The Campus of University Earthquake Disaster Prevention Planning - The Research of Spatial Pattern Based on GIS

  • In the background of rapid urbanization and frequent earthquakes, earthquake disaster prevention planning has become an important topic of current research. Universities are irreplaceable disaster shelter, as they are public institutions with a lot of open space. This article puts forward the concept of "disaster prevention campus". With the refuge behavioral and psychological characteristics of people in the campus when the earthquake happens, it integrated uses GIS spatial analysis technique, takes Shandong Agricultural University as an example, and studies the spatial pattern of earthquake disaster prevention planning in campus from five aspects. The aspects include building distribution, population distribution, analysis of service radius, infrastructure configuration and choice of the optimal refuge path. On the basis of researches above, reform proposals and specific strategies are put forward to build the safe and harmonious disaster prevention campus.

  • Most of the disaster relief items provided to sufferers and temporary evacuees that are supposed to be victims in Korea are not suitable for the shelter environment of temporary housing facilities, and are not satisfactory because they do not have the functions, proper size and types. The purpose of this study is to analyze the user needs of emergency rescue relief items by presenting problems about the use environment and to develop the variable air mattresses which are based on disaster prevention design. In order to secure objectivity such as usability, convenience, and durability, research data are limited. However, the difficulty of mass spreading of conventional fiber mat and the functional disadvantages of foam plastic mat are solved by adopting variable air mattresses. The variable air mattresses are expected to help rehabilitate people by helping victims of physical tiredness, illness worsening, poor sleep, and life instability that can happen during long-term shelter life.

  • When a fire occurs in a large-scale or complicated facility there is a possibility of large-scale loss of life if there is no information on the location of fire and the location of emergency exits for people to take shelter. Consequently, the fire or disaster prevention system and the shelter course guidance system that optimally guides the shelter course are necessary to reduce the loss of life. This paper proposes a shelter course guidance system using a sensor network to reduce the loss of life in a building where a fire occurs. The experimental result of this research shows that the shelter course guidance system provides the optimum shelter course to people in infrastructure when a fire occurs.

Appropriateness Evaluation of Rural House Collapse Prepare Disaster Shelter Member - Focusing on the Numerical Analysis - (농촌 주택붕괴 대비 방재쉘터의 부재 적정성 평가 - 수치해석을 중심으로 -)

  • This research is a basic study to minimize the risk of disaster (earthquakes and landslides) for rural residential houses. In this study, three-dimensional numerical analysis was performed by varying the diameter (D), thickness (T) and the spacing of longitudinal members (C.T.C) of duralumin and galvanized steel pipe as the materials of main members in order to carry out the analysis of the dimension and the applied load of shelter for disaster prevention, and to evaluate the eligibility of members that can satisfy safety and usability. From the evaluation results of the member eligibility by the above numerical analysis, it was found that duralumin has a great influence on the member diameter (D) and thickness (T), and in the case of galvanized steel pipe, its spacing of longitudinal members has a huge amount of influence over the member force, so it is considered that the duralumin and galvanized steel pipe materials can be used as materials for the main members of disaster prevention shelters in terms of safety and usability.

  • Reasonable disaster prevention signs play an important role in guiding evacuation. Through the field investigation on disaster prevention signs in shelters and surrounding areas in Beijing, some problems were found in the using of sign system. Based on the principle of integrated design, evacuation and rescue requirements, it is necesssary to make further study on aspects such as, design of function, systematic consideration, humanization design, as well as the internationalization using. This paper presents an evaluation index system for disaster prevention signs. Such a system is very important for strengthening the independent guiding function of sign systems and improving evacuation efficiency. An effective connection could be realized between the internal environment of buildings, evacuation routes, and emergencey shelters.

