Currently, in Korea the scientific diving activity is being conducted without any legal basis, thus confusions arise in work coverage, equipment usage, and wage calculation etc. In this paper, introduction of scientific diver certification system is suggested to clear such confusions and to enhance the safety of scientific divers. Also the codes and regulations of foreign countries were introduced, and from the analysis of scientific diving tasks and applying skills, the hostility of the scientific diver's working environment as well as requirement of high level diving skills are explained. Finally the necessity of establishment of scientific diving regulation and introduction of diver certification system were emphasized and the promotion plan was discussed.

This study is about the status and comparison of recreational scuba diving certification system in Southeast Asia countries. For the collection of the information, the contents of the numerous corresponding Internet sites were utilized, related documents were surveyed. And to supplement the information extensive interviews were held with the representatives of tourism department of many countries as well as staffs of diving associations, resort operators and diving instructors during various 2007 Dive Expos held in Southeast countries. In this paper, the relation between scuba certification and international standards were introduced for better understanding of the certification system. The research result shows that the scuba diving industry plays an important role in their country's tourism and the certification market of the Southeast Asia has grown to be greater than 30% of the world total market. However due to the facts that the scuba activity is originated from the western world and the controlling headquarters of the most certification agency are also located there, Southeast countries cannot take any leading roles in the scuba diving policies and systematic issues. Accordingly any modifications or improvements are expected to be very difficult. Also while Europeans and Americans have launched the programs and organizations for the quality assurance by cooperating with the international standards, but no such activity has yet appeared on the surface in Southeast Asia. According to the investigation the necessity will become bigger in near future.

The standard and code of safety for diving systems include requirements in the area of diving plant, personnel qualification, diving medicine and operation. In this study the necessity of Korean standard and code of safety for diving system is suggested through the review and comparison of the diving system regulations of domestic as well as foreign governments and other private organizations. Furthermore, by reviewing the status of oversea's diving organizations the proposition was made which can lead the commercial diving sector to international cooperation.

It becomes increasingly important to develop sustainable housing to protect environment. The certification system for long-life housing was made to use houses for more than one hundred years in 2014. The long-life housing should be able to meet new demands by change of the population structure; low birthrate, aging and increase of single households. Therefore, it is necessary to suggest a prototype of long-life housing for partial rent. The objective of this study is to suggest a prototype for dividing housing in the long-life validation complex, which has design consideration for dividable house. The construction costs of a prototype for dividing housing is evaluated by comparing with other prototype without regard to dividing housing. The results were as follows: (1) The prototype for diving housing should be added an entrance, bathroom, kitchen for tenant, and above all, maintenance fees for tenant have to be managed seperately from house owner. (2) The equipment system for dividing housing should be designed when planning the space of house. However, design for diving housing should be reflected the unit plan at a minimum on what will and will not happen.

This paper reviewed the general definition and role of salvage duty, and performed competency analysis based on the present state of ROK Navy's and Korean civilian's salvage operation. Also, to enhance the national salvage ability, the salvage system of advanced maritime nations such as America, Great Britain were studied. Putting these information together, it is concluded that for the expansion and development of Korean salvage system, the nationally combined salvage assets must be utilized for civilian salvage operations and internationally recognized diving certification system should be introduced and joint organization of civilian-government-Navy should be established to enable the execution of such plans.
