A Preliminary Study on the Improvement of Safety Level from Disasters in Rural Area (농촌지역의 재난발생에 따른 안전도 향상을 위한 기초연구)

  • In this study, the history of disaster occurrence in rural area was reviewed and damage characteristics were analyzed in order to improve the safety level according to the occurrence of disasters in non-urban area (rural area). Also, the concept of regional disaster prevention was adopted to rural area and the basic direction for establishing a disaster safe village in rural area was set. Due to the characteristics of rural area, the population and the number of households in the rural area were small, and the rural area showed lack of various disaster safety facilities and infrastructures and limitation in the access to the outside due to its geographical characteristics. Therefore, the matters regarding the direction for establishing and operating a regional disaster safe village reflecting humanities, facilities, infrastructures, and geographical and environmental characteristics were summarized.

  • This research work is concerned with a location-based alert service in wireless communication network environment. The alert service automatically transfers alert message to subscriber in the disaster area. This research work deals with automatic alert services that automatically provide people in emergency area with the state of emergency. The alert service uses the mobile device to inform its urgency to the subscribers in its area. The location tracking service will give the list of people in emergency area. The all processes of this research work are followed as. First, when a disaster or a calamity comes in, an emergency management center receives the emergency to analyze its shape and size and to declare the place to 'the disaster area.' Secondly, then the center finds information of mobile device subscribers in the disaster area. Finally, the center automatically generates a shape of text or audio of alert message of the emergency to send the message to the subscribers in the disaster area. Our mobile automatic alert service proposed above is so efficient that the subscribers in disasters area may meet the emergency more efficiently and may save their own valuable lives and properties more safely.

A Study on Standard Classification of Disaster•Life Safety Accident Criteria

  • Purpose: Purpose: The National Safety Experience Center Establishment and Reinforcement Project Management Guidelines, established to build a national safety experience center that is central to practicing education on disasters and safety accidents, requires that appropriate experience training programs be in place. However, due to the lack of classification grounds for the six areas of disaster•safety accidents presented by the Ministry of Public Administration and Security, and the mortality statistics necessary for establishing sectors have accumulated for over a decade, they are based on this. Our purpose is to standardize classification of sectors belonging to each area. Methods: We will divide disaster•safety accidents into 6 areas by three steps, and the grounds for 6 areas of accidents are presented. The 15 external causes other than the disease since 2009 has been proposed by The National Statistical Office. Therefore on the basis of these causes, various sectors belonging to each area are classified. Results: We will divide all disaster•safety accidents into six areas through three logical separation stages, and the areas were systematically classified based on the 15 factors of death. In conclusion, we present the grounds for the classification criteria in the six areas, the transportation accident disaster area in three areas, the social infrastructure system area in four areas, the crime accident disaster area in four areas, the life safety accident area in four areas, we set up all disaster•safety accidents in six areas and finally standardize total 25 areas.

  • The damage scale and damage area in the coast have been increased dramatically because of calamities such as typhoon. tidal wave. flood and storm. Especially. 409 cases. which reach to about $40.9\%$ of natural disasters of 1,000 cases for the recent 15 years have happened on coast area. More than $40\%$ of natural disasters also occurred every year is happening in coastland. Therefore, there is a great need to construct all related GIS database such as atmospheric phenomena (typhoon. tidal wave, flood and storm). harbor facility, harbor traffic and ebb and flow. Furthermore. the certain system should be developed and integrated with NDMS (National Disaster Management System) by using 3D web GIS technology. In this study. the coast disaster area management system was designed and developed by using 3D web GIS technique so that the coast disaster area could be monitored and managed in real time and in visual. Finally. the future disaster in coast area could be predicted scientifically.

A Study on the Linkage of Public-private Organizations in Disaster Management in Rural Area (농촌지역의 재난관리 민관조직 연계방안 연구)

  • In this study, the characteristics and the status of disaster management in rural area were analyzed. Through this study, we tried to find ways to cooperate with public and private organizations to manage disaster in rural areas. In order to understand the current state of disaster management in rural areas, we surveyed the residents and disaster management officials of local governments. As a result of the survey, both public servants and residents answered that it is difficult for residents to participate in disaster management. This is due to lack of time due to agriculture as the main business. The SWOT analysis and strategy of rural disaster management were derived through the analysis of these surveys. In addition, five types of disaster management network and two types of operation were proposed. Therefore, it is necessary to establish the management plan of the rural disaster management public-private network in the rural area. Further research is needed in depth on each of the operational measures in the future.

