Though cost cutback, higher quality, rapid production, and diversification of products were accepted as important requirements for competitiveness in the past, they have been replaced by brand power. Consumption patterns have changed their focus from function to image orientation. This is why managers in corporations have invested enormous amounts of resources into producing powerful brands, which can attract consumers' attention greatly enough to improve the image of their products. Brands are regarded as a vital vehicle for marketing strategies and thus as a legal asset. Brands with remarkable and favorable image can secure a loyal consumer groups stable revenues. M & A, currently active between corporations, makes brand equity all the more important. The purpose of the present study was to investigate the effect of internal marketing and increased brand diversification on brand equity by combining them as influential factors with marketing mix factor. For this purpose, literature review was make on previous fragmented studies of influential factors on brand equity build-up. Based on the findings of this study, some operational implications were suggested for marketing managers. The findings and implications of the present study are as follows; First, efficient communication among organization members was found to have a significant effect on product quality. Second, job satisfaction and efficient communication among members was shown to significantly influence price policies. Thirdly, efficient communication among organization workers proved to have a significant effect on distribution strategies. Forth, efficient communication among members was demonstrated to significantly influence advertisement and other public-relations activities. Fifth, opacity of market environment appeared to have a significant effect on product quality, prior market entrance as perceived by organization members turned to be of negative influence on product quality. Sixth, opacity of market environment was found to have a significant effect on price policies. Seventh, opacity of market environment was shown to be of significant effect on distribution strategies. Eighth, grater opacity of market environment proved to improve advertisement and other public-relations activities. Ninth, price policies, distribution strategies, advertisement and public-relations activities were found to have a significant effect on brand equity value. To sum up these findings, in order for corporations and businesses to cope with consumers' needs that are increasingly segmented, internal marketing strategies and brand diversification should be implemented so as to generate greater synergy effect. It is also important to stress that differentiated, higher competitiveness should be secured for Korean corporations and businesses to survive in the drastically changing, globalized market environment. In this regard, continuous and long-term management strategies for brand equity build-up should be ensured and is essential in the present unlimited competition. The last but not least important point to notice is that to increase brand equity value, intensive investment and constant emphasis should be made on internal marketing management on intra-organizational members before strengthening external marketing.

Waste activated sludge(WAS) collected from domestic wastewater treatment plant is biomass that contains large quantities of organic matter. However, relevant literature show that the bio-hydrogen yield using WAS was too low. In this study, the effect of pretreatment of WAS on hydrogen yield was investigated. Pretreatment includes acid and alkali treatments, grinding, heating, ozone and ultrasound methods. After pretreatment organic matters of WAS were solubilized and soluble chemical oxygen demand(SCOD) was increased by 14.6 times. Batch experiments were conducted to investigate the effects of pre-treatment methods and buffer solution, hydrogen partial pressure, and sodium ion on hydrogen production from WAS by using heated anaerobic mixed cultures. Experimental results showed that addition of buffer solution, efficient pre-treatment method with alkali solution, and gas sparging condition markedly increased the hydrogen yield to 0.52 mmol $H_2/g$-DS.

