The Limitations of Risk-based Auditing using Fuzzy Methods

  • Purpose - Investors, creditors, governments, and others make decisions using reasonable information provided by others. In many cases, the users of this information have goals and objectives conflicting with those of the information's producers, indicating the need for external auditors. Research design, data, and methodology - Competition in auditing has noticeably intensified globally, especially in developed countries. This means that auditors are striving to increase the efficiency of their methods. In recent years, risk-based auditing has become prominent among these efforts. In risk-assessment auditing, the auditor may directly affect the effectiveness and efficiency of the audit. Results - As a central framework, the risk assessment process improves audit quality and effectiveness such that the audit will lead to necessary changes. Previous studies have shown that risk assessment affects the nature, timing, and content of audit procedures. Conclusions - In the planning stage of an audit, audit risk assessment may identify any inappropriate or inefficient distribution of resources or determine whether the results of an audit will be ineffective or incorrect. Thus, assessing audit risk is a critical task.

Default Bayesian one sided testing for the shape parameter in the log-logistic distribution

  • This paper deals with the problem of testing on the shape parameter in the log-logistic distribution. We propose default Bayesian testing procedures for the shape parameter under the reference priors. The reference prior is usually improper which yields a calibration problem that makes the Bayes factor to be defined up to a multiplicative constant. We can solve the this problem by the intrinsic Bayes factor and the fractional Bayes factor. Therefore we propose the default Bayesian testing procedures based on the fractional Bayes factor and the intrinsic Bayes factors under the reference priors. Simulation study and an example are provided.

  • In this paper, we develop noninformative priors for the generalized Pareto distribution when the parameter of interest is the shape parameter. We developed the first order and the second order matching priors.We revealed that the second order matching prior does not exist. It turns out that the reference prior satisfies a first order matching criterion, but Jeffrey's prior is not a first order matching prior. Some simulation study is performed and a real example is given.

  • After Computer-based PD measurement was referred in the 1970's, the new technology and a number of digital system have been studied. And the selection of PD patterns, extraction of relevant information for PD recognition are discussed because the number of pulse as a function of discharge magnitude and discharge pulse as a function of the power frequency cycl4e offer the information of the aging insulation. This paper investigates the discharge phase($\phi$) and magnitude(q), as well as the number of discharge(n) with regard to discharge signals generated in power cable. Therefore, according to properties analysis on the distribution of $\phi$ , q and n, it is able to apply in the aging analysis of power cable which visual observation is impossible and distribution change of discharge signals offers much information for risk degree on aging progress of insulation materials.

  • This study discusses how the appropriate distribution and logistic information system of the railroad industry will be developed when the Korean railroad will be open toward northeast Asia area through South Korea and China/Russia in the rail-ferry project and/or the inter-Korean railroad connection project in the fnture. This study suggests that the Korea railroad industry should build the own efficient information system of railroad distribution and logistics in the notheast Asia area far both the extension of customer services and the competition with peripheral countries around the pacific.

Estimation of the half-logistic distribution based on multiply Type I hybrid censored sample

  • In this paper, we consider maximum likelihood estimators of the location and scale parameters for the half-logistic distribution when samples are multiply Type I hybrid censored. The scale parameter is estimated by approximate maximum likelihood estimation methods using two different Taylor series expansion types ($\hat{\sigma}_I$, $\hat{\sigma}_{II}$). We compare the estimators in the sense of the root mean square error (RMSE). The simulation procedure is repeated 10,000 times for the sample size n=20 and 40 and various censored schemes. The approximate MLE of the second type is better than that of the first type in the sense of the RMSE. Further an illustrative example with the real data is presented.

  • This study proposes an optimization model to plan the patient distribution and medical resource allocation considering the diverse characteristics of disaster. For reflecting the particularity of disaster response, we configured a few scenarios such as availability of emergency surgery of non-major medical staff and the change in number of patients estimated reflecting the uncertainty, urgency and convergence of disaster. And we finally tested the effects of the scenarios' combination on the objective function defined as maximum number of survival patients. Our experimental results are expected to highlight the significance of the proposed model as well as the applicability of scenarios under disaster response.

A Framework for Description and Measurement of National Scientific Wealth with a Case Study on Iran

  • A sustainable development in science, innovation, and technology requires a balanced distribution of scientific wealth in sub-country regions. This paper addresses the issue of geographical distribution of scientific wealth and its goal is to offer a framework to describe and measure the share of provinces in national scientific wealth. Our proposed model divides the indicators of scientific wealth into two groups, production and the use of scientific wealth. To evaluate this model, the scientific wealth of Iran was studied using recorded data on IRANDOC databases. Rich, average, and poor provinces were identified and the results showed that 70% of the scientific wealth belongs to 20% of the provinces. The findings can facilitate planning for a sustainable science and technology policy.

  • Usually marine traffic survey has been conducted by some methods like an ocular observation using portable RADAR, a questionnaire, etc. But these should have expended a lot of manpower and expenses. In this paper, we have developed new observation module which could capture the RADAR image using PC camera simply, and allowed as to track targets on the PC monitor directly. And it has been programmed to make a database of RADAR image, target's track and information, and analyze the marine traffic tendency in various ways like vessel number crossed over gate line, vessel's velocity distribution in gate line, traffic density distribution, etc. We have confirmed that this module could observe and analyze the marine traffic efficiently and economically through several on-the-spot experiments.

  • In this paper, a test of fit for Weibull distribution on the estimated Kullback-Leibler information is proposed. The test uses the Vasicek entropy estimates, so to compute it a window size m must first be fried, and then is obtained critical values computed by Monte Carlo simulations. The power of the proposed test under various alternatives is compares with that of ocher famous tests. The use of the test is shown in an illustrative example.
