Analysis on Disaster Information Effect Process to Occupant Behaviour : Focusing on Relationship to Egress Time (피난시간을 중심으로 본 재실자특성에 대한 재난정보의 작용 과정 분석)

  • Existing efforts to reduce total egress time actually focused on reducing travel time. However, consideration to reduce perception time or response time was insufficient although the ratio of travel time is one-third of total egress time and situations which the safety cannot be ensured by only reducing travel time were aroused. Therefore, the concept of disaster information, which could reduce both perception time and response time got attention To analyze the effect of disaster information on occupant behaviour, this study identified a relationship between 10 major disaster information and 3 occupant behaviour factors in terms of reducing egress time. By referring the relationship, this study conducted an virtual egress experiment with survey on 4 cases, the elderly, intellectual disabled, hearing disabled and visual disabled, to identify disaster information which reduce total egress time effectively. Finally, by analyzing the experiment result, this study proposed the process of disaster information effect on occupant behaviour as complementing insufficient occupant behaviour to ensure the minimum level of safety and maximizing relatively high occupant behaviour to ensure enough level of safety. The results are expected to account for relationship between disaster information and occupant behaviour with more explanatory power in terms of egress time. With further studies of disaster information and group behaviour, these series of studies could provide basic references for disaster information and occupant behaviour.

Design and Implementation of Community-based Hazard Mapping Support System Based on Mobile Cloud in Traditional Towns with Local Heritage

  • This paper describes the design and trial development of a system that supports continuous hazard mapping by local residents in their daily life. We performed an interview survey to design our system in a model traditional town in Saga Prefecture, Japan. The results show that despite continued efforts, many practical problems remain and residents feel unsafe. Considering these results, we designed and developed a unique information and communication technology-based support system that contributes to community-based disaster prevention and reduction. The continuous resident participation and posting design are the core concept for our community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information (disaster types, risk level, photographs, comments, positional information) about locations that could be dangerous in a disaster. In addition, our system enables information sharing through a Web server. We expect that this information sharing will allow local hazard information for each district to be used.

  • Recently, urban environments are changing due to climate change and urbanization. Because of these, Urban disasters occur frequently. To solve this situation, the architects and urban planners have been presenting urban disaster prevention design, and the concepts of resilience are utilized in urban disaster prevention design. In this study, we analyzed the cases of urban disaster prevention design presented by architects and urban planners, and grasped the types and resilience characteristics of urban disaster prevention design. Further, the direction of urban disaster prevention design was proposed in the point of sustainability.

  • Purpose: The purpose of the Improvement method of Local Safety Level Index in guideline of disaster safety master plan. Method: This research will establish disaster safety management system strategy through consistency analysis of law, safety innovation master plan and international safety cities index regarding disaster safety and proposes guideline of disaster safety master plan which includes that includes regional characteristics and disaster management measures by sector. Result: Establish detailed policies applying the disaster safety master plan guideline to improve the local safety level index in 'G'-basic local government. Conclusion: In this study, basic local government will Strengthen the disaster response capacity by improving the local safety level index.

Measuring the Confidence of Human Disaster Risk Case based on Text Mining (텍스트마이닝 기반의 인적재난사고사례 신뢰도 측정연구)

  • Deducting the risk level of infrastructure and buildings based on past human disaster risk cases and implementing prevention measures are important activities for disaster prevention. The object of this study is to measure the confidence to proceed quantitative analysis of various disaster risk cases through text mining methodology. Indeed, by examining confidence calculation process and method, this study suggests also a basic quantitative framework. The framework to measure the confidence is composed into four stages. First step describes correlation by categorizing basic elements based on human disaster ontology. Secondly, terms and cases of Term-Document Matrix will be created and the frequency of certain cases and terms will be quantified, the correlation value will be added to the missing values. In the third stage, association rules will be created according to the basic elements of human disaster risk cases. Lastly, the confidence value of disaster risk cases will be measured through association rules. This kind of confidence value will become a key element when deciding a risk level of a new disaster risk, followed up by preventive measures. Through collection of human disaster risk cases related to road infrastructure, this study will demonstrate a case where the four steps of the quantitative framework and process had been actually used for verification.

  • In this study, international standards in disaster management and the management of the relevant International Standards Organizations(ISO), in particular ISO / TC 292 (Security- Safety) research subcommittee to look at international standards of relevant international standards for disaster management trends, each international domestic law related to the standard were researched. National Disaster Management Authority as a Ministry of Public Safety and Security (formerly the National Emergency Management Agency) has continued to prepare a plan for applying national disaster management relevant to the international standards. As the disaster management international standard continues to be established, disaster management agencies need to continue to keep pace with the international community to find ways to introduce international standards.
