In the treatment of spent high energetic materials, the issues such as environmental pollution, safety as well as working capacity should be carefully considered and well examined. In this regard, incineration has been recommended as one of the most promising processes for the disposal of such explosives. Due to the fact that high energetic materials encompass various types and their different characteristics, the technology development dealing with various materials is not an easy task. In this study, rigorous modeling and dynamic simulation was carried out to predict dynamic physico-chemical phenomena for research department explosive (RDX). Plug flow reactor was employed to describe the incinerator with 263 elementary reactions and 43 chemical species. Simulation results showed that safe operations can be achieved mainly by controlling the reactor temperature. At 1,200 K, only thermal decomposition (combustion) occurred, whereas increasing temperature to 1,300 K, caused the reaction rates to increase drastically, which led to ignition. The temperature further increased to 3,000 K which was the maximum temperature recorded for the entire process. Case studies for different operating temperatures were also executed and it was concluded that the modeling approach and simulation results will serve as a basis for the effective design and operation of RDX incinerator.
In order to effectively isolate the marine wastes with an effluent standard, the pretreatment process is required to isolate solid materials from the liquid-solid mixed wastes. The more effective the pretreatment becomes, the more processing capacity of posttreatment will be improved and process facilities will be downsized. In this paper, we suggested the vibrating reverse-slant screen, investigated the optimal vibration frequency and vibrator installation angle for the separation of the liquid solid mixed wastes. Several experiments for separation efficiency were conducted under the condition of various vibration frequency($35{\sim}60Hz$, 5Hz interval) and vibrator angle($0^{\circ}$, $30^{\circ}$, $45^{\circ}$, $90^{\circ}$) considering the crack of screen. The screen inclination angle is set up the gradient as $3^{\circ}{\sim}5^{\circ}$ through the preliminary experiments. Also, we made two types of screen(respectively rectangle and square screen). The separation device has shown the optimum efficiency at vibrator angle $0^{\circ}$ and vibration frequency 60Hz, and has no relation with the shape of screen. And the proposed technology is verified by comparing with quantity of suspended solids before and after filtration.
Currently, the design reference temperature of the buffer material for disposing of high-level radioactive waste is less than 100℃, so if the heat dissipation capacity of the buffer material is improved, the spacings of the disposal tunnel and the deposition hole in the repository can be reduced. First of all, this study tries to analyze the criteria for thermal-hydraulic-mechanical performance of the buffer materials and to investigate the researches regarding the enhanced buffer materials with improved thermal conductivity. First, the thermal conductivity should be as high as possible and is affected by dry density, water content, temperature, mineral composition, and bentonite type. the organic content of the buffer material can have a significant effect on the corrosion performance of a canister, so the organic content should be low. In addition, hydraulic conductivity of the buffer material should be less than that of near-field rock and swelling pressure should be appropriate for buffer materials to function properly. For the development of enhanced buffer materials, additives such as sand, graphite, and graphite oxide are typically used, and a thermal conductivity can be greatly improved with a very small amount of graphite addition compared to sand.

As the national income level is improving, housing urbanization and economic speed are progressing rapidly, household waste and food waste are rapidly increasing. The "Waste Management Act" (founded in 1991) introduced the volume-based household waste system in 1995, and even after implementation, the odor of food waste and the prompt disposal process continue to be a social problem.For this reason, the food waste recycling business is attracting attention. In this paper, regarding the role of resource recycling such as feed, compost, and other resources of food waste, this thesis aims to reduce the inefficiency of the recycling process. Data Envelopment Analysis (DEA) of the relationship between inputs and outputs of 33 facilities nationwide, excluding facility data (insufficient) among 394, (238 public, and 156 private ones), as of the end of 2020, which is running a domestic resource recycling project This study was conducted to investigate the important role in the relative management performance of food waste recycling facilities.It was hypothesized that the influence of business history, facility capacity, capital, and machinery of a company running a food waste recycling business on sales was tested.
As the use of lithium-ion secondary batteries is rapidly increasing due to the rapid growth of the electric vehicle market, the disposal and recycling of spent batteries after use has been raised as a serious problem. Since stored energy must be removed in order to recycle the spent batteries, an effective discharging process is required. In this study, graphite and NCM622 were used as active materials to manufacture coin-type half cells and full cells, and the electrochemical behavior occurring during overdischarge was analyzed. When the positive and negative electrodes are overdischarged respectively using a half-cell, a conversion reaction in which transition metal oxide is reduced to metal occurs first in the positive electrode, and a side reaction in which Cu, the current collector, is corroded following decomposition of the SEI film occurs in the negative electrode. In addition, a side reaction during overdischarge is difficult to occur because a large polarization at the initial stage is required. When the full cell is overdischarged, the cell reaches 0 V and the overdischarge ends with almost no side reaction due to this large polarization. However, if the full cell whose capacity is degraded due to the cycle is overdischarged, corrosion of the Cu current collector occurs in the negative electrode. Therefore, cycled cell requires an appropriate treatment process because its electrochemical behavior during overdischarge is different from that of a fresh cell.
