유럽의 광대역 재난통신망 구축을 위한 로드맵

  • 본고에서는 유럽의 PPDR-TC(Public Protection Disaster Relief- Transformation Center)에서 연구한 연구결과를 토대로 광대역 재난통신망 구축을 위한 다양한 고려사항들과 적용 기술들의 특징을 살펴보고, 도출된 여러 가지 진화 경로에 대한 장단점을 분석해본다. 이러한 분석 결과를 토대로 현재 국가재난안전통신망 구축을 추진 중인 우리나라의 입장에서 참조할 점이 무엇인지 제시하고자 한다.

Investigation of Standardization for Natural Disaster Classification (자연재해 분류 표준안에 관한 고찰)

  • Right comprehension of the natural disaster could reduce the damage of human life and property by explaining the cause of the disaster and considering a counterplan to decrease or prevent it. To do this, it should precede to clarify the category of the natural disaster and classification. Also, when the disaster occurs, swift site survey and the establishment of the data by the professionals should be done for clarifying the reason. Our classification of the natural disaster is written on the Law of the Nature Disaster Relief. But, this classification is made for the management of the disaster, so it is required to review the establishment of the technical information by the professionals. Therefore, the Korean type classification is required considered by the professionals who collect and study the information of the natural disaster for the other countries. If the DB of the natural disaster is made, it is able to get various services through the internet virtual space and it will be helpful to prepare the prevent countermeasures against the disaster. In this research, the korean type classification plan of the natural disaster is suggested which is suitable to the professional technology by collecting and analyzing the domestic and the international classification of the natural disaster.

Development of GPS based Self Triage App for Disaster Vulnerable Populations (재난 취약계층을 위한 GPS 기반 Self Triage 앱 개발)

  • Purpose: The purpose of this study was to develop a self triage application for rescue requests by disaster vulnerable populations. Literature was reviewed in order to define application trends and needs. Methods: Development of the self triage application was conducted in six stages as a hybrid model (analysis, design, development, implementation, evaluation, modification) of the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model and Driscoll & Alexander model. Application system function and contents were tried with 6 experts and 4 people with hearing impairments. Results: Expert assessment of the application for self triage showed that reliability at 5 points was the highest, followed by utility at 4.8 points. Scores for quickness and expressiveness were low at 4.6 and 4.2 points respectively. User acceptability assessment of the application was measured at 66.73 points. Conclusion: The results show that the application for self triage is helpful to disaster vulnerable populations by providing relief in disaster situations. It is expected that use of this application as a self rescue ability can be made available for disaster situations. However, it will be necessary to establish policies for communication strategies with rescuers and public relations to improve the access rate of disaster app service.

  • In this paper, we apply this method to the entire process of smart disaster safety management based on the $4^{th}$ industrial revolution to minimize human, social, economic and environment damage from accidents and disasters, prevention evaluation and disaster information collection analysis and real-time detection of field situation. Prevention of $5^{th}$ generation communication system by analysis, contrast by education and training using virtual reality and augmented reality disaster safety management decision support system intelligent robot for recovery, disaster, discovery, reconnaissance relief, and scale analysis of damages were proposed.

  • All means of communication using base stations are interrupted if the scorched earth environment happens because of a disaster. In order to use the systems of the public protection and disaster relief standards, users have to use the special equipments and need the expertise of the operation. Also, it needs the enormous investment for building an infrastructure. The systems is inadequate for the quick and efficient disaster communication, and the people can be in the chaos before the national resources are committed. For solving this problem, this paper presents the design of the mobile application that general people can use immediately, and implements the android phone's application for the proof of concept.

  • In South Korea, to effective and systematic response to disasters, the government will build wireless communication network for PPDR(Public Protection and Disaster Relief) on a national level by 2015. To do it, as MOPAS(Ministry of Public Administration and Security) requested the new frequency assignment for PPDR, KCC(Korea Communications Commission) has been examined new frequency allocations about TETRA and WiBro technologies. In this paper, we were defined the technical parameters, were estimated the spectrum of TETRA-TRS requirements for Korean wireless communication of PPDR based on M.2033 methodology recommended by ITU-R.

  • For Effective and systematic response to disasters, needs of broadband multimedia services in wireless communication of PPDR(public protection and disaster relief) is increasing gradually. Recently in Korea, by the digital television transition, Korea Communications Commission is considering whether the freed spectrum can assign additional spectrum of PPDR or not. In this paper, we were defined the input parameters, were estimated the spectrum of requirements for Korean wireless communication of PPDR based on M.1390 methodology recommended by ITU-R.

Development of a Targeted Recommendation Model for Earthquake Risk Prevention in the Whole Disaster Chain

  • Strong earthquakes have caused substantial losses in recent years, and earthquake risk prevention has aroused a significant amount of attention. Earthquake risk prevention products can help improve the self and mutual-rescue abilities of people, and can create convenient conditions for earthquake relief and reconstruction work. At present, it is difficult for earthquake risk prevention information systems to meet the information requirements of multiple scenarios, as they are highly specialized. Aiming at mitigating this shortcoming, this study investigates and analyzes four user roles (government users, public users, social force users, insurance market users), and summarizes their requirements for earthquake risk prevention products in the whole disaster chain, which comprises three scenarios (pre-quake preparedness, in-quake warning, and post-quake relief). A targeted recommendation rule base is then constructed based on the case analysis method. Considering the user's location, the earthquake magnitude, and the time that has passed since the earthquake occurred, a targeted recommendation model is built. Finally, an Android APP is implemented to realize the developed model. The APP can recommend multi-form earthquake risk prevention products to users according to their requirements under the three scenarios. Taking the 2019 Lushan earthquake as an example, the APP exhibits that the model can transfer real-time information to everyone to reduce the damage caused by an earthquake.

  • Rising urban flood patterns are a universal phenomenon and a significant challenge for city government and urban planners worldwide. Urban flood problems range from relatively localized incidents to substantial incidents, which lead to cities being flooded for a few hours to several days. Therefore, the effect may be widespread, such as the temporary displacement of individuals, disruption to civic facilities, water quality degradation and the possibility of epidemics. The problems raised by urban flooding are highly challengeable and compound by ongoing climate change, with adverse implications for changes in rainfall and gaps in intra-urban rainfall distribution. Unplanned construction and invasions of large houses along rivers and watercourses have interfered in natural rivers and watercourses. As a result, the runoff has risen in proportion to the urbanization of the urban floods. The location of the relief camp and the priority for evacuation were determined, and the safest route to avoid floods were established. This method can be used for emergency planning in future flood incidents, and it will help plan disaster preparedness for Panchayat. This study will promote the flood plain's potential use for disaster management and land use planning virtually.

Analysis of the Disaster Sites using Power-assisted Devices for Rescue (인명구조용 근력지원장치의 적용가능한 재난현장 분석)

  • In this study, we set the need, purpose, and the direction of developments in life-saving devices and analyzed the disaster sites where power-assisted devices are to be applied. For this purpose, we classified the disaster in accordance with the Basic Law for on Disaster and Safety Management and analyzed the common disaster sites where power-assisted devices are available. As a result, 13 disaster sites were classified into three categories. Firstly, 8 sites of social disaster accidents, fire(suppression), fire(rescue), collapse, traffic accidents, explosion, CBR(chemical, biological, and radiological), environment pollution, and other safety accidents, were defined. Secondly, 4 disaster accidents, earthquake, flood, typhoon and other natural disasters, were classified. Finally, other disaster sites were taken into account.
