People with disabilities are an important part of society. The world has a huge population of disabled people. Therefore, it is important to study the establishment and improvement of the disability welfare law. To carry forward the humanitarian spirit and develop the cause of the disabled is a signㄴ of social civilization. Improving the welfare system for the disabled is conducive to social progress. Disabled people have the same right to pursue a happy life as non-disabled people. Now, South Korea, China and Japan all have disability welfare laws. But the content of welfare law is not the same. China's welfare law for the disabled is also very detailed, but there are many problems. Such as education, medical care and so on. Therefore, through this study, to understand the perfect disabled persons' system in other countries, will play a positive role in the development of China's disabled persons' welfare law in the future. By comparing the welfare laws of the three countries, we can learn from each other and make progress. To contribute to the development of the cause of the disabled.

The progress of industrialization in Korea has led to increase social participation by females and also a transition toward a nuclear family based system. As a result of it, Korea is nowadays confronted with the issue of childcare, which is emerging as a social problem. In Japan, both combined nurturing facilities and the exclusively dedicated facilities for disabled children are institutionally maintained on a consistent basis. In addition, the enactment of the Children Welfare Act has subsequently given birth to the establishment of the 'Minimum Standard Requirements for Children's Welfare Facilities'. With such act and standards in place, much attention is now paid to a physical improvement of disabled children nurturing facilities, too. In order to make the requirements for such facilities more complete and substantial, local governments have enacted their own ordinances on the basis of the major policies regarding the universal designs for the disabled, such as the Heart Building Act. As Japan has a cultural background similar to that of Korea and is equipped with the nurturing facilities systemized in accordance with the symptom and degree of disabilities, it is believed that a study on the current standards for disabled children in Japan will help to provide our domestic standards applicable to such facilities.

The study aims to discuss issues on alternative materials for the disabled. For the purpose, it analyzed related policies and legislations. As a theoretical study, it explored definitions and types of altermative materials, and discussed a history of the information access rights for the disabled. Then, the study analyzed the disabled service part of the library development master plan. Futhermore, it discussed library act, disabled welfare act, and copyright act which define the rights and responsibilities of the interested groups. Based on the analysis, the study conducted interviews with members of the interested groups to explores their acknowledge and perspective. As a result, it argued the problems related to production and service of alternative materials, and provided five enhanced strategies.

The purpose of this study is to find ways to improve the legal system for supporting libraries for the disabled. For the stdy, related precedent studies were historically analyzed, and the legal definition of libraries for the disabled and related laws were discussed. Through this, it was confirmed that the current 「Library Act」 does not have sub-regulations of the Enforcement Decree and Enforcement Rules supporting the regulations related to library support for the disabled, and the 「Welfare of Persons with Disabilities Act」 replaces them. In addition, through research on the current status of libraries for the disabled and interviews with field workers in libraries for the disabled, the need for improvement of the legal system related to libraries for the disabled was confirmed. In conclusion, three improvement plans for supporting libraries for the disabled were proposed as follows: First, the definition and duties of libraries for the disabled through the 「Library Act」; second, preparation of regulations on support for library services for the disabled and fulfillment of duties through the 「Enforcement Decree of the Library Act」; third, through the 「Library Act」 and 「Enforcement Decree of the Library Act」, standards for facilities, collections and manpower of libraries for the disabled are presented.

The purpose of this study is to analyze empirically the causes of high unemployment among the people with disabilities, focused on productivity and discrimination. In order to pursue such goal this study adopts human capital theory, screening theory, job contest theory, taste theory and statistical discrimination theory as theoretical background. The major findings are: (1) Among the human capital variables Education degree and job training are not statistically significant on employment. Only degree of activity limit has significant effect. (2) Among the discrimination related variables only discrimination experiences variable has negative effect on employment. (3) Between degree of activity limit and discrimination experiences, both have similar effect on employment. But the degree of activity limit can be thought as discrimination related element. Because' not giving resonable accommodation' is regarded discrimination in ADA or DDA. These mean that it is important for society to compel the employment of the disabled and to put focus on eliminating prejudice rather than accomplishing education and job training programs to improve the employment of the disabled. In order to accomplish this it is necessary to increase the levy for disabled persons' employment promotion of the disabled persons' employment promotion act and to establish the disability discrimination act. Also, integrated education starting from infancy is necessary. Education system should be changed, and Job training must focused on industry which demand more labor force.

