A Study on the Construction of Moving Route Information Sharing System of COVID-19 Confirmed Cases

  • This study developed a system that can collect, manage, and utilize the travel routes of individuals who tested positive for coronavirus disease 2019 (COVID-19) based on the data standardization and quality management principles and presented the analysis data collected from the existing system. Unlike many other countries in the world, Korea demonstrated a rapid response by conducting epidemiological investigations. Further, the local governments have actively shared the travel routes of individuals who tested positive for COVID-19 to facilitate proactive prevention of the infectious disease per the Infectious Disease Control and Prevention Law. However, currently, there is no standard protocol for the local governments to share the information, thus complicating the process of sharing, managing, and utilizing the collected data. Therefore, this study developed a system that can facilitate sharing of the travel routes of individuals who tested positive for COVID-19 by establishing database construction procedures and using the travel route of COVID-19 patients as per the Disaster & Safety Information Sharing Platform and developing a data processing guideline, a data entry system with default templates, and Open API. Although this sharing system was designed to communicate the travel routes of COVID-19 patients, it can also be utilized in case of other infectious diseases. Therefore, it can be used as a response strategy for future outbreaks of infectious diseases.

  • The state has the constitutional duty to secure the safety of its citizens and provide protection against any physical dangers. The Republic of Korea has a high threat of nuclear, biological and or chemical(hereafter referred to as NBC) attack from the Democratic People's Republic of Korea. Thus, the state has a responsibility to form a legislation to provide the protection for its citizens and implement duty to guarantee the human rights. Under the current legislation, the 'United Defense Act', 'Framework Act on Civil Defense' that are applied under wartime conditions are insufficient in providing the protection of the citizens of the state in the occurrence of NBC attack. Therefore, it is necessary that the 'Act for the Protection of Citizens in the occurrence of NBC Attack' is legislated to provide a system that protects the nation's citizens under the wartime conditions mentioned above. This paper incorporates a theoretical analysis of the need for the constitutional responsibility of the state to provide protection for its citizens under wartime conditions, the necessity of a specific measure to protect citizens during NBC attack, the relationship between 'Act for the Protection of Citizens in the occurrence of Nuclear, Chemical and or Biological Attack' and current legislations that are applied under wartime conditions, and the particulars of the proposed act.

Investigation of Ingredients and Hazardous Substances in Disinfectants Used against COVID-19 and Some Livestock Diseases (코로나바이러스감염증-19와 일부 가축전염병 방역소독제품의 함유성분 및 유해물질 조사)

  • Objectives: The Coronavirus Disease 2019 (COVID-19) pandemic has caused the death of 740,000 people around the world as of August 12, 2020. Foot-and-Mouth Disease, Avian Influenza, and African Swine Fever are serious livestock diseases. Government agencies in Korea have provided ingredient information and usage instructions for disinfectants used to counter those infectious diseases. The purpose of this study was to provide information on the chemical ingredients in disinfectant products used against COVID-19 and certain livestock diseases. Methods: We collected information from the Korean government. The Central Disaster Management Headquarters and Central Disease Control Headquarters provided information on disinfectant products used against COVID-19. The Animal and Plant Quarantine Agency of Korea provided information on efficacy-certified disinfectant products for use against selected livestock diseases. Health hazard and environmental hazard information on the ingredients in the disinfectants was collected from the Korea Occupational Safety & Health Agency's Material Safety Data Sheets, and toxicity value information was collected from United States Environmental Protection Agency's CompTox Chemicals Dashboard. Results: There were 76 COVID-19 disinfectant products in use, and the most common ingredients were benzalkonium chloride (51%), alkylbenzyl dimethyl ammonium (30%), and ethanol (3%). There were 216 livestock disease disinfectant products comprised of 89 acidic, 88 oxidic, 30 aldehydic, three alkaline, and six other products. Among the 49 active ingredients used in the disinfectants that were investigated, health and environmental hazard information was provided for many of them, but only 20 chemicals had official toxicological information. Conclusion: Since the disinfectants included numerous chemicals, an understanding of their chemical characteristics could be critical to prevent unintended human or environmental exposure.

  • Purpose: There have been terrorist attacks all over the world, causing massive damage. In Korea, there are few cases of terrorist damage, but the lack of the on-site response experience lead to constraints on the opportunity to verify capabilities against terrorism. Therefore, in this study, the chemical terrorism on-site countermeasures is considered as a concept of service, it was possible to draw up improvement alternatives for each element by reviewing at once the interactions between the concerned organizations and citizens in the field and the utilization of the equipment and facilities in the invisible area. Results: It had been evaluated the service process of the counterpart manager from the viewpoint of the victim citizen, who is the beneficiary of the final security service. It has found out the waiting point(W.P) between the victim's civilian incident management, and the element of failure(F.P). Conclusion: In this way, comparing chemical terror incident response manuals belonged to each related organization by fusion of service design approach and scenario technique, It is expected that it will be able to find out more specific problems and to find improvement alternatives.

  • The geology of the study area is composed mainly of conglomerate, sandstone, and shale and basalt. It is a rock that has been observed to move relatively recently through various brittle deformation and various stress fields during the recent period. To form a gentle terrain with severe crushing. The slope is located at the intersection of the Taegok Fault in the north-northeast direction and the Bukok Fault in the western north-west direction, and many faults, fault zones and fracture zones of various sizes are developed in the rock bed. In this study, the geological characteristics of the slope are investigated and the countermeasure method is suggested. It is suggested that periodical measurement and analysis should be performed by installing a measuring instrument according to each structure for safety management of the surrounding roads and grounds during construction or reinforcement by the countermeasure method for the slope of the study area.

