Statistics and Management Systems of Unwanted Domestic and Foreign Fire Alarms (국내·외 비화재보의 통계 및 관리체계에 관한 연구)

  • In the event of a fire and a disaster, prompt and accurate alarms inside and outside the building are directly related to the minimization of damage and the success of life evacuation. However, due to unwanted fire alarms in automated fire detection systems, the number of dispatches by misunderstanding in the 119 service is increasing. This causes the insensitivity to the safety of building managers and the waste of the fire-fighting power. Therefore, in this study, the statistical databases and literature on unwanted fire alarms in Korea and abroad (USA, UK) were identified and the management systems for unwanted fire alarms were compared and analyzed to identify problems of statistics in the management systems for unwanted fire alarms.

Comparison of Liquefaction Assessment Results with regard to Geotechnical Information DB Construction Method for Geostatistical Analyses (지반 보간을 위한 지반정보DB 구축 방법에 따른 액상화 평가 결과 비교)

  • There is a growing interest in evaluating earthquake damage and determining disaster prevention measures due to the magnitude 5.8 earthquake in Pohang, Korea. Since the liquefaction phenomena occurred extensively in the residential area as a result of the earthquake, there was a demand for research on liquefaction phenomenon evaluation and liquefaction disaster prediction. Liquefaction is defined as a phenomenon where the strength of the ground is completely lost due to a sudden increase in excess pore water pressure caused due to large dynamic stress, such as an earthquake, acting on loose sand particles in a short period of time. The liquefaction potential index, which can identify the occurrence of liquefaction and predict the risk of liquefaction in a targeted area, can be used to create a liquefaction hazard map. However, since liquefaction assessment using existing field testing is predicated on a single borehole liquefaction assessment, there has been a representative issue for the whole targeted area. Spatial interpolation and geographic information systems can help to solve this issue to some extent. Therefore, in order to solve the representative problem of geotechnical information, this research uses the kriging method, one of the geostatistical spatial interpolation techniques, and constructs a geotechnical information database for liquefaction and spatial interpolation. Additionally, the liquefaction hazard map was created for each return period using the constructed geotechnical information database. Cross validation was used to confirm the accuracy of this liquefaction hazard map.

Development of Flood Vulnerability Index Estimation System (이상홍수 취약성 평가 시스템의 개발)

  • We constructed the regional flood risk and damage magnitude using hazard and vulnerabilities which are climatic, hydrological, socio-economic, countermeasure, disaster probability components for DB construction on the GIS system. Also we developed the Excess Flood Vulnerability index estimation System(EFVS). By the construction of the System, we can perform the scientific flood management for the flood prevention and optional extreme flood defenses according to regional characteristics. In order to evaluate the performance of system, we applied EFVS to Anseong-chen in Korea, and the system's stabilization is appropriate to flood damage analysis.

Analysis of Landslide and Debris flow Hazard Area using Probabilistic Method in GIS-based (GIS 기반 확률론적 기법을 이용한 산사태 및 토석류 위험지역 분석)

  • In areas around Deoksan Li and Deokjeon Li, Inje Eup, Inje Gun, located between $38^{\circ}2^{\prime}55^{{\prime}{\prime}}N$ and $38^{\circ}5^{\prime}50^{{\prime}{\prime}}N$ in latitude and $128^{\circ}11^{\prime}20^{{\prime}{\prime}}E$ and $128^{\circ}18^{\prime}20^{{\prime}{\prime}}E$ in longitude, large-sized avalanche disasters occurred due to Typhoon Ewiniar in 2006. As a result, 29 people were dead or missing, along with a total of 37.25 billion won of financial loss(Gangwon Province, 2006). To evaluate such landslide and debris flow risk areas and their vulnerability, this study applied a technique called 'Weight of Evidence' based on GIS. Especially based on the overlay analysis of aerial images before the occurrence of landslides and debris flows in 2005 and after 2006, this study extracted 475 damage-occurrence areas in a shape of point, and established a DB by using such factors as topography, hydrologic, soil and forest physiognomy through GIS. For the prediction diagram of debris flow and landslide risk areas, this study calculated W+ and W-, the weighted values of each factor of Weight Evidence, while overlaying the weighted values of factors. Besides, the diagram showed about 76% in prediction accuracy, and it was also found to have a relatively high correlationship with the areas where such natural disasters actually occurred.

  • Wireless sensor network forms the self-organization network, and transfers the information among sensor nodes that have computing technology ability and wireless communication ability. The recent sensor network is study for low-power, micro, low cost of node is proceeded. Recently, the research of application services in wireless sensor networks is proceeded. Therefore, in this paper, we design the prototype of the real-time information service that support a user the information of temperature, illumination etc. And, we implement the alarm application service fer the disaster prevention on Internet base on IPv4/IPv6. We develop the module of the extract information using the query processing based on TinyOS, and the module of the server's database using MySQL data base management system and JDBC. Additionally, we develop the client module that receive the real-time sensing data using ODBC in Internet based on IPv4/IPv6.