A Study on the Preparation of Contents for Promoting the Establishment of a Disaster Safety Village in Rural Areas (농촌지역 재난안전마을 만들기 활성화를 위한 컨텐츠 마련에 관한 연구)

  • Purpose: The purpose of this study is to promote the disaster safety village establishment project that fits the characteristics of rural areas by investigating and analyzing the operation cases of contents with regard to disaster safety villages in Korea and Japan. Method: The contents of project related to disaster safety villages in Korea and Japan were classified into resident participation contents, structured contents and unstructured contents, for examining the characteristics of such contents through investigation and analysis, and the contents (draft) of disaster safety village that fitted the characteristics of rural areas were presented. Result: The contents of resident participation include basic safety education, CPR education, life experience training of evacuation shelter, evacuation training, concurrent training of farming activity and disaster activity and creating a village safety map in connection with competent authorities. The enactment of an act and an ordinance for the establishment of disaster safety village, expert dispatch system, storm and flood insurance system and funding system to raise the fund for establishing a village were presented as unstructured contents. In addition, the production of self supporting evacuation shelter, wireless evacuation announcement system, disaster prevention system for a river, emergency evacuation sign, village safety map sign and the establishment of disaster prevention park were presented as structured contents. Conclusion: The unstructured contents are the establishment of foundation for preparing laws and institutions and the structured contents should be installed by utilizing eco-friendly methods in consideration of the environments of rural areas along with securing the safety. Moreover, resident participation should utilize the contents by considering various items such as age, characteristics and environments of residents in rural villages.

  • As large-scale buildings, skyscrapers, and multi-purpose buildings recently increase in numbers dramatically, the internal space of such buildings becomes more and more large and complicated accordingly. Since such structures usually accommodate a number of random people, the potential possibilities of disastrous tragedies are high, and the rates of injury and physical damage caused by the complicated system of the building also increase as well. However, most of the shelter designs of the existing buildings are based on the specifications according to the assigned laws and involved regulations. In this case, only general criteria are referred to regardless of the characteristics of each structure while other disaster-related features are not taken into consideration sufficiently. Since any actual fire may cause a terrible calamity, in such plans, shelter inducement can be neither safe nor effective. Thus, this study examines and analyzes currently run disaster prevention systems and shelter inducement facilities with COEX Mall as its subject, and analyzes the responding system to each situation based on the fire scenarios by means of As-Is Model. Through this analysis, presented are the measures to solve the problems of current disaster prevention systems and to improve shelter inducement methods effectively.

  • School is a place to be done the education of Disaster Prevention and to be established the function of Disaster Prevention and seismic performance to secure the safety of children as well as emergency evacuation facilities for local communities in case of disaster. To improve the ability of Earthquake Disaster Prevention for students and teachers schools have to put the Earthquake Disaster Prevention on the subjects, for an example ethics, social study, science and gym and make a plan to efficiently manage school disaster prevention facilities. Seismic retrofitting on school facilities have to be established with the method of construction for steel bracings and seismic shear walls choosing old architectures first which is not the design with the seismic performance considering educational environmental aspects, and reconstruction of old architectures to get the agreement of societies. Furthermore, there is great demand for the effective, efficient and systematic improvement of school facilities for the use of shelters to be disaster prevention facilities.

And also has to get out of the ground, keep the large shape when moves, prevent the trials of attack from the assassinators after takeing control over weapons.

The Selter Selection Plan due to Formaldehyde Leakage (포름알데히드 누출에 따른 대피장소 선정 방안)

  • This study tested the effect on the toxicity of formaldehyde to select a shelter site due to formaldehyde leakage. As a result of the experiment, the range of ERPG-2 and 3 is between 2.2km and 9.6km, ASET is 6 minutes at 1km, 15 minutes at 3km, 22 minutes at 5km, and the lethality rate is 99.9% at 1km and 9% at 3km. In areas where refuge time is less than 15 minutes or the lethality rate is more than 2%, a shelter is installed. This is because if there are only a few evacuees, the evacuation time may take longer than the pre-movement time of 15 minutes or less specified in PD 7974-6:2004, and the lethality rate with the lowest number of deaths was calculated to be 2%. The shelter must be equipped with a hepa-filter, positive pressure equipment, air purifier, air respirator, goggles, chemical protective clothing type 4 and sufficient parking space must be secured to ensure the safety of evacuees.