본 연구의 목적은 장애인활동지원제도의 현황 및 문제점을 살펴보고 정책적 개선 방안을 제안하는데 목적을 두고자 하였다. 이를 위해 보건복지부 통계자료를 활용하여 전국의 장애인활동지원 서비스기관들의 현황과 서비스에서 나타나는 문제점들에 대해 파악하였다. 정책적 개선방안으로 장애인활동지원 기관정보 조회서비스의 표준화된 제공, 장애인 본인에게 적합한 지원 기관이 선정 될 수 있도록 정보 제공, 서비스 만족 향상에 이용자의 특성과 욕구를 신속하게 파악, 개별 서비스의 특성상 활동 과정에서 발생할 수 있는 갈등관리 대응, 개선이 필요기관 전문가의 지도 및 컨설팅 제공, 우수기관 사례관리를 통해서 노하우 공유, 회계프로그램을 효율적으로 수행을 위한 전문가 파견 및 지원을 통하여 서비스가 개선 될 수 있도록 정책적 제안을 하고자 한다.

The purpose of this study is to explore the experiences and challenges of public guardianship services project for the mental disabled as a system of supporting the decision-making and the rights advocacy. For this purpose, interviews with 11 social workers who act as public guardians were conducted and a model of practice was suggested through analysis using the grounded theory of Strauss and Corbin(1998). As a results, the possibility of rights advocacy through public guardian services for the mentally disabled, the positive change of attitude of the facilities and the establishment of direction for the restoration of rights for the mentally disabled were derived. Public guardians experienced excessive empowerment of their guardians or difficulties in the process of their duties, but were also able to defend the rights of the mental disabled and support self-determination right. Through this study, expansion of budgets and expansion of beneficiaries for public guardianship services, establishment of infrastructure for integration in the community, set-up a support organization for public guardian services and Raising awareness of the mental disabled and public guardian services were suggested.

This study explores legislation process of Disability Discrimination Act in S. Korea focusing on social exclusion and participation through social action approach. I can find a thing in common in that both of disability and social exclusion are concerned with the relationship between majority and minority. Therefore we need to lay emphasis on the social model of disability to overcome social exclusion. When we explore the legislation process of Disability Discrimination Act, we recognize that the legislation is mainly due to a great deal of effort of the disabled, especially the Disability Discrimination Act Solidarity of Korea. So researchers need to focus on the social action approach to overcome social exclusion. In addition social workers have to analyze the macrosystem as well as microsystem to overcome the social exclusion of the disabled. Besides the course of macro practice should include the community organization skills focused on the social action approach.

This study aims to prepare basic resources for the development of child-care by figuring out the main characteristics of child-care history, laws, and current status in Korea. First of all, in the section of child-care history, the overall trend of child-care affaires were examined by classifying it into stage 1-Child Welfare Act, stage 2-Early Childhood Education Promotion Act, stage 3-Initial Period of Child-Care Act and stage 4-Complete Revision of Child-Care Act. Second, as for child-care related laws, basic laws such as Infant and Child-Care Act, and related laws such as Early Childhood Education Act and Child Welfare Act and other related laws such as Equal Employment Opportunity and Work Family Balance Assistance Act, act on Support for Disabled Children's Welfare and Social Welfare Services Act, the information related to child-care was specified. Third, as for current status of child-care, general status, status of child-care centers and children, and types of child-care centers were examined respectively.

This study was attempted to give aids in making 'the Disability Discrimination Act' by estimating the potential Cost-Benefit in case that the discrimination on the disabled is removed. The potential benefits from this Disability Discrimination Act are calculated considering the income increase of the people with disabilities from additional employment for them and the decrease of employment levies and the public assistance benefits. The potential cost was made focusing on the following 2 expenses- the extra expenditures that the owners of companies had to invest from the employment of the disabled and the managing expenses for correcting discrimination organizations. As the result of this estimation, the potential net present value under the 7% discount rate is very high as 12,700,301 million won and the cost-benefit ratio is also great as 96.8. The consequence of the sensitive analysis in changing the discount rate also does not have great changes. As the result of these estimating results, it is known that when the discrimination is solved by the 'Disability Discrimination Act', the pure benefit of our society will become tremendous. After all, it could be said that the need for 'the Disability Discrimination Act' is emphasized and should be emphasized.