Automated Water Surface Extraction in Satellite Images Using a Comprehensive Water Database Collection and Water Index Analysis

  • Monitoring water surface has become one of the most prominent areas of research in addressing environmental challenges.Accurate and automated detection of watersurface in remote sensing imagesis crucial for disaster prevention, urban planning, and water resource management, particularly for a country where water plays a vital role in human life. However, achieving precise detection poses challenges. Previous studies have explored different approaches,such as analyzing water indexes, like normalized difference water index (NDWI) derived from satellite imagery's visible or infrared bands and using k-means clustering analysis to identify land cover patterns and segment regions based on similar attributes. Nonetheless, challenges persist, notably distinguishing between waterspectralsignatures and cloud shadow or terrain shadow. In thisstudy, our objective is to enhance the precision of water surface detection by constructing a comprehensive water database (DB) using existing digital and land cover maps. This database serves as an initial assumption for automated water index analysis. We utilized 1:5,000 and 1:25,000 digital maps of Korea to extract water surface, specifically rivers, lakes, and reservoirs. Additionally, the 1:50,000 and 1:5,000 land cover maps of Korea aided in the extraction process. Our research demonstrates the effectiveness of utilizing a water DB product as our first approach for efficient water surface extraction from satellite images, complemented by our second and third approachesinvolving NDWI analysis and k-means analysis. The image segmentation and binary mask methods were employed for image analysis during the water extraction process. To evaluate the accuracy of our approach, we conducted two assessments using reference and ground truth data that we made during this research. Visual interpretation involved comparing our results with the global surface water (GSW) mask 60 m resolution, revealing significant improvements in quality and resolution. Additionally, accuracy assessment measures, including an overall accuracy of 90% and kappa values exceeding 0.8, further support the efficacy of our methodology. In conclusion, thisstudy'sresults demonstrate enhanced extraction quality and resolution. Through comprehensive assessment, our approach proves effective in achieving high accuracy in delineating watersurfaces from satellite images.

Measurement of the Device Properties of a Ionization Smoke Detector to Improve Predictive Performance of the Fire Modeling (화재모델링 예측성능 개선을 위한 이온화식 연기감지기의 장치물성 측정)

  • The high prediction performance of fire detector models is essentially needed to assure the reliability of fire and evacuation modeling in the process of PBD (Performance Based fire safety Design). The main objective of the present study is to measure input information in order to predict the accurate activation time of smoke detector into a Large Eddy Simulation (LES) fire model such as FDS (Fire Dynamics Simulator). To end this, FDE (Fire Detector Evaluator) which can measure the device properties of detector was developed, and the input information of Heskestad and Cleary's models was measured for a ionization smoke detector. In addition, the activation times of smoke detectors predicted using default values into FDS and measured values in the present study were systematically compared. As a result, the device properties of smoke detector examined in the present study showed a significant difference compared to the default values used into FDS, which resulted in the considerable difference of up to 15 minutes or more in terms of the activation time of smoke detector. The database (DB) on device properties of various smoke and heat detectors will be built to improve the reliability of PBD in future studies.

A Study on the Improvement of the System to Reduce Damage on Ammonia Chemical Accident (암모니아 화학사고 피해를 줄이기 위한 제도개선 연구)

  • Purpose: The purpose of this study is suggested to improve upon current existing methods of ammonia chemical accident prevention and damage reduction. Method: Ammonia is one of the most common toxic substances that causes frequent chemical accidents. And it was selected as leakage materials according to statistics on chemical accident. Based on actual cases of chemical accidents, CARIS modeling was used to compare the damage impact range of Ammonia and HCl and Cl. Also, find out problems with the current systems. Result: As a result of find out the range of accident influence that spreads to the surroundings when an ammonia chemical accident, it was longer than the range of influence of hydrochloric acid and shorter than that of chlorine. In addition, it was found that when chemical accident by ammonia, hydrochloric acid, or chlorine, there are apartments and schools, which can have an effect. Conclusion: It is decided that it is necessary to determine whether or not chemical accident prevention management plans and statistical investigations are submitted for workplaces dealing with ammonia, and detailed guidelines and reviews are necessary. In addition, it is judged that it is necessary to establish a DB for ammonia handling plants, and it is considered that information sharing and joint inspection among related organizations should be pursued.

An Experimental Study on the Flexural Strength of Lap Spliced Ultra High Strength Fiber Reinforced Concrete Beams (이음된 초고강도 강섬유보강콘크리트 보의 휨강도에 관한 실험적 연구)

  • This study examines the bending behavior of lap-spliced ultra-high-strength fiber-reinforced concrete members and evaluates the safety of the design codes for ultra-high-strength fiber-reinforced concrete structures. An experiment on a total of six beams was performed. The main variables were the fiber-inclusion and the lap-spliced length at the center of the beams. The steel fibers in a volume fraction of 2% were used, and the lap-splice lengths were determined to be 8db and 16db. As a result of the test, the specimens not reinforced with fiber lost abrupt load-bearing capacity at the lap region and did not experience yielding of the reinforcing bar. In the case of fiber-reinforced concrete, if a lap-splice length of 16db is secured, the yielding of the main reinforcing bar can be experienced, and appropriate flexural strength can be expressed. Based on the experimental results of this study, as a result of reviewing the lap-splice length calculation formulas of the current design standards and the ultra-high-strength concrete structural design recommendations, it was found that all of them were evaluated conservatively.

Drone Flight Path for Countacting of Industry Disaster (산업 재해 대응 드론 비행경로 설정 방법)

  • Drone is currently used for wide application areas in our real life. Also it performs more important functions. We propose a method of drone operation system for the prevention of industrial disaster. In normal operation of drone system the drone monitors the industrial sites according to the planned flight path with acquiring the monitored images and send the image information to the server. The server analyzes and compares the images to DB information by calculating the similarity based on the threshold. Then the system decides whether the industrial sites has problems or not. If the abnormal condition is occurred, the drone change the flight path to abnormal flight path and keep monitoring the industrial sites with measuring the air status by sensors and sends all information to server system on the ground. If the emergency case is occurred, drone approaches the closest position of accident points and acquiring the all information and send them to server and 119 center.
