  • Purpose: The purpose of the Improvement method of Local Safety Level Index in guideline of disaster safety master plan. Method: This research will establish disaster safety management system strategy through consistency analysis of law, safety innovation master plan and international safety cities index regarding disaster safety and proposes guideline of disaster safety master plan which includes that includes regional characteristics and disaster management measures by sector. Result: Establish detailed policies applying the disaster safety master plan guideline to improve the local safety level index in 'G'-basic local government. Conclusion: In this study, basic local government will Strengthen the disaster response capacity by improving the local safety level index.

  • Community-based disaster preparedness approaches are increasingly important elements of vulnerability reduction and disaster strategies. They are associated with a policy trend that values the knowledge and capacities of local people. In this research, we describe the community diagnosis method and develop Flood Disaster Risk Reduction Index(FDRRI) for assessment of flood vulnerability. FDRRI is composed of four indicators such as Flood Exposure Indicator(FEI), Sensitivity Indicator(SI), Risk Reduction Indicator(RRI), and Community Preparedness Indicator(CPI). We anticipate to present the guideline for selection national preparedness projects and uplift community's preparedness capacity.

  • Whenever several natural disasters hit Korea with huge damage of property loss and death toll, government spends huge sums of money for rehabilitation of devastated areas every year. It's time to discuss about a natural disaster insurance, which is a long-term as well as precautionary measure. It is advisable to discuss government involvement through the natural disaster insurance, implementation of countermeasures against natural disasters. The natural disasters insurance have to executed as follows, 1) introducing natural disaster insurance with characteristics of social welfare, which makes fast recovery and anxiety reduction in the low-income bracket. 2) advisable to mix the methods of microinsurance including the natural disaster and index insurance.

  • Purpose: This study builds a database by collecting and refining disaster occurrence data and real-time weather and atmospheric data. In conjunction with the public data provided by the API, we propose a service model for the Big Data-based Urban Safety Index. Method: The plan is to provide a way to collect various information related to disaster occurrence by utilizing public data and SNS, and to identify and cope with disaster situations in areas of interest by real-time dashboards. Result: Compared with the prediction model by extracting the characteristics of the local safety index and weather and air relationship by area, the regional safety index in the area of traffic accidents confirmed that there is a significant correlation with weather and atmospheric data. Conclusion: It proposed a system that generates a prediction model for safety index based on machine learning algorithm and displays safety index by sector on a map in areas of interest to users.

  • The outbreak of COVID-19 has had a huge impact on human life. The World Bank group (WBG) has stated that 2020 is the worst year since World War II for economic growth. An epidemic of an infectious disease such as COVID-19 is classified as a "social disaster" by law. The social disaster caused by COVID-19 puts certain industries, occupations and vulnerable groups at risk of exclusion and isolation. This paper intends to examine the fluctuations in the consumer price index in the cultural, sports and tourism sector before and after the onset of COVID-19. In addition, it predicts the consumer price index by sector until December 2021 and reveals its implications.

  • Reasonable disaster prevention signs play an important role in guiding evacuation. Through the field investigation on disaster prevention signs in shelters and surrounding areas in Beijing, some problems were found in the using of sign system. Based on the principle of integrated design, evacuation and rescue requirements, it is necesssary to make further study on aspects such as, design of function, systematic consideration, humanization design, as well as the internationalization using. This paper presents an evaluation index system for disaster prevention signs. Such a system is very important for strengthening the independent guiding function of sign systems and improving evacuation efficiency. An effective connection could be realized between the internal environment of buildings, evacuation routes, and emergencey shelters.

  • According to the disaster statistics issued by the Ministry of Public Safety and Security, traffic accidents, fire, collapses and others are classified into twenty-three (23) categories. In the past, disasters were mainly caused by the influence of nature, such as typhoon or drought. On the other hand, as society has become city-centered, social disasters' types, frequencies and scales are becoming more diversified and ever-increasing. However, there are no specific criteria and assessment methods that can measure degrees of social disasters-related risks objectively. Therefore, this study targeted traffic accidents, fire and collapses from major social disasters, utilized data that are related to occurrence rate, scale of casualties and scale of property loss in past eight years, and calculated the disaster risk index using the distance (Euclidean distance) between two points on the 3D spatial coordinates, in order to make the objective assessment by social disaster type possible. These results will enable the objective evaluation of risk index of major social disaster to be used as the foundational data when building the national disaster management system.

Accuracy Assessment of Environmental Damage Range Calculation Using Drone Sensing Data and Vegetation Index (드론센싱자료와 식생지수를 활용한 환경피해범위 산출 정확도 평가)

  • In this study, we explored a method for assessing the extent of damage caused by chemical substances at an accident site through the use of a vegetation index. Data collection involved the deployment of two different drone types, and the damaged area was determined using photogrammetry technology from the 3D point cloud data. To create a vegetation index image, we utilized spectral band data from a multi-spectral sensor to generate an orthoimage. Subsequently, we conducted statistical analyses of the accident site with respect to the damaged area using a predefined threshold value. The Kappa values for the vegetation index, based on the near-infrared band and the green band, were found to be 0.79 and 0.76, respectively. These results suggest that the vegetation index-based approach for analyzing damage areas can be effectively applied in investigations of chemical accidents.
