An Study on the Problems and Improvement of the 'Considerable Efforts' to Use Orphan Works: Focused on Mass Digitization in Libraries (고아저작물 활용을 위한 '상당한 노력' 규정의 문제점 및 개선에 관한 연구 - 도서관의 대량디지털화를 중심으로 -)

  • Article 50 and article 18 related to orphan works in the Copyright Act of Korea and Enforcement Decree of the Copyright Act of Korea define 'considerable efforts' to locate copyright owners. This study analyzed the reasonableness of the efforts for mass digitization in libraries. The findings of the study were the duplication of searches on the 'Finding Copyright' website and the inquire to copyright trust management organizations by document, ambiguity of search criteria through information networks, and problems due to non-use of international standard identifiers in managing works on copyright register, works with undistributed compensation, and copyright trust management organizations. This study suggests that copyright trust management organizations should register trust works, the government should develop a guideline for detail guidance for searching information networks, and copyright works should be managed using international standard identifiers.

A Study on Design Of Cataloging Expert System Using Pattern Recognition Techniques (패턴인식기법을 이용한 편목전문가시스템 설계에 관한 연구)

  • This study shows the design and implementation of cataloging expert system using pattern recognition techniques. This system attemps to demonstrate the feasibility of cataloging in KORMARC format from title page and copyright page without the intervention of humans. The prototype was implemented as a rule-based system in Turbo C. To demonstrate the function and capability of the system, experimental document-group and control document-group was analyzed. The hit ratio of experimental document-group is 94%. On the other hand, the hit ratio of control document-group is 93%, a little bit lower than the experimental group.

  • This study investigated the copyright problems in the course of distance teaming. The Copyright Act of Korea is built to protect the rights of authors and the rights neighboring on them and to promote fair use of works in order to contribute to the improvement and development of culture. However, for efficient use of library's materials for distance education, some articles in the Copyright Act of Korea is needed to be changed. We suggested the revision in the article 23 “Reproduction for the Purpose of School Education” and the article 28 “Reproduction in Libraries, etc”.

Efficient Object Classification Scheme for Scanned Educational Book Image (교육용 도서 영상을 위한 효과적인 객체 자동 분류 기술)

  • Despite the fact that the copyright has grown into a large-scale business, there are many constant problems especially in image copyright. In this study, we propose an automatic object extraction and classification system for the scanned educational book image by combining document image processing and intelligent information technology like deep learning. First, the proposed technology removes noise component and then performs a visual attention assessment-based region separation. Then we carry out grouping operation based on extracted block areas and categorize each block as a picture or a character area. Finally, the caption area is extracted by searching around the classified picture area. As a result of the performance evaluation, it can be seen an average accuracy of 83% in the extraction of the image and caption area. For only image region detection, up-to 97% of accuracy is verified.

  • Owing to importance of document copyright the need to detect document duplication and plagiarism is increasing. Many studies have sought to meet such need, but there are difficulties in document duplication detection due to technological limitations with the processing of natural language. This thesis designs and implements a discriminator of similar documents with natural language processing technique. This system discriminates similar documents using morphological analysis, syntactic analysis, and weight on low frequency and idiom. To evaluate the system, we analyze the correlation between human discrimination and term-based discrimination, and between human discrimination and proposed discrimination. This analysis shows that the proposed discrimination needs improving. Future research should work to define the document type and improve the processing technique appropriate for each type.

  • Building Information Modeling, and its associated work practices, requires project participants to share not only 3D geometric data, but also information in the model that may be considered proprietary and even trade secrets. Thus protection of intellectual property, or BIM copyrights, must be in place for participants to share proprietary information among project stakeholders. Currently Korea does not have adequate copyright laws or mechanisms to provide such protection. This research examined three BIM copyright legal documents, namely U.S.' ConsensusDOCS 301, AIA Document E203/G202, and U.K.'s CIC BIM Protocol to determine how copyright protection is realized, and to formulate appropriate stipulations within the Korean construction context. The resultant requirements include stipulating ownership at to the BIM originator, adopting a license-sublicense scheme, employing a federated model, and use of a formal model delivey table to allocate responsibilities. Given Korea's adoption stage, liability should be minimal, and license revocation should be allowed if payments are not met. The three BIM legal documents focus on practical measures that allow participants to customize requirements for individual projects, and such conventions should be emulated in Korea.

  • Recently, As the managing techniques of consuming method and transmission for the sharply increasing multimedia contents has been developed regardless of compatibility by each company, It is a serious obstacle to the development of the organized copyright techniques because nothing can be shared by each other. The MPEG committee under ISO established MPEG-21 framework for it and proposed the REL as the words taking care of copyright and standardized them. However, there seemed to be some problems that special knowledge such as Schema defining the structures of XML and REL should be necessary. Furthermore, There can be some obscurity when the authority of REL document and one of consumer side is different. Therefore, in this paper, we laid out and realized the copyright including consuming system to copyright and prove the REL documents more conveniently and RDD integration system using Web Services technology which can get rid of the vagueness of REL.

  • Digitalized multimedia contents is changing active digital contents in form passed from manufacturer directly to consumer though digital network of high speed, also face with big problem that is protection of rights to protect digital contents, to protect those and effort to active digital contents process height. Also, in situation that require change to more efficient system, the efficiency of rights document that is basic intermediate to be used in business of digital contents field is emphasized. Therefore, the design of common business model to share contents that have same purpose without depending on specific system to offer contents with another system is required. This paper designed adaptable rights business model to general digital contents, and designed and implemented rights document editing system to editable document for Right management according to designed business model.

  • There are management and security of software source code equivalent to 10 assembly lines of important infrastructure in the early stage of information society directly. A support technology and framework to protect software source code are so poor state In this paper, the proposed model that is support protection and access control between software source code as object and subject that is not authenticated safely was named CRYPTEX model. And we propose active business model to provide delegate, mobile, and security/access control function for passive software source code in document state using CRYPTEX.

  • With the increased interest on the document copyright, many of researches related to the document plagiarism have been done up to now. The plagiarism problem of newspaper articles has attracted much interest because the plagiarism cases of the articles having much commercial values in market are currently happened very often. Many researches related to the document plagiarism have been so hard to be applied to the newspaper articles because they have strong real-time characteristics. So to detect the plagiarism of the articles, many human detectors have to read every single thousands of articles published by hundreds of newspaper companies manually. In this paper, we firstly sorted out the articles with high possibility of being copied by utilizing OpenAPI modules supported by web search companies such as Naver and Daum. Then, we measured the document similarity between selected articles and the original article and made the system decide whether the article was plagiarized or not. In experiment, we used YonHap News articles as the original articles and we also made the system select the suspicious articles from all searched articles by Naver and Daum news search services.