This study examines the role of science in resolving trade disputes. After the Great East Japan Earthquake of 11 March 2011 that not only jeopardized the people of Japan, but also put the safety of an entire region at risk, the Republic of Korea (Korea) has imposed import bans as well as increased testing and certification requirements for radioactive material on Japanese food products. Japan has challenged these restrictions at the World Trade Organizations Dispute Settlement Body (DSB). This study aims to explain how international trade agreements and previous DSB rulings have dealt with different scientific viewpoints provided by confronting parties. In doing so, it will contrast the viewpoints espoused by Korean and Japanese representatives, and then analyzes the most similar case studies previously ruled on by the DSB, including the case of beef hormones and the case of genetically modified crops including biotech corn, both between the United States and the European Communities (EC). This study finds that science is largely subordinate to national interests in the case of state decision-making within the dispute settlement processes, and science has largely been relegated to a supportive role. Due to the ambiguity and lack of truly decisive decisions in the Appellate Body in science-based trade disputes, this study concludes that the Appellate Body avoids taking a firm scientific position in cases where science is still inconclusive in any capacity. Due to the panel's unwillingness to establish expert review boards as it has the power to do, instead favoring an individual-based system so that all viewpoints can be heard, it has also developed a system with its own unique weaknesses. Similar to any court of law in which each opposing party defends its own interests, each side brings whatever scientific evidence it can to defend its position, incentivizing them to disregard scientific conclusions unfavorable to their position. With so many questions that can arise, combined with the problems of evolving science, questions of risk, and social concerns in democratic society, it is no wonder that the panel views scientific information provided by the experts as secondary to the legal and procedural issues. Despite being ruled against the EC on legal issues in two previous cases, the EC essentially won both times because the panel did not address whether its science was correct or not. This failure to conclusively resolve a debate over whose science is more scientific enabled the EC to simply fix the procedural issues, while continuing to enforce trade restrictions based on their scientific evidence. Based on the analysis of the two cases of disputes, Korea may also find itself guilty of imposing an unwarranted moratorium on Japan's fish exports, only to subsequently pass new restrictions on labelling and certification requirements because Japan may have much scientific evidence at its disposal. However, Korea might be able to create enough uncertainty in the panel to force them to rule exclusively on the legal issues of the case. This will then equip Korea, like the EC in the past, with a way of working around the ruling, by changing whatever legal procedure they need to while maintaining some, if not most, of its restrictions when the panel fails to address its case on scientific grounds.

Collated data from the 1995-1996 field surveys of weed seeds buried in the plough layer of peat soil in Selangor district were analysed to assess species-dominance and spatial pattern of distribution of weed seeds based on selected quantitative indices and index of dispersion. Forty five species within 14 families were recorded of which 24 were broadleaves, 12 grasses and 9 sedges. They comprised ca. 53.2, 31.2 and 15.6%, respectively based on total population counts. Total seed population was ca. $8.14{\times}10^7$ seeds/ha within the fast 25cm soil depth. Wide variabilities in population counts were registered among species ranging from < $7.0{\times}10^4$ seeds/ha for Amaranthus gracilis to ca. $5.64{\times}10^6$ seeds/ha for Heteropogon contortus. Seeds of Cleome rutidesperma was the most abundant(ca. $2.347{\times}10^7$ seeds/ha). Difference in seed population counts may be attributed to inherent variation in fecundity, population fluxes, their spatial distribution patterns and the agronomic practices prevailing in the areas of survey. The profile distribution of soil seed banks was skewed within the first 0 - 10cm depth, comprising ca. 69% of the total seed counts. Seed counts in the 10 - 15, 15 - 20 and 20 - 25cm soil profiles were in the order of 17.9, 8.6 and 4.0% of the total populations, respectively. Weed seeds of all species displayed different degree of aggregated pattern of distribution with variance-to-mean ratios of > 1 and Lloyd's mean crowding($m^*$) values from 1.244 for Cyperus iria, Phyllanthus debilis, Phyllanthus urinaria, Scirpus grosses and urinaria lagopodiodes to 9607.7 for Cleome rutidosperma. Lloyd's patch indices(Ip) ranging from 5.1 for Aeschynomene indica to 188.5 for Bracharia reptans were registered. Differences in the VMR, $m^*$ and Ip values among species suggested inter-alia inherent variabilities in their disposal capacity from seed source and different agronomic practices prevailing in the areas surveyed.
