Article 31(1) of the Libraries Act(Act No. 18547), which was completely revised on December 7, 2021, stipulates that "the head of a local government or the superintendent of a city/provincial office of education must formulate a plan for the establishment and operation of a public library in advance and obtain the pre-evaluation of the feasibility of establishing a public library from the Minister of Culture, Sports and Tourism." Through the preliminary feasibility evaluation at the construction stage of the public library, it is possible to adjust distribution to improve the adequacy of scale and resolve regional imbalances and gaps. In addition, it is expected to increase service satisfaction and operational enhancement by inducing faithful securing of core infrastructure (librarians, collection, facilities, systems, etc.) in terms of balanced regional development and public library construction. The purpose of this study is to develop and present the basic direction and feasibility evaluation model for establishment of public libraries. The proposed evaluation model is expected to secure the legal basis and institutional legitimacy of the pre-evaluation system for public library establishment and to prevent waste of tax due to poor construction and operation of public libraries.

In this paper, we present a method to enable an unmanned aerial vehicle to drop the sonobuoy, an essential element of anti-submarine warfare, in an optimal deployment. To this end, an environment simulating the distribution of sound detection performance was configured through the Unity game engine, and the environment directly configured using Unity ML-Agents and the reinforcement learning algorithm written in Python from the outside communicated with each other and learned. In particular, reinforcement learning is introduced to prevent the accumulation of wrong actions and affect learning, and to secure the maximum detection area for the sonobuoy while the vehicle flies to the target point in the shortest time. The optimal placement of the sonobuoy was achieved by applying the Deep Deterministic Policy Gradient (DDPG) algorithm. As a result of the learning, the agent flew through the sea area and passed only the points to achieve the optimal placement among the 70 target candidates. This means that an autonomous aerial vehicle that deploys a sonobuoy in the shortest time and maximum detection area, which is the requirement for optimal placement, has been implemented.

The purpose of this study is to examine elementary school teachers' perceptions of digital textbooks to gain insight into the development of digital textbooks. To this end, first, eight functions of the digital textbook were set, and two to six detailed functions were set for each function. Afterwards, based on this function, 372 elementary school teachers across the country were asked to ask about their perception of digital competence, their experience of using digital textbooks after COVIE-19 and their perception of digital textbooks. A simple regression analysis was used to examine the perception of digital textbooks according to the perception of digital competence and a one-way distribution analysis method was used to analyze the perception of digital textbooks according to the experience of using digital textbooks. The analysis found that elementary school teachers' confidence in their digital competence had a positive effect on all components of digital textbooks. In particular, the teachers' higher confidence in digital competence led to the increased need for 'operation and management' functions. In addition, the teachers who frequently use digital textbooks perceived a higher need for digital textbook components except for 'searching' and 'Authoring Tools Support' than teachers who do not use them. This paper shows that it is necessary to positively induce elementary school teachers' perceptions of digital competence and encourage using digital textbooks to successfully increase the usage of digital textbooks in classes.

