중소기업에 적합한 안전관리 모델 개발에 관한 연구 (A study on the development of safety management model suitable for small-to-medium enterprises)

  • This paper presents the safety management model, which is appropriate for small-to-medium enterprises that rank the highest disaster rate. It is required for these companies to modify and improve the safety-related articles and it is peformed to compare and analyze the industrial disasters and safety management systems between large enterprises and small-to-medium enterprises. The basic direction of change of industrial safety healthy system must be classified to the dual direction. For large enterprises, it is focused on not pre-regulations but post-regulations based on the self-control safety management system. But for small-to-medium enterprises, it is required to intensify the safety management system and the safety responsibility for owners or administrators. Specially, the responsibility for disaster must be more strengthened by the penalty and the insurance method, and then it must be performed not only the financial support of government but also middle and long-term technical support by private safety organizations.

  • In order to improve the implementation of safety and health education at the site for industrial accident prevention activities, research was conducted to minimize inconvenience and increase utilization by redesigning and developing existing education methods. To date, occupational safety and health education has been conducted without considering the general work characteristics and functional facilities (mechanical, electrical, instrumentation, chemical) of workers (mechanical: turbine, valve, pump, hydraulic system, electrical: generator, breaker, motor, etc.). In particular, plant facilities were classified as mechanical and electrical facilities to improve the methodology for industrial safety and health education for plant maintenance workers. In addition, the "One Page Education Plan" was announced as a learning case because the spread of COVID-19 infectious diseases made it impossible to reduce or control the number of people in all groups and groups. The improvement of this training method will play a major role in improving the effectiveness of safety education in power plant workplaces.

강풍 피해에 따른 피해비용의 효율적인 산정을 위한 분류체계 개발 (Development of Categorization System for Efficient Calculation of Damage Cost according to Strong Wind)

  • In this study, the plan to construct a disaster information categorization system that can be objectively and efficiently performed was suggested in order to perform disaster management task systematically. Recently, the damage of natural disasters is gradually growing larger and faster, increasing the economic loss. Especially, as for the domestic storm damage, the damage from strong wind was found to be greater than the damage from torrential rain. Also, strong wind was found to be inflicting a great damage on human life, property and agricultural crops, so the necessity to study damage restoration from strong wind is increasing. Nevertheless, the damage items categorized in the domestic disaster year book are often comprehensive or unclear in criteria, and thus fail to reflect items or matters due to actual disaster damage. It is difficult to aggregate damage accurately such that it does not correspond to the national compensation scope or the damage amount is calculated according to subjective judgment of the investigator in charge. As such, if the disaster information management is inadequate by not applying accurate categorization criteria from damage amount calculation, there can be an issue with fairness when paying the damage support aid. Therefore, this study suggested a categorization plan for objective and efficient execution of disaster information management task in order to resolve such issues. It is expected that quick and efficient execution would be possible in disaster information management and task procedure domestically by constructing systematic categorization system related to disaster information.

중소건설업체의 떨어짐 재해 예방방법 (A Method for Preventing Falling Accident in Small and Medium-sized Construction Companies)

  • According to the data released by Korea Occupational Safety & Health Agency, construction workers suffering from falling disaster have been increasing continuously for the last five years, and in fact, small and medium construction companies' falling disaster forms over 97% of all every year. This means that to reduce falling disaster significantly, it is needed to get rid of disaster taking place in small and medium construction companies. Here, this study aims to analyze various causes of falling disaster in small and medium construction companies, examine how those factors are correlated with one another, and suggest how to manage the risk of falling disaster effectively. According to the study results, main factors influencing falling disaster in small and medium construction companies are found as follows: Situational Awareness/Risk Perception, Fatigue/Alertness, Communications, Equipment/Facilities, and Personal Protective Equipment (PPE) in the Direct Level, Management/Supervision, Education/Training, and Planning in the Organizational Level, and Management's Commitment to Safety in the Policy Level.

홍수피해저감지수(FDRRI) 개발 및 시범적용 (Development and the Application of Flood Disaster Risk Reduction Index)

  • Community-based disaster preparedness approaches are increasingly important elements of vulnerability reduction and disaster strategies. They are associated with a policy trend that values the knowledge and capacities of local people. In this research, we describe the community diagnosis method and develop Flood Disaster Risk Reduction Index(FDRRI) for assessment of flood vulnerability. FDRRI is composed of four indicators such as Flood Exposure Indicator(FEI), Sensitivity Indicator(SI), Risk Reduction Indicator(RRI), and Community Preparedness Indicator(CPI). We anticipate to present the guideline for selection national preparedness projects and uplift community's preparedness capacity.

