A Study on Healthcare Policy Response to Risks of Future Infectious Diseases: Focused on Infectious Disease Surveillance Systems (미래감염병 위험성에 대한 보건의료정책에 관한 연구: 감염병 감시체계를 중심으로)

  • The purpose of this study is to make suggestions for the infectious disease surveillance systems as part of the government's healthcare policy intended to minimize damage by implementing an appropriate and swift crisis management in the event of future infectious disease outbreaks. To that end, this descriptive study analyzes the infectious disease outbreaks and the management and control thereof in Korea and other countries, so as to suggest some approaches to infectious disease surveillance systems applicable to affected regions. The analysis results shed light on the causes of the spread of future infectious diseases over the past years, and the management systems that could possibly deal with the trial and error in the response policy. It seems crucial to roll out appropriate information, training and promotion programs as part of the national disaster response systems to prevent infectious diseases in relation to the roles of multiple relevant government agencies in the event of disasters especially amid the COVID-19 pandemic.

  • Wireless sensor-actuator networks (WSANs) enhance the existing wireless sensor networks (WSNs) by equipping sensor nodes with an actuator. The actuators work with the sensor nodes and perform application-specific operations. The WSAN systems have several applications such as disaster relief, intelligent building, military surveillance, health monitoring, and infrastructure security. These applications require capability of reliable data transfer to act responsively and accurately. Biologically inspired modeling techniques have received considerable attention for achieving robustness, scalability, and adaptability, while retaining individual simplicity. In this paper, an epidemic-inspired algorithm for data dissemination with delay constraints while minimizing energy consumption in WSAN is proposed. The steady states and system stability are analyzed using control theory. Also, simulation results indicate that the proposed scheme provides desirable dissemination delay and energy saving.

Preference Analysis between Two Administrator Groups on Forest Road Facilities (임도시설에 관한 관리자 집단 간의 의식성향 분석)

  • This study was conducted to provide the basic policy information for systematic forest road planning and maintenance management by surveying two different administrator groups. The survey results showed that the high priorities of forest road planning were silviculture, disaster prevention, and timber harvesting, and main forest road type was preferred for future use. Also 92.9% of the respondents expressed difficulties due to insufficient manpower and budget. The expected damage types due to forest road construction were threat-to-life by slope failure and dispute on crossing private land. The current main maintenance tasks on forest roads included drainage and road surface maintenance works. Main forest road facilities that should be needed after the construction were installation of additional drainage structures, and slope revegetation and stabilization.

  • Purpose. Because traditional statistics approach had limitations in learning future forecasting and major factors causing occupational injuries in each industry, this paper develops a model forecasting and evaluating occupational injury rate by using a system dynamics model through the analysis of the industry injury statistics and the project for industry injury prevention. Method. The model of this paper consists of 12 total models such as a model of employees, of industrial disaster victims, of injury rate, etc.; In the analysis of firm size, it is classified and developed according to 12 groups on the basis of the number of employees, and in the analysis of industrial classification, it is done according to 10 total business fields such as manufacturing business, construction one, etc. Results. This paper suggests the methodology which forecasts industry injury rate by business field and size on the basis of developed model, and evaluates an industry injury prevention project from various angles. Conclusions. This paper deduced problem through the analysis of an industry injury by business fields and a comparative analysis of foreign cases, and analyzed to affect industry injury prevention by industry. And it also analyzed actual condition of industry injury, and did a difference in the level of safety consciousness according to the general characteristics of workers and occupational safety and health education related characteristics. In result, this paper suggests that analyzing occupational injury related factors, a safety budgetary allocation, and industry injury related factors can reduce illness costs such as employees' injury and medical care, and also assist cost for a disability.

Management Effectiveness Evaluation (MEE) Indicators Development in Protected Forest Areas (산림보호지역의 관리효과성 평가지표 개발 연구)