Column leaching tests were conducted using fresh and weathered pulverised fuel ash of some 17 and 40 years old from two major British power plants, with deionised water and simulated synthetic industrial leachate. The former was to see the leaching behaviour of weathered ash and the latter was to see if the formation of secondary products from water and PFA interaction and ameliorating effect in removing metals from industrial leachates. Fresh PFA liberates elevated concentrations of surface-enriched inorganics, including Ca, Na, K, B, $Cr_{total}$, Li Mo, Se and $SO^{2-}_4$. This might indicate their association with the surface of PFA particles. In the column leaching tests using weathered ash and deionised water, elements are not readily leached but are released more slowly, showing relatively constant concentrations. For the case of weathered ash, some readily soluble surface-enriched elements appears to have been liberated in their early stage of leaching and the liberation of glass associated elements are thought to be more important function in controlling the element concentration. The result from column leaching tests exceed for a number of elements when compared with various Water Standards and suggests the leachate from PFA disposal mound needs dilution to achieve target concentrations. PF A shows element retention effect for many elements, including B, Fe, Zn, Hg, Ni, Li and Mo, in the order of fresh Drax ash > weathered Drax ash > Weathered Meaford ash in retaining capacity. Geochemical modelling using a computer program WATEQ4F reveals some solubility controlling secondary solid products. These include $CaSO_4{\cdot}2H_2O$ for Ca, $Al(OH)_3$ for Al and $Fe(OH)_3$ for Fe.

This study aimed at suggesting management policy directions for the uninhabited islands of Korea which are national land resources with economic potential for tourism and development and strategic value for boundary delineation of territorial waters and exclusive economic zone as well as their unique ecological status. Review of existing management arrangements related to the uninhabited islands revealed six management issues to be addressed: insufficient data and their low reliability, lack of management policy directions, increase in ecosystem deterioration and perturbation by human activities, lack of policy measures for meeting utilization and development demands, weak management base with insufficient personnel and budget, and legal measures not taking Into account their unique ecological and socioeconomic characteristics. The management policy directions to improve the management of the uninhabited islands of Korea include management directions and strategies, and suggestions for legal improvement. Considering the unique ecological value of the uninhabited islands, management directions suggested are anti-degradation in which current and future demands for their utilization and development do not degrade the ecological potential of the uninhabited islands and integration in which land and sea areas are managed as an integrated management unit. Four strategies proposed to follow the management directions are enhancement of the knowledge base through a comprehensive survey, development and legislation of guidelines for the rational management of utilization and development demands, establishment of the comprehensive island debris collection and disposal system, and enhancement of management capacity. Legal improvement for the effective implementation of the management policy directions should include comprehensive uninhabited islands survey, legal utilization restraints and management guidelines based on classification of the islands, management boundary, and improvement of regulations on designated islands.

Despite the continuous installation and regular inspection of waste treatment facilities, complaints about excessive incineration and illegal dumping stench continue to occur at on-site treatment facilities. In addition, field surveys were conducted on the waste treatment facilities currently in operation (6 type) to understand the waste treatment process for each field, to grasp the main operating factors applied to the inspection. In addition, we calculated the material·energy balance for each main process and confirmed the proper operation of the waste disposal facility. As a result of the site survey, in the case of heat treatment facilities such as incineration, cement kilns, and incineration heat recovery facilities, the main factors are maintenance of the temperature of the incinerator required for incineration and treatment of the generated air pollutants, and in the case of landfill facilities Retaining wall stability, closed landfill leachate and emission control emerged as major factors. In the case of sterilization and crushing facilities, the most important factor is whether or not sterilization is possible (apobacterium inspection).In the case of food distribution waste treatment facilities, retention time and odor control during fermentation (digestion, decomposed) are major factors. Calculation results of material balance and energy resin for each waste treatment facility In the case of incineration facilities, it was confirmed that the amount of flooring materials generated is about 14 % and the amount of scattering materials is about 3 % of the amount of waste input, and that the facility is being operated properly. In addition, among foodwaste facilities, in the case of an anaerobic digestion facility, the amount of biogas generated relative to the amount of inflow is about 17 %, and the biogas conversion efficiency is about 81 %, in the case of composting facility, about 11 % composting of the inflow waste was produced, and it was comfirmend that all were properly operated. As a result, in order to improve the inspection method for waste treatment facilities, it is necessary not only to accumulate quantitative standards for detailed inspection methods, but also to collect operational data for one year at the time of regular inspections of each facility, Grasping the flow and judging whether or not the treatment facility is properly operated.