This study increases awareness of the survey and demand for libraries in correctional facilities, which have not received much attention so far, and is necessary for improving the operation of existing research and libraries in Korea, which is conducting a current status survey of most correctional facility libraries. The contents of the service operation of the external correctional facility library were explored and analyzed. As a result of the analysis, the United States, the United Kingdom, and Germany, where correctional facility libraries are relatively well operated, are practically operating social rehabilitation programs while reducing recidivism of inmates, and library associations or local governments in each country are promoting the vitalization of correctional facility libraries. It helps and organizes committees or organizations involving related experts to discuss policy support, issue checks, research, report publication, drafting and revising guide guidelines, cooperation between libraries, and reflect them in actual operation. In addition, it maintains steady support and interest through public-private cooperation, and makes good use of the linkage system with local public libraries. As a result, it contributes to reducing the recidivism of prisoners. Through this study, the following three areas were suggested for the administrative improvement direction for correctional facility library services. First, the production and distribution of guidelines or guidebooks for correctional facility libraries, second, the establishment of a specialized correctional facility library organization within the correctional headquarters or library association, and third, the strengthening of activities and the operation of law libraries in correctional facilities.
With the aim of preventing safety accidents at construction sites, the company aims to create safe behaviors intended through variables called smart safety and health activities to help reduce industrial accidents. Purpose: It analyzes how smart safety and health activities affect accidents caused by unsafe behavior and changes in worker behavior, which is the root cause, and verifies the hypothesis that it helps prevent safety accidents and protect workers' lives. Method: Smart safety and health activities were selected as independent variables (X), and intended safety and anxiety, which are workers' behavioral intentions, were set as dependent variables (Y), attitude and subjective norms, and planned behavioral control as parameters (M). Exploratory factor analysis, discriminant validity analysis, and intensive validity analysis of safety and health activities were used to analyze the scale's reliability and validity. To verify the hypothesis of behavior change, the study was verified through Bayesian model analysis and MC simulation's probability density distribution. Result: It was found that workers who experienced smart safety and health activities at construction sites had the highest analysis of reducing unstable behavior and performing intended safety behavior. The research hypothesis that this will affect changes in worker behavior has been proven, the correlation between variables has been verified in the structural equation and path analysis of the research analysis, and it has been confirmed that smart safety and health activities can control and reduce worker instability. Conclusion: Smart safety and health activities are a very important item to prevent accidents and change workers' behavior at construction sites.
Purpose: Fires that occur during construction are infrequent, but cause great damage. Recently, with the growth of the logistics and distribution industry, the number of construction sites for new logistics warehouses is increasing, so it was selected as a research subject and research was conducted to reduce accidents at construction sites through the development of a fire risk assessment tool to quantitatively approach fire prevention. Method: A comprehensive fire risk assessment tool was accumulated by classifying the work in progress, classifying combustibles and ignition sources by grade, excluding air (oxygen), which is difficult to control, and additionally substituting evacuation safety. Result: Using the developed and proposed fire risk evaluation tool, excavation work with low fire risk, facility construction with medium fire risk, and finishing work with high fire risk were sampled to derive the result (CGI). Conclusion: In this study, it was possible to establish specific preventive measures and evaluate evacuation safety by controlling physical conditions (combustibles) and energy conditions (ignition sources) according to the risk assessment by developing a tool that can evaluate the risk of 14fire occurrence at construction sites. It is expected that in the future, through the application of the fire risk evaluation tool at construction sites, it will be provided as a criterion for establishing a process plan that can reduce risk and evaluating the adaptability of firefighting equipment.14
This study found an interesting fact that the nonlinear relationship structure between volatility and trading volume changed before and after the COVID-19 pandemic according to empirical analysis using Bitcoin (BTC) market data that sensitively reflects investors' trading behavior. That is, their relationship appeared positive (+) in a stable market state before COVID-19 pandemic, as in theory based on the information flow paradigm. In a state under severe market stress due to COVID-19 pandemic, however, their dependence structure changed and even negative (-). This can be seen as a consequence of increased market stress caused by COVID-19 pandemics from a behavioral economics perspective, resulting in structural changes in the asset market and a significant impact on the nonlinear dependence of volatility and trading volume (in particular, their dependence at extreme quantiles). Hence, it should be recognized that in addition to information flows, psychological phenomena such as behavioral biases or herd behavior, which are closely related to market stress, can be a key in changing their dependence structure. For empirical analysis, this study performs a test of Ross (2015) for detecting a structural change, and proposes a Copula Regression Quantiles (CRQ) approach that can identify their nonlinear relationship structure and the asymmetric dependence in their distribution tails without the assumption of i.i.d. random variable. In addition, it was confirmed that when the relationship between their extreme values was analyzed by linear models, incorrect results could be derived due to model specification errors.

Purpose: In this study, the cavity data found through ground cavity exploration was combined with underground facilities to derive a correlation, and the ground subsidence prediction map was verified based on the AI algorithm. Method: The study was conducted in three stages. The stage of data investigation and big data collection related to risk assessment. Data pre-processing steps for AI analysis. And it is the step of verifying the ground subsidence risk prediction map using the AI algorithm. Result: By analyzing the ground subsidence risk prediction map prepared, it was possible to confirm the distribution of risk grades in three stages of emergency, priority, and general for Busanjin-gu and Saha-gu. In addition, by arranging the predicted ground subsidence risk ratings for each section of the road route, it was confirmed that 3 out of 61 sections in Busanjin-gu and 7 out of 68 sections in Sahagu included roads with emergency ratings. Conclusion: Based on the verified ground subsidence risk prediction map, it is possible to provide citizens with a safe road environment by setting the exploration section according to the risk level and conducting investigation.
Purpose: The purpose of this study is to examine the new drugs that recently have shown rapid increase and provide solutions to eradicate them. Method: This study used the relevant preceding studies, statistics, and overseas materials to identify the new drug problems and suggest solutions. Result: Compared to the past, the numbers of criminals detected for the administration, distribution, and production of drugs are rapidly increasing. According to the statistical data on drugs in 2021, the number of drug-related cases decreased compared to the previous year. However, there are concerns because the amount of detected drugs increased more than three times, and the age group of drugrelated criminals are getting younger. Such results are largely affected by the spread of new drugs. In particular, it is deemed to be affected by the spread of new drugs, such as fentanyl, yaba, khat, kratom, etc., as well as the new psychoactive drugs and hemp-related materials. Conclusion: In response to spread of new drugs, this study suggests simplifying the temporary classification of drugs, enforcing control of foreign drug users, strengthening the cooperation with relevant institutions, such as Korea Customs Service and the Ministry of Food and Drug Safety, and intensifying the punishment on the drug users in order to strengthen the countermeasure against the new drugs.
In the age of digital media transformation, the rapid rise of social media has changed the paradigm of traditional marketing techniques by leveraging the influence of influencers. However, the influence of influencers cannot be freed from ethical issues that arise as individuals, so virtual influencers are emerging as a countermeasure. This study is a study on how to increase the influencer effect of virtual models with a focus on the MZ generation in medical service. This study investigated whether respondents in their 40s or younger were aware of 'Rosy', a virtual influencer, and then conducted a survey on those who recognized 'Rosy'. As a result of this study, first, both cognitive and emotional motivation had a positive influence on fanship and attractiveness for virtual influencer. In addition, it was found that there was a difference in follow motive according to gender. Second, in order to lead to the intention of visiting hospitals, which is the medical service industry, only the cognitive motives with useful and reliable information and useful information for the virtual influencer were found to be significant in intention to visit.