  • In order to develop the indicators which evaluate the management effectiveness for the protected forest areas in Korea, candidate indicators were listed based on literature and experts interviews, then questionnaire survey on the experts were conducted. 5 elements of context, planning, input, process, output and outcome and 32 indicators were selected. Context element includes 6 indicators of 1) documentation and assessment of values; 2) documentation and assessment of threats, 3) influence of government policy, 4) related regulations, 5) community cooperation and 6) the structure of management organization. 6 indicators of Planning element were 1) the management objective, 2) protected area design, 3) protected area size and number, 4) representation, 5) standards and categories and 6) management planning. Input element of 3 indicators were 1) management staff, 2) funding, 3) establishment and application of information. Process element were consisted of 1) governance, 2) management guidelines, 3) human resource management, 4) law enforcement, 5) eco-management, 6) disaster management, 7) education program and 8) research and monitoring. The element of outputs and outcomes were 1) accomplishment of plan, 2) accomplishment of program, 3) private land management, 4) threats change, 5) biodiversity change, 6) ecosystem health and vitality, 7) impact on community, 8) international management level and 9) visitors' satisfaction and variation in civil compliant. It is recommended to have further research on evaluation methods development by applying those above developed indicators for the protected forest areas to ensure the practicality of the indicators.

Smart Fire Image Recognition System using Charge-Coupled Device Camera Image (CCD 카메라 영상을 이용한 스마트 화재 영상 인식 시스템)

  • This research suggested smart fire recognition system which trances firing location with CCD camera with wired/wire-less TCP/IP function and Pan/Tilt function, delivers information in real time to android system installed by smart mobile communication system and controls fire and disaster remotely. To embody suggested method, firstly, algorithm which applies hue saturation intensity (HSI) Transform for input video, eliminates surrounding lightness and unnecessary videos and segmentalized only firing videos was suggested. Secondly, Pan/Tilt function traces accurate location of firing for proper control of firing. Thirdly, android communication system installed by mobile function confirms firing state and controls it. To confirm the suggested method, 10 firing videos were input and experiment was conducted. As the result, all of 10 videos segmentalized firing sector and traced all of firing locations.

Should CAM and CAM Training Programs Be Included in the Curriculum of Schools That Provide Health Education?

  • Objectives: This study aimed to determine the knowledge levels and attitudes of School of Health and Vocational School of Health students toward complementary and alternative medicine (CAM). Methods: Three hundred thirty-three (333) students studying at the Mehmet Akif Ersoy University School of Health and the Golhisar Vocational School of Health in Burdur, Turkey, were included in the study. Research data were collected by using a survey method based on the expressed opinions of the participants. Results: Of the participants, 69.7% were female and 97% were single (unmarried). Of cigarette users and those with chronic illnesses, 46.8% and 47.8%, respectively, used CAM. Those using CAM were statistically more likely to be female (P < 0.021), to have higher grades (P < 0.007), to be single (P < 0.005), to be vocational school of health graduates (P < 0.008), and to have fathers at work (P < 0.021). While 9.6% of the students thought CAM to be nonsense, 10.8% thought that the methods of CAM should be tried before consulting a doctor. Conclusion: A majority of the students in the study population were found to use complementary and alternative medicine, but that they lacked information about its methods. As a way to address this, CAM should be included in the curriculum of schools that provide health education, and CAM training programs should be given to healthcare professionals to improve their knowledge of CAM. In Turkey, many more studies should be performed to determine nurses' and doctors' knowledge of and attitudes about CAM methods so that they can give correct guidance to society and take more active responsibility in improving patient safety.

  • 모바일 GIS를 홍수재해관리 시스템에 도입하기 위한 목적은 홍수에 대비한 신속한 상황대처 통해 인명 및 재산피해를 최소화하는데 있다. 모바일 GIS 시스템 구축의 기본 방향은 하천유역에 대한 행정업무 및 정보화 업무의 효율성을 높여 현장업무에서 실시간으로 제공되는 수문정보 및 지형정보에 대한 다양한 컨텐츠를 주민들이 쉽게 접근하여 서비스를 제공받을 수 있도록 하고 현장 실무자가 하천 수위 및 유량을 관리하는 데 있어 즉각적인 조치를 가능하도록 하기 위한 것이다. 본 연구에서 이동 클라이언트와 홍수재해관리시스템 서버간의 무선통신채널은 AP(Access Point)를 통한 WLAN이나 CDMA망의 모바일 네트워크 또는 차세대 휴대인터넷 망을 대상으로 하였다. 홍수재해관리시스템은 ArcIMS, HTML, Java Script를 이용하여 구축하고 웹 서비스를 위해 마이크로소프트사의 IIS(Internet Information System) 사용하며, ArcIMS의 정상적인 구동을 위해 JRE(Java Runtime Environment)를 설치하도록 하였다. 주요 GIS 기능은 줌인, 줌아웃, 팬, 속성정보 검색, 거리측정, 버퍼링 기능 등이고 Layer는 침수위험건물, 대피건물, 침수지역 건물용도, 건물, 도로, 수계, 침수예상지역(100, 200년 빈도), 위성영상, DEM, 행정경계 등이 포함되도록 하였다. 시스템 구축에 사용될 데이터는 수리수문학적 데이터(유출량, 강우강도, 대상지역의 면적, Manning 계수 등)와 대상지역의 수치지도, DEM, 고해상 위성영상, 문헌조사와 현장조사를 통해 얻은 자료를 바탕으로 구성하도록 하였으며, 수리수문학적 데이터와 DEM 데이터를 바탕으로 침수지역 데이터를 생성하고 문헌조사와 현장조사를 통해 얻은 속성정보와 디지털 지도인 공간정보를 연결하기 위해 디지털 지도에서 건물 Layer, 도로 Layer, 등고선 Layer, 수계 Layer를 추출하여 ArcGIS에서 Coverage로 변환하여 위상관계를 설정한 후 다시 Shape 파일로 변환하여 속성정보와 연결시키도록 데이터베이스 구축방안을 제시하였다. 이와 같이 본 연구에서는 홍수재해 관리시스템에서 모바일 GIS를 적용하기 위하여 Pocket PC를 탑재한 이동 클라이언트인 PDA에 GPS 모듈을 확장하여 GPS 위성으로부터 위치정보를 획득하고 지리정보를 제공하는 모바일 GIS 서버간에 XML 기술을 이용하여 수문정보 및 지형정보 서비스를 제공하는 방안을 제시하였다.