  • As more and more the number of a couple working together for living has increased and an interest in early education has risen, daycare centers have made an effort to provide effective and good service beyond 'nursery care'. The most important thing in building in the event of disasters is safe evacuation of occupants. Having 'safe evacuation route' is required to reduce damage caused by disasters, It is necessary to give continuous and repeated training for right evacuation to infant and children so that they can evacuation successfully. This study examined problems that need improvement so that evacuation instrument installed in daycare centers can be used better by analyzing a survey of evacuation related facilities on daycare centers. This study found that laws and regulations on safety should be improved, evacuation facilities prepared against should be maintained regularly by relevant authorities, training for coping with disasters should be provied and evacuation instruments which are suitable for children.

Experimental study on replaceable precast concrete beam-column connections

  • The purpose of this study was to develop a system capable of restoring the seismic performance of a precast concrete (PC) connection damaged by an earthquake. The developed PC connection consists of a top-and-seat angle, post-tensioning (PT) tendons, and U-shaped steel. The PC beam can be replaced by cutting the PT tendons in the event of damage. In addition, the seismic performance of the developed PC beam-column connection was evaluated experimentally. A PC beam-column connection specimen was fabricated, and a quasistatic cyclic loading test was conducted to a maximum drift ratio of 2.3%. Subsequently, the PC beam was replaced by a new PC beam, and the repaired PC connection was loaded to a maximum drift ratio of 5.1%. The structural performance of the repaired PC connection was then compared with that of the original PC connection. The difference in the load at the drift ratio of 2.3% between the original and the repaired PC specimens was only 0.2%. The residual drift ratio in the repaired PC specimen did not exceed 1.0% at the 2.0 % drift ratio cycles, which satisfies the life safety performance level specified in ACI 374.2R-13. When the developed PC connection system is used, structural performance can be restored by rapidly replacing the damaged elements.

  • During normal subway rush hours, a train-driver is in charge of more than 3,000 people on a daily basis. When an emergency event occurs, millions of people and their property come to depend only on the train-driver's ability. After the Daegu subway fire disaster in February 2003, the Railway Safety Act was enacted in October 2004 and the 'Train Drivers' Licensing System' was introduced by the National Railroad Administration in July 2006 to secure and improve protection. This study was conducted to investigate and evaluate the effects of the Train Drivers' Licensing System since the Licensing System was first introduced eight years ago. In addition, the analysis will suggest better policies for the effectiveness of the 'Train Drivers' Licensing System'.

The Improvement Measures for the Establishment of Emergency Management System in Private Security (위험사회의 전개에 따른 민간경비 산업의 대응과제 - 위기관리를 중심으로)

  • Hazard are defined here as threat to life, well-being, material goods and environmental from the extremes of natural processes or technology. The challenges of natural and technology in increasing the exposure of people and property to risk pose a dilemma for any government seeking the fullest protection for its people and their property. As society progresses and as technology improves and becomes ever more intricate and far reaching, the human species is confronted with increasingly diverse and numerous catastrophic events. Not so infrequently, unfortunately, the impact of either a man-made or natural disaster is compounded by the fact that policy makers have neither prepared themselves or the public to respond appropriately to a disaster once the tragedy has struck. Many concerns have been raised for importance of emergency management after 1990's numerous urban disasters in Korea. Emergency management is the discipline and profession of applying science, technology, planning, and management to deal with extreme events that can injure or kill large numbers of people, cause extensive damage to property, and disrupt community life. When the primary function of private security is to protect lives and property of clients, emergency management should be included in the security service and many countermeasures should be carried out for that purpose. The purpose of this study is to establish ways and means needed to improve the private security emergency management system in Korea. This study is spilt into four chapters. Chapter I is the introduction part. Chapter II introduces the reader to a private security and emergency management theory, and Chapter III deals with the establishment of an effective emergency management system in Korea private security, Chapter IV is a conclusion. Policy makers and private security industry employers in Korea has not concerned with the importance of training and education by lack of recognition and has been passive about qualified guards. And the authorities supervising and the administrating the guards has not recognized the importance of private security and has neglected the training of the guards. In theses contexts, private security should develop and maintain a educational program of emergency management to meet their responsibilities to provide the protection and safety of the clients. Today's modern corporate security director, is, first of all, a competent, well-rounded business executive and, second, a 'service expert'. And, emergency management personnel in private security industry need continuous training.

A Study on Prevention of Construction Opening Fall Accidents Introducing Image Processing (이미지 프로세싱을 활용한 개구부 추락 사고예방에 관한 연구)

  • While institutional matters such as improvement on Basic Guidelines for Construction Safety are greatly concerned to reduce falling accidents at construction sites, there are short of studies on how to practically predict accident signs at construction sites and to preemptively prevent them. As one of existing accident prevention methods, it was attempted to build the early warning system based on standardized accident scenarios to control the situations. However, the investment cost was too high depending on the site situation, and it did not help construction workers directly since it was developed to mainly provide support operational work support to safety managers. In the long run, it would be possible to develop the augmented reality based accident prevention method from the worker perspective by extracting product information from BIM, visually rendering it along with site installation materials term and comparing it with the site situation. However, to make this method effective, the BIM model should be implemented first and the technology that can promptly process site situations should be introduced. Accordingly, it is necessary to identify risk signs through lightweight image processing to promptly respond only with currently available resources. In this study, it was intended to propose the system concept that identified potential risk factors of falling accidents by histogram equalization, which was known as the fastest image processing method presently, used visual words, which could enhance model classification by wording image records, to determine the risk factors and notified them to the work manager.
