  • The study seeks to cooperate with the investigation of a fire investigation based on public-private partnership. Fire protection systems provide a wide variety of viewpoints from the perspectives of design, construction, management, maintenance, maintenance and maintenance systems at a particular point in time, construction, management, and maintenance systems. What is controversial is that there are illegal activities such as illegal activities of the Patent Office, misconduct of construction work and unreasonable construction of construction works.As a theoretical framework, the present study identified the four key elements of a successful disaster response system : responsiveness, control, professionalism, and bias.

  • High-resolution satellites capable of observing the Earth periodically enhance applicability of remote sensing in the field of national disaster management from national disaster pre-monitoring to rapid recovery planning. The National Disaster Management Research Institute (NDMI) has been developed various satellite-based disaster management technologies and applied to disaster site operations related to typhoons and storms, droughts, heavy snowfall, ground displacement, heat wave, and heavy rainfall. Although the limitation of timely imaging of satellite is a challenging issue in emergent disaster situation, it can be solved through international cooperation to cope with global disasters led by domestic and international space development agencies and disaster organizations. This article of special issue deals with the scientific disaster management technologies using remote sensing and advanced equipments of NDMI in order to detect and monitor national disasters occurred by global abnormal climate change around the Korean Peninsula: satellite-based disaster monitoring technologies which can detect and monitor disaster in early stage and advanced investigation equipments which can collect high-quality geo-information data at disaster site.

  • Large scale natural disasters such as floods and typhoons due to climate change have recently occurred with severe damage in all over the world. Especially, current disaster investigation in affected area takes too much time because it can be done by handcrafted. Also, it is lack of somewhat accuracy and objectiveness because it is influenced by investigator's judgment. Further, the current disaster investigation is difficult when damage area is very wide or investigator can't reach the affected area. Hence, we developed the integrated damage investigation system using stereo images and information technology for quick, accurate and objective investigation. Also, we applied the system to Bonghwa-gun in Gyeongsangbuk-do in 2008, Jecheon-si in Chungcheongbuk-do in 2009, and Namwon-si in Jeollabuk-do and Hapcheon-gun in Gyeongsangnam-do in 2010. This paper presents advancement and application of integrated damage investigation system using stereo images and information technology considering mobility, stability and user convenience in field.

  • 87 and 104 cases of chemical accidents in 2013 and 2014 respectively have brought enormous damages to people and environment. Also, the industry has significant damages the company reputation and a lot of expense to repair the damage handling. Toxic substance has spread out rapidly in the atmosphere at chemical accidents and that affect to workers as well as neighborhood. In order to analyze the causes of chemical accidents throughly, reliable and systematic investigation procedure should be considered. In this study, the chemical accident investigation system of each government agency in charge of the accident investigation is compared and analysed.

A Review of Relief Supply Chain Optimization

  • With a steep increase of the global disaster relief efforts around the world, the relief supply chain and humanitarian logistics play an important role to address this issue. A broad overview of operations research ranges from a principle or conceptual framework to analytical methodology and case study applied in this field. In this paper, we provide an overview of this challenging research area with emphasis on the corresponding optimization problems. The scope of this study begins with classification by the stage of the disaster lifecycle system. The characteristics of each optimization problem for the disaster supply chain are considered in detail as well as the logistics features. We found that the papers related to disaster relief can be grouped in three aspects in terms of logistics attributes: facility location, distribution model, and inventory model. Furthermore, the literature also analyzes objectives and solution algorithms proposed in each optimization model in order to discover insights, research gaps and findings. Finally, we offer future research directions based on our findings from the investigation of literature review.

Evaluation Index System for Disaster Prevention Signs in Urban Shelters in China

  • Reasonable disaster prevention signs play an important role in guiding evacuation. Through the field investigation on disaster prevention signs in shelters and surrounding areas in Beijing, some problems were found in the using of sign system. Based on the principle of integrated design, evacuation and rescue requirements, it is necesssary to make further study on aspects such as, design of function, systematic consideration, humanization design, as well as the internationalization using. This paper presents an evaluation index system for disaster prevention signs. Such a system is very important for strengthening the independent guiding function of sign systems and improving evacuation efficiency. An effective connection could be realized between the internal environment of buildings, evacuation routes, and emergencey shelters.

Flooding Simulation of Sandae Reservoir Collapse using 2D Hydrologic Model FLO-2D (2차원 수문모형 FLO-2D를 이용한 산대 저수지 붕괴 침수 모의)

  • This study is to examine how well the hydrologic model reproduces the dam collapse. To do this, A hydrologic model FLO-2D is being operated to reproduce dam collapse with rainfall data and surface data in a small dam. In order to examine the performance of the model, the simulation was compared and reviewed with the data collected through the field survey. The results show that it takes about 2 hours to reach 1 km downstream. Inundation areas are about 188,640 m2 by the simulation and the difference from the field investigation is about 6.1%. Ten representative points were selected from the areas where the simulation and the field survey did not match. The discrepancy is less than about 0.08 m and does not appear to be significant. This study will present basic information on disaster preparedness operation and planning to minimize damage caused by sudden collapse of agricultural soil dams in the future.

Field Investigation for Identification of Contamination Sources in Petroleum-Contaminated Site (유류로 오염된 부지의 원인자 판단을 위한 현장조사 평가)

  • Purpose : The subject site selected in this study was a place that was prepared through the reclamation of foreshore completed in 1973. Since then, the site has been occupied by the industry of ship repair for over 30 years. Method : The results of a precise soil examination conducted in 2013 showed that the site was seriously contaminated with TPH over an area of $10,000m^2$ and GL(-)3.0m in depth, with an expanding coverage of contamination. Results : The soil contamination by refined petroleum products often results in adverse effects to human health and ecological systems, thus the contamination should be purified as soon as possible. Conclusion : Hydrogeological investigation can be employed to assess the groundwater movement and propagation of contamination to determine the potential agents or contaminants in the soil contaminated with high concentration TPH.

  • Due to the increase in awareness of school safety after the Sewol ferry disaster, it became necessary to improve the capability to prevent a safety accident at school and to respond to an accident in the case of emergency as well as the awareness of safety issues. Therefore, it is necessary for educational institutions to reinforce safety measures autonomously, and the importance of supports and cooperation from agencies related to the safety of local community is also emphasized. However, it is quite difficult for schools and the Office of Education to prevent safety accidents only with their own capability, and safety accidents can be prevented through the supports from agencies involved in safety of local communities. Therefore, the status and cooperation system of educational institutions and relevant authorities were reviewed theoretically in this study. In addition, a field investigation was carried out to examine the awareness of disaster and safety, and cooperation status of officials in charge of practical disaster-related works. Moreover, this study intended to present a measure to establish the safety cooperation system between educational institutions and agencies involved in safety of local community in the future based on the findings.
