Research on Disaster and Fire Response Capability and Hazard Analysis Using Basic Mapping Method (Mapping을 이용한 소방방재력 및 재해취약성의 연구)

  • The fire department has one of the most important role as public resources of response to disasters in the aspect of supply and the adequate distribution of resources of response is essential, but the distribution of the response capability to disaster of fire department does not reflect the regional hazard vulnerability and hazard risks. Researchers performed database process with simple mapping based on the regional fire disaster response capability and the regional hazard vulnerability and hazard risks. The cities and towns are divided to four types each, total eight types and relative threat ratios are extracted from every type. The fire disaster response capability was extracted from number of firemen and fire vehicles in defined region. The distribution of the fire disaster response capability was inadequate and not matching to relative threat especially in small cities and some types of towns. The regional relative threat and resources should be analyzed by more delicate mapping and software development in the future.

A Historical Review on Disaster Nursing Activities in Korea (1945-2005) (재해간호 활동에 대한 역사적 고찰)

  • Purpose: This historical research was done to identify disaster nursing activities during the last 60 years through the most serious disasters during the last 60years(1945-2005) in Korea. Method: Fot the data collection, three of main daily newspaper and The Korean Nurses Association News were reviewed and nurses who were called out to the most serious disaster onsite were interviewed. Results: The nurses were positively involved for setup onsite clinic, mobile medical services, triage, CPR, and psychological support during response and recovery phase, while hardly involved during preparedness phase. Conclusion: The clarification of job description for disaster nursing and developing systematic training program should be followed.

  • In this paper, an implementation method of augmented reality (AR) technology using Web 3.0 information services in the field of disaster response is proposed. The structure and characteristics of semantic web-based Web 3.0 are realized and a AR based mobile visual search (MVS) applied in the disaster sites is described. Based on Web 3.0 and AR MVS, a semantic web ontology oriented configuration scheme for disaster-related information and the communication scheme of information provided by AR technology are proposed. For the purpose of providing disaster-related and customized information to the disaster response site quickly and accurately, a method of leveraging Web 3.0 information services in AR technology is presented.

  • Purpose: This paper aims to verify the applicability of MORT-TAC and expand the scope of research by studying disaster cases using MORT-TAC, a factor for considering disaster site situation evaluation presented in Dr. Kim Sung-geun's doctoral thesis. Method: In order to achieve the research purpose, disaster cases were studied using MORT-TAC, focusing on literature research. Result: The Disaster Site Situation Assessment Consideration Element (MORT-TAC) can be used as a useful research methodology in studying disaster cases and allows a three-dimensional understanding of the disaster site through disaster site situation assessment. Conclusion: Studying disaster cases using MORT-TAC, a factor considering the situation evaluation of disaster sites, is useful for improving the expertise of disaster officials and gaining insight into disaster sites

A UIS-based System Development to Express the Damage History Information of Natural Disasters

  • The damage of natural disasters has occurred on huge scale more frequently than before. The damage caused by the disasters are summarized and are analyzed, and are managed as a very general type of documentation, not showing the position of previous damage records and related information such as weather, facilities of CCTV, hospitals, and gas station on the maps. Therefore, it needs to provide map-based searching systems considering damaged area as well as search key-words. This paper focuses on the development of a search system based on the map to manage previous disaster records and related information each disaster using spatial databases. This system consists of three modules, which are databases to store disaster data, the SQL procedure-based search module to extract needed information from the constructed databases, and the map module to express the search results on the map. This paper will contribute to provide framework of a system development for managing the disaster information according to each year and disaster based on the maps and to be utilized as the basic framework in developing damage prediction and prevention systems for disasters in future.

  • The quick report and propagate information are increasingly important because nowadays it is hard to predict the damages of flooding by unexpected heavy rain. In addition, there are not many ways to receive disaster information in real time. Accordingly, we designed the system which can earn information from a lot of messages on twitter. Above all, our system can extract and deploy disaster information by comparison with erstwhile social network service mash-up system as only broadcast media. Significant objective of this paper is to design the fastest extract disaster information system of mass media.

  • Clear understanding and related information management of geography and city facilities are the fundamental approach to prevent city disaster. In order to accomplish the service to prevent city disaster effectively, there needs to be a consistent framework for data collection, to build models, and to manage information. In this study, the authors proposed standardized city information modeling process and application concept to use information model for service of preventing city disaster in information management standpoint. The study was conducted on the process of classification and necessary attributes to manage city facilities effectively considering disaster related information. Additionally, the study suggested the methods for building an open city information model based on an integrated data schema, CityGML. Finally, through the implementation of sample model, the study confirmed city information modeling methodology and applicability for service of disaster prevention.

  • The Cell Broadcast Service is a public service that delivers information on disaster situations to mobile phones. In Korea, where mobile phone penetration is high, disaster information delivery through Cell Broadcast Service has a higher preference than other information delivery methods. However, since it consists only of text messages, disaster information is not delivered normally to the information vulnerable class compared to the general public. To compensate for this, a disaster information delivery application using Cell Broadcast Service was proposed and research was conducted. If research like this paper continues and Cell Broadcast Service become a service that transmits various disaster-related information considering the information vulnerable at home and abroad, it will provide the effect of reducing damage to disasters through rapid and accurate response.

  • This paper is a study on the self-powered wireless bus information and disaster information system based on Internet of Things (IoT). The existing bus information system supplies power and communication by cable, which causes a problem of increased installation cost and limited installation site due to cable burial. To solve this problem, a self-powered wireless bus information and disaster information system was proposed. The proposed system provides bus arrival information. Furthermore, in the event of a disaster such as a natural disaster, it can also reduce confusion and damage by notifying the disaster information through the system's speaker. In this study, a self-powered system using a solar module was proposed. As data are transmitted and received through wireless WiFi or LTE, the installation cost can be reduced and the problem of installation location restrictions can be solved.

A Study on the Establishment of Typhoon Context Awareness Information through Analysis of Disaster Cases (재난사례 분석을 통한 태풍 상황인지정보 구축방안 연구)

  • Purpose: As the frequency of impact typhoons increases and the form of damage becomes more complicated, the need for information to help disaster response workers recognize the typhoon situation in advance is growing. In this study, Definitions and implementation measures for information utilized at each stage of the task were proposed in carrying out typhoon response tasks that occur every year. Method: In 2019, the government classified information that was used for each step of work and conducted analysis on necessary information for the situation. Based on the analyzed information, typhoon status information was established through an opinion survey by central and local government officer. Result: The task of typhoon situations was the most important part of monitoring weather conditions and sharing damage situations, and the information utilized was analyzed to require information derived through the convergence of historical and situation information. Conclusion: As the correlation between work and information between the response departments increases as the typhoon situation progresses, information about typhoon situation should be applied to the actual typhoon situation in the future to enhance information and establish a related system.