Study on the Terrestrial LiDAR Topographic Data Construction for Mountainous Disaster Hazard Analysis (산지재해 위험성 분석을 위한 지상 LiDAR 지형자료 구축에 관한 연구)

  • Mountainous disasters such as landslides and debris flow are difficult to forecast. Debris flow in particular often flows along the valley until it reaches the road or residential area, causing casualties and huge damages. In this study, the researchers selected Seoraksan National Park area located at Inje County (Inje-gun), Gangwon Province-where many mountainous disasters occur due to localized torrential downpours-for the damage reduction and cause analysis of the area experiencing frequent mountainous disasters every year. Then, the researchers conducted the field study and constructed geospatial information data by GIS method to analyze the characteristics of the disaster-occurring area. Also, to extract more precise geographic parameters, the researchers scanned debris flow triggering area through terrestrial LiDAR and constructed 3D geographical data. LiDAR geographical data was then compared with the existing numerical map to evaluate its precision and made the comparative analysis with the geographic data before and after the disaster occurrence. In the future, it will be utilized as basic data for risk analysis of mountainous disaster or disaster reduction measures through a fine-grid topographical map.

  • Terrain data for disaster analysis in hazardous or disaster areas is not only important but also needs to be built quickly. In particular, the introduction of drones is in the early stages of research using drones in a variety of fields such as shooting, analyzing and managing hazardous areas. It is expected that drone will be faster, safer and more effective than existing data collection method in case of small scale disaster hazard area and disaster area where equipment or manpower input is difficult. Therefore, in this study, drone shooting was performed for hazardous areas in mountainous roads located in Samcheok city, Gangwon province, and ground reference points were measured by RTK-GPS. The measured data were converted into DSM (Digital Surface Model) data by coordinate correction using Pix4D postprocessing program and then applied to the analysis of the hazard area of mountainous area. As a result, it was shown that it is effective to identify the risk by using the basic terrain data obtained from the drones.

Nationwide Inundation Analysis method for Flood and Storm Disaster Insurance Rate (풍수해보험요율 산정을 위한 전국단위 내수침수해석 방안)

  • This study suggested Nationwide Inundation Analysis method for Storm and Flood Damage Insurance Rate. Suggested modified Level-Pool method considers Zoning of urban plan to reflect real inundated area and limit inundation-boundary. Inundated area, as results of modified Level-Pool method, compared with inundation risk area on "storm and flood damage mitigation total plan". Simulated inundated area by modified Level-Pool method was more matched than results of traditional method. Therefore, modified Level-Pool method could be useful to analyze nationwide inundated area.

  • The whole death by disaster is totalized to 1,515 person from 1993 to 2004 year in our country. In this section life damages by landslide is totalized 357 people(about 24% of whole life damage). About 36 people are died by landslide(such as cutting area failure every year). Kangwon-do need a lot of interests and prevention because dangerous area that landslide occurrence is more than other area at summer localized downpour or thawing season and there is landslide occurrence possibility area more than other area. Kangwon-do area is higher than other area in natural disaster incidence and damage scale because topography and a lot of rainfalls by summer localized in Kangwon-Do than other area. In this study, dangerous area of landslide occurrence possibility is analyzed and compared Kangwon-Do with other areas in our country. as a result, every year we have experienced landslide occurrence and natural disaster. accordingly, we urgently need to prevent landslide occurrence and natural disaster by analy-zed source about landslide occurrence and condition of disaster in Kangwon-Do and suitable engineering method and construction work.

  • With recent advances in wireless communication and low-power miniaturized biomedical sensor and semiconductor technologies, wireless body area networks (WBAN) has become an integral part of the disaster aid system. Wearable vital sign sensors can track patients' status and location, thus enhancing disaster rescue efficiency. In the past few years, most of the literatures in the area of disaster aid system based on WBAN have focused on issues concerning wireless sensor design, sensor miniaturization, energy efficiency and communication protocols. In this paper, we will give an overview of disaster aid, discuss about the types of network communication as well as outline related issues. We will emphasize on analyzing six key issues in employing the disaster aid system. Finally, we will also highlight some of the challenges that still need to be addressed in the future in order to help the disaster aid system be truly and widely accepted by the public.