  • When accidents that relate to a large numbers of people occur, such as disasters involving group tours by ship or aircraft, or large-scale chemical leakages, it is very important to know the personal identification of victims and to determine their locations and status. It is true that there will be serious damage or injury to people who engaged especially when information does not transfer properly or people get inaccurate one. In this study, therefore, we analysed the disaster response management system for rescued people of the Sewo ferry sinking accident. Based on the analysis we proposed to improve the real-time disaster management system with ICT(Information & Communication Technology).

  • The construction industry in Korea after the Korean-war has evolved until these days. But the construction industry accident severity rate and frequency is over then the All industry rate. This study analyzed the 'Disaster Statistical Yearbook' of the Korea Occupational Safety and Health Agency, based on the factors that affect construction accidents that is selected and fined the some factors the construction Disaster Prevention Factors. This study will develop the methodology for analyzes that the national qualification is effected to the construction industrial machine disaster prevention status. It suggest two ways to the establishment of disaster trends. First way is the disaster quantitative analysis and second way is comparing the statistical data and the analysis of expert opinion.

재난대응 황금시간 목표제의 효과성에 관한 연구 서울특별시 마포소방서 현장대응 소방공무원의 인식을 중심으로 - (A Study on the Effectiveness of Golden Time Targeting in the Field of Disaster Response : Focusing on Mapo Fire Fighters' Realization)

  • In recent years after the Sewol Sank, the surroundings of Fire have rapidly changed and citizens need for Fire have been demanding very high. Under these situations, in order for satisfaction to all these demands, Seoul Metropolitan Fire & Disaster Headquarters(SMFDH) have made improvements of Golden Time in the field of disaster as the leader of Fire Department in Korea. SMFDH has been practicing many kinds of plans, or projects to achieve Gold Time of 55 types of disaster. However, There have been questioning about all these projects if they are working for the achievement. The purpose of this study is to scrutinize current projects for Golden Time Targeting focused on Mapo fire fighters as first responders and to cope with how to make them better for Seoul Citizens' safety by using SPSS(Statistical Package for the Social Science) Statistics 24. The result of this study presents that how we can find to be all the project for Golden Time Targeting running well. And This study will be positively applied to Seoul fire policies or helped for setting them up better.

사립 박물관 안전관리 매뉴얼 개발에 관한 연구 (A Study on the Development of Safety Management Manual for Private Museums)

  • 연구목적: 본 연구의 목적은 중·소규모의 사립 박물관을 대상으로 안전관리 업무에 대한 개선을 위하여 매뉴얼을 개발하는 것이다. 연구방법: 현행 사립 박물관의 안전관리에 대한 문제점을 조사하여 위해서 국내에 위치한 50개소의 사립 박물관을 조사대상으로 선정하였다. 그리고 안전관리 업무를 담당하는 실무자들에게 면담과 시설물의 안전점검을 수행하였다. 연구결과: 사립 박물관의 경우 비영리형태의 개인에 의해 운영되고 있으며, 열악한 재정상황 및 박물관 종사자의 안전관리 업무에 대한 비전문성을 보완하기 위해서 안전관리 매뉴얼 작성이 최우선적으로 필요한 것으로 분석되었다. 결론: 중소규모 사립 박물관 종사자의 안전관리 업무에 대한 전문성 향상과 업무의 효율적인 운영을 위해서 그림과 도표를 활용한 시나리오 기반의 표준행동절차 매뉴얼을 제시하였다.

  • 지난 22년 동안 '시설물안전관리에 관한 특별법'에 의해 관리된 1, 2종 시설물의 안전사고는 전무 하지만, 나머지 시설물인 소규모 시설물들에 대해서는 체계적인 관리를 하지 못하고 있어 이 시 설물의 안전사고는 매년 증가하고 있다. 이에 정부에서는 소규모 시설물의 일부를 3종 시설물로 정하여 안전점검을 법제화하여 시행 예정이다. 이 논문에서는 3종 시설물 중 건축물에 대한 안전 관리 현황을 분석하고 이를 바탕으로 소규모 건축물에 대한 안전성 향상을 위한 방안을 제안하고 자 한다.
