Development of Accident Taxonomy for Experimental Laboratory (연구실 사고분류 체계 개발)

  • The goal of this study is to analyze accidents occurred at experimental laboratory and to suggest hierarchical taxonomy applicable to prepare countermeasures reducing the experimental laboratory accidents. Recent 5 years accidents were analyzed and classified according to their primary cause, facility or human. Then in case of facility, the accidents were further classified whether they can be fixed by organization or by individual. In case of human factor, they were classified into physical, chemical, or biological to prepare precise measures. Depending on the adequacy of appropriate practice, several measures were suggested such as; whether to improve training of laboratory workers, or to improve training the system, or to improve or prepare practice substantially. A new taxonomy for laboratory accident was suggested complying other governmental agencies' classification such as KOSHA and KGS. Additionally, two kinds of possibilities were suggested such as possibility of major accident and possibility of disaster which can be defined as laboratory accident causing large scale of harmful consequence to residential area or environment by fire, explosion and/or toxic release of hazardous chemicals and/or microbiology.

  • The event of a Chemical disaster response personnel are causative events quickly Appearance & residual contaminant concentrations, should be identified accurately. In addition, the chemical disaster response procedure appropriate progress in the field of Chemical Composition and contaminant concentrations in order confirmation is essential. Use in the field to using the characteristics of each equipment. on-Site response equipment can not verify all the chemicals, materials detection, limited by each equipment. Detection range of equipment & specific materials should be considered complementary. In this study, using the equipment on-site detection of detection kit and detector tube, electronic detection equipment utilized for the rapid response procedure for helping a person to cope.

  • Recently, industrial accidents rate has been gradually decreasing due to the development of safety management methods, but until now, the accident rate in the construction sector is higher than other industries. Large-scale construction sites are operating systematic safety systems to reduce industrial accidents. However, small and medium sized construction sites do not have systematic safety system and lack safety management ability, so that disaster is not reduced compared with large scale construction site. As a result, disaster prevention technology instruction system has been implemented to reduce the disasters of small and medium scale construction sites. However, in the case of a small construction site less than 2 billion won, there is little decrease in the accident rate, and in some cases, the accident rate increases. After the technical guidance system has been implemented, it is necessary to identify the performance and problems of implementation and to improve its effectiveness. In this study, we suggest the improvement plan to improve the efficiency of the technical guidance system by analyzing the problems and actual conditions of technical guidance operation in small and medium sized construction work sites.

  • In line with the construction projects, which have been increasingly getting larger and complex, safety accident has been on the rise, particularly those in association with the construction equipment. In a bid to prevent the safety accident, it's needed to analyze the cause of such accidents. The thesis was intended to identify the cause of safety accident by reviewing the cases of construction disaster complied by Korea Occupational Safety and Health Agency. The cases subject to study were limited to the accident by excavator. Summarizing the study is as follows. 1) Among the cause of accidents caused by excavator were, in order of high frequency, being caught in equipment or machine, falling, being crashed or bumped. 2) Among the causes of accident were, in order of high frequency, worker's unauthorized presence within the range of equipment operation. inappropriate use, failure of equipment inspection prior to starting work and inappropriate work method. The study is highly expected to pave the foundation for further study as well as to make commitment to mitigating the safety accident.

A Study on the Analysis of Chemical Leakage Accidents Using CFD Simulation (CFD 시뮬레이션을 활용한 화학물질 누출사고 분석에 관한 연구)

  • Objectives: Chemical accidents cause extensive human and environmental damage. Therefore, it is important to prepare measures to prevent their recurrence and minimize future damage through accident investigation. To this end, it is necessary to identify the accident occurrence process and analyze the extent of damage. In this study, the development process and damage range of actual chemical leakage accidents were analyzed using CFD. Methods: For application to actual chemical leakage accidents using FLACS codes specialized for chemical dispersion simulation among CFD codes, release rate calculation and 3D geometry were created, and scenarios for simulation were derived. Results: The development process of the accident and the dispersion behavior of materials were analyzed considering the influencing factors at the time of the accident. In addition, to confirm the validity of the results, we compared the results of the actual damage impact investigation and the simulation analysis results. As a result, both showed similar damage impact ranges. Conclusions: The FLACS code allows the detailed analysis of the simulated dispersion process and concentration of substances similar to real ones. Therefore, it is judged that the analysis method using CFD simulation can be usefully applied as a chemical accident investigation technique.

  • 물류센터의 유형별 산업재해 발생형태를 분류하여 대책을 수립함으로써 동종 및 유사 재해를 사전에 재해를 예방코자 한다. 국내물류센터에서 발생된 6년간의 유형별 발생형태를 세부적으로 분석하여 개선책을 수립하여 물류센터에서 발생한 산업재해 분석을 통해서 재해감소 방안을 모색할 수 있었다. 물류센터의 산업재해 분석을 통해서 재해감소 방안을 제시하므로써 물류센터의 재해율 감소에 도움이 될 것으로 기대된다.

  • The construction industry has a higher disaster rate than other industries, so safety education and management are highly important. In order to reduce the construction accident rate, it is necessary to study the key safety management factors reflecting the characteristics of the construction industry, where there are differences in processes and manpower input for each process, and a small number of managers. Therefore, in this study, key safety management factors for each Process of construction were derived through cross-analysis between safety accident types and accident occurrence objects through disaster case data. The extracted key safety management factors are expected to provide useful information for safety education and supervision of construction sites.

  • Total industrial accident rate in Korea is facing a record 0.7% for 10 years since 2000. After entering the continuous versus 0.6% (0.69%) in 2010. In 2011, the decrease was reduced to 0.65%. Conversely In contrast to foreign workers' share has increased dramatically over 10 years since 2000 to 2010 are expected to be difficult in the accident rate of 0.5% for the entry. Despite the ongoing disaster reduction efforts to reduce disaster (share) of foreign workers has been increasing rapidly Survey, Whilst the provision of disaster prevention system status and problem analysis and identify measures that can be established through such disaster reduction measures are urgently needed.

  • Since the hydrofluoric acid spill accident in Gumi in 2012, the current situation has continued to suffer from makeshift responses or feeble national system maintenance in preparing real countermeasures against chemical accidents, regardless of their repeated occurrence and seriousness. Industrial chemical accidents have an enormous ripple effect on the whole country and society. The purpose of this study is to propose ways of establishing directions for the national disaster management system against repeated occurrence of chemical accidents. To achieve this goal, the present study proposed improvement measures of response system for industrial chemical accident through the analysis of the current response system and structural causes of disaster control failure for chemical accidents.

The Study on Measures for Reducing Safety Accidents of Excavator (굴삭기 안전사고 저감방안 연구)

  • Safety accident resulting from construction projects getting larger and complex day by day has occurred more often than ever. Particularly, the accident caused by construction equipment, among others, has been on the rise. To prevent such accidents, it's necessary to come up with the measures for reducing the accident. In this study, the cause of safety accidents was analyzed, reviewing the cases of safety accident maintained by Korea Occupational Safety & Health Agency, and the measures for reducing the accident was suggested with computerized safety checklist. The scope of study was limited to excavator, and the result is summarized as below. 1) Investigation was conducted to identify the cases of accident by excavator with the primary causes. 2) Reduction measures were suggested by category of cause of excavator-caused accident. 3) Checklist to prevent the safety accident, which was based on primary causes, was suggested. 4) The measures to stir up safety consciousness and monitor the safety were suggested, making use of computerized system. This study is expected to lay the foundation for further study in future as well as make a great commitment to reducing the safety accident.