Among the explosives in ammunition, the delay elements, which are used as a retardant, could be influenced by the ambient temperature in the Republic of Korea, where the highest and lowest average annual temperature difference is clear. On the other hand, there has been no domestic research on this. This study examined the linear burning rates of the zirconium-nickel delay elements depending on the ambient temperature in South Korea. The ambient temperature data of South Korea were obtained from the meteorological administration, which was used to set the experimental conditions. The operational time for the K414 fuze was measured by changing the ambient temperature by 10 ℃ from -40 ℃ to 50 ℃. To convert the delay time into the burning rates, the height of the delay element in the K414 fuze body was used. The results indicated that the characteristics of the burning rates for the zirconium-nickel delay element could be estimated as linear, and both the burning rates and the delay time of the zirconium-nickel delay element were 2.73mm/ms and -4.18ms, respectively. This led to an approximately 80 ms delay time difference in the environment where the highest and lowest average annual temperature difference was above 20 ℃. Therefore, the delay time reflecting the ambient temperature should be considered when the test evaluation criteria of zirconium-nickel delay elements are established.
After the rapidly changing business management environment and financial crisis, high prices and domestic recession in Korea posed threats to the business survival of small and medium enterprises (SMEs). This paper looks at the potential of micro business owners for sustainable development: those who have a spirit of entrepreneurship and the potential to be a hidden champion. Our study of micro business values uses structure equation modeling by LISREL. We have done so in order to understand the foundation of management innovation and success model of micro enterprise by increasing the entrepreneurship and management performance relationship analysis. A micro-enterprise is a type of small business, found only in Korea, often registered as having ten or fewer employees. We examine the successful type of hidden champions and the influence of entrepreneurship on start-ups in business. As compared to past research on the SME entrepreneurship, this study segments small businesses even further. Small business entrepreneurship was classified into three forms that are most appropriate for the Korean situation today: innovation, risk-taking, and pro-activeness. This research is meaningful as it is Korea's first empirical analysis on four business types: wholesale and retail sales, food and lodging business, service business, and manufacturing business. Thus far, research on small business entrepreneurship was carried out using small-scale investigative analysis. However, this research attempted to develop a model that can explain a cause-effect relation of the motivational level when it comes to the difference of entrepreneurship by each business type and small business start-up success factors. Various conceptual and operational definitions could be developed in a diverse and precise manner. Independent variables that are related to the success of small businesses can be developed additionally to examine the success factors related to the systematization in detailed manner. The research showed that the innovation, risk-taking and pro-activeness of the manifested difference in the degree of perception depending on the type of small businesses. Among the four business types, the ones that manifested the highest successful start-up rates were food, service, wholesale and retail sales and manufacturing. Results after conducting the regression analysis are shown on, which proves that the small business entrepreneurship exerts direct effect on the financial management performance of small businesses. In other words, small business entrepreneurship exerts a positive effect on the small business financial success and management performance. The R2 value is 0.61. It is possible to know that the perception of systematization and variables on attitude explains the 61% of the success for small self-employed businesses management performance. We define start-up key factors that are helpful to achieve internal growth of firms by finding business survival strategies. The results also focus on Korean government policy for micro enterprise and small business support.

There is an operational efficiency problem about wayside equipment applied to the domestic low-density branch as the equipment has been installed and operated similarly in the mainline. On-board oriented train control system, which has been developed for train safety and operation efficiency, ensures safe train operation without expensive ground control signal devices. Such system consists of on-board control system, wayside control system, and local control system. In this paper, the details of tests such as suitability test, communication test, and interface test are described by installing the on-board control system and wayside control system in field. Installation tests include checking power, voltage, cable connection, LED status, etc. Field applicability of the developed system is also verified through the dynamic operation tests with diverse scenarios, which are performed on the virtual line similar to the real environment including switch machine and level crossing gate. Dynamic operation tests were conducted for total 7 scenarios, and several tests were repeated for each scenario. The elapsed time for each operation was computed by analyzing main process log, and we could check that each operation was accomplished within several seconds. Furthermore, the developed system was verified through field test with an accredited institute, and testing certificates were issued.
The Panmunjom Declaration adopted by the leaders of South and North Korea on April 27, 2018, has created an environment conducive for peace and cooperation in the Korean Peninsula. In the June of last year, South Korea has joined the Organization for Cooperation between Railways (OSJD). The membership of OSJD has established a solid foundation for restoring a multimodal logistics system that connects the Korean peninsula to Eurasia countries, including China and Russia. In this paper, a questionnaire survey targeting working-level experts was conducted to find the barriers in constructing multimodal logistics that efficiently connect the port-continental railways of the Korean peninsula and the Eurasian nations. Survey items were divided into five categories-border crossing procedures, technology, facilities, operation, and government support. As a result, among the most important problems of international multimodal logistics in Eurasia that need to be solved on priority include improving transshipment facilities, eliminating inspection carried out at every country for transit, simplifying documents for customs clearance, and minimizing the changes in freight rates. In conclusion, for vitalizing the connection between the Korean peninsula and the continental railways, it is necessary to develop a transshipment system to facilitate the changes in tracks at the borders by making a joint effort with the international community. Second, railway and operational systems in South Korea, North Korea, China, and Russia should be standardized. Third, international cooperation among South Korea, North Korea, China, and Russia is essential for simplifying customs clearance at borders, priority departure of domestic cargo, sharing information about the changes in freight rates, and so on. Finally, the government should come up with measures to secure the quantity of cargo required to form block trains, while developing new business models.