Establishment and Application of Neuro-Fuzzy Flood Forecasting Model by Linking Takagi-Sugeno Inference with Neural Network (II) : Application and Verification (Takagi-Sugeno 추론기법과 신경망을 연계한 뉴로-퍼지 홍수예측 모형의 구축 및 적용 (II) : 실제 유역에 대한 적용 및 검증)

  • Based on optimal input data combination selected in the earlier study, Neuro-Fuzzy flood forecasting model linked Takagi-Sugeno fuzzy inference theory with neural network in Wangsukcheon and Gabcheon is established. The established model was applied to Wangsukcheon and Gabcheon and water levels for lead time of 0.5 hr, 1 hr, 1.5 hr, 2.0 hr, 2.5 hr, 3.0 hr are forecasted. For the verification of the model, the comparisons between forecasting floods and observation data are presented. The forecasted results have shown good agreements with observed data. Additionally to evaluate quantitatively for applicability of the model, various statistical errors such as Root Mean Square Error are calculated. As a result of the flood forecasting can be simulated successfully without large errors in all statistical error. This study can greatly contribute to the construction of a high accuracy flood information system that secure lead time in medium and small streams.

Characteristics of Horizontal Community Distribution and Nutrient Limitation on Growth Rate of Phytoplankton during a Winter in Gwangyang Bay, Korea (동계 광양만에서 식물플랑크톤 군집구조의 수평적 분포특성과 성장에 미치는 영양염 제한 특성)

  • To estimate the effects of limitation nutrients for phytoplankton growth and its influences on short-term variations of a winter phytoplankton community structure, we investigated the abiotic and biotic factors of surface and bottom waters at 20 stations of inner and offshore areas from 6 to 7 February in Gwangyang Bay, Korea. Also, several algal bio-assay studies were conducted to identify any additional nutrient effects on phytoplankton assemblage using surface water for the assay. The dominant species in the bay was diatom Skeletonema costatum, which occupied more than 70% of total species in most stations (St.1-16) of the inner bay. According to a cluster and multidimensional scaling (MDS) analysis based on phytoplankton community data from each station, the bay was divided into three groups. The first group included stations from the south-western parts of Myodo lsland, which can be characterized as a semien-closed eutrophic area with high phytoplankton abundance. The second group included most stations from the north-eastern part of Myodo lsland, influenced indirectly by surface water currents from offshore of the bay. The standing phytoplankton crops were lower than those of the first group. The other cluster was restricted to samples collected from offshore of the bay. In the bay, silicon (Si) and phosphorus (P) were not a major limiting factor for phytoplankton production. However, since the DIN: DIP and DSi: DIN ratios clearly demonstrated that there were potential stoichiometric N limitations, nitrogen (N) was considered as a limiting factor. Based on the algal bio-assay, in vivo fluorescence values in N (+) added experiments were higher compared to control and P added experiments. Our results suggested that nitrogen may act as one of the most important factors in controlling primary production during winter in Gwangyang Bay.
